This study explores conflict in recreational use of the Black Forest Nature Park (BFNP) by six different nature sports groups as a function of infrastructure, forest management and other users. A multi-step, methodological triangulation conflict model from US recreation management was applied and tested in the Park. Results from two groups, hikers and mountain bikers, are analysed in depth. The main conflict potentials were due to infrastructure and value conflicts. These were influenced by various visitor characteristics such as resource attachment, experiences, activity-style, expectations and motives. Results of quantitative data analysis were further interpreted by interviews with agency and group leaders. This methodological combination reveals a robust understanding of recreation conflict and management in the BFNP.  相似文献

We use a travel cost model to test the effects of wild and prescribed fire on visitation by hikers and mountain bikers in New Mexico. Our results indicate that net benefits for mountain bikers is $150 per trip and that they take an average of 6.2 trips per year. Hikers take 2.8 trips per year with individual net benefits per trip of $130. Both hikers' and mountain bikers' demand functions react adversely to prescribed burning. Net benefits for both groups fall as areas recover from prescribed burns. Because both visitation and annual recreation benefits decrease to these two types of visitors, this gives rise to multiple use costs associated with prescribed burning. With respect to wildfire, hikers and mountain bikers both exhibit decreased visitation as areas recover from wildfires, however, only hikers indicate an increase in per trip net benefits. Bikers' demand effectively drops to zero. These results differ from previous findings in the literature and have implications for efficient implementation of the National Fire Plan and whether prescribed burning is a cost effective tool for multiple use management of National Forests. Specifically, that fire and recreation managers cannot expect recreation users to react similarly to fire across recreation activities, or different geographic regions. This paper seeks to outline early stages in the recovery of forest ground flora on eroded slopes impacted by recreation activities and to suggest how these data might be applied in the formulation of management policies for forest recreation areas. Based on a fencing experiment in the Sonian Forest near Brussels, we investigated whether, over a 6-year period, the vegetation was able to recover after having been destroyed by recreation use. Short-term trends in overall species composition were already observable during this 6-year study. Species recovery on eroded hills was related to slope, aspect, and soil type. During the considered time scale, the proportion of hemicryptophytes and the number of ancient forest species increased significantly. A downward trend was detected for Ellenbergs nitrogen and temperature indexes and for the proportion of therophytes and pioneer plants of disturbed places. Changes in species frequencies suggest six recovery strategies: early, late, expanding, disappearing, transient, and fluctuating species. Aside from seedling reproduction from overstory influences, Luzula sylvatica appeared to be the most resilient of the species identified in the study since this species has the highest global frequency in our sampling plots and has increased its cover during the study period. Study results indicate that (1) protection from recreation has initiated the recovery of species in the herb layer, but (2) it may take a long time before vegetation previously present in the ground flora may recover in both density and species composition.  相似文献

Planning and management for recreational activities in protected areas involves an understanding of many complex factors. Segmentation of recreation demand and of the main physical or sporting activities can contribute to the design of more efficient management strategies, which may help to maintain or significantly enhance satisfaction with the recreation experience, and this in turn could improve the interest in and appreciation of the natural environment. The current study examined the motivations of hikers in three small Natura 2000 protected areas. It establishes a typology or categorization as a contribution to better management based on a survey conducted through on-site personal interviews with a representative sample of 569 hikers. Through an analysis of the principal intervening components by means of cluster analysis, we identified three groups of hikers based on three motivational dimensions: (1) nature-minded hikers, (2) sporting hikers and (3) general-purpose hikers. The most striking results were the significant differences among group variables related to visit behaviour (frequency and duration of visits and number of people per group), previous knowledge (protection status of the areas) and recreational frequentation (trail categories and protected areas visited). A positive correlation between the degree of sympathy for nature and the degree of satisfaction with the recreational experience (including positive evaluation of the public facilities, signposting and services offered) was also observed. The results are discussed in terms of their applicability and implications in hiking management in protected natural areas such as those of Natura 2000.  相似文献

