Numerous studies have indicated a broad-based support for open space preservation and protection. Research also has characterized the public values and rationale that underlie the widespread support for open space. In recognition of the widespread public support for open space, various levels of government have implemented programs to provide public access to open space. There are many different types of open space, ranging from golf courses, ball parks, wildlife areas, and prairies, to name a few. This paper addresses questions related to the types of open space that should be prioritized by planners and natural resource managers. The results of this study are based on a stratified random sample of 5000 households in Illinois that were sent a questionnaire related to their support for various types of open space. Through a comparatively simple action grid analysis, the open space types that should be prioritized for public access include forest areas, stream corridors, wildlife habitat, and lakes/ponds. These were the open space types rated of the highest importance, yet were also the open space types rated the lowest in respondent satisfaction. This kind of analysis does not require the technical expertise of other options for land-use prioritizations (e.g., conjoint analysis, contingent valuation), yet provides important policy directives for planners. Although open space funds often allow for purchase of developed sites such as golf courses, ball parks, and community parks, this study indicates that undeveloped (or nature-based) open space lands are most needed in Illinois.  相似文献

Conflicts between industrial development and environmental conservation can be particularly acute when such development occurs in the vicinity of World Heritage sites. A key example is the Great Barrier Reef World Heritage Area (GBRWHA) in northeastern Australia, where a 2012 review by the World Heritage Council found that rapid port development inshore of the coral reef posed significant risks to local marine ecosystems. Such instances pose pressing challenges for decision‐makers seeking to manage World Heritage sites for multiple values and needs, including those of key stakeholder groups, such as local communities. There is increasingly a societal expectation that public decision‐making takes into account local views and priorities, and that companies seek a ‘social license to operate’. This research explored local community attitudes toward port development associated with the export of liquefied natural gas (LNG) and coal through the GBRWHA. Using data drawn from a survey and interviews, the research examined how a range of geographical factors, including proximity to gas infrastructure and the perceived impacts and risks of development to the local community, economy and environment shape community perceptions of the industry. Findings suggest that local attitudes toward gas and coal terminal development inshore of the GBRWHA are shaped predominantly by community perceptions of environmental impacts and risks associated with such infrastructure, in contrast to a broader public narrative that focuses largely on economic benefits. A complex combination of other factors, including social impacts, personal environmental values, community trust in industry, and equity in decision‐making and distribution of the risks and benefits of industrial development also contribute. Placed in a broader, global context, the findings have important implications for public decision‐making processes in Australia and elsewhere as they suggest that, for local communities, the perceived impacts of gas development on the environment may overshadow the benefits of industry.  相似文献

The redevelopment of brownfields and the creation of green space in cities are two initiatives that are gaining support in the US, for they are perceived to be important elements for fostering urban revitalization and more sustainable development. Although these initiatives have evolved separately, the two have started to converge as governments, local communities and other stakeholders begin to consider brownfields as potential locations for green space. A barrier to this convergence, however, has been the focus of brownfield efforts on redevelopment that garners direct economic benefits, as well as the lack of information regarding the benefits that brownfield to green space projects can bring about.

This paper examines the utilization and quality of life impacts of three brownfield to green space projects from the perspective of those using them and the affected communities. The perceptions of respondents (combined N = 479) were assessed via three separate surveys, sharing common questions, which obtained written responses at the point of distribution or elicited mailed responses. The results indicate that these projects quickly achieve regular use and that users partake in a vast array of active and passive recreational activities. The projects also contribute in many ways to personal and community quality of life, particularly in terms of enhancing scenic beauty and neighbourhood appeal, improving access to trails, recreation space, and nature, boosting community pride, removing blight, improving physical fitness and raising property values. In all, 90% of those surveyed felt that green space was a good use for brownfields.  相似文献

