A dynamic water balance model is created to examine the effects of different water conservation policies and recycled water use on water demand and supply in a region faced with water shortages and significant population growth, the Las Vegas Valley (LVV). The model, developed using system dynamics approach, includes an unusual component of the water system, return flow credits, where credits are accrued for returning treated wastewater to the water supply source. In LVV, Lake Mead serves as, both the drinking water source and the receiving body for treated wastewater. LVV has a consumptive use allocation from Lake Mead but return flow credits allow the water agency to pull out additional water equal to the amount returned as treated wastewater. This backdrop results in a scenario in which conservation may cause a decline in the available water supply. Current water use in LVV is 945 lpcd (250 gpcd), which the water agency aims to reduce to 752 lpcd (199 gpcd) by 2035, mainly through water conservation. Different conservation policies focused on indoor and outdoor water use, along with different population growth scenarios, are modeled for their effects on the water demand and supply. Major contribution of this study is in highlighting the importance of outdoor water conservation and the effectiveness of reducing population growth rate in addressing the future water shortages. The water agency target to decrease consumption, if met completely through outdoor conservation, coupled with lower population growth rate, can potentially satisfy the Valley’s water demands through 2035.  相似文献

Los Angeles has a long history of importing water; however, drought, climate change, and environmental mitigation have forced the City to focus on developing more local water sources (target of 50% local supply by 2035). This study aims to improve understanding of water cycling in Los Angeles, including the impacts of imported water and water conservation policies. We evaluate the influence of local water restrictions on discharge records for 12 years in the Ballona Creek (urban) and Topanga Creek (natural) watersheds. Results show imported water has significantly altered the timing and volume of streamflow in the urban Ballona watershed, resulting in runoff ratios above one (more streamflow than precipitation). Further analysis comparing pre‐ vs. during‐mandatory water conservation periods shows there is a significant decrease in dry season streamflow during‐conservation in Ballona, indicating that prior to conservation efforts, heavy irrigation and other outdoor water use practices were contributing to streamflow. The difference between summer streamflow pre‐ vs. during‐conservation is enough to serve 160,000 customers in Los Angeles. If Los Angeles returns to more watering days, educating the public on proper irrigation rates is critical for ensuring efficient irrigation and conserving water; however, if water restrictions remain in place, the City must take the new flow volumes into account for complying with water quality standards in the region.  相似文献

The traditional concept of Aquifer Storage and Recovery (ASR) has been emphasized and extensively applied for water resources conservation in arid and semi-arid regions using groundwater systems as introduced in Pyne's book titled Groundwater Recharge and Wells. This paper extends the ASR concept to an integrated level in which either treated or untreated surface water or reclaimed wastewater is stored in a suitable aquifer through a system of spreading basins, infiltration galleries and recharge wells; and part or all of the stored water is recovered through production wells, dual function recharge wells, or by streams receiving increased discharge from the surrounding recharged aquifer as needed. In this paper, the author uses the El Paso Water Utilities (EPWU) ASR system for injection of reclaimed wastewater into the Hueco Bolson aquifer as an example to address challenges and resolutions faced during the design and operation of an ASR system under a new ASR system definition. This new ASR system concept consists of four subsystems: source water, storage space-aquifer, recharge facilities and recovery facilities. Even though facing challenges, this system has successfully recharged approximately 74.7 million cubic meters (19.7 billion gallons) of reclaimed wastewater into the Hueco Bolson aquifer through 10 recharge wells in the last 18 years. This ASR system has served dual purposes: reuse of reclaimed wastewater to preserve native groundwater, and restoration of groundwater by artificial recharge of reclaimed wastewater into the Hueco Bolson aquifer.  相似文献

Abstract: Building water mass balances were performed for one 150‐story conventional building scenario for comparison with three scenarios of the 2020 Tower, a hypothetical 150‐story high‐rise building with on‐site wastewater treatment and reuse. To ensure that the assumptions for the hypothetical building are appropriate, a one‐year water balance was also conducted of the existing 27‐story Solaire building that partly closes the water/wastewater loop, meters major water flows and implements low‐flow/water conserving fixtures and appliances. For comparison, a conventional 27‐story building scenario with the same low‐flow/water conserving fixtures as the Solaire but no water reuse was also assessed. The mean daily indoor water use in the Solaire was 246 l/(d cap) which exceeds mean daily water use found in the literature. The water mass balances showed that an urban high‐rise building needs another source of water even when potable reuse water is produced because of losses during water end use and treatment (i.e., evaporation, water in treatment residues). Therefore, water conservation (i.e., modification of human behavior) and water efficiency improvements (i.e., equipment, appliances and fixtures) are important major factors in reducing the municipal water needed in all scenarios.  相似文献