The United States Forest Service is required to analyze road systems on each of the national forests for potential environmental impacts. We have developed a novel and inexpensive way to do this using the Ecosystem Management Decision Support program (EMDS). We used EMDS to integrate a user-developed fuzzy logic knowledge base with a grid-based geographic information system to evaluate the degree of truth for assertions about a roads environmental impact. Using spatial data for natural and human processes in the Tahoc National Forest (TNF, California, USA), we evaluated the assertion the road has a high potential for impacting the environment. We found a high level of agreement between the products of this evaluation and ground observations of a TNF transportation engineer, as well as occurrences of road failures. We used the modeled potential environmental impact to negatively weight roads for a least-cost path network analysis to 1573 points of interest in the forest. The network analysis showed that out of 8233 km of road analyzed in the forest, 3483 km (42%) must be kept in a modified road network to ensure access to these points. We found that the modified network had improved patch characteristics, such as significantly fewer cherry stem roads intruding into patches, an improved area-weighted mean shape index, and larger mean patch sizes, as compared to the original network. This analysis system could be used by any public agency to analyze infrastructure for environmental or other risk and included in other mandated analyses such as risks to watersheds.  相似文献

This paper investigates the relationship between pupils' environmental perception (in terms of preservation and utilisation of nature) and personality (in terms of risk-taking). 713 secondary school pupils in Switzerland were investigated. Environmental perception was assessed via three factors: Preservation, Utilisation of Nature and Consideration for Conservation. Risk-taking was evaluated via six factors: Positive Risking, Ambivalence, Thrill in Gambling, Ineffective Control, Effective Control, and Anger Reaction. Analysis of the correlation matrix between Risk-taking and Environmental perception revealed three profiles (types): the high scorer on Preservation is the controlled and cautious gambler. The Utiliser (anthropocentric) profile is essentially a mirror image of the first: the Utiliser does not enjoy unpredictable risks, reacts with anger when risks fail and has little control over his/her own risk-taking behaviour. The Consideration for Conservation (ecocentric) profile assumes a position between these two profiles.  相似文献

Biotechnology applied to traditional foodanimals raises ethical issues in three distinctcategories. First are a series of issues that arise inthe transformation of pigs, sheep, cattle and otherdomesticated farm animals for purposes that deviatesubstantially from food production, including forxenotransplantation or production of pharmaceuticals.Ethical analysis of these issues must draw upon theresources of medical ethics; categorizing them asagricultural biotechnologies is misleading. The secondseries of issues relate to animal welfare. Althoughone can stipulate a number of different philosophicalfoundations for the ethical assessment of welfare,most either converge on Bernard Rollins principle ofwelfare conservation (Rollin, 1995), or devolve intodebates over the ethical significance of animaltelos or species integrity. The principle of welfareconservation prohibits disfunctional geneticengineering of food animals, but would permit alteringanimals biological functions, especially when (as inmaking animals less susceptable to pain or suffering)do so improves an individual animals well being.Objections to precisely this last form of geneticengineering stress telos or species integrity asconstraints on modification of animals, and thisrepresents the third class of ethical issues. Most whohave formulated such arguments have failed to developcoherent positions, but the notion of species being,derived from the 19th century German tradition,presents a promising way to analyze the basis forresisting the transformation of animal natures.  相似文献

Habitat loss and modification is one of the major threats to biodiversity and the preservation of conservation values. We use the term conservation value to mean the benefit of nature or habitats for species. The importance of identifying and preserving conservation values has increased with the decline in biodiversity and the adoption of more stringent environmental legislation. In this study, conservation values were considered in the context of land-use planning and the rapidly increasing demand for more accurate methods of predicting and identifying these values. We used a k-nearest neighbor interpreted satellite (Landsat TM) image classified in 61 classes to assess sites with potential conservation values at the regional and landscape planning scale. Classification was made at the National Land Survey of Finland for main tree species, timber volume, land-use type, and soil on the basis of spectral reflectance in satellite image together with broad numerical reference data. We used the number and rarity of vascular plant species observed in the field as indicators for potential conservation values. We assumed that significant differences in the species richness, rarity, or composition of flora among the classes interpreted in the satellite image would also mean a difference in conservation values among these classes. We found significant differences in species richness among the original satellite image classes. Many of the classes examined could be distinguished by the number of plant species. Species composition also differed correspondingly. Rare species were most abundant in old spruce forests (>200 m3/ha), raising the position of such forests in the ranking of categories according to conservation values. The original satellite image classification was correct for 70% of the sites studied. We concluded that interpreted satellite data can serve as a useful source for evaluating habitat categories on the basis of plant species richness and rarity. Recategorization of original satellite image classification into such new conservation value categories is challenging because of the variation in species composition among the new categories. However, it does not represent a major problem for the purposes of early-stage land-use planning. Benefits of interpreted satellite image recategorization as a rapid conservation value assessment tool for land-use planners would be great.  相似文献

