Developments in Australia's resource industries in recent years have raised policy issues not previously encountered, and their consideration has been superimposed onto traditional policies affecting resource production and use. This review of Australia's policies on resources - here meaning minerals and energy policies - looks at the objectives of these policies and their interrelationships. Asia's offshore, from North Korea to Indonesia, is becoming an increasingly important petroleum frontier, one disputed by various littoral states. The People's Republic of China (PRC) intends to become a major petroleum producer, with the offshore playing a major role. The paper examines: (1) important jurisdictional disputes; (2) accommodations between disputants; and (3) third-party involvements, such as the USA. Recent progress towards dispute solution has occurred - establishment of a Japan-Korea Joint Development Zone and a PRC overture towards Japan for settlement of suzerainty in the Senkakus. PRC and Vietnamese disagreements seem less tractable. New US policies towards the two Chinas, along with the USSR's support for Vietnam, further complicate the region's offshore disputes.  相似文献

The availability of mineral resources plays an important role in India's national economy. Copper, one of the important non-ferrous metals, has various industrial uses and demand for it is increasing in India where the inventory and production of copper, though not comparable with developed countries, shows an impressive growth rate, particularly during the last decade. With an increasing rate of industrial production envisaged in future plans copper consumption is expected to rise. Logistic curves have been used to study the potential long-term production capability under the dynamic concept of reserves and resources, with curves drawn for various estimates of total available resources. The production figures shown are not final and are subject to change due to a number of factors. This approach merely provides a method for projecting trends in future production.  相似文献

This analysis compares the gold mining industry investment climate in the USA to the investment climate in Australia. These two major gold producing nation's industries share many similarities; in both the USA and Australia, there is evidence of a maturing gold mining industry. Each country has experienced a dramatic increase in gold production and, more recently, greater mining of refractory ore and development of more underground operations. In the 1980s both nations experienced a pronounced rationalization trend that consolidated some gold producing operations and eliminated others. Each country commands a disproportionately large share of exploration expenditures. Land access, a major concern in the USA, has also become a critical issue in Australia as well. For all their similarities, however, the two countries have differences that are significant enough to influence mining company investment decisions. This paper explores those differences and how they may affect the future course of these nations' gold mining industries. Both effective government policy making and corporate strategic planning will occupy a major role in the future course of the two nations' gold mining industries .  相似文献

This paper considers liberal and nationalist economic policy approaches to the ownership and development of Australian energy resources (oil, gas, coal and uranium). In the two decades prior to 1983, Australia pursued economic policies in relation to its energy resources which could broadly be described as ‘nationalist’. Governments of the day intervened in development decisions in an effort to enhance the ‘national interest’. From 1983, along with the deregulation of the Australian economy as a whole, policy relating to energy resources was liberalised. Development of energy reserves henceforth occurred according to the dictates of the market. This paper argues that recent Australian energy policy initiatives reflect an increase in nationalist influences and a retreat from the liberalisation agenda that dominated energy policy making in the 1980s and 1990s. Three examples are discussed where policy has been influenced by a nationalist framework: (1) the domestic gas reservation policy in Western Australia; (2) Australian government efforts to promote a ‘value adding’ nuclear processing industry and (3) Australian Labor Party policy giving preferential financial incentives for gas to liquids projects. The re-emergence of nationalism in Australia is occurring either because policy makers now favour it as a path to energy security or in some cases because they believe that appeals to nationalism will generate political support.  相似文献

This simultaneous equation model emphasizes oligopolistic and vertical integration features, and conflict between companies and some bauxite producer country governments. Estimates do not support Koyck lags, or big gaps between long- and short-term elasticities. Strongest influence is industrial activity in advanced countries. Price and substitution elasticities are low. With an 11 year horizon, cartelization gains are high. In the longer term, Australia's participation in, or exclusion from the cartel, and cartelization gains, are strictly interdependent, and dependent on Australia following policies as a bauxite producer, or, more realistically, as an aluminum producer (which makes cartel perspectives poor).  相似文献

