Unsustainable land-use decisions and agricultural practices have become the key drivers of deteriorating watershed services in developing countries. However, landholders may have little or no incentives to take these impacts into account in their decision-making process. In recent years, reward-based provision of environmental services has emerged as an important market-based incentive for motivating landholders to adopt environmentally friendly land-use changes and agricultural practices. In this regard, for instance, the Pro-Poor Rewards for Environmental Services in Africa (PRESA) project has emerged as a large network to support and facilitate reward mechanisms in Africa. However, in many African rural settings, little is known about landholder attitudes and preferences related to the alternative land-management schemes. Using locally identified sets of six key land-management attributes, this paper applies conjoint methods to evaluate landholder preferences towards alternative land-management schemes aimed at enhancing the provision of watershed services in the River Kapingazi catchment in central Kenya. Data were collected from primary sources through focus groups and a questionnaire based conjoint survey. Three conjoint models were used; a traditional conjoint ratings model, a binary logit model, and an ordered logit model. Results from the focus groups indicated that shortage of water for both domestic use and irrigation was perceived as the most acute environmental problem in the area. Deforestation, poor river bank management and agricultural practices were identified as the major causes of the problem. Results from conjoint models show that the three principal attributes influencing landholder's ratings and probability of adopting the proposed land management options were 'size of land area to be committed', 'length of contract period', and 'granting or prohibiting rights to harvest environmental products from the committed land'. Thus, these attributes should be the focal points in designing land-management contract for watershed services in the study area.  相似文献

The article presents the platform “Pimp your landscape” (PYL), which aims firstly at the support of planners by simulating alternative land-use scenarios and by an evaluation of benefits or risks for regionally important ecosystem services. Second, PYL supports an integration of information on environmental and landscape conditions into impact assessment. Third, PYL supports the integration of impacts of planning measures on ecosystem services. PYL is a modified 2-D cellular automaton with GIS features. The cells have the major attribute “land-use type” and can be supplemented with additional information, such as specifics regarding geology, topography and climate. The GIS features support the delineation of non-cellular infrastructural elements, such as roads or water bodies. An evaluation matrix represents the core element of the system. In this matrix, values in a relative scale from 0 (lowest value) to 100 (highest value) are assigned to the land-use types and infrastructural elements depending on their effect on ecosystem services. The option to configure rules for describing the impact of environmental attributes and proximity effects on cell values and land-use transition probabilities is of particular importance. User interface and usage of the platform are demonstrated by an application case. Constraints and limits of the recent version are discussed, including the need to consider in the evaluation, landscape-structure aspects such as patch size, fragmentation and spatial connectivity. Regarding the further development, it is planned to include the impact of land management practices to support climate change adaptation and mitigation strategies in regional planning.  相似文献

Conditions in Guatemala's Rio Dulce National Park (RDNP) present an immediate decision-making challenge concerning the reversal of current destructive environmental trends, and in establishing policies for restoration, protection, and sustainable use. This article summarises results of environmental assessment activities undertaken at three levels: an environmental impact assessment (EIA) of a proposed industrial forestry activity, an environmental assessment of management options for the Rio Dulce National Park, and water management planning for the Rio Dulce/Lago Izabal watershed. A key result of the EIA was to prohibit construction of a barge terminal within the boundaries of the park because it could set a precedent for future development. Management options for the park focused on establishing land-use controls, dealing with river transport more effectively, and identifying funding mechanisms to implement solutions. At the watershed scale, a strategic approach was recommended to identify priority issues for initiating change toward sustainability in the region.  相似文献

