A tour guide training program was developed for rural communities near Costa Rica's Tortuguero National Park to respond to the impacts of the 24-fold increase in park visitation in the past decade, to involve local communities in resource management, and to provide regional environmental education. The development of the training course involved a survey of scientists and park managers to ascertain resource management needs, priorities for information to be disseminated, and impacts of tourism on the resource base. Current and potential tour guides were surveyed to identify their information needs, solicit their input in the training program, and to determine their knowledge and skills. Written questionnaires were developed and given to 400 tourists to determine their activities and environmental information needs, and hotel owners were censused to examine the economic feasibility of a local guide program. A pilot training course and guide program involving 12 Tortuguero residents demonstrated that a tour guide program: (1) helped mitigate negative tourism impacts on Tortuguero National Park's natural resources, particularly by regulating tourists on the park's 35-km beach used for nesting by endangered sea turtles; (2) provided environmental education to an important segment of the local community not traditionally reached through school or government development projects; (3) provided environmental information to tourists, thus enhancing their visit; and (4) provided local economic benefits through lucrative part-time employment, thereby allowing local people to participate more fully in the tourism system. An extended training course is being planned to provide further environmental education programming and to increase year-round employment opportunities for the tour guides.  相似文献

In August 2000, a survey of public opinion was carried out among visitors, local residents and representatives of local self-governments in the territory of the Podyji/Thaya River Basin National Park in the Czech Republic. The goal was to obtain stakeholders' opinions and attitudes towards nature conservation, the National Park and tourism within the territory which used to be closed to the public for 40 years due to the Iron Curtain. Without the knowledge of opinions of stakeholders it is not possible to manage nature conservation and development in the protected area properly. Using the method of direct interviews, 646 questionnaires where collected, of which 523 were from visitors and tourists, 115 from local residents and 8 from mayors of towns/villages. The questionnaires were analysed in order to detect differences in attitudes among the respondent groups in the following thematic areas: (a) the National Park, its environment and perception of it by respondents; (b) relationship of respondents to the territory; (c) tourism and attitudes towards recreational activities; (d) the Administration of the National Park and evaluation of its work; and (e) economic impact of tourism for local communities. One section of the study focused on comparing the attitudes between local inhabitants and mayors and the other section presents a collation of opinions from locals, mayors and tourists. Although a positive evaluation of the national park dominated the results, some negative attitudes and experiences were identified among locals. In addition, the situation also differed within communities. Results also indicated a relatively strong relationship to the territory by locals, but low job opportunities and income from tourism. The level of tourism intensity was perceived as an increasing and sometimes disturbing factor for local communities; motoring was observed as being the most negative activity for nature. The Administration of the Podyji/Thaya River Basin National Park was sometimes criticised and the communication with the community was not always evaluated satisfactorily. All groups of respondents identified waste management to be the most pressing issue. Identification of differences in attitudes of interviewed respondents may be effectively used in planning environmental management and sustainable tourism development in the area.  相似文献

Conservationists in the recent years view local peoples' support for protected areas management as an important element of biodiversity conservation. This is often linked to the direct benefits, which local communities get from the protected areas. These benefits could be in the form of biomass resources, park funds diverted to local villages by state agencies and revenue from wildlife tourism. There are a very few studies which have attempted to study the direct relationship between benefits from wildlife tourism and local support for conservation. In India, wildlife tourism is restricted, and mostly controlled by state and private agencies. Wildlife conservation policy does not view tourism in protected areas as a source of revenue for the local communities. The present study examines the local people's attitudes towards wildlife tourism and the impact of benefits from tourism on the local support for Sariska Tiger Reserve (STR), India. STR is a flagship for tourism where protected areas are increasingly being visited and where local support for wildlife tourism has not been studied adequately. Results indicate that two-thirds of the respondents were positive towards tourism and support for conservation. The respondents were aware that more tourism benefits are possible from a well-conserved protected area. There appears to be correlation between benefits obtained by local people from wildlife tourism and other sources, and support for protected area existence, suggesting that benefits impact people's attitudes towards conservation. Some of the main problems are the unequal distribution of tourism benefits, lack of locals' involvement in tourism and development. There is a need to clearly address these issues, so that protected areas may get the support of local people, which may lead to sustainable development.  相似文献

