The authors commence by discussing the role of the United Nations (UN) Commission on Sustainable Development (CSD) in relation to the field of education. The report of the UN Secretary-General to the CSD, Promoting Education, Public Awareness and Training is then evaluated. Novel proposals for the development of an Education 21 programme and for the designation of the educational community as a major group are outlined and advocated. The paper concludes with sections on what was achieved and what remains to be done; recommendations for action are made.  相似文献

The article seeks to sensitize the development community, particularly outside the education sector, about the issues surrounding education as a vehicle for promoting sustainable development in an AIDS environment in Africa. By illustrating how the epidemic impacts education sector staff as well as parents and students at all levels, the article intends to suggest how national authorities, NGOs and donor agencies can work out strategies to enhance the role of education in promoting sustainable development in Africa. Analysis will demonstrate how the AIDS epidemic weakens the education sector, particularly in countries with a generalized epidemic (defined as more than 3% of the adult population being HIV‐positive), undermining the sector's ability to contribute to general literacy and sustainable development. The article will demonstrate that HIV and AIDS is still not fully accepted as an educational issue, which has hampered efforts to deal with its ravages in the educational sector. The need for holistic policy frameworks for supporting teachers and administrators living with HIV and AIDS will be discussed as well as how changes in curriculum and better relations with the community are important in addressing the needs of students. The article will highlight options for developing innovative responses to HIV and AIDS in African education, showing how different forms of education can serve as vehicles for responding to the challenges of the epidemic. The examples emphasize the importance of learner‐centered instruction and partnerships with the health sector and other resources needed in an AIDS‐affected environment. Key messages of the article are that the HIV and AIDS epidemic is a multi‐sectoral problem and that responding to it effectively in the education sector requires coherent responses that address the needs of learners and instructors, including those who are personally affected or infected by HIV and AIDS. Adapting the Education for Sustainable Development initiative to address the challenges posed by the epidemic must be supported by policy development, leadership and advocacy. Diverse partnerships are essential, as the education sector alone cannot deal with the challenge of HIV and AIDS to sustainable development.  相似文献

Because of their economic and environmental vulnerability, small island developing states (SIDS) have peculiar developmental problems that severely affect their ability to implement the measures necessary for attaining sustainable development as recommended in UNCED's Agenda 21. Although this has been recognised by the Commission on Sustainable Development (CSD), and although there has been international acceptance of a SIDS Programme of Action (POA), SIDS have not been the focus of adequate attention by international and donor agencies. As a result, progress toward implementing the POA has been disappointing. This study examines the question of how sustainable management and development of ocean resources can contribute significantly to the achievement of the objectives of the SIDS POA.  相似文献

Environmental education can be a catalyst for sustainable development in local communities as long as it is recognised that communities have different challenges and needs. From a perspective of social change and sustainable development, environmental education can be broadly defined as the process that enables students and teachers to participate in the planning, implementation, and evaluation of educational activities aimed at resolving an environmental issue that they themselves have identified. What an 'environmental issue' is, then, depends on the perceptions and earlier experiences of the learner as well as the context in which education takes place. An illustration of such a participatory approach to environmental education is provided by the case of Pistons Middle School in Detroit, Michigan where teachers, students and outside facilitators combined action research and community problem solving.  相似文献

In recent years there has been increasing interest in the use of so-called 'economic instruments' in environmental policy. Economic instruments influence the behaviour of economic agents by providing financial incentives for environmentally improved behaviour, or disincentives for damaging behaviour. This paper explores the use of economic instruments in the field of sustainable community planning and development. It does so in the wider context of how environmental economic policy is made. The focus of this paper is to examine the role of policy instruments in community planning, and to review the different types of instruments that are available to policy-makers. Numerous examples of the various instruments at the community level are described. It is widely believed that policy making should occur at the lowest or most local level possible while maintaining effectiveness. A system of government that does not give adequate legal power to local governments, and does not allow local governments considerable flexibility in the use of funds, cannot be expected to achieve all community objectives. Central governments must give local governments permission to take measures towards sustainable community planning, even though that requires giving them power to address broader issues. At the same time, when issues that should be addressed at national and international levels are not addressed, local governments may be able to take action individually. Given the general reluctance (and perhaps inability) of governments at all levels today to consider non-economic and, particularly, non-market policy instruments, it is pragmatic as well as timely to improve our understanding of economic instruments for sustainable community development.  相似文献