Assessing Land-Use Impacts on Natural Resources   总被引:3,自引:1,他引:2  
/ Much information is available on changes that occur in natural resources from both spatially-explicit data on environmental conditions and models of the interactions of these conditions and resources with human activities. The strategy for assessing land-use impacts on natural resources developed in this paper provides a framework for using relevant data and models to address questions of how management practices can promote both use and protection of resources. This assessment strategy integrates spatially explicit environmental data using geographic information systems (GIS) with computer models that simulate changes in land cover in response to land-use impacts. The computer models also simulate susceptibility of species to changes in habitat suitability and landscape patterns. The approach is applied to management of limestone barrens on the Oak Ridge Reservation in East Tennessee. Potential limestone barrens habitats are identified by overlaying appropriate soils, geology, slope, and land-use/land-cover conditions. Their validity is tested against known sites containing rare species that occur in these habitats. The location of habitats at risk in the aftermath of human activities is determined by using an available area model that identifies the size and proximity of sites that particular types of species can no longer use as habitat. The resulting risk map can be used in land management planning. The approach uses readily available in situ and remotely sensed data and is applicable to a wide range of locations and land-use scenarios. This research demonstrates the predictive modeling capabilities of a geographic information system (GIS)-based soil erosion potential model to assess the effects of implementing land use change within a tropical watershed. The Revised Universal Soil Loss Equation (RUSLE) was integrated with a GIS to produce an Erosion Prediction Information System (EPIS) and modified to reflect conditions found in the mountainous tropics. Research was conducted in the Zenzontia subcatchment of the Río Ayuquíla, located within the Sierra de Manantlán Biosphere Reserve (SMBR), México. Expanding agricultural activities within this area will accentuate the already high rate of soil erosion and resultant sediment loading occurring in the Río Ayuquíla. Two land-use change scenarios are modeled with the EPIS: (1) implementation of soil conservation practices in erosion prone locations; and (2) selection of sites for agricultural expansion which minimize potential soil loss. Confronted with limited financial resources and the necessity for expedient action, managers of the SMBR can draw upon the predictive capacity of the EPIS to facilitate rapid and informed land-use planning decisions.  相似文献

While expansion of agricultural land area and intensification of agricultural practices through irrigation and fertilizer use can bring many benefits to communities, intensifying land use also causes more contaminants, such as nutrients and pesticides, to enter rivers, lakes, and groundwater. For lakes such as Benmore in the Waitaki catchment, South Island, New Zealand, an area which is currently undergoing agricultural intensification, this could potentially lead to marked degradation of water clarity as well as effects on ecological, recreational, commercial, and tourism values. We undertook a modeling study to demonstrate science-based options for consideration of agricultural intensification in the catchment of Lake Benmore. Based on model simulations of a range of potential future nutrient loadings, it is clear that different areas within Lake Benmore may respond differently to increased nutrient loadings. A western arm (Ahuriri) could be most severely affected by land-use changes and associated increases in nutrient loadings. Lake-wide annual averages of an eutrophication indicator, the trophic level index (TLI) were derived from simulated chlorophyll a, total nitrogen, and total phosphorus concentrations. Results suggest that the lake will shift from oligotrophic (TLI = 2–3) to eutrophic (TLI = 4–5) as external loadings are increased eightfold over current baseline loads, corresponding to the potential land-use intensification in the catchment. This study provides a basis for use of model results in a decision-making process by outlining the environmental consequences of a series of land-use management options, and quantifying nutrient load limits needed to achieve defined trophic state objectives.  相似文献

Agricultural development has been an effective instrument for poverty alleviation and economic development in developing countries over the latter half of the twentieth century, and over 80 % of rural people globally still depend on agriculture for their living. However, issues such as water availability, land degradation and an increasing dependence on chemical fertilisers and pesticides continue to be on-going threats to sustainable agricultural development. These threats are being driven by the pressing need to ensure food security in the face of rapidly growing and urbanising populations. Developing countries will therefore continue to need improved methods for planning sustainable agricultural development. This paper presents a review of agricultural sustainability assessment in developing countries. The review highlights some of the key weaknesses that persist in sustainability assessment and the need to consider not only indicators of sustainability but also the drivers that influence indicator behaviour. We argue that without a good understanding of the drivers of sustainability and their systemic relationships to indicators, sustainability assessments run the risk of focusing on symptoms without addressing underlying causes of adverse indicator trends. Drivers of agricultural sustainability in developing countries encompass a range of demographic, natural, socio-economic, political, institutional and management factors. Understanding these and their relationships to sustainability indicators is needed in order to develop agricultural development policy that supports sustainability. The paper presents a conceptual framework for guiding systemic agricultural sustainability assessment and agricultural development planning in developing countries that includes both sustainability indicators and drives, and considers the broad relationships between them.  相似文献