DOI: 10.1111/j.1752-1688.2010.00466.x Abstract: Although conservation buffers are multifunctional, the current conservation buffer planning strategies tend to use a single criterion, most frequently a hydrological or soil condition indicator, to guide conservation buffer placement. This study presents a watershed planning approach that prioritizes agricultural lands for conservation buffers based on multiple selection criteria and applies the approach to Raritan Basin in central New Jersey. The multiple selection criteria include soil erodibility, hydrological sensitivity, wildlife habitat, and impervious surface rate. These criteria capture the conservation buffers’ benefits in reducing soil erosion, controlling runoff generation, enhancing wildlife habitat, and mitigating stormwater impacts, respectively. An expert panel was used to identify and define the section criteria, review the measured values of those criteria, and develop the classification scales that assign the class score to each criterion. The prioritization is based on the summation of the criteria class scores. About one-third of agricultural lands are prioritized for conservation buffers in Raritan Basin. The total program cost of converting those prioritized agricultural lands to conservation buffers in Raritan Basin is estimated to be between $54.8 and 102.9 million depending on the composition of installed conservation buffer practices.  相似文献

The open space conservation sub-division offers an alternative to large-lot residential sub-divisions often seen as the culprit when urban sprawl transforms rural landscapes. Homes are sited on somewhat smaller lots, preserving natural areas for the local residents who share ownership of these communal areas and assume responsibility for their management. The article focuses on the experiences of residents of 13 relatively new open space communities. The interviews revealed that most of the communities have already confronted conflicting values with respect to natural areas, low resident participation and challenges in accessing appropriate information. While the open space conservation design holds great promise as a tool for innovative approaches to managing residential growth, it also calls for ways to anticipate and assist communities in caring for their local environment. Recommendations are offered for planning professionals based upon the experience of these open space community residents.  相似文献

The main aim of this article is to examine and review the usage of forests for the purpose of tourism in Turkey with the case study of Antalya-Belek. The use and conversion of forest lands is central to tourism development. Land use change is responsible for the majority of the negative environmental impacts of tourism on natural resources. Worldwide, forests and coastal zones are converted for the construction of tourist facilities. The rapid emergence of mass tourism development in Turkey, encouraged without considering protection and sustainable use of natural and cultural resources, has resulted in serious problems in forest areas. This paper is particularly concerned with land use change in forests (or deforestation) created by the allocation of forest lands to build tourist facilities. In Belek, a tourism center located in Antalya province's coastal areas and the fastest growing destination of the country, all tourist facilities have been established in forest lands under the status of conservation forest. Today, the Belek Conservation Forest is under severe pressure from tourism.  相似文献

Numerous undeveloped and ecologically diverse tracts of land within urban communities in the United States are presently being utilized for a variety of unsupervised recreational activities. The present use and perceived value of residual open spaces adjacent to the Palisades to residents of four communities in northeastern New Jersey was assessed. The results of our survey suggest that parks and open space represent a city service that is not as highly valued as other more visible services, that respondents desire a diversity of recreational experiences, that existing parks and open space provide a narrow range of recreational benefits to users, that benefits of existing parks extend primarily to the provision of active pursuits, and that undeveloped residual open spaces are valued for and provide opportunities for a variety of passive pursuits.Residual open spaces are a resource that contributes towards meeting the aesthetic and recreational needs of city residents. Urban farming – a type of urban agriculture focused on entrepreneurial food production – serves multiple functions in neighbourhoods; yet these are not well delineated. Expectations for urban farming often centre on traditional measures of economic development, potentially overlooking other benefits. Through a qualitative case study conducted in Baltimore, Maryland, we sought to understand community perceptions regarding the ways in which urban farms can benefit cities. Interviews with residents, neighbourhood leaders, and urban farmers in three residential neighbourhoods with urban farms revealed the pathways by which community members view farms as improving neighbourhoods. Benefits stemmed from four primary changes urban farms made to study neighbourhoods: creation of public projects welcoming involvement, physical improvement of degraded space, production of local food, and creation of new businesses. These changes led to multiple perceived benefits including increased social connectedness, a transformed physical landscape, improved neighbourhood reputation, increased access to fresh produce, and educational, youth development, and employment opportunities. Our findings demonstrate the importance of a multifunctional paradigm that accounts for social and educational functions in assessing the value of urban farming and bring empirical evidence to the concept of multifunctional agriculture. Urban farms with strong social aims may appear to contribute little to economic development if measured using traditional indicators of success such as job creation or fiscal impacts, but provide numerous other benefits for community development.  相似文献

