Packaging waste has become a focus for attention by policy‐makers in a number of countries. This article offers a simple policy measure — a packaging tax or levy — which serves the required aims of policy, namely: reducing waste at source; increasing the rate of recycling; and consistency with the polluter pays principle. The tax is illustrated in the context of beverage containers in the UK and Japan. The merits of the proposal are its simplicity and flexibility. The article suggests that the relevant environmental damages are captured by waste disposal costs and litter. Other life cycle impacts, such as emissions from energy use, could be included but only if there are not more efficient ways of regulating them.  相似文献

To deal with the complexity of recycling, a wide variety of models have been developed, each serving a specific purpose. Despite the current trend increasing international trade in recycling-related material flows, the international dimension of physical and economic relationships in recycling is often ignored in current models and analyses. This paper develops a formal model of an international material-product chain (MPC) that represents the mechanism behind international recycling. The attention is focused on the case of a developed and a developing country that exchange material commodities, final products and recyclable waste. Among others, the model demonstrates that taking into account environmental externalities results in higher levels of recycling. Moreover, we show that international recycling is mainly driven by regional differences in the quantity and quality of factor endowments and economic efficiency of recycling. Given that industrialised countries are relatively well endowed with recyclable waste, the recovery rate usually exceeds the utilisation rate. In developing countries, an opposite pattern is observed.  相似文献

A tax on waste-to-energy incineration of fossil carbon in municipal solid waste from households was introduced in Sweden on July 1, 2006. The tax has led to higher incineration gate fees. One of the main purposes with the tax is to increase the incentive for recycling of materials, including biological treatment. We investigate whether and to what extent this effect can be expected. A spreadsheet model is developed in order to estimate the net marginal cost of alternative waste treatment methods, i.e., the marginal cost of alternative treatment minus avoided cost of incineration. The value of the households’ time needed for source separation is discussed and included. The model includes the nine largest fractions, totalling 85% (weight), of the household waste currently being sent to waste incineration: food waste, newsprint, paper packaging, soft and hard plastic packaging, diapers, yard waste, other paper waste, and non-combustible waste. Our results indicate that the incineration tax will have the largest effect on biological treatment of kitchen and garden waste, which may increase by 9%. The consequences of an incineration tax depend on: (a) the level of the tax, (b) whether the tax is based on an assumed average Swedish fossil carbon content or on the measured carbon content in each incineration plant, (c) institutional factors such as the cooperation between waste incinerators, and (d) technological factors such as the availability of central sorting of waste or techniques for measurement of fossil carbon in exhaust gases, etc. Information turns out to be a key factor in transferring the governing force of the tax to the households as well improving the households’ attitudes towards material recycling.  相似文献

This report summarizes current developments in the United States and 18 other industrial countries regarding packaging waste. It presents available data concerning the types, amounts, and methods of managing such waste and provides information concerning the policies established or under consideration to reduce the amount of such waste being disposed. The countries discussed are all members of the Organisation for Economic Co-operation and Development (OECD).In recent years, waste disposal capacity has become more scarce in most OECD countries. As a result, waste management policies have focused on efforts to reduce and recycle major components of the waste stream. Packaging represents about one-third of municipal solid waste in many countries. Because of this, measures to reduce the amount and toxicity of packaging and to encourage its recycling are currently being considered in at least 18 OECD countries. In addition, the EC and the Nordic Council are developing programs to address packaging on a regional basis.The report is divided into four main sections. Section I summarizes available information for the OECD countries. The second section discusses waste generation and recycling rates for six types of packaging material: paper, glass, metal, plastic, wood, and composites. The third section discusses key questions raised by the information presented in the report. The fourth briefly discusses packaging waste issues facing the Congress.In general, the report finds, other countries use less packaging than the United States, recycle more of it, and are considering policy measures stronger than the measures generally being considered in America. As noted in detail, other countries have adopted or are developing requirements that:
• • set mandatory requirements for packaging waste reduction;
• • require reusable or refillable packaging;
• • impose taxes to discourage single-use packages;
• • prohibit the use of non-recyclable packaging,
• • prohibit or limit disposal of packaging, and
• • require manufacturers of packaging materials to collect and recycle post-consumer waste.
Perhaps the most fundamental issue raised by these approaches is whether local governments will continue to bear responsibility for funding and operating recycling programs or whether all or some of this responsibility might be shifted to industry. To date, this issue has not been joined in the Congress directly; however, there is a growing consensus in other countries concerning the advantages of industry responsibility.  相似文献