The connections between people, parks, and tourism have received significant attention in recent years, recognizing the potential for mutually beneficial relationships. Ecotourism has been promoted and widely adopted as a strategy for funding conservation initiatives, while at the same time contributing to the socioeconomic development of host communities and providing for quality tourism experiences. Parks are among the most common ecotourism destinations. Employing interviews, observations and secondary sources, this study assesses the current status of ecotourism at two protected areas in Hainan, China, where it is being promoted as a strategy for balancing regional economic growth and conservation objectives. Through an evaluation of the existing tourism–park–community relationships, opportunities and constraints are identified. Ecotourism development was found to be at an early stage at both study sites. Socioeconomic benefits for the local communities have been limited and tourism activity has not contributed revenues towards conservation to date. Community residents, nevertheless, generally support conservation and are optimistic that tourism growth will yield benefits. In light of the study findings and the salient literature, planning direction is offered with the intention of enhancing the capacity of ecotourism to generate benefits for both communities and the parks, and thus contribute to the sustainable development of the region more generally. Lessons derived have broad applicability for ecotourism destinations elsewhere.  相似文献

Ecotourism development is closely associated with the sustainability of protected natural areas. When facilitated by appropriate management, ecotourism can contribute to conservation and development, as well as the well-being of local communities. As such, ecotourism has been proposed and practiced in different forms in many places, including China. This study assesses ecotourism development at Xingkai Lake National Nature Reserve in Heilongjiang Province, China. Key informant interviews were conducted with representatives from the provincial Forestry Department, the Nature Reserve, and the local community. Observation was undertaken on three site visits and secondary data were collected. The potential for providing quality natural experiences is high and tourism development is occurring rapidly. However, current relationships between people, resources, and tourism have yet to provide mutual benefits necessary for successful ecotourism. The multi-stakeholder management style and the ambiguity of landownership within the nature reserve constitute structural difficulties for ecotourism management and operation. Although participation in ecotourism could provide a livelihood opportunity and interests in involvement in tourism have been identified among the local fishing community, current involvement is limited mainly due to the lack of mechanisms for participation. Therefore, it is recommended that management programs and government policies should be established to provide a platform for community participation in ecotourism. Then, a positive synergistic relationship between tourism, environment, and community could be developed. Planning and policy requirements are discussed for ecotourism development in protected areas in China.  相似文献

This paper investigates local recognition of the link between incentive-based program (IBP) benefits and conservation, and how perceptions of benefits and linkage influence attitudes in communities surrounding Chitwan National Park, Nepal. A survey of 189 households conducted between October and December 2004 examined local residents’ perceived benefits, their attitudes toward park management, and perception of linkages between conservation and livelihoods. Linkage perceptions were measured by a scale compared with a respondent’s recognition of benefits to determine whether IBPs establish a connection between benefits and livelihoods. An attitude scale was also created to compare attitudes toward park management with perceptions of benefits and linkage to determine if IBPs led to positive attitudes, and if the recognition of a direct tie between livelihoods and natural resources made attitudes more favorable. Research results indicate that as acknowledgement of benefit increases, so does the perception of linkage between the resource and livelihoods. Similarly, when perceived benefit increases, so too does attitude towards management. Positive attitude towards park management is influenced more by perception of livelihood dependence on resources than on benefits received from the park. However, overwhelming positive support voiced for conservation did not coincide with conduct. In spite of the positive attitudes and high perception of linkage, people did not necessarily behave in a way compatible with conservation. This suggests that while benefits alone can lead to positive attitudes, without clear linkages to conservation, the IBP may lose persuasion when alternative options—conflicting with conservation objectives—arise promising to provide greater economic benefit.  相似文献

