ABSTRACT: The probability distributions of annual peak flows used in flood risk analysis quantify the risk that a design flood will be exceeded. But the parameters of these distributions are themselves to a degree uncertain and this uncertainty increases the risk that the flood protection provided will in fact prove to be inadequate. The increase in flood risk due to parameter uncertainty is small when a fairly long record of data is available and the annual flood peaks are serially independent, which is the standard assumption in flood frequency analysis. But standard tests for serial independence are insensitive to the type of grouping of high and low values in a time series, which is measured by the Hurst coefficient. This grouping increases the parameter uncertainty considerably. A study of 49 annual peak flow series for Canadian rivers shows that many have a high Hurst coefficient. The corresponding increase in flood risk due to parameter uncertainty is shown to be substantial even for rivers with a long record, and therefore should not be neglected. The paper presents a method of rationally combining parameter uncertainty due to serial correlation, and the stochastic variability of peak flows in a single risk assessment. In addition, a relatively simple time series model that is capable of reproducing the observed serial correlation of flood peaks is presented.  相似文献

We analyzed annual peak flow series from 127 naturally flowing or naturalized streamflow gauges across western Canada to examine the impact of the Pacific Decadal Oscillation (PDO) on annual flood risk, which has been previously unexamined in detail. Using Spearman's rank correlation ρ and permutation tests on quantile‐quantile plots, we show that higher magnitude floods are more likely during the negative phase of the PDO than during the positive phase (shown at 38% of the stations by Spearman's rank correlations and at 51% of the stations according to the permutation tests). Flood frequency analysis (FFA) stratified according to PDO phase suggests that higher magnitude floods may also occur more frequently during the negative PDO phase than during the positive phase. Our results hold throughout much of this region, with the upper Fraser River Basin, the Columbia River Basin, and the North Saskatchewan River Basin particularly subject to this effect. Our results add to other researchers' work questioning the wholesale validity of the key assumption in FFA that the annual peak flow series at a site is independently and identically distributed. Hence, knowledge of large‐scale climate state should be considered prior to the design and construction of infrastructure.  相似文献

Abstract: Bivariate flood frequency analysis offers improved understanding of the complex flood process and useful information in preparing flood mitigation measures. However, difficulties arise from limited bivariate distribution functions available to jointly model the correlated flood peak and volume that have different univariate marginal distributions. Copulas are functions that link univariate distribution functions to form bivariate distribution functions, which can overcome such difficulties. The objective of this study was to analyze bivariate frequency of flood peak and volume using copulas. Separate univariate distributions of flood peak and volume are first fitted from observed data. Copulas are then employed to model the dependence between flood peak and volume and join the predetermined univariate marginal distributions to construct the bivariate distribution. The bivariate probabilities and associated return periods are calculated in terms of univariate marginal distributions and copulas. The advantage of using copulas is that they can separate the effect of dependence from the effects of the marginal distributions. In addition, explicit relationships between joint and univariate return periods are made possible when copulas are employed to construct bivariate distribution of floods. The annual floods of Tongtou flow gauge station in the Jhuoshuei River, Taiwan, are used to illustrate bivariate flood frequency analysis.  相似文献

ABSTRACT: The impact of man made change on the hydrology of developing watersheds is frequently measured in terms of the ratio: flood peak after development to flood peak before development over a range of return periods. However, the analysis of urbanization effects on flood frequency presents a vexing problem because of a general lack of flood data in urban areas and also because of nonstationarity in the development process. Clearly, the flood peak ratio depends on the impervious fraction and percent of basin sewered and these factors have been taken into account in recent urban flood peak models. In genral, these models are developed either by: (1) split sample analysis of available annual flood data, or (2) by computer simulation using mathematical watershed models capable of representing man made changes. The present paper discusses the results of work in progress to characterize the impact of urbanization on small developing watersheds in Pennsylvania.  相似文献

ABSTRACT: A generalized skew map for Louisiana streams was developed using data from Louisiana, Mississippi, Arkansas, and Texas with 20 or more years of annual flood records. A comparison between the newly developed Louisiana Generalized Skew Map (LGSM) and the generalized skew map recommended by the U.S. Water Resources Council (WRCGSM) was performed. The mean square error for the LGSM was 16 percent less than that of WRCGSM in direct application of the two maps. Performance of the new map was compared with the WRCGSM and with a regional analysis procedure through its application to the Log Pearson Type 3 (LP3) distribution. Two-thirds of the stations tested had lower standardized root mean square deviations (SRMSD) by a narrow margin using the skew coefficients obtained from LGSM instead of WRCGSM. The regional analysis also performed as well as the LGSM in terms of SRMSD. Thus, it was concluded that both LGSM and the regional analysis provide a more reliable tool for flood frequency analysis for Louisiana streams with short annual flood records.  相似文献

