Environmental threats and progressive degradation of natural resources are considered critical impediments to sustainable development. This paper reports on a participatory impact assessment of alternative soil and water conservation (SWC) scenarios in the Oum Zessar watershed, Tunisia. The first objective was to assess the impact of three SWC scenarios on key social, economic and environmental land use functions. The second objective was to test and evaluate the applicability of the 'Framework for Participatory Impact Assessment (FoPIA)' for assessing scenario impacts in the context of a developing country, in this case Tunisia. The assessed scenarios included: the originally planned SWC policy implementation at 85 % coverage of arable land of the watershed, the current implementation (70 %), and a hypothetical expansion of SWC measures to the entire watershed (100 %). Our results suggest that implementation of the SWC policy at 100 % coverage of arable land achieves the maximum socioeconomic benefit. However, if stakeholders' preferences regarding land use functions are taken into account, and considering the fact that the implementation of SWC measures also implies some negative changes to traditional landscapes and the natural system, SWC implementation at 85 % coverage of arable land might be preferable. The FoPIA approved to be a useful tool for conducting a holistic sustainability impact assessment of SWC scenarios and for studying the most intriguing sustainability problems while providing possible recommendations towards sustainable development. We conclude that participatory impact assessment contributes to an enhanced regional understanding of key linkages between policy effects and sustainable development, which provides the foundation for improved policy decision making.  相似文献

Participatory research in which experts and non-experts are co-researchers in addressing local concerns (also known as participatory action research or community-based research) can be a valuable approach for dealing with the uncertainty of social–ecological systems because it fosters learning among stakeholders and co-production of knowledge. Despite its increased application in the context of natural resources and environmental management, evaluation of participatory research has received little attention. The objectives of this research were to define criteria to evaluate participatory research processes and outcomes, from the literature on participation evaluation, and to apply them in a case study in an artisanal fishery in coastal Uruguay. Process evaluation criteria (e.g., problem to be addressed of key interest to local and additional stakeholders; involvement of interested stakeholder groups in every research stage; collective decision making through deliberation; and adaptability through iterative cycles) should be considered as conditions to promote empowering participatory research. Our research contributes to knowledge on evaluation of participatory research, while also providing evidence of the positive outcomes of this approach, such as co-production of knowledge, learning, strengthened social networks, and conflict resolution.  相似文献

Decision making in natural resource management is becoming increasingly information-intensive because of the rising public concerns about resource conservation and environmental quality. The volume of information that must be analyzed and the complexity of the decision-making process demands that computerized systems be developed to provide decision support services. An integrated systems approach that couples data-base management, geographic information systems, and expert systems is needed. We refer to such an approach as integrated resource management automation (IRMA) and describe a prototype system that is currently being tested in the Nicolet National Forest. This type of information system is likely to play an increasingly important role in the management of natural resources in the future.  相似文献

Community participation in natural resources management is a basis for sustainable management of these resources. However, the question of which actors/assets within communities are more connected to the natural resources based on their knowledge, skills and talents is not well captured. This study, therefore, combines Asset Based Community Development approach and Bio-Cultural approach, to identify influential stakeholders in the utilization of catchment resources in Upper Zigi and Lower Mngeta catchments, in the United Republic of Tanzania. Participatory rural appraisal tools; participatory bio-physical resource mapping (PBRM) and participatory community asset mapping (PCAM) were used for data collection. Similar observations were made in both study sites, that, the most influential community assets were traditional healers, traditional dancers, hunters, Village Government, fishermen, farmers and family, and therefore, these most influential community assets should get involved in the management of catchment resources because they are true representatives of the community.  相似文献