Japan’s national park system constitutes a potentially viable mechanism for securing local community participation and building stakeholder consensus for sustainable park management, although the potential of this system is yet to be fully maximized. This article gives an overview of the system of protecting natural resources in Japan, focusing on the national park system. Parks are managed by zoning and regulation, which is unique in that land is not “set aside” for nature conservation, but designated as national park wherever the need to preserve “scenic beauty” has been recognized, regardless of land ownership or land use. Although resource conservation under this system has been problematic, it has advantages, especially in terms of community participation. This article demonstrates that in order to reach the system’s potential, the park authority must act as coordinator of stakeholders and facilitator of bottom-up approaches to decision-making. In order to do this, steps that must be taken include the following: identifying the various stakeholders in park management and defining the “local community”; clarifying the roles and responsibilities of each stakeholder; and supporting consensus-building among stakeholders regarding the objectives and long-term vision of each park. By taking these steps, it would be possible to build a park management system that overrides government boundaries and involves local communities. This will enable the park authority to address the challenges facing Japan’s complex system of conserving natural resources, and move towards sustainable management of natural resources in Japan.  相似文献

Illegal activities and use of park resources are the main challenges facing mountain gorilla (Gorilla beringei beringei) conservation and the protection of their habitats in the East Africa’s Greater Virunga Transboundary Landscape (GVTL). Indigenous residents around GVTL are considered the primary illegal users of park resources. Despite this, there is limited understanding of the current and past perceptions of indigenous residents living in communities adjacent to two GVTL parks; Volcanoes National Park in Rwanda and Mgahinga Gorilla National Park in Uganda. Equally, there is also limited understanding regarding the actual incidences of illegal activities inside both parks. This paper addresses these gaps. Perception data were collected from indigenous residents living adjacent to both parks. Further, Ranger-based Monitoring (RbM) data from both parks were analyzed to determine actual numbers and types of illegal activities over the 9-year period. Interestingly, findings indicated that residents perceived the prevalence of illegal activities to be decreasing across GVTL. To the contrary, RbM findings indicated that the number of actual illegal activities was increasing significantly, particularly in Volcanoes National Park. The discrepancy found between the two perspectives provides for a discussion of the social biases potentially present in these data, and their implications for management. Results also illuminated the subsistence-related nature of most illegal behaviors and suggest that to reduce illegal activities and local dependency on park resources, park management must work with communities and support them in tapping into alternative livelihoods and finding ways to address community household subsistence needs.  相似文献

Available information on the socioeconomic implications of marine protected areas (MPAs) for the socioculturally diverse Mediterranean region is scant. The National Marine Park of Alonissos, Northern Sporades (NMPANS), Greece was established in 1992 as a foundation for the conservation of the endangered Mediterranean monk seal Monachus monachus. The evolution of the degree of acceptance of and satisfaction from the NMPANS by involved stakeholder groups (fishermen, tourism operators, hoteliers and owners of rooms to let, governmental bodies, nongovernmental bodies, students, domestic and foreign tourists) were investigated 13 years after its establishment using written questionnaires delivered during personal interviews. The initial positive attitude of local professionals for the NMPANS has eroded due to the unsatisfactory fulfillment of expectations for socioeconomic development. Fishermen expressed dissatisfaction with, mistrust toward, and a reluctancy to communicate with the NMPANS’s management body. They believe that the fishery areas have decreased in actual geographic area because of the prohibitive measures; fish stocks are declining; compensation for damage to fishery equipment by the Mediterranean monk seal and for the prohibitive measures should be provided; and stricter enforcement of regulations should take place. On the other hand, tourism operators, who organize trips for tourists to the NMPANS, unanimously reported direct economic benefits. Furthermore, there was a disparity in the perception of socioeconomic benefits derived from the NMPANS between governmental bodies and local stakeholders. The governmental bodies and the nongovernmental organization MOm-Hellenic Society for the Study and Protection of the Monk Seal postulated that there had been considerable socioeconomic benefits for the local community of Alonissos due to the establishment of the NMPANS, whereas the local nongovernmental organization Ecological and Cultural Movement of Alonissos claimed benefits were scant. Tourists (domestic and foreign) believe that the NMPANS is not the main attraction to Alonissos Island but is part of a composite, including serenity, aesthetic beauty, and small-scale tourism development, which can turn Alonissos Island into an ideal eco-tourism destination; a common aspiration for both the tourists and the local community by general consensus. The aim of the NMPANS to integrate conservation and development lies in (1) the effectiveness of the NMPANS management body in formulating a strategic management plan that would accommodate stakeholders’ interests and aspirations and (2) a national policy of conservation and enhancement of natural resources with consistency and continuity. Quantitative assessment of the socioeconomic effectiveness of the Mediterranean MPAs using a common methodology would facilitate the identification of intraregional variation and better planning for the network of MPAs in the Mediterranean.  相似文献

