Alaska's program for rebuilding salmon stock is calledfishery enhancement. Hatchery technology can produce dramatic increases in numbers of fish homing to selected streams. The Sheep Creek Hatchery is unusually efficient— it increases a fish run by a factor of 3000 and produces salmon at 9–11c/kg by minimizing mechanical energy inputs and human labor. The design harnesses the force of gravity and capitalizes on instinctual behavior of the fish. Since migratory fish collect protein from ocean pasturage, the technology increases the share of this resource collected and concentrated for harvest in a specific country or region. While small seaside hatcheries can solve biological problems of depleted fish stocks, economic and political considerations may preclude efficient utilization of the protein produced. Further, the potential for one state or country to concentrate fish near its shores poses new dilemmas for international regulation of harvests.  相似文献

Wetlands are widely recognized as transitional areas between terrestrial and aquatic systems. They provide multifunctional benefits, most prominently relating to the ecosystem, the economy and to scenic quality. Extensive areas of wetlands have been lost, either as a direct result of redesignation for other uses, especially industrial and recreational, or by qualitative degradation arising from water pollution. Although researchers have been involved in prolonged debate over wetland sustainable use management issues, the uncertain substitutability and irreversibility factors surrounding wetland functions have rarely been addressed. In considering policies for wetland resource management, decision rules and procedures must be adapted to reflect those uncertainties. In this study, the author incorporates the concept of the safe minimum standard of conservation approach to take account of natural and social uncertainties attending public decisions. By this approach, not only is the role of uncertain substitutability and irreversibility prioritized in addressing wetland sustainable use management strategies, but related policy implications may also be considered.  相似文献

Since the term environmental ethics began to be used a generation ago, it has covered many different kinds of environmental notions, problems, ethical systems, and forms of behavior. A variety of cases are presented and examined under two terms,environmental ethics andecological morality, in an effort to illustrate different kinds of ethical objectives. In order to understand the connections between various strands of environmental ethics, personal and social values and subcultural norms of environmental ethics are examined under Christopher Stone's concept of moral pluralism. G. J. Warnock's notion of the general object of morality is proposed to integrate the variegated purposes of environmental ethics.  相似文献

Summary Biosphere reserves are protected areas of representative environments internationally recognised for their value for conservation and for their ability to provide the scientific knowledge, skills and human values to support sustainable development. Biosphere reserves — as a part of the UNESCO programme Man and the Biosphere (MAB) — make up a world-wide network sharing research information on ecosystem conservation, management and development. They include strictly protected core-areas — representative examples of natural or minimally disturbed ecosystems. Core areas are surrounded by buffer zones in which research, environmental education and training and recreation can take place. Buffer zones are, in turn, surrounded by transition areas, large open areas where the aim is to ensure rational development of the natural resources of the region. At present, twelve biosphere reserves are designated in Germany, covering in all an area of 11,589 km2. The role of biosphere reserves to support sustainable development in Germany and Europe is discussed.Karl-Heinz Erdmann is a geographer and Deputy Secretary General at the Secretariat of the German National Committee for the UNESCO Programme on Man and Biosphere (MAB), Federal Agency for Nature Conservation. Summary In environmental education in this information age, it is particularly important to adopt the approach of enquiring critically into the environmental, educational and social values informing environmental, educational and social actions when and where required, rather than to simply adopt the approach of emphasising the acquisition and retention of information of an alleged universal type — information drawn from the stockpile of objective knowledge collected by others. This paper argues that to achieve this aim, environmental education in an information age requires aparadigm shift in the areas of professional development — a shift from a paradigm of information technology to a paradigm of information critique. A perspective on the form of this paradigm shift in the particular field of professional development in environmental education is the subject of this paper.Dr Ian Robottom is Senior Lecturer in the Curriculum Studies Centre of the School of Education, at Deakin University, Australia. Six separate but related strains of thought have emerged prominently since 1950 in discussions of such phenomena as the interrelationships among rates of population growth, resource use, and pressure on the environment. They are the ecological/carrying capacity root, the resources/environment root, the biosphere root, the critique of technology root, the no growth/slow growth root, and the ecodevelopment root.Each of these strains of thought was fully developed before the word sustainable itself was used. Many of the roots are based on fundamentally opposing assessments of the future of mankind. Many of the roots, such as the ecology/carrying capacity root, are based on physical concepts, and they exclude normative values. Others, such as the ecodevelopment root, include such values as equity, broad participation in governance, and decentralized government.When the word sustainability was first used in 1972 in the context of man's future, in a British book,Blueprint for Survival, normative concepts were prominent. This continued to be the case when the word was first used in 1974 in the United States to justify a no growth economy.Sustainability was first used in a United Nations document in 1978. Normative concepts, encapsulated in the term ecodevelopment, were prominent in the United Nations publications.After about 1978, the term sustainability began to be used not only in technological articles and reports but also in policy documents culminating in the use of the term in the report of the summit meeting of the Group of Seven in 1989.The roots of the term sustainability are so deeply embedded in fundamentally different concepts, each of which has valid claims to validity, that a search for a single definition seems futile. The existence of multiple meaning is tolerable if each analyst describes clearly what he means by sustainability.  相似文献

