In designing cities, the label of the green movement these days is being applied to almost everything—starting from works of environmental non-governmental organizations and international as well as local conservation organizations to grass-roots resistance activism including radical environmentalism. This paper seeks to understand the motivation—the paradigm—behind the green movement initiatives and how the paradigm appears to shift from the ground reality. Conclusions suggest that, on one hand, environmental problems are far from being a matter of common sense and, on the other, the matter of intellectual and technological developments—the outcomes of rigorous academic research reflected in endless literature predominantly comprising the fields of environmental sociology, environmental anthropology, and conservation psychology—are in reality often found to be dealt with by shallow planning and policy practices without even realizing the big-picture that the paradigm is merely being used as an advertizing tool for making business profit. It is expected that, unless a shift from such negative practices towards a conscious and genuine commitment to proactive environmental stewardship is made, the situation will continue to be exacerbated.  相似文献

In recent years, altered forest conditions, climate change, and the increasing numbers of homes built in fire prone areas has meant that wildfires are affecting more people. An important part of minimizing the potential negative impacts of wildfire is engaging homeowners in mitigating the fire hazard on their land. It is therefore important to understand what makes homeowners more or less willing to take action. The research presented here comes from a study that interviewed a total of 198 homeowners in six communities in the western United States about the activities they had undertaken to mitigate their fire risk, the factors that contributed to their decisions, and their future intentions. The current paper reports on findings from the first half of the longitudinal study, after 3 years we will return to interview the current homeowner on the same properties to assess maintenance actions and facilitating and limiting factors. Overall we found a body of individuals who understand the fire risk, are taking numerous mitigation actions, and think that these actions have reduced their risk. These homeowners typically did not expect the government to do it for them: they wanted information about what to do and, in some cases, assistance with the work, but saw taking care of their property primarily as their responsibility. Responses also show that key information sources and motivating factors vary by location and that it is not inherently necessary to have relationships between community members to create defensible space.  相似文献

By now, the need for addressing uncertainty in the management of water resources is widely recognized, yet there is little expertise and experience how to effectively deal with uncertainty in practice. Uncertainties in water management practice so far are mostly dealt with intuitively or based on experience. That way decisions can be quickly taken but analytic processes of deliberate reasoning are bypassed. To meet the desire of practitioners for better guidance and tools how to deal with uncertainty more practice-oriented systematic approaches are needed. For that purpose we consider it important to understand how practitioners frame uncertainties. In this paper we present an approach where water managers developed criteria of relevance to understand and address uncertainties. The empirical research took place in the Doñana region of the Guadalquivir estuary in southern Spain making use of the method of card sorting. Through the card sorting exercise a broad range of criteria to make sense of and describe uncertainties was produced by different subgroups, which were then merged into a shared list of criteria. That way framing differences were made explicit and communication on uncertainty and on framing differences was enhanced. In that, the present approach constitutes a first step to enabling reframing and overcoming framing differences, which are important features on the way to robust decision-making. Moreover, the elaborated criteria build a basis for the development of more structured approaches to deal with uncertainties in water management practice.  相似文献