Solid waste is of serious concern in developing countries because of its high rate of generation and the low‐end quality of its management. Inefficient handling of solid wastes may result in deterioration of environmental quality, but it can also result in loss of potential resources. This study reviews current solid waste generation and management in Nigeria and the need for an effective collection, recovery, and recycling policy. Our review is based on literature searches and personal field surveys. Observations showed that uncontrolled electronic waste (e‐waste), agricultural‐waste (agro‐waste), scrap metals, waste polymers, and waste from the transportation sector are prevalent in Nigeria. Recent collection rates were less than 50% of the total solid waste generated (i.e., approximately 40% was collected). With an effective collection system and appropriate policies, the abundance of solid waste in the country could present material recovery and recycling opportunities that would boost the economy and move Nigeria closer to sustainable resource management.  相似文献

Silver (Ag) is a precious metal of increasing importance. Besides its classical use as a valuable, it is applied in an increasing number of industrial products due to its advantageous chemical properties. As silver is considered a non-renewable resource, it is becoming more and more relevant for individual countries to gain a better understanding of their domestic silver material flows. In our study, a material flow analysis (MFA) of silver in Austria for the period 2012 was carried out, the results of which reveal the major silver flows in the country as well as the imports and exports outside the country. As there is no extraction of silver ore in Austria, the country is depending on silver imports and recycling. Furthermore, the role of the silver coin production that is of considerable importance in Austria is highlighted. The results may help, on a policy level, to determine silver use indicators and support the development of strategies for resource, waste and environmental management of silver. On a modeling level, the results may function as an example for future silver MFA studies in different countries.  相似文献

Future limitations on the availability of selected resources stress the need for increased material efficiency. In addition, in a climate-constrained world the impact of resource use on greenhouse gas emissions should be minimized. Waste management is key to achieve sustainable resource management. Ways to use resources more efficiently include prevention of waste, reuse of products and materials, and recycling of materials, while incineration and anaerobic digestion may recover part of the embodied energy of materials. This study used iWaste, a simulation model, to investigate the extent to which savings in energy consumption and CO2 emissions can be achieved in the Netherlands through recycling of waste streams versus waste incineration, and to assess the extent to which this potential is reflected in the LAP2 (currently initiated policy). Three waste streams (i.e. household waste, bulky household waste, and construction and demolition waste) and three scenarios compare current policy to scenarios that focus on high-quality recycling (Recycling+) or incineration with increased efficiency (Incineration+). The results show that aiming for more and high-quality recycling can result in emission reductions of 2.3 MtCO2 annually in the Netherlands compared to the reference situation in 2008. The main contributors to this reduction potential are found in optimizing the recycling of plastics (PET, PE and PP), textiles, paper, and organic waste. A scenario assuming a higher energy conversion efficiency of the incinerator treating the residual waste stream, achieves an emission reduction equivalent to only one third (0.7 MtCO2/year) of the reduction achieved in the Recycling+ scenario. Furthermore, the results of the study show that currently initiated policy only partially realizes the full potential identified. A focus on highest quality use of recovered materials is essential to realize the full potential energy and CO2 emission reduction identified for the Netherlands. Detailed economic and technical analyses of high quality recycling are recommended to further evaluate viable integrated waste management policies.  相似文献