Uncertainty in future water supplies for the Phoenix Metropolitan Area (Phoenix) are exacerbated by the near certainty of increased, future water demands; water demand may increase eightfold or more by 2030 for some communities. We developed a provider-based water management and planning model for Phoenix termed WaterSim 4.0. The model combines a FORTRAN library with Microsoft C# to simulate the spatial and temporal dynamics of current and projected future water supply and demand as influenced by population demographics, climatic uncertainty, and groundwater availability. This paper describes model development and rationale. Water providers receive surface water, groundwater, or both depending on their portfolio. Runoff from two riverine systems supplies surface water to Phoenix while three alluvial layers that underlie the area provide groundwater. Water demand was estimated using two approaches. One approach used residential density, population projections, water duties, and acreage. A second approach used per capita water consumption and separate population growth estimates. Simulated estimates of initial groundwater for each provider were obtained as outputs from the Arizona Department of Water Resources (ADWR) Salt River Valley groundwater flow model (GFM). We compared simulated estimates of water storage with empirical estimates for modeled reservoirs as a test of model performance. In simulations we modified runoff by 80%-110% of the historical estimates, in 5% intervals, to examine provider-specific responses to altered surface water availability for 33 large water providers over a 25-year period (2010-2035). Two metrics were used to differentiate their response: (1) we examined groundwater reliance (GWR; that proportion of a providers' portfolio dependent upon groundwater) from the runoff sensitivity analysis, and (2) we used 100% of the historical runoff simulations to examine the cumulative groundwater withdrawals for each provider. Four groups of water providers were identified, and discussed. Water portfolios most reliant on Colorado River water may be most sensitive to potential reductions in surface water supplies. Groundwater depletions were greatest for communities who were either 100% dependent upon groundwater (urban periphery), or nearly so, coupled with high water demand projections. On-going model development includes linking WaterSim 4.0 to the GFM in order to more precisely model provider-specific estimates of groundwater, and provider-based policy options that will enable "what-if" scenarios to examine policy trade-offs and long-term sustainability of water portfolios.  相似文献

Outdoor water use is a key component in arid city water systems for achieving sustainable water use and ensuring water security. Using evapotranspiration (ET) calculations as a proxy for outdoor water consumption, the objectives of this research are to quantify outdoor water consumption of different land use and land cover types, and compare the spatio-temporal variation in water consumption between drought and wet years. An energy balance model was applied to Landsat 5 TM time series images to estimate daily and seasonal ET for the Central Arizona Phoenix Long-Term Ecological Research region (CAP-LTER). Modeled ET estimations were correlated with water use data in 49 parks within CAP-LTER and showed good agreement (r 2 = 0.77), indicating model effectiveness to capture the variations across park water consumption. Seasonally, active agriculture shows high ET (>500 mm) for both wet and dry conditions, while the desert and urban land cover types experienced lower ET during drought (<300 mm). Within urban locales of CAP-LTER, xeric neighborhoods show significant differences from year to year, while mesic neighborhoods retain their ET values (400–500 mm) during drought, implying considerable use of irrigation to sustain their greenness. Considering the potentially limiting water availability of this region in the future due to large population increases and the threat of a warming and drying climate, maintaining large water-consuming, irrigated landscapes challenges sustainable practices of water conservation and the need to provide amenities of this desert area for enhancing quality of life.  相似文献

Water managers increasingly are faced with the challenge of building public or stakeholder support for resource management strategies. Building support requires raising stakeholder awareness of resource problems and understanding about the consequences of different policy options. One approach that can help managers communicate with stakeholders is system dynamics modeling. Used interactively in a public forum, a system dynamics model can be used to explain the resource system and illustrate the effects of strategies proposed by managers or suggested by forum participants. This article illustrates the process of building a strategic-level system dynamics model using the case of water management in Las Vegas, Nevada. The purpose of the model was to increase public understanding of the value of water conservation in Las Vegas. The effects of policies on water supply and demand in the system are not straightforward because of the structure of the system. Multiple feedback relationships lead to the somewhat counterintuitive result that reducing residential outdoor water use has a much greater effect on water demand than reducing indoor water use by the same amount. The model output shows this effect clearly. This paper describes the use of the model in research workshops and discusses the potential of this kind of interactive model to stimulate stakeholder interest in the structure of the system, engage participant interest more deeply, and build stakeholder understanding of the basis for management decisions.  相似文献