It is often said that we live in the ecological era. It is also often said that society has entered a new phase, which—depending on the theoretical orientation—is called post-modern, post-industrial or risk society. This article analyses to what extent the presupposed shift to a phase beyond modernity is reflected in nature conservation policy. To do so, an analysis is first made of whether the basic perception and appreciation of nature in latter-day society differs essentially from perceptions and appreciations that were dominant during the heyday of modernity. When this turns out not to be the case, the development of nature conservation policy in the Netherlands during the last decades of the twentieth century is investigated to establish if conservation policy—that is, the way in which society deals with nature—has fundamentally changed. The conclusion is that Dutch policy with regard to nature has been undergoing a process of belated modernization in the sense that it is striving towards a firmer base in science and a more objective and quantifiable process of policy development. This can be seen as removing a pre-modern relic from modern society. At the same time, there is a late-modern drive towards consensus building and communication, which cannot be reconciled entirely with the stronger orientation towards science as the sole basis for deciding which kind of nature and how nature should be protected. Establishing aquatic restoration priorities using a watershed approach   总被引:11,自引:0,他引:11  
Since the passage of the Clean Water Act in 1972, the United States has made great strides to reduce the threats to its rivers, lakes, and wetlands from pollution. However, despite our obvious successes, nearly half of the nation's surface water resources remain incapable of supporting basic aquatic values or maintaining water quality adequate for recreational swimming. The Clean Water Act established a significant federal presence in water quality regulation by controlling point and non-point sources of pollution. Point-sources of pollution were the major emphasis of the Act, but Section 208 specifically addressed non-point sources of pollution and designated silviculture and livestock grazing as sources of non-point pollution. Non-point source pollutants include runoff from agriculture, municipalities, timber harvesting, mining, and livestock grazing. Non-point source pollution now accounts for more than half of the United States water quality impairments. To successfully improve water quality, restoration practitioners must start with an understanding of what ecosystem processes are operating in the watershed and how they have been affected by outside variables. A watershed-based analysis template developed in the Pacific Northwest can be a valuable aid in developing that level of understanding. The watershed analysis technique identifies four ecosystem scales useful to identify stream restoration priorities: region, basin, watershed, and site. The watershed analysis technique is based on a set of technically rigorous and defensible procedures designed to provide information on what processes are active at the watershed scale, how those processes are distributed in time and space. They help describe what the current upland and riparian conditions of the watershed are and how these conditions in turn influence aquatic habitat and other beneficial uses. The analysis is organized as a set of six steps that direct an interdisciplinary team of specialists to examine the biotic and abiotic processes influencing aquatic habitat and species abundance. This process helps develop an understanding of the watershed within the context of the larger ecosystem. The understanding gained can then be used to identify and prioritize aquatic restoration activities at the appropriate temporal and spatial scale. The watershed approach prevents relying solely on site-level information, a common problem with historic restoration efforts. When the watershed analysis process was used in the Whitefish Mountains of northwest Montana, natural resource professionals were able to determine the dominant habitat forming processes important for native fishes and use that information to prioritize, plan, and implement the appropriate restoration activities at the watershed scale. Despite considerable investments of time and resources needed to complete an analysis at the watershed scale, the results can prevent the misdiagnosis of aquatic problems and help ensure that the objectives of aquatic restoration will be met.  相似文献

Changes in attitudes towards how animals are housed in agriculture are currently under question in the public eye—particularly for laying hens. Many arguments from the rights and utilitarian viewpoints have been made for changing environmental conditions and managerial practices for animals in an effort to respect the interests of the animal and better their welfare. Yet, these arguments have been based upon belief systems that were developed from information that can be collected by human perception only. Technological advancements can facilitate animal welfare assessment by providing humans with new information about what the animal perceives. Yet, little has been discussed surrounding the thought process behind which technologies are conceived, how they are developed, and why they are implemented. Here, using the laying hen as a model, we turn to the philosophy of technology to address what role technological advancements may have in our capacity to understand animals, how technology can affect their welfare, and what role technology may play in furthering animal welfare assessment.  相似文献

The following research applies a socio-technical approach to an original study of the role of BRE environmental assessment method (BREEAM) in sustainable building practice. The primary objective is to gain insight into what facilitates and what weakens professional associations to implement a sustainability agenda in a building project. It focuses on understanding different sets of meaning which underlie engagement with BREEAM and how BREEAM is actioned. To do this, the research framework draws on social network analysis. However, this research does not consider that sustainable building is merely an outcome of planned action. Instead, sustainable building is seen to involve processes of engagement amongst different groups, technologies, materials and methods. Therefore, the conceptual framework adopted incorporates consideration of the materiality of sustainable building engagements, highlighting the relations between actors. Interviews with project professionals involved in a case study of a BREEAM Outstanding development provide the empirical basis for this work. This research will be of interest to scholars interested in socio-technical approaches to building development, environmental building assessment methods and sustainable building.  相似文献

Sustainability has proved to be a unifying concept that emphasizes the need for us to consider the impacts of what we do in our generation on those who follow us in future generations. While we cannot know with certainty what these impacts may be, or what future generations will want or value, we can attempt to include what we think they will want or value in our current planning and management models. In this way we may at least estimate what they would like us to do today to allow them to better satisfy their needs and desires in the future. This then becomes a multiple objective planning problem, where if conflicts exist, trade offs can be identified and debated. This paper presents some approaches for doing this, and discusses how they may be applied in practice in the water resources sector.  相似文献