ABSTRACT: The objective of this article is to open a dialogue on integrating service‐learning into community based watershed management programs and to discuss opportunities and challenges that a service‐learning program presents to universities and communities. The article presents the concept and definition of service‐learning, and arguments concerning why institutions of higher education and university faculty and students should be involved with community based watershed management programs. The article describes a case study for developing a service‐learning program for watershed management at Virginia Tech and discusses lessons learned from the case study. The paper concluded that to make a service‐learning program sustainable, there should be a long term plan, regular and effective communication with the stakeholders, and some incentives for faculty and students for long term commitment to the community based watershed management programs.  相似文献

This paper seeks to explore Canada's response to the global dialogue over sustainable development on two dimensions: policy articulation at the federal and provincial levels and policy implementation at the municipal level. In order to accomplish these goals, this analysis begins by outlining a critical framework for understanding and assessing local sustainable development. Next, it examines the evolution of Canadian federal and provincial policies supportive of sustainable development, including the role played by non-governmental organisations (NGOs) in enhancing this process. It then contrasts the Canadian promise and experience with that of the USA. In analysing local responses to the call for sustainable communities, it offers a case study of the Hamilton-Wentworth Vision 2020 sustainable community programme—a North American showcase of sustainable community initiatives.  相似文献

The primary role of the Commission on Sustainable Development is to monitor progress in the implementation of Agenda 21 of the United Nations Conference on Environment and Development (UNCED, Rio de Janeiro, June 1992) and to suggest steps that governments and sectors of civil society can lake to move forward on its implementation. Sustainability indicators are an increasingly popular tool for the identification of policies and monitoring of progress towards sustainable development. The need for indicators is clearly set out in Agenda 21 and has been taken up by the Commission for Sustainable Development. Devising alternative measures of progress to gross national product has been the subject of much research in the past few years. There are many local sustainability indicator initiatives now under way, co-ordinated by local authorities and involving local communities. However useful these exercises have been (not least to those engaged in them) there is little evidence, so far, that sustainability indicators are leading to substantial shifts in policy at national or local level. Evidence points, in fact, to substantial barriers to progress in several key areas: for example, the necessity for the greater integration of environmental, social and economic policy, the tackling of inequality and poverty and the encouragement of greater public participation in action on sustainable development. In order for indicators to make any progress in surmounting these barriers there is a need to address issues of trust and to examine existing institutional structures and practices. In parallel with the development of indicators, national, and particularly local, government will need to experiment with new and creative techniques for community participation in decision making, engage in dialogue with new cultural networks and implement practical initiatives to improve the quality of life in particular communities.  相似文献

Public private partnerships (PPPs) allow the Indian Government to leverage private capital for meeting the widening demand-supply gap in the provision of infrastructure services. The private sector, however, prefers to limit the participation to financially attractive projects only, thereby resulting in patterns of infrastructure creation impeding the progress towards sustainable development. In order to promote sustainable development, the PPP procurement process should focus on incentivising the private sector for sustainable infrastructure development rather than concentrating on ensuring financial sustainability only. This paper discusses the principles-based PPP-specific framework that has been developed to facilitate assessment of PPP projects' progress towards sustainable development. The framework development was based on a holistic approach to sustainability assessment and subsequently validated through questionnaire survey with key stakeholders in the Indian PPP programme. This framework will provide the decision makers with appropriate decision aid for integration of sustainable development principles in the PPP procurement process.  相似文献

This paper aims to initiate a debate through which the gap between rhetoric and the local-level implementation of sustainable development might be addressed. It seeks to contribute towards a conceptual as well as a practical basis for the understanding of what contribution sustainable development can make in the context of the post-apartheid reconstruction of South African cities. The analysis draws on an examination of the incorporation of sustainable development in post-apartheid policy as it relates to the urban environment, and its implications for implementation as experienced by formal (local government) and informal (community groups) local-level institutions. In order to ensure that capacity exists for the implementation of sustainable development, it is argued that this rethinking of sustainable development should be informed by the present transformation of formal and informal institutions, whilst the transformation of institutions should occur in a manner that reflects these new conceptual understandings.  相似文献