Packaging materials are one of the largest contributors to municipal solid waste production. This paper evaluates the material impacts packaging policy in The Netherlands in the period 1986-2007. Five different voluntary agreements were implemented over this period to reduce the environmental impact of packaging. The analysis shows that among the investigated indicators, population statistically is the most robust indicator to estimate the packaging demand. A baseline is developed on the basis of population growth in The Netherlands, and is used as reference to evaluate policy impacts. The policy periods are evaluated on the basis of overall effectiveness compared to the baseline and target achievement. Dutch packaging policies have been effective to reduce the total packaging volume until 1999. After 2000, packaging consumption increased more rapidly than the baseline, suggesting that policy measures have not been effective. The largest increase in packaging recycling rates was achieved during the first policy period. More clear and consistent packaging policy measures and targets could improve the effectiveness of policies.  相似文献

Phosphate rocks, used for phosphorus (P) fertilizer production, are a non-renewable resource at the human time scale. Their depletion at the global scale may threaten global food and feed security. To prevent this depletion, improved P resource recycling from food chain waste to agricultural soils and to the food and feed industry is often presented as a serious option. However, waste streams are often complex and their recycling efficiency is poorly characterized. The aim of this paper is to estimate the P recovery and recycling potential from waste, considering France as a case study. We assessed the P flows in food processing waste, household wastewater and municipal waste at the country scale using a substance flow analysis for the year 2006. We also quantified the P recycling efficiency as the fraction of P in waste that ultimately reached agricultural soils or was recycled in the food and feed industry. Efforts were made to limit data uncertainty by cross-checking multiple data sources concerning P content in waste materials. Results showed that, in general, P recovery in waste was high but that the overall P recycling efficiency was only 51% at the country scale. In particular, P recycling efficiency was 75% for industrial waste, 43% for household wastewater and 47% for municipal waste. The remaining P was discharged into water bodies or landfilled, causing P-induced environmental problems as well as losses of nutrient resources. Major P losses were through food waste (which amounted to 39% of P in available food) and treated wastewater, and the findings were confirmed through cross-checking with alternative data sources. Options for improving P resource recycling and, thereby, reducing P fertilizer use were quantified but appeared to be less promising than scenarios based on reduced food waste or redesigned agricultural systems.  相似文献

The Packaging and Packaging Waste Directive has had an undeniable impact on waste management throughout the European Union. Whereas recycling and recovery targets are the same, member states still enjoy a considerable degree of freedom with respect to the practical organization and management strategies adopted. Nevertheless, in all cases, the industry (which brings packaging material onto the market) should be responsible for the costs associated with packaging waste recycling/recovery (following the extended producer responsibility principle). The current paper compares and contrasts the institutional frameworks and financial costs and benefits of waste management operators for Belgium and Portugal. The unit costs of selective collection and sorting of packaging waste are provided for both countries. In Belgium, the costs of recycling seem to be fully supported by the industry (through Fost Plus, the national Green Dot agency). In Portugal the fairness of the recycling system depends on the perspective adopted (economic or strictly financial). Adopting a strictly financial perspective, it seems that Sociedade Ponto Verde (SPV, the Portuguese Green Dot agency) should increase the transfers to local authorities. However, the conclusions differ for this country if the avoided costs with refuse collection and other treatment are taken into account.  相似文献

The objective of this review paper is to analyze the efficiency of environmentally motivated taxes on virgin raw materials. We analyze both the economic-theoretical foundations of virgin natural resource taxation, and the empirical experiences of aggregates taxes i.e., taxes on, for instance, gravel, rock, stone, etc. in three European countries. These include Sweden, Denmark and the United Kingdom. The theoretical analysis indicates that taxing natural resource output or use typically represents a ‘second-best’ policy alternative, which can be used when, for instance, the monitoring of non-point source emissions is difficult or efficient property rights regimes cannot be established. The empirical analysis shows that the European aggregate taxes have assisted in reducing virgin resource use in spite of the relatively low own-price responses. However, generators of recycled materials typically have few incentives to enhance their waste sorting activities in the presence of a tax on virgin materials. Unless additional policies to increase the supply of recycled materials are implemented, supply will not increase much even in the presence of high demand. Finally, although second-best taxes are sometimes motivated by the desire to keep administration costs low, they could come at the cost of improper incentives and of limited policy legitimacy.  相似文献

