National authorities in many countries aim at having climate change adaptation mainstreamed into existing policy domains in order to achieve coherence and synergies, and to avoid mal-adaptation. Because of local variations in climate change impacts, the lion's share of climate adaptation work will have to take place at the local level. This means also that the mainstreaming process needs to occur locally. This article examines the mainstreaming of climate change adaptation into existing sectors in five Norwegian municipalities. Applying theories of mainstreaming and policy integration we find that policy development is slower, but perhaps more robust in the municipalities that have chosen a horizontal, cross-sectoral approach to mainstreaming than in the municipalities that have chosen a vertical sector approach to mainstreaming.  相似文献

Climate change vulnerability is disproportionately distributed between different population segments in society. This study qualitatively explores how key stakeholders in municipalities (i.e. planning and operational staff in municipalities and the vulnerable themselves) construct social vulnerability in relation to climate change with a specific focus on thermal stress (i.e. heat waves) and which adaptive responses they identify at different levels. The empirical material consists of five focus groups with actors in a large Swedish municipality where the “Vulnerability Factor Card Game” was used as stimulus material to create 10 fictional individuals. The results show that there is a substantial amount of local knowledge about vulnerability drivers and inter-relations between social factors and vulnerability. Local decision-makers also defined a wide range of possible adaptation measures at different municipal levels. Our study clearly indicates that contextualised knowledge, which could complement the quantitative approaches in research, is abundant among municipal planners, staff employed at municipal operations such as health care, and among the vulnerable themselves. This knowledge remains untapped by research to a great extent and only seems to have an insignificant influence on policy-making. In particular, how impacts vary between different social and demographic groups and how adaptation strategies that target the most vulnerable could be defined are of great interest. The present study clearly indicates that social hierarchy may produce increased inequality in the specific context of climate change, vulnerability and adaptive responses at different levels.  相似文献

Although Dutch cities were among the forerunners in local climate policy, a systematic overview on climate mitigation and adaptation policy is still missing. This study aims to fill this gap by analysing 25 Dutch cities using indicators for the level of anchoring in policy, organisation and practical implementation as well as multi-level relations. Since Tilburg, Amsterdam, Den Haag and Rotterdam show a higher performance than other Dutch cities, these four cities are used as reference cities. The findings suggest that structural integration of climate mitigation and adaptation is limited in Dutch cities. The study points at three recent trends in local climate governance in the Netherlands: (i) decentralisation within municipal organisations, (ii) externalisation initiatives that place climate policy outside the municipal organisation and (iii) regionalisation with neighbouring municipalities and the provincial government.  相似文献

Climate change is an important new challenge for local authorities. This study analyses the potential for using the Swedish mandatory process for risk and vulnerability analysis (RVA) as a vehicle to improve local climate adaptation work. An advantage with RVA is its comprehensive approach in dealing with all relevant threats and all vital functions of society. In order to test the applicability of incorporating climate adaptation into RVA, we studied practical experiences from three Swedish municipalities. In all municipalities, a pre-study to identify relevant climate-induced events was performed. In one municipality, this was followed by a more detailed analysis of the potential impacts of these events on the functions of the various administrations and companies within the local authority. Problems identified in successful integration of climate change into the municipal RVA process were lack of sufficient knowledge to identify the impacts of climate change on the level of the respective specialist or district administration and lack of resources to perform the analysis. There were also some difficulties in including a long-term perspective relevant for climate adaptation into RVA, which usually focuses on current threats. A positive outcome was that work on extreme climate events in RVA provided a traceable method to identify events with a potentially great impact on the function of local society and results that could be fed into other ongoing processes, such as spatial planning and housing plans.  相似文献

The climate change literature emphasises the importance of geographical understanding for guiding adaptation, in which “place” perspectives are particularly significant. After “scale”, the term “place” within the climate change adaptation literature is most often implicitly used in reference to a delineated and localised region, such as place-based risk assessment or place-based adaptation planning. Here, we use a case study of the Australian island-state of Tasmania to demonstrate the importance and particularity of place in the formation of climate change adaptation issues, problem definition and framing, and the dynamics of knowledge and praxis development across a range of research and industry sectors. We describe the significance of the place Tasmania with regard to its geographical location; its portrayal as an island place; and its cultural meaning and relations. Through a synthesis of climate change adaptation research, policy literature and engagement with researchers and stakeholders, we identify three emergent thematic place characterisations of Tasmania. We find that these characterisations have contributed directly or indirectly to the: initiation and extent of research and practical activities; the framing of adaptation issues and perspectives on potential adaptation responses in different sectors including the marine biodiversity and resources sector, small business and human health sectors. Exposing these influences is essential for focusing future adaptation activities, including research, planning, investment and practice, in Tasmania and other locations where place is a central issue.  相似文献