ABSTRACT: Wetlands exist in a transition zone between aquatic and terrestrial environments which can be altered by subtle changes in hydrology. Twentieth century climate records show that the United States is generally experiencing a trend towards a wetter, warmer climate; some climate models suggest that this trend will continue and possibly intensify over the next 100 years. Wetlands that are most likely to be affected by these and other potential changes (e.g., sea‐level rise) associated with atmospheric carbon enrichment include permafrost wetlands, coastal and estuanne wetlands, peat lands, alpine wetlands, and prairie pothole wetlands. Potential impacts range from changes in community structure to changes in ecological function, and from extirpation to enhancement. Wetlands (particularly boreal peat‐lands) play an important role in the global carbon cycle, generally sequestering carbon in the form of biomass, methane, dissolved organic material and organic sediment. Wetlands that are drained or partially dried can become a net source of methane and carbon dioxide to the atmosphere, serving as a positive biotic feedback to global warming. Policy options for minimizing the adverse impacts of climate change on wetland ecosystems include the reduction of current anthropogenic stresses, allowing for inland migration of coastal wetlands as sea‐level rises, active management to preserve wetland hydrology, and a wide range of other management and restoration options.  相似文献

ABSTRACT: This study assesses economic and environmental impacts of uses of woody draws, small natural drainage areas covered by trees and shrubs in agricultural landscapes. Three agricultural uses and four alternative uses are evaluated. A net present value approach is used to compare economic impacts of uses of draws and APEX is used to evaluate the interaction between a woody draw and the contributing upland area and simulate the environmental impacts of uses of draws in the field. The study shows that relative to agricultural uses, alternative uses of draws have significant environmental benefits in terms of reducing surface runoff and sediment and associated pollutants, such as nitrogen, phosphorus and pesticides. Agricultural uses of draws are not always the most profitable option. Certain alternatives, such as curly willow and the mixed buffer, are highly profitable. Agricultural landscapes could be differentially managed to achieve both economic variability and environmental benefits. Government support is necessary to promote alternative uses of woody draws. The support can be in the form of CRP payments or market development of buffer products. Farmers and resource managers can use study results to manage woody draws and evaluate the merits of alternative policies for managing woody draws.  相似文献

Water scarcity is increasing internationally and now is also affecting the natural water resources of New Zealand. This paper explores two solutions at a local level—water-storage and water-sharing regimes—that address the problems of water scarcity and competition for water, towards more sustainable development. Both systems show positive effects on the local economy and for the local community, providing additional jobs to the region and increasing the value added. Environmental benefits mostly relate to a lessening of the impacts of water abstraction by keeping flow volumes above minimum requirements. Locally operated water-storage and water-sharing schemes thus can provide excellent governance strategies for water management, ensuring that local interest and issues are addressed adequately.  相似文献