Social conscience and public opinion have promoted a popular belief that all recycling is good for the environment. Planning policies and environmental legislation have been and continue to be influenced in part by this belief. Economic and political factors have been important especially in terms of developing recovery programmes and systems for collecting waste material. This is particularly true for paper products, for which there is now a whole range of arbitrary set recycling targets in most western countries. Paper products are different from all other major recycled products in that they are made from a renewable resource and, as recovered waste, it has alternative uses such as energy recovery. In the framework of mounting empirical evidence the aim of the paper is to question the validity of social conscience as a raison d'etre for increasing the rate of recycling paper products. Forests, which are the primary renewable resource, have important implications for a whole range of economic, social and climatic issues, especially global warming. There is an urgent need to take stock of these issues for both planning and managing the environment.  相似文献

Material flows of concrete from construction and demolition (C&D) waste in Taiwan have grown considerably over the last two decades, Hsiao et al. (2001). This increased flow puts pressure on limited national disposal capacity and has indirectly caused ecological damage to domestic riparian zones used as sources of natural aggregate. Using existing statistics and literature sources for C&D waste generation in Taiwan we have developed a dynamic model of domestic material flows of concrete waste and employ statistical analyses to obtain projections of future material flows. Our major findings are: (1) Taiwan’s rate of waste concrete generation in 2001 for the residential and commercial construction industry was approximately 2.4 Million Metric Tons (MMT) per year, averaging 0.11 metric tons of waste concrete generated annually by each Taiwanese; (2) Around the year 2009, the national rate will more than triple to exceed the spike in C&D concrete waste generation that occurred after the Chi Chi earthquake 9/21/99, 8.5 MMT. (3) Aside from pilot-scale development of waste concrete utilization technology, nationwide recycling rates remain negligible. Without resource recovery, the volume of C&D waste generation by 2009 is projected to occupy nearly 7% of all existing and planned domestic landfill capacity. A target is established to raise resource recovery rates for waste concrete to 50% by 2005 and a 100% nationwide recycling rate by 2009.  相似文献

This review of the UK's landfill tax generates two main contributions to our understanding of waste management in the UK. First, the review identifies areas in which the tax is least effective and considers policy implications associated with this. In particular, the tax has failed to significantly change the behaviour of domestic waste producers and SMEs. Second, it identifies continued information gaps that might be addressed. In particular, the landfill tax is intended to contribute to a transition away from landfilling of waste, towards recovery, recycling, re-use and waste minimization. This review of available evidence finds that there is reasonable data to monitor progress towards recycling, but not for re-use or waste minimization.  相似文献

When marketing environmentally responsible packaged products, the producer is confronted with consumer beliefs concerning the environmental friendliness of packaging materials. When making environmentally conscious packaging decisions, these consumer beliefs should be taken into account alongside the technical guidelines. Dutch consumer perceptions of the environmental friendliness of packaged products are reported and compared with the results of a life-cycle analysis assessment. It is shown that consumers judge environmental friendliness mainly from material and returnability. Furthermore, the consumer perception of the environmental friendliness of packaging material is based on the postconsumption waste, whereas the environmental effects of production are ignored. From the consumer beliefs concerning environmental friendliness implications are deduced for packaging policy and for environmental policy.  相似文献