Mountain landscapes are undergoing rapid land-use changes. Settlement expansion, the intensification of agricultural land-use practices, and farmland abandonment result in a decline of natural and semi-natural habitats and the related ecosystem services (ES). In this context, spatial planning has emerged as a key instrument for the management of ES provision. To better understand trade-offs and interactions between settlement growth and ES provision in a spatially explicit manner, we present a new modeling framework coupling an agent-based, agro-economic optimization model and a cellular-automata-based settlement growth model. The framework is applied in an inner alpine valley in the Valais, Switzerland, which experienced rapid settlement growth in recent years. Results demonstrate how the model framework allows support of local planning processes. Particularly cooperation among municipalities and an explicit consideration of ES can inform spatially explicit ES trade-off decisions under increasing demand for land. We conclude that better informed spatial planning processes support ES provision.  相似文献

Linking water and land is essential in planning for the future of the western United States. We propose the concept of ‘water-smart growth’ and explore its implications through incorporating water considerations into the SLEUTH land-use model. The urban growth trajectory in Cache County, Utah, is modeled from 2007 to 2030 under four different scenarios: current trend; smart growth; water-smart growth with moderate implementation; and water-smart growth with full implementation. Comparisons of simulation results illustrate the extent and ways in which water-smart growth would alter current established land-use growth patterns. The approach represents an initial step to better integrate land and water in urban growth modeling and planning. This study's purposes are to provide improved understanding and representation of linkages between water and land in urbanizing environments, offer insights from a set of modeled options, and demonstrate the significance of integrating land and water in planning practices.  相似文献

This paper applies an integrated approach to assessing urban sustainability in Dammam City, Saudi Arabia. The approach, based on geographic information systems (GIS), involves the evaluation of the planning process, the master plan and the land use activities resulting from planning. It concludes that some aspects of sustainability are not addressed by the planning process and the plan document. The planning process and the plan document addressed economic sustainability issues more than social and environmental issues. The result of the GIS-based sustainability assessment of the study area produces similar findings. The paper develops a sustainable planning guidance and makes some recommendations based on the findings.  相似文献

Land resource sustainability for urban development characterizes the problem of decision-making with multiplicity and uncertainty. A decision support system prototype aids in the assessment of incremental land development plan proposals put forth within the long-term community priority of a sustainable growth. Facilitating this assessment is the analytic hierarchy process (AHP), a multicriteria evaluation and decision support system. The decision support system incorporates multiple sustainability criteria, weighted strategically responsive to local public policy priorities and community–specific situations and values, while gauging and directing desirable future courses of development. Furthermore, the decision support system uses a GIS, which facilitates an assessment of urban form with multiple indicators of sustainability as spatial criteria thematically. The resultant land-use sustainability scores indicate, on the ratio-scale of AHP, whether or not a desirable urban form is likely in the long run, and if so, to what degree. The two alternative modes of synthesis in AHP—ideal and distributive—provide assessments of a land development plan incrementally (short-term) and city-wide pattern comprehensively (long-term), respectively. Thus, the spatial decision support system facilitates proactive and collective public policy determination of land resource for future sustainable urban development.  相似文献

Land-cover change trajectories are an emergent property of complex human–environment systems such as the land-use system. An understanding of the factors responsible for land change trajectories is fundamental for land-use planning and the development of land-related policies. The aims of this study were to characterize and identify the spatial determinants of agricultural land-cover change trajectories in northern Ghana. Land-cover change trajectories were defined using land-cover maps prepared from Landsat Thematic Mapper dataset acquired in 1984, 1992, and 1999. Binary logistic regression was used to model the probability of observing the trajectories as a function of spatially explicit biophysical and socioeconomic independent variables. Population densities generally increased along the continuum of land-use intensity, whereas distance from market and roads generally decreased along this continuum. Apparently, roads and market serve as incentives for settlement and agricultural land use. An increase in population density is an important spatial determinant only for trajectories where the dominant change process is agricultural extensification. A major response to population growth is an increase in cultivation frequency around the main market. Agricultural intensification is highly sensitive to accessibility by roads. The increase in land-use intensity is also associated with low soil quality. These results suggest the need for policies to restore soil fertility for agricultural sustainability. The models also provide a means for identifying functional relationships for in-depth analyses of land-use change in Ghana.  相似文献