ABSTRACT: Trends in streamflow characteristics were analyzed for streams in southwestern Wisconsin's Driftless Area by using data at selected gaging stations. The analyses indicate that annual low flows have increased significantly, whereas annual flood peaks have decreased. The same trends were not observed for forested areas of northern Wisconsin. Streamflow trends for other streams in southeastern Wisconsin draining predominantly agricultural land were similar to trends for Driftless Area streams for annual low flows. The causes for the trends are not well understood nor are the effects. Trends in annual precipitation do not explain the observed trends in streamflow. Other studies have found that erosion rates decreased significantly in the Driftless Area, and have attributed this reduction to a change of agricultural practices, which increase infiltration, decrease flood peaks, and increase low flows.  相似文献

ABSTRACT: We analyzed the type of hydrologic adjustments resulting from flow regulation across a range of dam types, distributed throughout the Connecticut River watershed, using two approaches: (1) the Index of Hydrologic Alteration (IHA) and (2) log‐Pearson Type III flood frequency analysis. We applied these analyses to seven rivers that have extensive pre‐and post‐disturbance flow records and to six rivers that have only long post‐regulation flow records. Lastly, we analyzed six unregulated streams to establish the regional natural flow regime and to test whether it has changed significantly over time in the context of an increase in forest cover from less than 20 percent historically to greater than 80 percent at present. We found significant hydrologic adjustments associated with both impoundments and land use change. On average, maximum peak flows decrease by 32 percent in impounded rivers, but the effect decreases with increasing flow duration. One‐day minimum low flows increase following regulation, except for the hydro‐electric facility on the mainstem. Hydrograph reversals occur more commonly now on the mainstem, but the tributary flood control structures experience diminished reversals. Major shifts in flood frequency occur with the largest effect occurring downstream of tributary flood control impoundments and less so downstream of the mainstem's hydroelectric facility. These overall results indicate that the hydrologic impacts of dams in humid environments can be as significant as those for large, multiple‐purpose reservoirs in more arid environments.  相似文献

ABSTRACT: Using data from 80 Oregon watersheds that ranged in size from 0.54 km2 to 27.45 km2, equations were developed to predict peak flows for use in culvert design on forest roads. Oregon was divided into six physiographic regions based on previous studies of flood frequency. In each region, data on annual peak flow from gaging stations with more than 20 years of record were analyzed using four flood frequency distributions: type 1 extremal, two parameter-log normal, three parameter-log normal, and log-Pearson type III. The log-Pearson type III distribution was found to be suitable for use in all regions of the State, based on the chi-square goodness-of-fit-test. Flood magnitudes having recurrence intervals of 10, 25, 50, and 100 years were related to physical and climatic characteristics of drainage basins by multiple regression. Drainage basin size was the most important variable in explaining the variation of flood peaks in all regions. Mean basin elevation and mean annual precipitation were also significantly related to flood peaks in two regions of western Oregon. The standard error of the estimate for the regression relationships ranged from 26 to 84 percent.  相似文献

ABSTRACT: Urbanization history and flood frequencies were determined in six low-order streams in the Puget Lowlands, Washington, for the period between the 1940150s and the 1980190s. Using discharge records from USGS gauging stations, each basin was separated into periods prior to and after urban expansion. Four of the study basins exhibited significant changes in urbanized area, whereas two of the study basins exhibited only limited change in urbanized area and effectively serve as control basins. Each of the basins that experienced a significant increase in urbanized area exhibited increased flood frequency; pre-urbanization 10-year recurrence interval discharges correspond to 1 to 4-year recurrence interval events in post-urbanization records. In contrast, no discernible shift in flood frequency was observed in either of the control basins. Spawner survey data available for three of the study basins reveal systematic declines in salmon abundance in two urbanizing basins and no evidence for decreases in a control basin. These data imply a link between ongoing salmon population declines and either increased flood frequency or associated changes in habitat structure.  相似文献

ABSTRACT: Equations were developed to transform peak flows and to adapt design hydrographs and unit hydrographs from gaged watersheds to ungaged watersheds with similar hydrologic characteristics. Dimensional analysis was used to develop adjustment equations for peak flow and time base, and these equations were reinforced with results from regional flood frequency research. The authors believe that the use of these transformation equations should yield more reliable flood peak values and hydrogrphs than the common use of empirical flood estimating curves or equations.  相似文献