A systematic approach to optimizing water network has traditionally been utilized to exam and plan water conservation in industrial processes. In the present case study, water-pinch technology was used to analyze and optimize the water network of a steel plant near China's Zhangjiakou city. A system design was developed and a limiting constraint (Cl(-) concentration) was identified based on investigations of water quality then the minimum freshwater and wastewater targets were determined without considering water losses. The analysis was then extended by calculating the additional input of freshwater required to balance the actual water losses. A nearest-neighbor algorithm (NNA) was used to distribute the freshwater and recycled water among each of the plant's operations. The results showed that with some reconstruction of the water network, the flow rates of freshwater and wastewater could be decreased by 57.5% and 81.9%, respectively.  相似文献

Abstract: The Rio Grande basin shares problems faced by many arid regions of the world: growing and competing demands for water and river flows and uses that are vulnerable to drought and climate change. In recent years legislation, administrative action, and other measures have emerged to encourage private investment in efficient agricultural water use. Nevertheless, several institutional barriers discourage irrigators from investing in water conservation measures. This article examines barriers to agricultural water conservation in the Rio Grande basin and identifies challenges and opportunities for promoting it. Several barriers to water conservation are identified: clouded titles, water transfer restrictions, illusory water savings, insecure rights to conserved water, shared carry‐over storage, interstate compacts, conservation attitudes, land tenure arrangements, and an uncertain duty of water. Based on data on water use and crop production costs, price is found to be a major factor influencing water conservation. A low water price discourages water conservation even if other institutions promote it. A high price of water encourages conservation even in the presence of other discouraging factors. In conclusion, water‐conserving policies can be more effectively implemented where water institutions and programs are designed to be compatible with water’s underlying economic scarcity.  相似文献

ABSTRACT: An index of residential water efficiency - a “W-Index” - can serve as a measure of effectiveness of water conservation features in the home. The index provides a calculated numerical value for each dwelling unit, derived from the number and kind of water-saving features present, including indoor and outdoor water savers and water harvesting or recycling systems. A W-Index worksheet, devised for on-site evaluation of single-family residences in the Tucson, Arizona, region shows that a nonconserving residence with all the water-using features would use 151,000 gallons per year or 148 gallons per capita per day (gpcpd), while the fully conserving model would use 35,300 gallons per year or 35 gpcpd and with water harvesting and graywater recycling systems would have a maximum W-Index of W-160. A Tucson water conservation demonstration home, Casa del Agua, received a rating of W-139, and field tests of about 30 homes in new Tucson subdivisions show values ranging from W-75 to W-100, indicating the incorporation of some water conservation in current new models. By adjustment of some climatic or water-use parameters, the W-Index format can be applied to various types of dwelling units or to other urban areas. The W-Index can be used by individual homeowners or builders to evaluate water efficiency of residential units, or by water providers or water management agencies as a device for promoting and achieving water conservation goals.  相似文献

ABSTRACT: Prediction of future water demands depends on the degree to which conservation effects can be anticipated. A model developed for the Corps of Engineers shows that choosing a numerical conservation target to be achieved is more meaningful and yields more predictable results than price or price elasticity manipulations. The method developed and then applied to the Kaneohe Bay region of Oahu considers the following determinants of demand: geographic distribution of the users, indoor and outdoor requirements, time - by year and month of the year, precipitation, historical unit usage rates, gross and irrigable acreage of land uses, price for water, elasticity of demand with respect to price, source of the water supply (local private supplies vs. agency supplies), and the percentage conservation savings anticipated in each future period in indoor and outdoor uses of water in each of 40 possible land uses. While developed for use in Hawaii, the model is applicable generally.  相似文献