Zinc is one of the most widely applied nonferrous metals in China. Study on the applications and recurrent situation of zinc resources is of great strategic importance for the sustainable development of China's economy. In this paper, a dynamic material flow analysis (MFA) method has been adopted to analyze quantificationally zinc resources in China, as well as to analyze and predict the quantity of zinc product scrap and their recycling situation. The weighted average method was applied to calculate average lifetimes of six major zinc products in China. The average lifetimes of battery, zinc oxide, zinc die-casting alloys, zinc material products, galvanized zinc and brass are 0.17, 5.3, 11.1, 12, 21 and 30 years, respectively. Assuming the lifetime of zinc product group obeys the Weibull distribution and the consumption of zinc products varies linearly with time, the future consumption and scrap generation of zinc products will increase continuously. It is expected that they would increase from 49% to 76% during 2004–2020, respectively. Assuming the recycling rate remains unchanged with time, the zinc old scrap index, both the theoretical and actual values, would continue increasing in China. The values are expected to reach 0.402 and 0.076 by 2020, respectively. Therefore, the regeneration resource of depreciated zinc is actually insufficient in China. According to the scenario analysis, the actual value of old scrap indexes is positively correlated with the recycling rate of zinc products. Because galvanized products are the largest consumption area of zinc products in China, the influence of their recycling rate on old scrap index is obviously larger than other zinc products. Through the analysis, this paper suggests that the increase of the recycling rate of zinc products could not only improve to a certain degree China's relative shortage of zinc resources, but greatly relive the supply pressure of zinc in the world.  相似文献

In policy support of municipal solid waste (MSW) management, life cycle assessment (LCA) can serve to compare the environmental or economic impacts of two or more options for waste processing. The scope of waste management LCAs generally focuses less attention on future developments, e.g., where will recycling take place, and more on the environmental performance of prototypes, e.g., the incineration of all waste compared to recycling. To provide more robust support for Swiss waste glass-packaging disposal, scenarios of Swiss waste glass-packaging are assessed from a life cycle perspective. The scenarios consist in schemes for the disposal of the total amount of Swiss waste glass-packaging, i.e., different combinations of recycling and downcycling in Switzerland or abroad developed in Part I, Meylan et al. (2013). In this article (Part II), the disposal schemes are assessed with respect to eco-efficiency, an indicator that combines total environmental impacts and gross value added in Switzerland. Results show that no policy alternative guarantees environmental impact reductions and gross value added gains under all developments of exogenous constraints. Downcycling to foam glass in Switzerland is not only an environmentally sound disposal option, but it also buffers gross value added losses in case domestic recycling (and thus glass-packaging production in Switzerland) ceases in the future. The substitution of products based on raw materials other than Swiss cullet is the main responsible for change in environmental and economic impacts. Hence, an eco-efficiency maximizing policy should consider the products of disposal schemes. The combination of scenario analysis and eco-efficiency assessment as presented in this paper can be applied to other contexts (i.e., countries, waste fractions).  相似文献

With the annual increase in waste generation and heavy reliance on landfilling as disposal, method in Malaysia, it is just a matter of time before significant problems of space limitations, health, and environmental issues hit the nation severely. This paper attempts to develop an overview on solid, waste recycling in Malaysia at the most basic level of a community or nation which is the household, unit. Households are the main primary source of municipal solid waste in Malaysia, consisting of, recyclable materials at most 70% to 80% of the total waste composition as found placed in the, landfills. Overview on the existing household solid waste recycling policy and program status in, Malaysia is relevant in enhancing solid waste management measure from recycling perspective. Despite the high potential and opportunities for solid waste recycling, wastes are still simply being, dumped in an open area of ground without any attempt for recovery and recycling. Comparing to, recycling rates of neighboring countries, Malaysia is falling back at merely 5% which proves how, uncommon recycling practice is. The government is committed to significantly improve the national's, solid waste management services especially in waste minimization. Fortunately the emphasis on, recycling as a sustainable waste management strategy has taken a shift in paradigm as wastes, separation and recycling are part of the major changes in the current policy implementation. With, issues and challenges in recycling practice that were highlighted in this context especially from the, aspects of information availability and other loopholes within solid waste management policies and, related recycling program within the community, the question on whether the goals in 2020 can be, met remains unsure of but there is a possibility for a successful implementation of sustainable solid, waste management particularly in recycling.  相似文献