Fisheries management is increasingly transitioning towards collaborative governance. Collaborative systems depend on stakeholders’ capacity to design and implement legitimate and scientifically robust management plans within collective action arenas. Here we propose that collaborative governance outcomes, in fisheries management, will benefit from using structured participatory decision making frameworks that enhance deliberative thinking among stakeholders. We tested our approach in the artisanal fishery of Chile, an important producer of marine resources. Recently in 2013, Chile made important changes to fisheries policies by creating multi-sectorial management committees to manage de facto open access fishing areas. We applied a structured decision making framework to inform the restructuring of a management plan within a committee. As a result, we identified goals,objectives and indicators, including social, economic, biological and ecological dimensions; we explored tradeoffs, assessing the relative importance of the objectives; finally, we created scenarios and prioritized alternatives, reflecting on the interplay between self-regulation and government control. Members of the management committee were able to rationalize the different steps of the framework and identify ways forward which highlighted the importance of self-regulation in comparison to central authorities’ control. We concluded that structured decision making promotes spaces for rational analysis of alternatives costs and benefits. Promoting deliberative thinking in fisheries management can improve equity, legitimacy and sustainability of collaborative governance.  相似文献

The paper suggests that the expansion of irrigated agriculture in the 20th century has de-coupled the water user from the inherent risk of exploiting both surface and groundwater resources. The apparent reliability of storage and conveyance infrastructure and the, relative cheapness and flexibility of groundwater exploitation offered by mechanised drilling and pumping have sheltered the end user from natural hydrological risk. The imperative for in-field irrigation efficiency has been effectively removed since the physical and economic management of the resource is determined by command area authorities or, in the case of some groundwater pumping, by the performance of power utilities, who have no direct interest in integrated resource conservation. As a result, the resource base has been degraded, and in some cases irreparable damage has occurred. It is argued that the rigidity of the resource management in many irrigation systems is not attuned to the inherent variability of natural systems upon which they depend. Further, the paper argues that irrigation management systems can work toward sustainability by spreading risk equitably, and transparently, amongst the resource regulators, managers and users. This has to involve a much more flexible approach to natural resource management that is conditioned not only by natural parameters, but also by the socio-economic settings. Climate change has the potential to compromise the sustainability of natural resources in Mediterranean climatic systems, such that short-term reactive responses will increasingly be insufficient to ensure effective management. There is a simultaneous need for both the clear articulation of the vulnerabilities of specific management systems to climate risk, and the development of appropriate short- and long-term strategic planning responses that anticipate environmental change or allow for sustainable adaptive management in response to trends in resource condition. Governments are developing climate change adaptation policy frameworks, but without the recognition of the importance of responding strategically, regional stakeholders will struggle to manage future climate risk. In a partnership between the South Australian Government, the Adelaide and Mt Lofty Ranges Natural Resource Management Board and the regional community, a range of available research approaches to support regional climate change adaptation decision-making, were applied and critically examined, including: scenario modelling; applied and participatory Geographical Information Systems modelling; environmental risk analysis; and participatory action learning. As managers apply ideas for adaptation within their own biophysical and socio-cultural contexts, there would be both successes and failures, but a learning orientation to societal change will enable improvements over time. A base-line target for regional responses to climate change is the ownership of the issue by stakeholders, which leads to an acceptance that effective actions to adapt are now both possible and vitally important. Beyond such baseline knowledge, the research suggests that there is a range of tools from the social and physical sciences available to guide adaptation decision-making.  相似文献

The ecosystems of South Florida are unique in the world. The defining features of the natural Everglades (large spatial scale, temporal patterns of water storage and sheetflow, and low nutrient levels) historically allowed a mosaic of habitats with characteristic animals. Massive hydrological alterations have halved the Everglades, and ecological sustainability requires fundamental changes in management.The US Man and the Biosphere Human-Dominated Systems Directorate is conducting a case study of South Florida using ecosystem management as a framework for exploring options for mutually dependent sustainability of society and the environment. A new methodology was developed to specify sustainability goals, characterize human factors affecting the ecosystem, and conduct scenario/consequence analyses to examine ecological and societal implications. South Florida has sufficient water for urban, agricultural, and ecological needs, but most water drains to the sea through the system of canals; thus, the issue is not competition for resources but storage and management of water. The goal is to reestablish the natural system for water quantity, timing, and distribution over a sufficient area to restore the essence of the Everglades.The societal sustainability in the Everglades Agricultural Area (EAA) is at risk because of soil degradation, vulnerability of sugar price supports, policies affecting Cuban sugar imports, and political/economic forces aligned against sugar production. One scenario suggested using the EAA for water storage while under private sugar production, thereby linking sustainability of the ecological system with societal sustainability. Further analyses are needed, but the US MAB project suggests achieving ecological sustainability consistent with societal sustainability may be feasible.  相似文献