This paper uses the concept of sustainable development to examine the utilisation of wildlife resources at Moremi Game Reserve (MGR) and Khwai community area (NG 18/19) in the Okavango Delta, Botswana. Using both secondary and primary data sources, results show that the establishment of MGR in 1963 led to the displacement of Khwai residents from their land; affected Basarwa's hunting and gathering economy; marked the beginning of resource conflicts between Khwai residents and wildlife managers; and, led to the development of negative attitudes of Khwai residents towards wildlife conservation. Since the late 1980s, a predominantly foreign owned tourism industry developed in and around MGR, however, Khwai residents derive insignificant benefits from it and hence resource conflicts increased. In an attempt to address problems of resource conflicts and promote sustainable wildlife utilisation, the Botswana Government adopted the Community-Based Natural Resource Management (CBNRM) programme, which started operating at Khwai village in 2000. The CBNRM programme promotes local participation in natural resource management and rural development through tourism. It is beginning to have benefits to Khwai residents such as income generation, employment opportunities and local participation in wildlife management. These benefits from CBNRM are thus having an impact in the development of positive attitudes of Khwai residents towards wildlife conservation and tourism development. This paper argues that if extended to MGR, CBNRM has the potential of minimising wildlife conflicts between Khwai residents and the wildlife-tourism sectors. This approach may in the process promote the sustainable wildlife use in and around MGR.  相似文献

Hawksbill turtles (Eretmochelys imbricata) are highly endangered in the eastern Pacific Ocean, yet their eggs continue to be an important subsistence resource for impoverished coastal residents in El Salvador. In this study, we use naturalistic inquiry to explain the realities experienced by coastal residents who share habitat with hawksbills in El Salvador, and then suggest implications of the disparities between these realities and international priorities for hawksbill conservation and community development in El Salvador and other low-income regions. To provide a context for understanding hawksbill conservation and its implications for similar challenges related to conservation and wellbeing, we first summarise the conservation context, including the emergence of sea turtle conservation in El Salvador. We then describe our naturalistic approach, including the ethnographic methodology for this study. Finally, we detail the analysis of interviews conducted with tortugueros (i.e. local sea turtle egg collectors), to help explain how hawksbills fit into local realities. Our results demonstrate that, from the perspective of tortugueros, (1) the primary importance of hawksbills is the economic value attached to egg sales, but there exists a deeper connection to local culture; (2) egg purchase by hatcheries is a socially just conservation strategy that benefits both hawksbill and human wellbeing; and (3) opportunities for local residents to participate in decision-making regarding sea turtle conservation are limited, and should be increased. We argue that harmonising international conservation priorities with local community development realities is one path towards simultaneously contributing to long-term sea turtle recovery and human wellbeing in low-income regions.  相似文献

Protected areas are integral to the global effort to conserve biodiversity, and, over the past two decades, protected area managers have begun to recognize that conservation objectives are next to impossible to achieve without considering the needs and concerns of local communities. Incentive-based programs (IBPs) have become a favored approach to protected area management, geared at fostering local stewardship by delivering benefits tied to conservation to local people. Effective IBPs require benefits to accrue to and be recognized by those experiencing the greatest consequences as a result of the protected area, and those likely to continue extractive activities if their livelihood needs are compromised. This research examines dispersal of IBP benefits, as perceived by local residents in Nepal's Annapurna Conservation Area. Results reported here are based on questionnaire interviews with 188 households conducted between September and December 2004. Results indicate that local residents primarily identify benefits from social development activities, provisions for resource extraction, and economic opportunities. Overall, benefits have been dispersed equally to households in villages on and off the main tourist route, and regardless of a household's participation in tourism. However, benefits are not effectively targeted to poorer residents, those highly dependent on natural resources, and those experiencing the most crop damage and livestock loss from protected wildlife. This article provides several suggestions for improving the delivery of conservation incentives.  相似文献