Water reuse and pollutant removal efficiency analysis of the on-farm irrigation tanks (OFTs) was carried out in rice paddy field region of Zhanghe Irrigation District, Southern China through field experiments during the rice growing season of 2009–2011. Water flow measurements indicate that 20.6–68.9% of drainage water captured by OFTs was reused for supplemental irrigation. Rainfall was the most important factor that determines the water reuse efficiency (WRR) of OFTs, since higher rainfall resulted in higher surplus irrigation water draining out of OFTs without reuse, and thus decreased WRR. Fully using the storage capacity for storing return flow, and releasing totally for supplemental irrigation also enhanced WRR of OFTs. Water quality analysis shows that OFTs removed 47.2% of total phosphorous (TP) and 60.8% of total nitrogen (TN) of inflow and have a great effect on increasing sedimentation for return flow as the mean of removal efficiency of pollutant load (REL) for suspended solids (SS) amounted to 68.4%. For water treatment effectiveness of OFTs, high hydraulic retention time (HRT) is most beneficial to increase REL of TN whereas REL of TP is not sensitive to HRT. These results confirm that OFTs can effectively increase agricultural return flow reuse and remove pollutants. As the cascade OFTs irrigation system recycle return flow for several times, the irrigation water demand from outside of region was reduced significantly for rice production. Coupling with the effect of cyclic irrigation on the nutrients recycling by paddy fields, OFTs irrigation system also considerably mitigate the N and P off-site emission. Therefore, it is advisable to integrate the role of OFTs on water reuse and treatment for water saving irrigation and ecological management of paddy fields landscape.  相似文献

ABSTRACT: A mathematical model of agricultural water use and a hydrological and economic simulation model were linked to quantify the economic and hydrological impact of deficit irrigation, increased water application efficiency, and farm storage dams when maintaining an IFR (instream flow requirement) under stochastic water supply conditions. The main finding was that a water conservation policy aimed at reducing the amount of water withdrawn from the river could bring more pressure to bear on stream flow. Water can only be saved if consumptive use is reduced. Increased water application efficiency is detrimental to other users as a result of reduced return flow. The economic cost of maintaining a specific IFR increases with the use of all three strategies as the probability of maintaining the IFR increases. Because of the control that can be exercised over the supply of water, a farm storage dam is the best strategy for minimizing the costs for irrigators. The interaction between water legislation, water policy administration, technology, hydrology, and human value systems necessitates an integrated approach to facilitate water management at catchment level and to formulate policies that will be in the interest of society.  相似文献

To demonstrate the benefits of water conservation at the household level in regional Victoria in Australia, a family house “Sharland Oasis” was designed and built according to an ecologically sustainable design for improved water and energy efficiency. This study has demonstrated that the combined use of alternative water supplies together with water efficient appliances can save up to 77% of total potable water use compared to the average 1990s household water use in the same region considering the location and differing in water use approach. The use of rainwater inside the home alone saved up to 40% of potable water use. In addition to the water savings, there is a significant wastewater discharge saving achieved through the use of water conservation strategies and greywater reuse. A community survey undertaken in regional Victoria revealed that community receptivity for reusing greywater is highest for uses, such as watering gardens and flushing toilets; but it progressively decreased with increasing personal contact with greywater. Positive perception of greywater reuse needs to be encouraged through programs targeted at developing resources, skills and motivation for new water reuse practices and technologies, across a diverse range of social groups.  相似文献

Domestic water conservation in arid climates can result in efficient utilization of existing water supplies. The impacts of conservation measures such as the installation of water-saving devices, water metering and pricing schemes, water rationing and public awareness programs, strict plumbing codes, penalties for wasting water, programs designed to reduce leakage from public water lines and within the home, water-efficient landscaping, economic and ethical incentives are addressed in detail. Cost savings in arid climates, with particular reference to Saudi Arabia, in relation to some conservation techniques, are presented. Water conservation technology and tentative demonstration and implementation of water conservation programs are discussed.  相似文献

Governmental agencies, nongovernmental organizations, and agricultural organizations promote water quality trading programs as an innovative policy to engage agricultural producers in conservation activities. Cost analyses suggest regulated sources can reduce compliance costs by purchasing agricultural nonpoint source credits. Yet, such “point‐nonpoint” trades are rare. This article assesses the demand for agricultural nonpoint sources in well‐developed nutrient trading programs in Virginia for industrial and municipal wastewater treatment plants, municipal stormwater programs, and land developers. Evidence suggests nutrient trading programs in Virginia will not stimulate investments in pollutant reduction practices on working agricultural lands. The lack of demand for agricultural nonpoint source credits can be attributed to a substantial degree to the design features and incentives present in multiple overlapping regulatory programs. The legal setting that dampens regulated source demand for nonpoint source credits in Virginia is broadly representative of conditions found elsewhere in the United States.  相似文献