This study aims to contribute to the field of urban planning by applying policy mobilities and transfer theories to a case study of the Capital Regional District and its 13 municipalities in British Columbia, Canada, in order to analyse and understand the dynamics of how sustainability is governed locally, with a special focus on barriers to sustainability policy mobility. The empirical material is primarily based on interviews with key stakeholders who guide policy development and creation in the region to inform an understanding of how sustainable development initiatives are developed and shared. This study finds that while there is interest and demand in sustainability, policy-makers are frustrated with their lack of success in implementing sustainability programmes. While there are some instances of policy sharing and transfer among municipalities in the region, there is a clear desire for more exchanges which would allow municipalities to respond more effectively to the demands placed upon them. Significant barriers to policy mobility are also identified, in particular, an unclear understanding of sustainability, a culture of competition and hostility among municipalities, difficulty with the process of transfer itself, and a lack of time, money and resources. These barriers are in part a result of a broken governance structure which does not provide clear leadership to the municipalities, sets municipalities to be competitive with each other and provides ineffective support for municipalities through an unwieldy regional administrative body which is not well regarded by the municipalities.  相似文献

Within this paper, I critique the history of the modification of the broiler chicken through selective breeding and possible future genetic modification. I utilize Margaret Atwood’s fictitious depiction of genetically engineered chickens, from her novel Oryx and Crake, in order to forward the argument that modifications that eliminate animal telos either move beyond the range of current ethical frameworks or can be ethically defended by them. I then utilize the work of feminist epistemologists to argue that understanding what it means to be a chicken shapes our conceptions of what modifications are or are not acceptable. Taking into account justifications stemming from practical knowledge when making ontological claims can help to shift our understanding of what animal modifications can or cannot be justified. The paper ends by addressing three possible problems brought about by accepting such justifications.  相似文献

The links between children's rights and their participation in environmental decision-making is a growing field of interest. This paper describes findings from a six-month in-depth pilot study with a small group of children aged 6-10 years located in a village in the northeast of England. The focus of this paper is on the relationship of these children with their local landscape and how they felt about involvement in decision-making that might affect that environment. The methodology was child-centred responding to the 'languages' of children. Two main findings are discussed in this paper: (a) issues of boundary were particularly important in physical and emotional terms for both children and parents and this had little to do with the rurality of the location; (b) children believe they have special knowledge about the environment, which they may express using a range of communication methods. The author reflects on what implications this might have for the design and layout of local environments generally.  相似文献

Interest in connectivity has increased in the aquatic sciences, partly because of its relevance to the Clean Water Act. This paper has two objectives: (1) provide a framework to understand hydrological, chemical, and biological connectivity, focusing on how headwater streams and wetlands connect to and contribute to rivers; and (2) briefly review methods to quantify hydrological and chemical connectivity. Streams and wetlands affect river structure and function by altering material and biological fluxes to the river; this depends on two factors: (1) functions within streams and wetlands that affect material fluxes; and (2) connectivity (or isolation) from streams and wetlands to rivers that allows (or prevents) material transport between systems. Connectivity can be described in terms of frequency, magnitude, duration, timing, and rate of change. It results from physical characteristics of a system, e.g., climate, soils, geology, topography, and the spatial distribution of aquatic components. Biological connectivity is also affected by traits and behavior of the biota. Connectivity can be altered by human impacts, often in complex ways. Because of variability in these factors, connectivity is not constant but varies over time and space. Connectivity can be quantified with field‐based methods, modeling, and remote sensing. Further studies using these methods are needed to classify and quantify connectivity of aquatic ecosystems and to understand how impacts affect connectivity.  相似文献