This study compares community-based managed forests under different purposes of management, namely, state-driven conservation or community-designed utilization in two villages located in the Sopsai watershed, Nan Province, northern Thailand. The forest health under different intensity of uses is assessed in association with the collective behaviors and long-term purposes embedded in village social–cultural context. The study found no significant differences in forest succession and proportion in diameter at 1.3 m (dbh) class and height-class distribution of the forest under different use intensity. The forest for utilization also showed higher density and basal area of the local preferred species than the conservation forest. In the utilization forest, we also found a higher number of multipurpose and preferred species than in the conservation forest, which actually responded to the needs of the community in the long term to have more wood products (both firewood and timbers). The community-based forest management (CBFM) for utilization can also lead to natural regeneration and biodiversity similar to conservation forests. Through CBFM, forest resources can be managed to maintain the healthy condition under different intensities and respond to both community needs and external expectation. The findings also emphasize the importance of recognizing community needs and management objectives in watershed restoration and improving the productivity of forests under collective management.  相似文献

Summary Agro-ecosystems in many of the developing economies are coming under increased pressure, especially in areas where population demands, weak economic growth, and debt burdens, are resulting in mass rural poverty and assault on environmental resources. The loss of forests is a double-edge blow for most rural and agricultural systems. The forests provide the resource substitutes for the many manufactured products which are scarce or physically and economically inaccessible, and they also provide congenial environments which support rural food systems by way of productive agricultural land opportunities.In many of the rural areas of Africa, in particular, forest stability is more threatened, and this requires both local and external responses to make sustainable development a possibility. This paper, which is based on a field study in Ghana by the author, identifies emerging socio-economic constraints in woodfuel systems in environments where demands on forest ecosystems are high. The degree to which such local socio-economic processes affect stability of forest ecosystems, and the conditions within which the research information could assist planners and resource managers towards sustainable use of forest ecosystems are analysed.Dr William Y. The increasing acceptance of inappropriate concepts in the realms of plant genetic resources and biological conservation prompts re-examination of the subject. Oregons land-use planning program is often cited as an exemplary approach to forest and farmland conservation, but analyses of its effectiveness are limited. This article examines Oregons land-use planning program using detailed spatial data describing building densities in western Oregon. An empirical model describes changes in building densities on forest and agricultural lands from 1974 to 1994, as a function of a gravity index of lands commuting distance to cities of various sizes, topographic characteristics, and zoning adopted under Oregons land-use planning program. The effectiveness of Oregons land-use planning program is evaluated based on the statistical significance of zoning variables and by computing estimated areas of forest and agricultural lands falling into undeveloped, low-density developed, and developed building density categories, with and without land-use zoning in effect. Results suggest that Oregons land-use planning program has provided a measurable degree of protection to forest and agricultural lands since its implementation.  相似文献

Summary The rate of extinction has accelerated to the point where we are probably losing one species per day right now, and we could well lose one million of Earth's 5–10 million species by the year 2000, and a good many more within the early decades of the next century. Plainly we cannot assist all species that face extinction within the foreseeable future. Conservationists have limited resources at their disposal, in the way of finance, scientific skills, and the like. Even were these resources to be increased several times over, we could not hope to save more than a proportion of all species that appear doomed to disappear: the processes of habitat disruption are too strongly underway to be halted in short order. But when we allocate funds to safeguard one species, we automatically deny those funds to other species. Already we support only a small fraction of all species under threat, and we may soon find ourselves in a situation where we can assist only a very marginal number of species facing extinction. Thus a key question arises: how are we to allocate our scarce resources in the most efficient way to safeguard species? Indeed we may now have reached a stage where there is merit in determining which species are most deserving of a place on the planet. Agonizing as it will be to make choices along these lines, conservation strategy should be as systematically selective as possible. This means that we should design analytic methodologies to enable us to assign our conservation resources to achieve maximum return in terms of numbers of species protected. In essence, a triage strategy. An expanded approach along these lines postulates a quantum advance in our planning of responses to the growing threatened-species problem: while the techniques of the past have certainly helped the situation, we cannot confront the much greater challenges of the future with an attitude of the same as before, only more so—the future will not be a simple extrapolation of the past, but will represent a qualitatively larger set of problems, which require an appropriately scaled-up response in our save-species campaigns.Dr Norman Myers is an expert in the study of endangered species and ecosystems. A wildland fire is a serious threat for forest ecosystems in Southern Europe affecting severely and irreversibly regions of significant ecological value as well as human communities. To support decision makers during large-scale forest fire incidents, a multidisciplinary system has been developed that provides rational and quantitative information based on the site-specific circumstances and the possible consequences. The systems architecture consists of several distinct supplementary modules of near real-time satellite monitoring and fire forecast using an integrated framework of satellite Remote Sensing, GIS, and RDBMS technologies equipped with interactive communication capabilities. The system may handle multiple fire ignitions and support decisions regarding dispatching of utilities, equipment, and personnel that would appropriately attack the fire front. The operational system was developed for the region of Penteli Mountain in Attika, Greece, one of the mountain areas in the country most hit by fires. Starting from a real fire incident in August 2000, a scenario is presented to illustrate the effectiveness of the proposed approach.  相似文献