Empirical focus is put on attempts to manage flood risks by means of risk management and planning in two Swedish municipalities. Following the need to widen our understanding of how, when and under what conditions climate adaptation occurs, three challenges are particularly emphasized from the case studies: facing the safety vs. scenery conflict where political priorities and reducing societal vulnerabilities prove difficult; the process of deciding what to adapt to, in which the troublesome role of knowledge is striking; and finally, taking responsibility for measures of flood protection. At the end of the paper, analytical generalizations illustrate the need to give increased attention to institutional challenges and challenges emanating from the science-policy interface in order to come to terms with the implementation deficit in governing climate change in the local arena.  相似文献

This paper investigates the extent and the nature of how the urban planning literature has addressed climate change adaptation. It presents a longitudinal study of 157 peer-reviewed articles published from 2000 to 2013 in the leading urban planning and design journals whose selection considered earlier empirical studies that ranked them these journals. The findings reveal that the years 2006–07 represent a turning point, after which climate change studies appear more prominently and consistently in the urban planning and design literature; however, the majority of these studies address climate change mitigation rather than adaptation. Most adaptation studies deal with governance, social learning, and vulnerability assessments, while paying little attention to physical planning and urban design interventions. This paper identifies four gaps that pertain to the lack of interdisciplinary linkages, the absence of knowledge transfer, the presence of scale conflict, and the dearth of participatory research methods. It then advocates for the advancement of participatory and collaborative action research to meet the multifaceted challenges of climate change.  相似文献

Public engagement in local environmental planning and decision-making is often advocated on various grounds, both instrumental and normative. Yet in developed countries in the context of renewable energy infrastructure deployment, place attachment, place identity and place-protective action continue to be implicated in public objection. We set out an interdisciplinary change readiness hypothesis of specifically how local participatory scenario or visioning processes that include climate mitigation measures may support the mobilisation of place attachment for climate mitigation, including renewable energy deployment. We hypothesise that local visioning may support movement towards change readiness by helping to anchor unfamiliar social representations of low carbon energy infrastructure and new patterns of urban form in existing, more positive representations of localities and associated attachments. To this end, seeking ways to modify threat perceptions relating to climate change and renewable energy infrastructure is advocated as a key direction for study.  相似文献

Evidence abounds attesting to changes in the global climate. In Ghana, climate change and climate variability have brought several exposure-sensitivities on different people and at different times. Due to the multiplicity of climate change and climate variability effects, adaptation strategies invariably could be influenced by several factors. This paper assesses the adoption of adaptation strategies in the rural northern savannah zone of Ghana as a result of climate change and variability. Using two villages each from Savelugu Nanton, West Mamprusi and Kassena Nankana East Districts, which are slightly different as case studies, the paper unearthed panoply of varied adaptation strategies in each of them including intensification of irrigation; integration of livestock production; changes in tillage practices; fertiliser application on farms; shift from agriculture to non-farm jobs; seasonal migration and purchase of drought insurance for maize. The results indicate that the relativity in adoption and utilisation of the different adaptive strategies are interlinked with geographical, social, economic, institutional and political factors and processes in the villages. The findings drum home the essentiality of location-specific planned adaptation strategies for climate change through a bottom-up approach, in order to ensure their effectiveness and sustainability.  相似文献

A growing body of literature examines how human bonds with place influence engagement with climate change and other environmental issues. Yet, studies in this vein derive from a number of disconnected literatures with a variety of place concepts employed. We set out to assess the current state of knowledge in this field and provide a framework for analysing dimensions of relations to place and their links with environmental engagement. We systematically analysed the characteristics of 66 studies identified for: focus of research, location, methods, and findings, particularly whether relationships to place aided in environmental engagement. We also categorised the studies according to our dimensions of place relations framework, cultural and environmental contexts, and intensity of climate impacts experienced. The answer to our guiding research question – whether place attachment was an effective way to communicate with people about climate change and get them actively engaged with it – was yes (74.2%), but with considerable variation according to these characteristics and dimensions. Based on this analysis, we identify gaps in current research and suggest critical paths for future research, especially in terms of geography and demography because of their implications for justice and equity in the processes of climate change mitigation and adaptation. Needed future research includes studies of place relations in regards to climate change specifically, studies in the Global South, of minority populations, beyond rural areas, and qualitative or mixed-method studies able to draw out the complexities of relations to place.  相似文献