Environmental attitudes are considered to be important factors that influence sustainable consumption. Typically, attitudes fall into two main types: a general environmental attitude (GEA) and a specific environmental attitude (SEA). This study found that the effect of the SEA is stronger than the GEA in regard to sustainable consumption behavior. Also, when analyzing the purchasing behavior of green products, the SEA is a more appropriate and consistent predictor of behavior than the GEA. The study suggests a more operationalized and salient definition of the intended meaning of the term “environmental attitude,” and also advises researchers and marketing professionals to use a framework that contains both types of environmental attitudes in order to better understand what drives the attitude–behavior gap in green consumer behavior.  相似文献

Brazil is a vast country and there are several scientific studies reporting sustainable behavior in its different regions. Since methodologies used in these studies differ from one another, it is hard to compare them. This paper aims to identify whether differences in sustainable behavior occur in different Brazilian regions and what differences can be identified. Through a web survey, we analyzed data from 1,489 participants, from four different regions. We identified two factors (behavior and search for information), and analyzed the differences through multivariate analysis of variance. The Northeast region had a higher score for “search for information”, while Southern regions performed better on “behavior.” The Midwest region had the worst performance for both factors. The reasons for such differences may be greatly influenced by the social/cultural context of each region. The results also show that consumers still do not use their power of choice to pressure companies to become more sustainable.  相似文献

Advocates of the green infrastructure (GI) concept claim it offers a progressive planning approach that facilitates synergies between economic growth, environmental conservation and social development. Although widely endorsed by both planning practitioners and academics, little academic literature exists critically evaluating what GI entails or the potential implications of its institutionalisation within planning practice. This paper addresses this deficit by critically examining the interpretation and representation of the GI concept in planning policy. The paper first critically analyses international interpretations of GI. Following this, the particular attributes of GI's interpretation in the Republic of Ireland are investigated. The paper demonstrates how the emergence of GI in Ireland relates to broader debates on attempts to reconcile environmental concerns with development aspirations in planning policy. It is deduced that GI may represent an approach to planning policy formulation wherein habitat conservation initiatives are primarily designed and justified relative to the ecosystems services they are seen to provide to society. The paper also cautions against the risks posed by confining GI debates to the deliberations of technical specialist. The paper concludes by identifying some issues that may arise in the implementation of a GI approach and suggests ways to enhance the potential benefit of the concept's use in spatial planning.  相似文献

ABSTRACT: The Water Resources Council's Principles and Standards stipulate that plans should be formulated to meet national, regional, state, and local needs or problems. It is not clear, however, how appropriate consideration can be given to both national objectives (NED and EQ) and local needs and problems. Two methods of incorporating national objectives and local problem solving into water resources planning are examined. They are plan formulation primarily in pursuit of national objectives, and plan formulation to solve local problems, but constrained by national objectives. The first of these methods is the approach which is becoming increasingly explicit in the development and elaboration of the Water Resources Council's Principles and Standards. The analysis indicates that the Water Resources Council's approach is neither the most practical nor the most desirable of the two methods examined. It creates unnecessary difficulties and fails to achieve its purpose. Plan formulation to solve local problems, but constrained by national objectives not only describes what field planners actually do, but is also more practial and more desirable.  相似文献

Minqin oasis, located at the lower reaches of the Shiyang River in northwest China, is one of the driest regions in the world. Severe water shortage has exacerbated the vulnerability of local ecosystems and the agricultural livelihood of farmers, and ecological failure threatens the environmental security of the region. Since 2007 China has implemented a range of strategic programmes and policies on water management which involve governments at all levels and include a diversity of adaptive actions in this region. However, rural households do not benefit equally from the policies and programmes. This study addresses two questions: first, how are inequality issues addressed in water-related policies and programmes? And second, what demographic and socio-economic factors at the household level are significantly related to the inequality in benefit sharing arisen from the implementation of these policies? The study employs a mixed method approach, integrating a qualitative approach that investigates policy documents with a quantitative approach that analyses primary data collected from a household survey in Minqin in 2012. The study finds that there are inadequate financial and instrumental resources put in place to address the causes of inequality. Unequal holdings of household capital, especially social capital and political status, significantly influences whether or not farmers can benefit from the water-related policies and schemes as practiced in the study area. Addressing the root causes of unequal benefits from water-related policies is urgent if China aims to achieve policy goals and sustainable development in this ecologically vulnerable region.  相似文献