Legislation and institutional structure have restricted opportunities for the integrated planning and management of Scotland's water resources. There is growing recognition that a more holistic and integrated approach to river management may enable progress in solving some of the problems facing Scottish freshwaters. The River Valleys Project established case studies of participatory integrated catchment planning for two rivers in Lothian Region, the Water of Leith and the River Almond. Nine stages were identified in the development of participatory integrated catchment plans. These involved all agencies and individuals with an interest in river management and a high degree of community participation.The developmentof plans for the Water of Leith and River Almond revealed a wide variety of benefits that can be derived from an integrated approach to river management.  相似文献

Continuous deterioration of the natural resource base has become a serious threat to both the ecological systems and economic production in Ethiopia. Many of these problems have been attributed directly or indirectly to the rapid dwindling of the country's forest cover which is associated with unsustainable forest use and management. Closing community woodlands from human and livestock intervention to promote natural regeneration of forests has been one of the environmental restoration strategies pursued in the degraded highland areas of northern Ethiopia. However, local pressure to use reforested community lands for economic benefit has become a major threat to forest sustainability.Using locally identified sets of criteria and indicators for sustainable community forest management, this paper applies a multi-criteria decision analysis tool to evaluate forest management problems in the northern province of Tigray, Ethiopia. Three MCA methods – ranking, pair-wise comparison, and scoring – were used in evaluating the sets of criteria and indicators and alternative forest management scenarios.Results from the study indicate a number of noteworthy points: 1) MCA techniques both for identifying local level sustainability criteria and indicators and evaluating management schemes in a participatory decision environment appear to be effective tools to address local resource management problems; 2) Evaluated against the selected sets of criteria and indicators, the current forest management regime in the study area is not on a sustainable path; 3) Acquainting local people with adequate environmental knowledge and raising local awareness about the long-term consequences of environmental degradation ranked first among the set of sustainability criteria; and 4) In order to harmonize both environmental and economic objectives, the present ‘ecological-biased’ forest management regime needs to be substituted by an appropriate holistic scheme that takes into account stakeholders' multiple preferences and priority rankings.  相似文献

This paper describes a comparative analysis of alternative methods of constructing composite indicators to measure the sustainability of the agricultural sector. The three methods employed were Principal Component Analysis, the Analytic Hierarchy Process and a Multi-Criteria technique. The comparison focused on the irrigated agriculture of the Duero basin in Spain as a case study, using a dataset of indicators previously calculated for various farm types and policy scenarios. The results enabled us to establish a hierarchy of preferred policy scenarios on the basis of the level of sustainability achieved, and show that the most recent CAP reform is the most sustainable agricultural policy scenario. By analyzing the heterogeneity of different farms types in each scenario, we can also determine the main features of the most sustainable farms in each case. The analysis demonstrates that full-time farmers with small to medium-sized farms and sowing profitable crops are the most sustainable farm types in all the policy scenarios. All of this information is useful for the support of agricultural policy design and its implementation, as we attempt to improve the sustainability of this sector.  相似文献