ABSTRACT: When nonparametric frequency analysis was performed on 183 stations from Ontario and Quebec, unimodal and multimodal maximum annual flood density functions were discovered. In order to determine generating mechanisms, a monthly partitioning of the annual maximum floods was undertaken. The timing of the floods revealed that the unimodal distributions reflected a single flood generating mechanism while the multi-modal densities reflected two or more mechanisms. Based on the division of the flood series by mechanisms, nine homogeneous regions were delineated. L-moment distributional homogeneity tests along with smaller standard errors for the regional equations supported the delineation.  相似文献

Annual maximum peak discharge measurements from 62 stations with a record of at least 70 years are used to assess extreme flooding in Texas at the regional scale. This work focuses on examination of the validity of the stationarity assumption and on the impact of tropical cyclones (TCs) on the upper tail of the flood peak distribution. We assess the validity of the stationarity assumption by testing the records for abrupt and gradual changes. The presence of abrupt changes in the first two moments of the flood peak distribution is assessed using the Lombard test. We use the Mann‐Kendall test to examine the presence of monotonic trends. Results indicate that violations of the stationarity assumption are most commonly caused by abrupt changes, which are often associated with river regulation. We fit the time series of stationary flood records with the generalized extreme value distribution to investigate whether TCs control the upper tail of the flood peak distribution. Our results indicate that TCs play a diminished role in shaping the upper tail of the flood peak distribution compared with areas of the eastern United States subject to frequent TCs.  相似文献

Abstract: Tree basal growth in response to flooding regime was evaluated at a 5.2‐ha bottomland forest along the Olentangy River in central Ohio. Tree‐ring analysis was used to develop a 14‐year basal area increment (BAI) (cm2/year) series for 42 canopy trees (representing 10 species) throughout the bottomland. Mean annual BAI was evaluated relative to the frequency and duration of bankfull (>70 m3/s) and high‐flood (>154 m3/s) river discharge for a given water year (October 1‐September 30) and growing season (April 1‐September 30). A significant polynomial relationship was detected between the number of days of high‐flood river discharge over a combined two‐year period (Year i + Year i ? 1) and mean annual BAI. No significant relationships were detected when only the concurrent‐year or previous‐year flood regimes were considered or when growing season was considered. A similar relationship was detected when duration of high‐flood discharge days and BAI were both evaluated in two‐year increments (Year i + Year i ? 1). Mean annual BAI was most influenced by boxelder (Acer negundo) which was the dominant species and exhibited strong agreement with the overall BAI series. In each case, the resulting parabolic curve of tree basal growth in response to flooding suggests an optimal number of flooding days, a response to perturbation consistent with the subsidy‐stress model. Dendrochronology may be a useful tool for managers looking to restore environmental flows to regulated rivers.  相似文献

ABSTRACT: Both catchment experiments and a review of hydrologic processes suggest a varying effect of forest harvest on the magnitude of peak flows according to the cause of those peak flows. In northwestern Montana and Northeastern Idaho, annual maximum flows can result from spring snowmelt, rain, mid-winter rain-on-snow, or rain-on-spring-snowmelt. Meteorologic and physical data were used to determine the cause of annual maximum flows in six basins which had the necessary data and were smaller than 150 mi2. Rain-on-spring-snowmelt was the most frequent cause of annual maximum flows in all six basins, although there was a strong gradient in the magnitude and cause of peak flows from southwest to northeast. Less frequent mid-winter rain-on-snow events caused the largest flows on record in four basins. Mid-winter rain-on-snow should be distinguished from rain-on-spring-snowmelt because of differences in seasonal timing, the relative contributions of rain vs. snowmelt, and the projected effects of forest harvest. The effects of mixed flood populations on the flood-frequency curve varied from basin to basin. Annual maximum daily flows could not be reliably predicted from rainfall and snowmelt data.  相似文献

Much attention has been invested in the model choice problem for peak annual flows, in the context of flood frequency analysis. The authors would sidestep this dilemma through non-parametric density estimation methodology, but recognize that the standard nonparametric estimators preclude the use of prior information and related data, and furthermore have virtually no tail at all. Here we offer a remedy for these inadequacies by introducing an estimator which mixes parametric and nonparametric density estimates. We prove that our mixture rule is consistent. By this procedure, we do allow incorporation of prior information, experience, and regional data information, but nevertheless provide a safeguard against incorrect model choice.  相似文献