We describe the development of an integrated assessment model which evaluates redevelopment options of large contaminated brownfields and we present the application of the model in a case study. Aiming to support efficient and sustainable revitalization and communication between stakeholders, the presented assessment model integrates three pinnacles of brownfield revitalization: (i) subsurface remediation and site preparation costs, (ii) market-oriented economic appraisal, and (iii) the expected contribution of planned future land use to sustainable community and regional development. For the assessment, focus is set on the early stage of the brownfield redevelopment process, which is characterized by limited data availability and by flexibility in land use planning and development scope. At this stage, revealing the consequences of adjustments and alterations in planning options can foster efficiency in communication between the involved parties and thereby facilitates the brownfield revitalization process. Results from the case-study application indicate that the integrated assessment provides help in the identification of land use options beneficial in both a sustainable and an economical sense. For the study site it is shown on one hand that brownfield redevelopment is not automatically in line with sustainable regional development, and on the other hand it is demonstrated that additional contributions to sustainability are not intrinsically tied to increased costs.  相似文献

This paper provides applications of the integrated assessment (IA) approach in a case study in the Heihe River Basin of Northwest China. Some socio-economic and ecological impact results of forestry land use scenarios are presented in the paper. While seven types of land use scenarios for carbon sequestration purposes were considered for the IA applications, this paper mainly presents impacts of land use scenarios within the Grain for Green (GFG) category [see Yin et al., this volume]. China's national Grain for Green Project was implemented in order to protect and improve ecosystems, while allowing an evolution of agricultural management practices compatible with raising peasants' incomes. Zhangye Prefecture, located in the Heihe River Basin of an arid area in Northwest China, was chosen as the investigation site of the IA case study. Based on fundamental orientation theory, the social sustainability impacts of GFG land use options were assessed. Between 2002 and 2004, the GFG project brought US$23.56 million yuan in net income to the prefecture's peasants. Project implementation resulted in a 1.71 Gg increase in net primary productivity (NPP), as well as a 44.36 Gg rise in net ecosystem productivity (NEP). This suggested that, in Zhangye Prefecture, the Grain for Green Project could enhance the sustainability and stability of the local society, increase peasants' net income, as well as protect and remediate local ecosystems.  相似文献

Economic approaches to the valuation of ecological services have several limitations. Some of these limitations can be overcome using the multiple attribute decision-making model developed in this paper. The model postulates that a private or public decision-maker selects a site/landscape management plan based on the biophysical and economic attributes of alternative management plans, the decision-maker’s preferences for attributes, and constraints on the selection of a management plan.Two cases are examined. Case A is a watershed consisting of publicly owned land that is managed at the site, management unit and landscape scales. Management is based on the philosophy of ecosystem management. Case B is a watershed composed of several privately owned units that are managed at the site scale by decision-makers whose primary motivation is economic profit. The preferred management plan in both cases is determined using a two-stage procedure. The first stage uses a stochastic programming model to identify the most efficient management plans for a site/landscape. The second stage determines which efficient management plan for a site/landscape is preferred by maximizing an expected utility function that is additive in the attributes and assumes that the decision-maker is risk neutral.Whether a land-management plan results in strongly or weakly sustainable resource conditions is evaluated. Strong sustainability requires the probability of exceeding the minimum acceptable value of an attribute to be greater than or equal to a pre-determined reliability level for each attribute. Weak sustainability requires the same condition except that it applies to a composite index of the attributes rather than each attribute. Bayes theorem is used to evaluate uncertainty about whether the state of a landscape is sustainable.  相似文献

Despite supportive policy frameworks and increased environmental awareness, a growing body of evidence indicates that environmental sustainability is not central to planning and decision-making processes in land reform in South Africa. Increasing pressures on government to meet land reform targets, cumbersome and often inappropriate environmental assessment procedures, and a confusing multitude of laws all contribute to neglect of long-term environmental sustainability considerations in land reform. This is exacerbated by poor recognition of resource rights, a lack of proactive and pre-emptive environmental management plans, and insufficient implementation capacity. This paper argues that the early incorporation of environmental sustainability issues in pre-settlement and post-settlement land reform planning processes could significantly improve the environmental, social and economic outcomes of these projects. A simple, participant-driven environmental sustainability assessment tool is proposed to achieve these environmental and developmental goals.  相似文献