Colorado, USA, developed the Joint Review Process (CJRP) in 1978 to coordinate the application and review of permits required for major development projects. Since then, the state has used the process on over 20 projects. This study examined whether the CJRP has achieved its primary goals—enhanced coordination of agencies, enhanced public participation, and strengthened communication between agencies and project sponsors— and several related secondary goals. The success of the process was measured through a survey of 54 key people who had been directly involved with the process. Those surveyed included federal and state agency staff, local agency managers, corporate officers, private consultants, and environmental leaders. All groups, with one exception, agreed that the process achieved its primary goals and that it should be retained. Environmental leaders were neutral about whether the process enhanced public participation and about retaining the process. The report concludes with a review of recommended improvements to and applications of the CJRP.  相似文献

Because the agriculture/food sectors appear to be driven by short-term economic and political forces, cheap energy, and agricultural-chemical technologies, waste and environmental/social problems in the agricultural/food sectors are estimated to cost the nation at least $150 billion per year. Summary Technological optimism is the doctrine that a growing number of technological improvements in such areas as food production, environmental quality and energy will sustain life as human population soars. It evolved as a response to the Malthusian study The Limits to Growth (The Club of Rome, 1972). Like population biologist Paul Ehrlich, Professor James Krier of the University of Michigan Law School believes that the technological optimists may be wrong. Krier describes how the marginal costs of pollution control increasingly rise. He faults biologist Barry Commoner for neglecting population growth as the cause of pollution and positing the postwar technological transition as its cause. He argues that population growth forced this transition as science searched for substitutes for dwindling resources. Krier criticises as an article of faith the technological optimists' belief that S-curve patterns of technological advance will always arrive in response to the J-curve of exponential population growth. He thinks that the technological optimists may be deluding humanity by predicting the continual emergence of technological breakthroughs at ever-increasing rates. He favours growth policies that would allow humanity to ease into a steady state of resource use and minimise the maximum cost, which would be a global crash after technological innovation fails. Krier laments that modern technolgy can worsen pollution and invites problems of latency, irreversibility, zero-infinity risk and remoteness. He thinks that approapriate technologies which have failed economically may fail politically because the political process has been captured by opposing interests. On the basis of the cross-section and time-series data of the Lower Mekong Basin (LMB)—including large sections of Thailand, Lao PDR, Vietnam, and Cambodia, we find little evidence in support of the environmental Kuznets curve (EKC) hypothesis. Instead, our regressions support the general views that water pollution had been positively related to income level and that, as a result of the end of the Cold War era, it had been significantly reduced in the 1990s vis-à-vis the 1980s. In most circumstances, water resources were more seriously polluted in the transnational border areas than in the other areas. Specifically, the estimated coefficients on the political boundary dummies show that political influence on transnational water pollution was more significant in areas near the international border along which the river runs (denoted by BORDER2) than in places near the international border across which the river runs (denoted by BORDER1). The estimated coefficients on the ASEAN dummy present some information about the positive role of the Association for Southeast Asian Nations (ASEAN) membership in the reduction of transnational water pollution. Finally, the country-specific dummies are found to present conflicting information about the transnational differences of water pollution, although Thailand is found to have the least water pollution in the LMB.  相似文献

Recycling wastewater seems to have become a highly useful technique for meeting the shortage of fresh water in all parts of the world. It seems all the more important for Muslim countries because a large number of these countries face acute fresh water shortage. This paper views the problem from an Islamic viewpoint, that is, in the light of the Qur'n, theSunnah, andFiqh works.In Islamic law, water is classified into three categories oftahr,thir, andmutanajjis. The last two categories can be transmuted intotahr water and thus may be used for all mundane as well as religious purposes if they are assimilated into the overall supply oftahr water. This would be lawful from the Islamic viewpoint even without treating the water. To make use of modern technology in order to recycle wastewater effluents after treatment seems quite in keeping with the spirit and letter of the Islamic teachings.  相似文献

A landscape approach to ecological land mapping, as illustrated in this article, proceeds by pattern recognition based on ecological theory. The unit areas delineated are hypotheses that arise from a knowledge of what is ecologically important in the land. Units formed by the mapper are likely to be inefficient or irrelevant for ecological purposes unless he possesses a sound rationale as to the interactions and controlling influences of the structural components of ecosystems. Here is the central problem with what have been called objective multivariate approaches to mapping based on grid units and the sometimes arbitrary attributes thereof; they tend to conceal the importance of ecological theory and the necessity for theory-based supervision of pattern recognition. Multivariate techniques are best used iteratively to verify and refine map units initially recognized and delineated by theoretical considerations. These ideas are illustrated by an example of a reconnaissance survey in the Northwest Territories of Canada.  相似文献