Poplar plantation is the most dominant broadleaf forest type in northern China. Since the mid-1990s plantation was intensified to combat desertification along China's northwestern border, i.e., within Inner Mongolia (IM). This evoked much concern regarding the ecological and environmental effects on areas that naturally grow grass or shrub vegetation. To highlight potential consequences of large-scale poplar plantations on the water budget within semiarid IM, we compared the growing season water balance (evapotranspiration (ET) and precipitation (PPT)) of a 3-yr old poplar plantation (Kp3) and a natural shrubland (Ks) in the Kubuqi Desert in western IM, and a 6-yr old poplar plantation (Bp6) growing under sub-humid climate near Beijing. The results showed that, despite 33% lower PPT at Kp3, ET was 2% higher at Kp3 (228 mm) as compared with Ks (223 mm) in May–September 2006. The difference derived mainly from higher ET at the plantation during drier periods of the growing season, which also indicated that the poplars must have partly transpired groundwater. Estimated growing season ET at Bp6 was about 550 mm and more than 100% higher than at Kp3. It is estimated that increases in leaf area index and net radiation at Kp3 provide future potential for the poplars in Kubuqi to exceed the present ET and ET of the natural shrubland by 100–200%. These increases in ET are only possible through the permanent use of groundwater either directly by the trees or through increased irrigation. This may significantly change the water balance in the area (e.g., high ET at the cost of a reduction in the water table), which renders large-scale plantations a questionable tool in sustainable arid-land management.  相似文献

Water is a critical issue in China for a variety of reasons. China is poor of water resources with 2300m(3) of per capita availability, which is less than 13 of the world average. This is exacerbated by regional differences; e.g. North China's water availability is only about 271m(3) of per capita value, which is only 125 of the world's average. Furthermore, pollution contributes to water scarcity and is a major source for diseases, particularly for the poor. The Ministry of Hydrology [1997. China's Regional Water Bullets. Water Resource and Hydro-power Publishing House, Beijing, China] reports that about 65-80% of rivers in North China no longer support any economic activities. Previous studies have emphasized the amount of water withdrawn but rarely take water quality into consideration. The quality of the return flows usually changes; the water quality being lower than the water flows that entered the production process initially. It is especially important to measure the impacts of wastewater to the hydro-ecosystem. Thus, water consumption should not only account for the amount of water inputs but also the amount of water contaminated in the hydro-ecosystem by the discharged wastewater. In this paper we present a new accounting and analytical approach based on economic input-output modelling combined with a mass balanced hydrological model that links interactions in the economic system with interactions in the hydrological system. We thus follow the tradition of integrated economic-ecologic input-output modelling. Our hydro-economic accounting framework and analysis tool allows tracking water consumption on the input side, water pollution leaving the economic system and water flows passing through the hydrological system thus enabling us to deal with water resources of different qualities. Following this method, the results illustrate that North China requires 96% of its annual available water, including both water inputs for the economy and contaminated water that is ineligible for any uses.  相似文献

Existing and projected water shortages and related factors have helped focus attention on the need for water reuse. With recent technological advances in wastewater treatment, it is now possible to produce reclaimed water of any quality. Thus, the use of reclaimed water will depend on the reuse opportunities and the cost of the required infrastructure. Historically, centralized wastewater treatment facilities have served the needs of organized societies since the mid 1800s. However, as there are limited options for expansion of most existing centralized facilities, the use of satellite and decentralized wastewater management systems offers significant advantages including being close both to the source of wastewater generation and to potential water reuse applications. The comparative advantages of satellite and decentralized wastewater management systems for a number of water reuse applications are presented and discussed in this paper. Selected case studies are presented to demonstrate the utility of satellite and decentralized wastewater management. Specific issues associated with the application of such systems in existing and in new developments are examined and discussed.  相似文献

ABSTRACT: The water reductions resulting from Contra Costa Water District's 1989 residential audit program are measured using a multivariate regression model. The model explains metered residential water use as a function of both conservation and other household variables. The principle conclusions drawn are that (1) installation of low-flow showerheads reduced indoor water use by 9.7 percent or 7.8 gallons per capita day, (2) the outdoor segment of the audit reduced irrigation needs by 18.7 percent, and (3) irrigation timers are being used inefficiently.  相似文献