以安徽省泗县开发区为例,从土地利用状况、用地效益、管理绩效和可持续发展状况4个方面构建开发区土地集约利用评价指标体系,运用GIS技术、特尔斐法,选择评价模型确定权重后对泗县开发区进行土地集约利用评价,研究泗县开发区土地集约利用状况.结果显示,泗县开发区土地集约利用总体水平为中等集约利用,土地利用状况和用地效益度方面存在着一定问题.基于反映的问题,提出相应的措施.  相似文献

利用Landsat TM、ETM 、CBERS—2资源卫星数据,采用基于知识型光谱特性的增强与人机交互解译相结合的方法,提取了合肥市1987年、2000年和2006年土地利用类型的专题信息。利用GIS空间分析技术和数理统计方法,分析了合肥市近19年来的土地利用变化特征。结果表明:①在整个阶段—耕地减少了23.38%,建设用地增加了61.26%;城镇用地新增速度最快,且新增速率远大于转移速率,属高速扩张型;②区内最"敏感"的类型是交通用地,其新增速率在两个阶段分别达到1.64和1.62,远高于其它的类型;④从城市扩展的方向上看,合肥城市的发展主要以西南部、南部和东部为主,西南部最为明显;城市已经形成以老城区为核心,向东、北、西南三翼伸展,形成"南进—东拓—西缓—北抑"的空间发展布局。  相似文献

Knowledge of the nature conservation value of agricultural land provides a useful input to land-use planning. However, the scarcity of suitable data causes this component to rarely play a role. The paper proposes a methodology based on commonly available data to assess the nature conservation value of agricultural landscapes, and to generate cartographic results to be used as decision variables in planning. The approach relies on landscape ecological indicators and on the application of multicriteria analysis in a Geographical Information System (GIS) context. Four criteria were selected: the agricultural landscape type, the cover of vegetation remnants and marginal features, the length of forest-agriculture ecotones, and the proximity to nature reserves. These criteria were assessed directly or by means of specific indicators, generating maps that were subsequently aggregated through spatial multicriteria analysis. The approach was tested in an alpine area located in Trentino (northern Italy).  相似文献

Land-use change, dominated by an increase in urban/impervious areas, has a significant impact on water resources. This includes impacts on nonpoint source (NPS) pollution, which is the leading cause of degraded water quality in the United States. Traditional hydrologic models focus on estimating peak discharges and NPS pollution from high-magnitude, episodic storms and successfully address short-term, local-scale surface water management issues. However, runoff from small, low-frequency storms dominates long-term hydrologic impacts, and existing hydrologic models are usually of limited use in assessing the long-term impacts of land-use change. A long-term hydrologic impact assessment (L-THIA) model has been developed using the curve number (CN) method. Long-term climatic records are used in combination with soils and land-use information to calculate average annual runoff and NPS pollution at a watershed scale. The model is linked to a geographic information system (GIS) for convenient generation and management of model input and output data, and advanced visualization of model results. The L-THIA/NPS GIS model was applied to the Little Eagle Creek (LEC) watershed near Indianapolis, Indiana, USA. Historical land-use scenarios for 1973, 1984, and 1991 were analyzed to track land-use change in the watershed and to assess impacts on annual average runoff and NPS pollution from the watershed and its five subbasins. For the entire watershed between 1973 and 1991, an 18% increase in urban or impervious areas resulted in an estimated 80% increase in annual average runoff volume and estimated increases of more than 50% in annual average loads for lead, copper, and zinc. Estimated nutrient (nitrogen and phosphorus) loads decreased by 15% mainly because of loss of agricultural areas. The L-THIA/NPS GIS model is a powerful tool for identifying environmentally sensitive areas in terms of NPS pollution potential and for evaluating alternative land use scenarios for NPS pollution management.  相似文献