This paper explores the perceptions of policy makers and rural agricultural producers in respect of policy framing and adaptation to climate change, social learning and stakeholder input (participation) surrounding two successful agri-environmental programmes in Saskatchewan, Canada. Given the record of success of these two programmes in reducing vulnerability to climate change, this study provides an opportunity to explore certain attributes of adaptive management, including: what attributes make policy and programmes responsive; how government can frame programmes facilitating adaptation to climate change; what types of mechanisms can or should be used to engage with producers; and perhaps most importantly, what producers expect of government, government policies and programmes in relation to adaptation to climate change.  相似文献

This article elaborates on and discusses gendered dimensions of climate change response in Swedish municipalities. There are indications that attitudes and behaviour to the environment and climate change are gendered. This evidence together with our own work further indicates that gender awareness is most probably an important influence on how municipalities respond to climate change. The aim of this study was to investigate if and how gendered aspects of climate change response are integrated in the Swedish response to climate change. The potential causal relationships between a high level of awareness of the gendered aspects of climate change and the levels of climate change response were investigated. We asked whether there is a positive relationship between gender awareness and the quality of the communities' climate change policies and practice. Indications of such a relationship prompt a change in research priorities – paying more attention to gender – and in subsequent policy developments.  相似文献

This study examined the role of place attachment in determining visitors’ willingness to engage in climate friendly behavior in parks and support for management actions to minimize climate-change impacts. The sample consisted of visitors to Missouri State Parks (n = 1775). Place attachment was measured using 12 items of place identity, place dependence, and social bonding. Exploratory factor analysis of climate friendly behavior items revealed two dimensions: Visit based (i.e., short-term, immediate actions individuals could take during their visit) and Big Picture (i.e., advocacy actions that suggest a long-term engagement with parks). A path analysis demonstrated that the dimensions of place attachment predict climate friendly behavior and support for climate friendly management action in different ways. Specifically, place identity increased climate friendly behavior (big picture) and place dependence increased both climate friendly behavior (visit based) and support for climate friendly management action. Findings from this study provided evidence for the importance of place attachment as a means for engaging visitors in climate-related actions both in and beyond the park setting.  相似文献

Urban areas worldwide are challenged by climate change and urban flooding. Within the academic literature, adaptive measures that can be integrated into other issues such as recreation, nature reserves, and social issues are considered the way forward. Adaptation has recently become a mandatory planning theme for Danish municipalities, which in the absence of established practices are struggling to find the best institutional set-up to address adaptation as an integrated issue. Based on a case study of an integrated project organised as a partnership, this article identifies and discusses governance challenges that must be addressed if municipalities are to benefit from synergies through integrated projects. The municipality in question has established a partnership with housing organisations, foundations, and a utility company as well as facilitated a dialogue with citizens and institutions to address flooding threats and social issues at the neighbourhood scale. Because of strong political and leadership support, funding from partners, and good project facilitation both partners and politicians are enthusiastic about the project and its potential. Several challenges, however, needed to be addressed, particularly in relation to clashing norms from different governance paradigms. This is an issue requiring more attention both in research and practice.  相似文献

The 2011 Durban Adaptation Charter for Local Governments calls on local governments, worldwide, to institutionalise climate response, with the aim of minimising the impacts of climate change on local livelihoods and vulnerable communities. This paper, through the use of case studies, in-depth interviews and document review, assesses how three non-metropolitan municipalities in KwaZulu-Natal, a district municipality, and two local municipalities under its jurisdiction, are responding to this call. The results suggest that while the municipalities have adopted measures to institutionalise climate responses, the responses are relatively new and implementation is slow, complex and fraught with limitations and competing demands. Furthermore, there appears to be a lack of co-ordination of responses between the two levels of government, which has the potential to lead to duplication. Given the multi-scalar nature of climate change, emphasis on co-ordination and the inclusion of all municipal departments in the development and implementation of responses is necessary.  相似文献

This paper is concerned with the ways in which Danish municipalities seek to mitigate climate change through a range of governance strategies. Through the analysis of ten municipal climate plans using the framework of Mitchell Dean, as well as extensive ethnographic fieldwork in two municipalities, this paper explores how local climate change mitigation is shaped by particular rationalities and technologies of government, and thus seeks to illustrate how the strategies set out in the plans construe climate change mitigation from a certain perspective, thereby rendering some solutions more likely than others and recasting citizens as passive consumers who are to be guided to consume in more climate-friendly ways in the process.  相似文献