Ecotourism can incentivize social and environmental benefits through marine conservation, in parallel with efforts to better manage fisheries, coastal development, and other human pressures. In Mexico's Gulf of California and Baja California Peninsula (GCBP), marine ecosystems support tourism activities in many communities, but to date there have been no region-wide studies to estimate their benefits or identify key species. Based on data collected in this study, each year nature-based marine tourism in the GCBP results in 896,000 visits, US$518 million in expenditures and at least 3,575 direct jobs from formal operations. In interviews with operators, over 40 species groups were named as important; sea lions, whale sharks, whales, and marlin were the highest ranked, highlighting the importance of ecosystem-wide health for nature-based tourism sustainability. Local employment and the ability to make economic and conservation goals compatible were noted by operators as significant opportunities provided by nature-based marine tourism; challenges included pollution and declines in ecosystem health, a lack of infrastructure, poor resource management policies, and high operating costs. As nature-based marine tourism expands, a wider transition to true ecotourism, a focus on equitable benefits and collaboration between stakeholders and a cross-scale and ecosystem approach to management will be vital for achieving potential sustainable social, ecological and economic benefits.  相似文献

Negative attitudes of resident communities towards conservation are associated with resource decline in developing countries. In Botswana, Community-Based Natural Resource Management (CBNRM) was adopted to address this challenge. CBNRM links rural development and conservation. However, the impact of CBNRM on changes of resident attitudes towards conservation and tourism is not adequately researched. This paper, therefore, assesses the impacts of CBNRM on resident attitudes towards tourism development and conservation in the Okavango Delta, Botswana. The study purposively sampled villages of Khwai, Mababe and Sankoyo. Household data using variables like: economic benefits from CBNRM; level of satisfaction with CBNRM; co-management of natural resources between resident communities and government agencies; and collective action was collected. This data was supplemented by secondary and ethnographic data. Using qualitative and quantitative analysis, results indicate changes in resident attitudes from being negative to positive towards tourism and conservation. These changes are triggered by economic benefits residents derived from CBNRM, co-management in resource management; and, collective action of communities in CBNRM development. Positive attitudes towards conservation and tourism are the first building blocks towards achieving conservation in nature-based tourism destinations. As a result, decision-makers should give priority to CBNRM and use it as a tool to achieve conservation and improved livelihoods in nature-based tourism destinations of developing countries.  相似文献

Two of the eight Millennium Development Goals (MDGs) adopted by the United Nations General Assembly in September 2000 are: eradication of extreme poverty and hunger; and ensuring environmental sustainability. The link between depressed livelihoods and unsustainable use of land and natural resources can be seen in Kenyan rangelands. Here, the local community is dependent on land and its resources for livelihoods, but the demand and competition is increasing, endangering both the resources they depend on and threatening environmental health. Amboseli is an Arid and Semi-Arid Land (ASAL) area that experiences ecological constraints, resource limitations, and low economic investment. Local communities in such landscapes are resource-dependent for their daily livelihoods, and have few socio-economic opportunities. Pastoralism, which is the main source of their wealth, continues to decline and exploitation by a few local elites and poor local leadership further depresses livelihoods. Other challenges to these poor rural landscapes are increasing human population which increases demands on natural resources and environment; persistent hunger; low universal primary education; poor gender equality and empowerment of women; environmental degradation; and lack of local and global partnership for development. This paper focuses on the two Millennium Development Goals mentioned above. Linkages, challenges and opportunities in enhancing rural livelihoods while promoting environmental sustainability in rural landscapes of the Amboseli Rural Landscape are discussed.  相似文献

针对目前河南省综合自然景观旅游资源区域整体优劣定量评价不足的情况,选取了国家重点风景名胜区、国家水利风景区、国家自然保护区、国家森林公园和国家地质公园5类综合自然景观类旅游资源,采用绝对数量、地均数量、人均数量3种评价指标和定量分析方法,对河南省18个省辖市的综合自然景观旅游资源进行了比较,阐述了河南省综合自然景观旅游资源空间分布的基本状况和旅游资源的区域发展重点。  相似文献