ABSTRACT: Integrated watershed management in the Lower Mississippi Alluvial Plain (Delta) requires blending federal, state, and local authority. The federal government has preeminent authority over interstate navigable waters. Conversely, state and local governments have authority vital for comprehensive watershed management. In the Delta, integrating three broad legal and administrative regimes: (1) flood control, (2) agricultural watershed management, and (3) natural resources and environmental management, is vital for comprehensive intrastate watershed, and interstate river basin management. Federal Mississippi River flood control projects incorporated previous state and local efforts. Similarly, federal agricultural programs in the River's tributary headwaters adopted watershed management and were integrated into flood control efforts. These legal and administrative regimes implement national policy largely in cooperation with and through technical and financial assistance to local agencies such as levee commissions and soil and water conservation districts. This administrative infrastructure could address new national concerns such as nonpoint source pollution which require a watershed scale management approach. However, the natural resources and environmental management regime lacks a local administrative infrastructure. Many governmental and non governmental coordinating organizations have recently formed to address this shortcoming in the Delta. With federal and state leadership and support, these organizations could provide mechanisms to better integrate natural resources and environmental issues into the Delta's existing local administrative infrastructure.  相似文献

Local and scientific knowledge, when adequately and properly integrated, produces enormous benefits for natural resource management in comparison to a single knowledge system being used. Adequate and proper integration has major constraints that include ineffective use of the integrated knowledge, thoroughly inclusive processes, and true public participation. A six-stage framework is developed using the results and conclusions of two case studies regarding sustainable management of eroding mangrove-dominated muddy coasts in Vam Ray, Hon Dat district, Kien Giang Province, Vietnam. The framework does not stop with the creation of integrated knowledge, but should undergo a longer process. The new knowledge developed in this framework is the understanding gained and lessons learnt during the testing of products of multiple knowledge systems in a local context rather than products of integrated knowledge systems themselves. The Vam Ray framework promotes a high level of participation, effective use of products of multiple knowledge systems, maximum integration of local and scientific knowledge, local ownership, and sustainability. Therefore, the Vam Ray framework adds a new dimension to the literature in relation to integration of local and scientific knowledge in natural resource management.  相似文献

This article attempts to delineate women's roles in natural resource management by highlighting their roles in management of water, agriculture, livestock, forestry and fishery. The article is based on the findings of case studies in rural areas of India and Nepal done during 2003 and 2004 by the author as well as by other researchers. Taking women as primary respondents, empirical work used participatory techniques, such as in‐depth surveys, focus group discussions and participant observation. Findings suggest that women clearly outdo men in terms of their involvement in use and management of all the studied sectors, i.e., water, agriculture, livestock, forestry and fishery. Yet, they face categorical exclusion and denial of equal sharing of benefits from natural resources. In order to ensure sustainable use of these resources, the article recommends that policy makers, planners and development workers must have a better understanding of the relative and often shifting roles of men and women in natural resource management, including division of labour, access to resources, decision‐making and traditional knowledge and practices. In this paper, we propose a factorial fuzzy programming (FFP) approach for planning water resources management systems. The conventional fuzzy method cannot reflect the interactions among uncertain system parameters nor quantify their interactive effects. This may lead to important interrelationships among system parameters being neglected in systems analysis, and the derived decisions may not be robust enough to support the management under uncertainties. The objective of this study is to develop an FFP approach to deal with such interactive uncertainties. Factorial analysis (FA) was integrated with the fuzzy technique to quantify the effects of multiple fuzzy modeling parameters on the system performance and to reveal their implicit interrelationships. A flood-diversion planning case was studied to illustrate the applicability of the FFP approach. The individual and interactive effects of fuzzy parameters on the system objectives were evaluated. The influential effects were identified and the implicit interrelationships within influential interactions were revealed.  相似文献

Sustainable urban water infrastructure planning is vital for all cities in developing countries, where rapid urbanization has exacerbated the increasingly burdened environment. Water sustainability is a prerequisite for economic growth, social equity, and living quality in urban areas. This paper documents the current challenges and summarizes the solutions adopted in water infrastructure planning and management. Then, case studies of how multilateral financial institutions have promoted sustainable water infrastructure planning through economic appraisal and the novel approaches adopted for sustainable water infrastructure planning and asset management, are presented for the three cities of Jiaozhou, Cixi, and Fangchenggang. Conclusions are made based on the comparison and analysis of the experiences drawn from the case studies of how economic analysis could help promote sustainable water infrastructure planning and management. It is illustrated that economic analysis that considers ecosystem services supply should be employed more in water infrastructure planning, operation, and management in China.  相似文献