One of the major changes in flash-flood mitigation in the past decade is the number of communities that have implemented warning systems. The authors conducted a survey of 18 early-warning systems in the United States developed by communities or regions to provide protection against flash floods or dam failures. Problems revealed by the study included the following: equipment malfunctions, inadequate maintenance funding, inconsistent levels of protection and expenditure, inconsistent levels of expectations and formalization, varying levels of local commitment to the systems, underemphasis on response capability, and a tendency to over-rely on warning systems. The study also revealed some unanticipated benefits experienced by the survey communities: the warning systems serve as valuable data collection tools, a great deal of interagency cooperation has been demonstrated, and warning systems offer increased alternatives to structural modification projects. The interjurisdictional nature of drainage basins, the evolving roles of the various federal agencies involved in flood mitigation, and the lack of governmental standards of operations for flood warning systems are issues that must be considered as communities make decisions regarding the adoption of warning systems. The record on these systems is too short for a precise assessment of how successful they are; however, results of the study indicate that if the goal of reducing loss of life and property from flooding is to be achieved, warning systems must be only one part of a comprehensive flood loss reduction program.  相似文献

Environmental indicator systems are a fundamental tool in quantifying the environmental component of sustainable development. They are useful because they quantify the status and trends of key environmental parameters and provide information on the environment that allows authorities and communities to make informed decisions. This article analyzes the basic framework for Chinese environmental indicator systems and presents a “core” set of environmental indicators. In our research, we used a theme approach to develop the environmental indicator systems. We performed two case studies of selected indicators. In the first, we used an urban ambient air pollution composite index and an urban ambient air pollution indicator for three main pollutants to examine trends in urban air pollution in China from 1990 to 2000 at regional and national levels. The results indicate that China has made some progress towards controlling urban air pollution, but must do more in order to reach acceptable pollution levels. We think that an aggregated index and disaggregated indicators have important complementary roles in the policy-making processes. In the second case study, we developed and constructed a grassland degradation index that aggregates information on the extent and severity of grassland degradation. Taking the Xilinhaote region of Inner Mongolia as the study area, we calculated this index by combining remote-sensing data, a geographical information system (GIS), and field investigation. Based on these results, we provide recommendations regarding further development and measurement of environmental indicators in China.  相似文献

While the Convention on Biological Diversity (1992) introduced a new and progressive outlook on conservation, the South African government has failed to produce a comprehensive legal body of legislation to give effect to its varied obligations. Inconsistency and incompleteness of regulations governing wildlife conservation in conjunction with the failure to implement objectives to conserve wildlife through restricted exploitation with the political, social and economic motives of community conservation must be seen as major contributions to failed conservation goals. This paper analyses post-apartheid conservation laws and policies and argues that current plans for people-centred approaches to natural resource management programmes have been unsuccessful in operationalizing policy goals of biodiversity conservation and sustainable development into transparent plans for implementation. In fact, legal instruments and implementation plans seem to focus on the benefit-sharing components of community participation and therefore fail to address important issues of resource exploitation. It is suggested that where communities are expected to take part in the management of wildlife resources, the responsibility for sustainable wildlife management must be linked to the benefit-sharing instruments of the programmes. However, these would not deal with 'outsiders' like poachers and poaching driven by commercial interests. The paper proposes a model that allows communities to take control over wildlife resources.  相似文献

In Western democracies, rising levels of political alienation have prompted concerned political authorities to improve the quality of citizenship by such means as civic education. As well, the several international conventions underpinning the sustainable development discourse mandate participation to empower people in their own development. Active citizenship and the participation fundamental to it can be problematic for island communities with a history of economic and political dependence, since there exist a number of structural and agentic barriers to its practice and to the exercise of ecological responsibility through participation. Both the barriers to and the prospects for ecological sustainability are elaborated in this study of aspects of community, participation, citizenship and ecological literacy among the communities of the Huon Valley region of southern Tasmania.  相似文献