We have investigated why conflicts linked to the distribution of power between governments and actors at the national and local levels concerning environmental management of mountain areas in Norway persist despite political intentions to strengthen local powers. We seek to explain this by analysing changes in policies, institutional frameworks, and regional contexts, and the local perceptions of these changes. Paradoxically, the national government's power has apparently been strengthened by new sectoral regulations and more stringent enforcement of the existing ones, increases in the number and extent of protected areas, and failures to act on intentions to devolve power. An additional factor spurring conflicts is the increased importance of tourism to mountain communities. To become more relevant to policies and development in mountain areas, future studies on multilevel governance must address multilevel politics, entire mountain areas, and the context of their development, rather than focusing on minor projects and protected areas.  相似文献

On 1 November 1977 over 30 representatives of private and government resource recovery programmes were invited to Richmond, Virginia, USA, for an intensive briefing on the state of the art of aluminum recovery from municipal and commercial wastes. The seminar was one of a series organised by the National Center for Resource Recovery (NCRR) in cooperation with industry groups. Ghana is the second largest producer of gold in sub-Saharan Africa, and has experienced a significant increase in national mining production over the last two decades. Between 1983 and 1998, the mining industry brought approximately US $4 billion in foreign direct investment to Ghana. While large-scale gold mining has seen a significant increase, artisanal gold and diamond mining product have grown exponentially. While much research has been conducted on gold mining in Ghana, there is relatively little research on the environmental and human development consequences of diamond mining in the country. Unlike other West African countries such as Sierra Leonne and Liberia, small-scale diamond mining in Ghana has not been linked to conflict but its role in development has also been relatively modest. This paper examines large and small-scale mining in Ghana's largest diamond mining town, Akwatia, and their relative impact on environmental degradation, health, and the livelihood of artisanal miners. We conclude that while an increase in artisanal diamond mining has been a means of employement and income-generation for small-scale miners, there are some human development challenges, related to environmental burden from land degradation and health. GCD is an ailing mining company in Ghana, in desperate need of an injection of capital to keep the mine alive, but botched bidding has slowed the process of de-regulating the company. We also conclude that the de-regulation of GCD may lead to a relatively reduced environmental burden in Akwatia and more revenue for the GCD to invest in the human development needs of communities in the town.  相似文献

The USA is heavily dependent on foreign sources for supplies of key materials essential to the nation's defence and to the operation of its vital industries. For example, it depends on foreign sources for 22 of the 27 metals considered vital to the country's economy. The socio‐economic fabric of single‐company mining towns needs to be carefully considered by both Government and companies in sustainability policymaking. Policy design and effectiveness in such towns are significantly impacted by the city's economic dependence on a single company. This paper explores the perceived effectiveness of government and voluntary private sector mining policies for pursuing sustainability in the historic mining town of Itabira, Brazil over a period of 20 years. Itabira serves as a worthwhile case study because it allows for an in‐depth and longitudinal analysis that can reveal valuable lessons to policymakers of different sectors and jurisdictions located elsewhere. Based on extensive face‐to‐face interviews and literature reviews, study results indicate that changes to the state environmental licensing policies in the 1990s led to significant socio‐environmental improvements in the area. The globalization of the mining company also contributed to an increase in the quantity and quality of voluntary industry policies. Recent technological improvements in the beneficiation processes of the mining company promises to extend the life of the mine to 2050. Although there are significant incremental socio‐environmental policies and programmes, sustainability remains an elusive vision in Itabira, with no clear objectives or monitoring and accountability mechanisms. The paper concludes by recommending a more formal integrated policymaking framework.  相似文献