Urbanization and the Loss of Resource Lands in the Chesapeake Bay Watershed   总被引:3,自引:0,他引:3  
We made use of land cover maps, and land use change associated with urbanization, to provide estimates of the loss of natural resource lands (forest, agriculture, and wetland areas) across the 168,000 km2 Chesapeake Bay watershed. We conducted extensive accuracy assessments of the satellite-derived maps, most of which were produced by us using widely available multitemporal Landsat imagery. The change in urbanization was derived from impervious surface area maps (the built environment) for 1990 and 2000, from which we estimated the loss of resource lands that occurred during this decade. Within the watershed, we observed a 61% increase in developed land (from 5,177 to 8,363 km2). Most of this new development (64%) occurred on agricultural and grasslands, whereas 33% occurred on forested land. Some smaller municipalities lost as much as 17% of their forest lands and 36% of their agricultural lands to development, although in the outlying counties losses ranged from 0% to 1.4% for forests and 0% to 2.6% for agriculture. Fast-growing urban areas surrounded by forested land experienced the most loss of forest to impervious surfaces. These estimates could be used for the monitoring of the impacts of development across the Chesapeake Bay watershed, and the approach has utility for other regions nationwide. In turn, the results and the approach can help jurisdictions set goals for resource land protection and acquisition that are consistent with regional restoration goals.  相似文献

This paper examines approaches for local resident participation in community‐based natural resource management (CBNRM); focusing particularly on the potential impacts that local participation imposes on the natural environment. This study used qualitative methods to collect data, and selected Meqmegi, an indigenous community in Taiwan, as a case study. The findings indicate that many opportunities can be created that stimulate a community to participate in natural resource management; moreover, residents are prone to use their own ways to participate. Therefore, although local participation is praised for its people‐oriented way of natural resource management, impacts from the participation process will ultimately be imposed on the environment. We suggest that more consideration be given to the environmental conditions during the process of local participation via CBNRM to make sure that impacts on the environment are positive, and lead to a truly sustainable future.  相似文献

ABSTRACT: Most forest lands are managed for multiple purposes, among them timber production and water supply. Conflicts often arise in such cases because logging is perceived as a threat to water quality. These conflicts can result from uncertain factual information, from differences in underlying social values, or from imbalances in the incidence of costs and benefits. Resulting conificts may go unresolved because existing institutional structures fail to address the real roots of the dispute. When such conificts go unresolved, benefits are often lost, and social, political, and managerial costs are high. This study found that the roots of conifict may lie in value differences or in interest impacts, but attention may be focused inappropriately and unproductively on factual issues. It suggests that at least some long-standing disputes in the management of forested watersheds may be resolved by identifying the root causes of these disputes and choosing those actions, whether they be changes in management guidelines or altered institutional structures, which are appropriate to those causes.  相似文献

Abstract: This study evaluates the economic value of riparian buffers and open space in a suburban watershed through two nonmarket valuation methods. A contingent valuation survey was implemented in the Dardenne Creek watershed, a suburban watershed of the St. Louis metropolitan area in Missouri, to evaluate the residents' perceptions of and willingness to pay (WTP) for adopting riparian buffers and preserving farmland in a hypothetical real estate market. A hedonic pricing model based on actual sale prices of homes in the watershed was applied to estimate the market value of open space and other environmental conditions such as flood zone and stream proximity in the study area. The results showed that residents' WTP was consistent with the economic values of open space and proximity to streams embedded in existing home prices. Through a better understanding of residents' perceptions and values, riparian buffer and open space programs can be designed and promoted to achieve greater implementation success and environmental benefit.  相似文献

ABSTRACT. Society has long sought to maximize the welfare of its members by allocating its limited resources so as to provide maximum satisfaction. As long as all of the values that society gains or loses are measured in the market place in terms of price, the process of maximizing through economic models is relatively straightforward. In fact, however, the total value that society receives from the use of its resources is not completely measured through the private market transactions. There are some values created which are external to the market system. The resulting underinvestment in natural resources by the private sector necessitates the entry of the public sector. The presence of intangible benefits and intangible costs has long been recognized, but completely satisfactory methods for including these in the quantitative analysis of benefit-cost have not been developed. Some progress has been made in including recreational values in project analysis via the expenditures method, the Gross National Product method, consumer surplus method, cost method, market value method, and monopoly and discriminating monopoly methods, but little has been done in the area of aesthetic values. Techniques for including such values in project evaluation need to be further researched. Tradeoff models developed by market researchers, the advertising industry, social psychologists and sociologists may have some applicability. Methodology for including proposed multiple objective functions in project analysis is also a critical need.  相似文献