The management system for solid and liquid organic waste affects the environment and surrounding technical systems in several ways. In order to decrease the environmental impact and resource use, biological waste treatment and alternative solutions for sewage treatment are often advocated. These alternatives include increased agricultural use of waste residuals. To analyse whether such proposed systems indicate improvements for the environment and its sustainability, systems analysis is a useful method. The changes in environmental impact and resource use is not only a result of changes in waste treatment methods, but also largely a result of changes in surrounding systems (energy and agriculture) caused by changes in waste management practices. In order to perform a systems analysis, a substance-flow simulation model, the organic waste research model (ORWARE), has been used. The results are evaluated by using methodology from life cycle assessment (LCA). An economic analysis was also performed on three of the studied scenarios. The management system for solid organic waste and sewage in the municipality of Uppsala, Sweden, was studied. Three scenarios for different treatments of solid waste were analysed: incineration with heat recovery, composting, and anaerobic digestion. These three scenarios included conventional sewage treatment. A fourth scenario reviewed was anaerobic digestion of solid waste, using urine-separating toilets and separate handling of the urine fraction. The results are only valid for the case study and under the assumptions made. In this case study anaerobic digestion result in the lowest environmental impact of all the solid waste management systems, but is costly. Economically, incineration with heat recovery is the cheapest way to treat solid waste. Composting gives environmental advantages compared to incineration methods, without significantly increased costs. Urine separation, which may be implemented together with any solid waste treatment, has great advantages, particularly in its low impact on the environment. However, there is a large increase in acidification.  相似文献

A tsunami, triggered by a massive undersea earthquake off Sumatra in Indonesia, greatly devastated the lives, property and infrastructure of coastal communities in the coastal states of India, Andaman and Nicobar Islands, Indonesia, Sri Lanka, Malaysia and Thailand. This event attracted the attention of environmental managers at all levels, local, national, regional and global. It also shifted the focus from the impact of human activities on the environment to the impacts of natural hazards. Recovery/reconstruction of these areas is highly challenging. A clear understanding of the complex dynamics of the coast and the types of challenges faced by the several stakeholders of the coast is required. Issues such as sustainability, equity and community participation assume importance. The concept of ICZM (integrated coastal zone management) has been effectively used in most parts of the world. This concept emphasizes the holistic assessment of the coast and a multidisciplinary analysis using participatory processes. It integrates anthropocentric and eco-centric approaches. This paper documents several issues involved in the recovery of tsunami-affected areas and recommends the application of the ICZM concept to the reconstruction efforts.  相似文献

The natural resource management literature stresses the need for public participation and community involvement in resource management and planning. Recently, some of this literature turned to the theory on deliberative democracy and demonstrated that a deliberative perspective on participation can help to challenge established practices and contribute with new ideas about how to conduct participation. The purpose of this paper is to consider the latest developments in deliberative democracy and outline the implications arising from these insights for a "deliberative turn" in resource management. A bottom-up protected area establishment, the Gori?ko Landscape Park, is examined. The empirical case is discussed from a discursive perspective, which relied on John Dryzek's approach to discourse analysis here used to explore the construction of discourses on the use of local natural resources. Two discourses are identified and the way these interfaced with the participatory park establishment process is considered. Findings indicate that advocates of the two discourses engaged differently with the participatory tools used and this had important implications for the park establishment. The case study suggests that, in contexts where participation has been recently introduced, knowledge of discourses on the use of local natural resources and of mobilization strategies actors may pursue could usefully assist in the design and implementation of participatory processes.  相似文献