The timetable for development of several other projects involves matters such as environmental issues, approval by the aboriginal people and mining practice policies. The risk of financial failure among LDC mining projects, always significant, has apparently increased during recent years. This situation, which is unlikely to change in the near future, has important implications for LDC mineral policies. In particular, it can no longer be assumed that mining will generate significant government revenues, traditionally regarded as the single most important economic benefit arising from large-scale mining projects in LDCs. Many LDC governments consequently need to reassess their mineral policies and place greater stress on maximizing economic benefits which will accrue even where mines fail to generate significant profits. Two such benefits are discussed, and concrete policy measures are suggested to illustrate the initiatives available to LDCs.  相似文献

Australia is one of the world's main producers and exporters of both fuel and non-fuel minerals. Among the main commodities produced for export are bauxite/alumina, iron ore, and nickel—Australia is also an increasingly important source of supply of black coal, especially for Japan, and is a significant producer and exporter of a number of base metals. Resources are adequate to support a substantial expansion of both non-oil fuels and other minerals. The potential for growth, both in terms of specific commodities and in the overall role of Australia in the world mineral industry, will depend to a very large extent on the cost competitiveness of Australian mining and on continuing inflow of capital.  相似文献

ABSTRACT: Our nation periodically reviews national water policy and considers its directions for the future. The most recent examination was directed at the western United States and the role of the federal agencies in meeting its needs. The West is no longer the frontier, but rather contains vibrant cities and booming centers of international trade, as well as tourism, mineral, and oil and gas development, agricultural, and other development. In this changing environment, federal water policies need to consider the long term sustainability of the West, provide justice to Indian tribes, protect the rivers and ecosystems on which natural systems depend, balance the needs of newcomers with those of agricultural users and communities, and meet a myriad of other demands. The Western Water Policy Review Advisory Commission has just concluded its review of these issues and issued its report. Key among the recommendations is the need to coordinate federal agencies at the basin and watershed level and make government more responsive to local needs, but within a framework that includes national mandates. The Commission's recommendations are presented here, along with some of the issues that surrounded the operations of the Commission.  相似文献

Bolivia is a country of great mineral wealth with known reserves estimated to be worth over US$7 billion. Despite this great potential wealth, in the early 1980s the mining industry of Bolivia found itself in a crisis characterized by excessive state intervention in the industry, a financially troubled state mining company, large areas of the country off-limits to mineral development, an irrational tax system which discouraged mining and labour unrest. To deal with these problems, the government decided to restructure the mining industry so as to encourage private participation. This paper describes the policies introduced to revitalize the mining industry as well as projections of what the future benefits would be to the country if those policies are successful in achieving their objectives.  相似文献

Over the last three decades, China’s coal industry has achieved dramatic increases in coal production, both in absolute terms and relative to the world as a whole. This achievement is due largely to its coal policies. Yet facing increasing pressures of environmental sustainability and market transition, the Chinese government was forced to make deep reforms and adjustments to regulate the coal industry effectively. This paper presents an historical overview of China’s coal economic policies, paying particular attention to the current reform policy of closing mines and restricting the yield for the small coal mines (SCMs) in the context of economic theories and methods. We argue that the SCM closure policy would not likely be efficiently enforced if a feasible market mechanism were not built up. The failure of closure policy is due largely to problems of property rights, coal pricing, ownership, and objectives.  相似文献

Growth studies show, counter to intuition, that the discovery of a natural resource may be a curse rather than a blessing since resource-rich countries grow slower than others. But it has been suggested that the curse will not afflict rich countries and that, e.g. Norway is an exception to the curse. This article addresses both issues, and introduces a new diagnostic test. Neighbor countries Denmark and Sweden are used to highlight Norway's relative development and to test for curse presence. I employ a structural break technique to demonstrate that Norway started an acceleration in the early 1970s, after having discovered oil in 1969, and did not experience a pronounced retardation for the next 25 years. Instead, after first catching-up with its neighbors, Norway maintained a higher pace of growth. Norway might have escaped the curse. However, data suggest a slow-down at the end of the period, opening the possibility of a late onset of the curse. If so, rich countries are not immune.  相似文献