The paradigm of sustainable tourism is discussed in terms of analysing what it actually means. Certain questions are raised and these include the means of its measurement, the question of intergenerational impacts and how these may be assessed, the determination of what exactly is meant by environment, the aspect of tourism as an industry and, with specific reference to tourism in the developing world, the potential for neocolonialism. It is argued that, although sustainable tourism may be a worthwhile goal, inherent problems in the definition and measurement of its success make it an elusive if not academic target. The challenge of sustainable tourism is to see it in a broader context as but one tool of development and to ensure that it is examined in the context of the local community as well as a global perspective.  相似文献

Trail-based recreation has increased over recent decades, raising the environmental management issue of soil erosion that originates from unsurfaced, recreational trail systems. Trail-based soil erosion that occurs near stream crossings represents a non-point source of pollution to streams. We modeled soil erosion rates along multiple-use (hiking, mountain biking, and horseback riding) recreational trails that approach culvert and ford stream crossings as potential sources of sediment input and evaluated whether recreational stream crossings were impacting water quality based on downstream changes in macroinvertebrate-based indices within the Poverty Creek Trail System of the George Washington and Jefferson National Forest in southwestern Virginia, USA. We found modeled soil erosion rates for non-motorized recreational approaches that were lower than published estimates for an off-road vehicle approach, bare horse trails, and bare forest operational skid trail and road approaches, but were 13 times greater than estimated rates for undisturbed forests and 2.4 times greater than a 2-year old clearcut in this region. Estimated soil erosion rates were similar to rates for skid trails and horse trails where best management practices (BMPs) had been implemented. Downstream changes in macroinvertebrate-based indices indicated water quality was lower downstream from crossings than in upstream reference reaches. Our modeled soil erosion rates illustrate recreational stream crossing approaches have the potential to deliver sediment into adjacent streams, particularly where BMPs are not being implemented or where approaches are not properly managed, and as a result can negatively impact water quality below stream crossings.  相似文献

Environmental knowing includes the very many bodies of formal theory which have some relevance to the environment, as well as the knowing which comes from experience in the environment. This knowing can be seen as informing action both conceptually and instrumentally. This paper presents a multidisciplinary and transdisciplinary approach which can inter-relate these many knowings in a way which is relevant to and contingent on definition of particular environmental problems. This problem-focused approach involves application of a set of questions which are implied by a taxonomy of ignorance. The paper shows how the approach can inter-relate knowings as diverse as Taoism and energy-efficiency standards, with the purpose of informating environmental action.  相似文献

Arsenic levels in seawater, microplankton (diatoms and dinoflagellates), shrimp (Penaeus semisulcatus), mollusc (Cerithium scabridum) and five types of fish (Maid, Nakroor, Nuwaiby, Suboor and Sheim) in five sampling stations (I–V) off the Kuwait coast were determined during the years 1995 to 1999. The maximum mean concentration of arsenic was observed in the order; the five fish (0.50–0.78 g g–1)> mollusc (0.26 g g–1)> shrimp (0.23 g g–1)> particulate matter (0.03 g g–1)> water and phytoplankton (0.02 g g–1) from all the sites of the Kuwait coast. Station II possessed the maximum arsenic levels. In comparison with the arsenic levels in other parts of the globe, low arsenic levels were observed in most of the marine organisms off the Kuwait Coast. However, an increasing trend in arsenic concentrations was anticipated due to rapid local industrialization and on account of recent spills of arsenic compounds.  相似文献

Summary Automobiles are a necessary evil, while they have made living easy and convenient, they have also made human life more complicated and vulnerable to both toxic emissions and an increased risk of accidents. Urban people are most affected and amongst the worst sufferers are traffic policemen who are particularly close to the fumes of automobile exhaust. Studies made in Jaipur, India, indicate that there is high rate of occurrence of respiratory, digestive, ocular and skin problems amongst the traffic policemen and a significant number of them become victims of lung disorders in the very first few months of their posting to a traffic department. Traffic policement everywhere should wear pollution masks for their own safety and to arouse public awareness of the risk of automobile pollution.Dr Rajiv K.