ABSTRACT: Historical trends in annual discharge characteristics were evaluated for 11 gauging stations located throughout Iowa. Discharge records from nine eight‐digit hydrologic unit code (HUC‐8) watersheds were examined for the period 1940 to 2000, whereas data for two larger river systems (Cedar and Des Moines Rivers) were examined for a longer period of record (1903 to 2000). In nearly all watersheds evaluated, annual base flow, annual minimum flow, and the annual base flow percentage significantly increased over time. Some rivers also exhibited increasing trends in total annual discharge, whereas only the Maquoketa River had significantly decreased annual maximum flows. Regression of stream discharge versus precipitation indicated that more precipitation is being routed into streams as base flow than as storm flow in the second half of the 20th Century. Reasons for the observed stream flow trends are hypothesized to include improved conservation practices, greater artificial drainage, increasing row crop production, and channel incision. Each of these reasons is consistent with the observed trends, and all are likely responsible to some degree in most watersheds.  相似文献

A method of predicting probability distributions of annual floods is presented and is applied to the Fraser River catchment of British Columbia. The Gumbel distribution is found to adequately describe the observed flood frequency data. Using the estimated Gumbel parameters, discriminant analysis is performed to separate basins into flood regions. Within each region, regression analysis is used to relate physiographic and climatic variables to the means and standard deviations of the annual flood series. The regression equations are applied to four test basins and the results indicate that the method is suitable for an estimation of annual floods.  相似文献

A combination of above-normal precipitation during the winter and spring of 2007-2008 and extensive rainfall during June 2008 led to severe flooding in many parts of the midwestern United States. This resulted in transport of substantial amounts of nutrients and sediment from Iowa basins into the Mississippi River. Water samples were collected from 31 sites on six large Iowa tributaries to the Mississippi River to characterize water quality and to quantify nutrient and sediment loads during this extreme discharge event. Each sample was analyzed for total nitrogen, dissolved nitrate plus nitrite nitrogen, dissolved ammonia as nitrogen, total phosphorus, orthophosphate, and suspended sediment. Concentrations measured near peak flow in June 2008 were compared with the corresponding mean concentrations from June 1979 to 2007 using a paired t test. While there was no consistent pattern in concentrations between historical samples and those from the 2008 flood, increased flow during the flood resulted in near-peak June 2008 flood daily loads that were statistically greater (p < 0.05) than the median June 1979 to 2007 daily loads for all constituents. Estimates of loads for the 16-d period during the flood were calculated for four major tributaries and totaled 4.95 x 10(7) kg of nitrogen (N) and 2.9 x 10(6) kg of phosphorus (P) leaving Iowa, which accounted for about 22 and 46% of the total average annual nutrient yield, respectively. This study demonstrates the importance of large flood events to the total annual nutrient load in both small streams and large rivers.  相似文献

Abstract: Long‐term flow records for watersheds with minimal human influence have shown trends in recent decades toward increasing streamflow at regional and national scales, especially for low flow quantiles like the annual minimum and annual median flows. Trends for high flow quantiles are less clear, despite recent research showing increased precipitation in the conterminous United States over the last century that has been brought about primarily by an increased frequency and intensity of events in the upper 10th percentile of the daily precipitation distribution – particularly in the Northeast. This study investigates trends in 28 long‐term annual flood series for New England watersheds with dominantly natural streamflow. The flood series are an average of 75 years in length and are continuous through 2006. Twenty‐five series show upward trends via the nonparametric Mann‐Kendall test, 40% (10) of which are statistically significant (p < 0.1). Moreover, an average standardized departures series for 23 of the study gages indicates that increasing flood magnitudes in New England occurred as a step change around 1970. The timing of this is broadly synchronous with a phase change in the low frequency variability of the North Atlantic Oscillation, a prominent upper atmospheric circulation pattern that is known to effect climate variability along the United States east coast. Identifiable hydroclimatic shifts should be considered when the affected flow records are used for flood frequency analyses. Special treatment of the flood series can improve the analyses and provide better estimates of flood magnitudes and frequencies under the prevailing hydroclimatic condition.  相似文献

A study of the impact of two flood control reservoirs and pollution influx was conducted on two streams within the Sandy Creek Watershed, Mercer County, Pennsylvania, USA. Fecal coliforms were significantly reduced in the outflows without affecting water chemistry, thereby improving the overall water quality. The size and composition of the aquatic communities as well as stream metabolism varied seasonably among the different sampling stations. Pollution influx primarily from communities and agricultural drainage had a greater impact on the stream ecosystem than did impounding of the streams. Natural wetlands and riparian vegetation were important factors in reducing the pollution load in these streams. The reestablishment and maintenance of riparian vegetation should therefore be an integral part of the land-use plan for watersheds in order to improve water quality and wildlife habitats. In the future, the maintenance of riparian vegetation should be given prime consideration in the development of watershed projects.  相似文献