Choice modelling is an emerging approach to estimating the non-use values of environmental services with multiple attributes. In this paper, results are reported of a choice modelling study conducted in the Herbert River District of North Queensland to estimate the value placed on the protection of natural vegetation in areas suitable for cane production by the local community. Resource use options that vary in the level of environmental protection and the level of agricultural production were presented as a series of choice sets and respondents were asked to choose among a set of three discrete alternatives in a given choice set. The alternatives in each choice set were described by four attributes, pertaining to the area of teatree woodlands, the area of vegetation along rivers and in wetlands, regional income from cane production, and an environmental levy. The responses were analysed together with socio-economic data using a nested-logit discrete-choice model to estimate the community willingness-to-pay for the protection of natural vegetation. The results indicate that the environmental values of wetlands are comparable to returns from commercial production of sugar cane and that the values of teatree woodlands are comparable to returns from extensive grazing. It is argued that land allocation policies should recognise these values in tandem with commercial benefits of production to ensure that resources are used more efficiently.  相似文献

Even after 30 years of strict de jure protection, today's de facto extraction of products from Nepal's Royal Chitwan National Park (RCNP) and their great economic importance to local households suggests that this reality should be explicitly internalised in managing this world heritage park. Several studies have quantified local people's use of protected areas and estimated the value of such areas to them. However, few studies incorporate economic analyses to investigate the effect of management interventions on local communities' resource use and collection behaviour. In Nepal, buffer zones and especially buffer zone community forestry are seen as means to define and demarcate places, where local people may legally extract goods that are either identical to or relevant substitutes for products that are collected in protected areas. The intention is to resolve park-people conflicts over resource use. This article presents the findings of an in-depth study of the importance of natural resources to the livelihoods of 18 households. One village was located inside RCNP with no realistic alternatives to Park resources, while the other is located in the buffer zone with equal distance to the Park, a national forest and their community forest. For each household, the collection of products, allocation of time, and purchase and sale of goods were recorded daily through 12 consecutive months and economic values were calculated on the basis of local market prices and recorded quantities. The study shows that products from RCNP are of great importance to the livelihoods of local people. Furthermore, we find that products collected in the national forest substitute products from the Park, while the substitution effect of the community forest is small. Accordingly, the study illustrates that, irrespective of buffer zone community forestry, there is still a gap between local people's need for supplementing natural resources and their rights to satisfy them on a legal basis, which is likely to be unsustainable in the longer term. This calls for a thorough evaluation of actual park-people relations and how these may be improved through local participation that goes beyond the current form of buffer zone community forestry and the admitted 7-14 annual days of open access grass cutting within the park.  相似文献

Urban open space provides a number of valuable services to urban populations, including recreational opportunities, aesthetic enjoyment, environmental functions, and may also be associated with existence values. In separate meta-analyses of the contingent valuation (CV) and hedonic pricing (HP) literature we examine which physical, socio-economic, and study characteristics determine the value of open space. The dependent variable in the CV meta-regression is defined as the value of open space per hectare per year in 2003 US$, and in the HP model as the percentage change in house price for a 10 m decrease in distance to open space. Using a multi-level modelling approach we find in both the CV and HP analyses that there is a positive and significant relationship between the value of urban open space and population density, indicating that scarcity and crowdedness matter, and that the value of open space does not vary significantly with income. Further, urban parks are more highly valued than other types of urban open space (forests, agricultural and undeveloped land) and methodological differences in study design have a large influence on estimated values from both CV and HP. We also find important regional differences in preferences for urban open space, which suggests that the potential for transferring estimated values between regions is likely to be limited.  相似文献