India has 2.34 million km2 of hot desert called Thar located in the north-western part of Rajasthan between latitudes 23°3 and 30°12 North and longitudes 63°30 and 70°18 East. The Indian desert is spreading annually over 12000 ha of productive land degrading it and slowly advancing towards the national capital New Delhi at the rate of 0.5 km per year. The Indian desert is characterised by huge shifting sand dunes; high wind speed; scarce rainfall; and intense solar radiation. Tremendous efforts have been made since the 1960s to arrest desertification and for ecological restoration of the Thar desert. An Ambitious afforestation programme including stabilisation of shifting sand dunes and creation of micro-climates through tree-screens and shelter-belt plantation was launched by the forest department of Rajasthan. A huge canal, 649 km long was also introduced to the Thar desert for ecological restoration.  相似文献

Summary Much current evidence suggests that global temperatures are slowly increasing. It is believed that this increase will be associated with a sea level rise. Tuvalu, approximately 1000 km north of Fiji in the South Pacific Ocean, is one of six countries, all of them island states, that could face total destruction when sea levels rise. If sea level rises occur anywhere near the extreme projections that have been made, we can write these nations off the map. (Pernetta, 1988). The synthetic field of conservation biology uses principles derived from many different disciplines to address biodiversity issues. Many of these principles have come from ecology, and two simple ones that seem to relate to many issues involving the utility industry are: (1) Everything is interconnected (and should usually stay that way), and (2) We can never do merely one thing. The first principle can be applied to both the biotic and physical environments that are impacted by industrial activities. Habitat fragmentation and the loss of physical and biotic connectedness that results are frequently associated with transmission rights-of-way. These problems can be reduced—or even turned into conservation benefits—by careful planning and creative management. The second principle applies to the utility industry's programs to deal with carbon released by burning fossil fuels. Ecological knowledge can allow these programs to contribute to the preservation of biodiversity in addition to addressing a pollution problem. Without careful ecological analyses, industry could easily create new problems while implementing solutions to old ones.  相似文献

Traditional air pollution management practices are examined using the human ecological framework adopted by Boyden and others (1981) in their study of Hong Kong—the biohistorical or biosocial approach. The subsequent analysis of current air quality management practices assesses their effectiveness in protecting the overall health of both humans and the natural environment. The uncertainties inherent in air pollution management practices which emerge highlight the need to reduce emissions rather than rely on scientific knowledge to define clean air. The assessment also clearly defines roles for research in various areas such as atmospheric models, health effects, and environmental damage. The final recommendations emphasize the need for the introduction of such incentives to reduce emissions as economic instruments and warn against using health information to define clean air. Health and environmental damage information can, however, be used in risk assessment strategies together with atmospheric dispersion models.  相似文献

Relative to manufacturing, service activities are often considered by planners and officials to generate considerably less environmental pollution. This hypothesis is tested by means of an examination of the economic linkages of both manufacturing and service activities and of the resulting direct and indirect emissions of five air pollutants per dollar of output in the California statewide air basin and in four regional basins within the state. Overall acceptance or rejection of the hypothesis depends in part on the particular pollutant and air basin considered but, most importantly, on the judgement as to what activities are to be considered as service activities.This paper is based on research sponsored by the California Air Resources Board under Agreement A7-143-30.  相似文献

Summary Plants and animals were investigated to ascertain their- radioactivity values on both dune sites (machair) and inter-tidal sites on the western coast of Barra, Outer Hebrides, UK. Material in both habitats was clearly contaminated. The accumulation of-radioactivity through food webs to organisms such asNucella lapillus (dog whelk) in the inter-tidal sites and in sheep and cattle in terrestrial sites is described.Dr F.B. This article presents a new approach to the analysis and management of large-scale societal problems with complex ecological, economic, and social dimensions. The approach is based on the theory of self-organizing systems—complex, open, far-from-equilibrium systems with nonlinear dynamics. A brief overview and comparison of different self-organization theories (synergetics, self-organization theory, hypercycles, and autopoiesis) is presented in order to isolate the key characteristics of such systems.The approach is used to develop an analysis of the landuse controversy in the South Moresby area of the Queen Charlotte Islands, British Columbia, Canada. Critical variables are identified for each subsystem and classified by spatial and temporal scale, and discussed in terms of information content and internal/external origin. Eradication of sea otters, introduction of black-tailed deer, impacts of large-scale clearcut logging, sustainability of the coastal forest industry, and changing relations between native peoples and governments are discussed in detail to illustrate the system dynamics of the South Moresby sociobiophysical system. Finally, implications of the self-organizing sociobiophysical system view for regional analysis and management are identified.  相似文献

An important goal of the Reagan administration has been to shift responsibility for many public programs from the US federal government to the states. This New Federalism seeks to restore a proper balance to the federal system and to ensure an effective working partnership between the states and the federal government. Such a partnership is especially important for many environmental laws because these laws often give states primary responsibility for the control and abatement of pollution.This research examines the extent to which the Reagan administration has succeeded in improving intergovernmental environmental relations in terms of state implementation of the Clean Water Act. Data from a 1985 survey of directors of state water quality control programs are compared with responses to a similar survey that the US General Accounting Office conducted in 1979. The latter survey found considerable dissatisfaction on the part of state directors with the quality of their relations with the US Environmental Protection Agency. Although some improvement can be noted between 1979 and 1985, the Reagan administration's efforts to improve intergovernmental relations appear to have been of limited consequence, to the possible detriment of effective implementation of the Clean Water Act.  相似文献
