This paper presents results from a study on the present needs for and management of environmental information in three Swedish municipalities. It was found that there are considerable differences between the municipalities studied, regarding needs for environmental information as well as approaches and tools used for providing the information needed—differences that seem closely related to the structures of the municipalities. The paper ends with a discussion on some general requirements for municipal environmental information management. Besides a need for analytical tools, it is argued that municipalities would have to pay more attention to political aspects of the environmental situation in environmental decision making, and thus in environmental information management.  相似文献

Options for National Parks and Reserves for Adapting to Climate Change   总被引:2,自引:2,他引:0  
Past and present climate has shaped the valued ecosystems currently protected in parks and reserves, but future climate change will redefine these conditions. Continued conservation as climate changes will require thinking differently about resource management than we have in the past; we present some logical steps and tools for doing so. Three critical tenets underpin future management plans and activities: (1) climate patterns of the past will not be the climate patterns of the future; (2) climate defines the environment and influences future trajectories of the distributions of species and their habitats; (3) specific management actions may help increase the resilience of some natural resources, but fundamental changes in species and their environment may be inevitable. Science-based management will be necessary because past experience may not serve as a guide for novel future conditions. Identifying resources and processes at risk, defining thresholds and reference conditions, and establishing monitoring and assessment programs are among the types of scientific practices needed to support a broadened portfolio of management activities. In addition to the control and hedging management strategies commonly in use today, we recommend adaptive management wherever possible. Adaptive management increases our ability to address the multiple scales at which species and processes function, and increases the speed of knowledge transfer among scientists and managers. Scenario planning provides a broad forward-thinking framework from which the most appropriate management tools can be chosen. The scope of climate change effects will require a shared vision among regional partners. Preparing for and adapting to climate change is as much a cultural and intellectual challenge as an ecological challenge.  相似文献

To achieve a safe and reliable drinking water supply, water producers need to manage a large range of risks regarding both water quality and quantity. A risk management approach where risks are systematically identified and handled in a preventive manner is promoted by the World Health Organization and supported by researchers and drinking water experts worldwide. Risk assessment is an important part of such a management approach, and a variety of tools for risk assessment are described in the literature. There is, however, little knowledge of how drinking water risk assessment is performed in practice, including which tools that are actually used. This study investigates the use of risk assessment tools, and the approach to risk management, on a local level in the Swedish water sector. It is based on interviews with key persons from a targeted selection of water producers. We find that the application of tools as well as the approach to risk assessment and management differs considerably between the water producers. The tools most frequently used are mainly the ones promoted or required by Swedish national organizations. Although many of the water producers have done some kind of risk assessment, most have not implemented a risk management approach. Furthermore, their knowledge of the concepts of risk and risk management is often limited. The largest challenge identified is to prioritize risk assessment, so that it is actually performed and then used as a basis for managing risk in a systematic way.  相似文献

Many management processes and tools can provide companies with information to support their environmental decision making. Risk assessment, environmental auditing, life cycle assessment and environmental reporting are but a few examples. Each of these has typically evolved independently as the need for it has arisen. Today, however, this abundance of tools can lead to confusion: What is the exact objective of each tool? How do they differ? Are some ‘better’ than others? Should they be used in parallel, sequentially or in place of each other? More importantly, how do they fit together into a coherent environmental management framework that will ensure sound environmental and economic decision making in a company? This paper seeks to answer these questions. It describes the overall environmental framework that has been developed internally within Procter & Gamble and which allows the company to make coherent economically and environmentally sound decisions, in both the short- and long-term.  相似文献

A variety of tools can be employed in support of environmental policy objectives, but achieving preferred outcomes also requires the cooperation of private landholders and others with vested interests in the land. The Land Stewardship project in the state of Victoria, Australia, is an initiative devoted to exploring the ways in which private landholders could be encouraged towards more sustainable land management. Following the view that the success of policy initiatives is contingent on effective stakeholder engagement, a component of the Land Stewardship project involved a dialogue with landholders about policy tools (e.g., regulation, economic instruments) that might be deployed to encourage improved land management practices. This paper provides an account of the views and attitudes of landholders, as revealed in a series of three workshops, which consisted of discussions about the factors influencing agriculture, participants' interpretations of sustainability, and policy methods. The focus of the paper is on what landholders believe to be the strengths and limitations of standard policy tools, and the essential requirements for these tools to deliver the best land management outcomes. One of the main findings of the project was a 'preference hierarchy' in respect of policy methods, according to which the strongest support was expressed for voluntary and education-based tools, followed by market-based instruments, with command-and-control regulation identified as a measure of 'last resort'. In the paper we reflect also on how the views and outlook of landholders should be positioned relative to other inputs in the design of policy interventions.  相似文献

POEMS: A Case Study of an Italian Wine-Producing Firm   总被引:1,自引:1,他引:0  
Over the last decade, researchers paid much attention to concepts such as Design for Environment, Extended Producer Responsibility, Responsible Chain Management, and Eco-design. Many management tools and standards (such as EMAS, ISO 14001, LCA, EPD, Ecolabel) have been developed to support companies in the evaluation and management of their environmental performance and to pursue continual environmental improvement. The more recent development of the aforesaid fields looks at interorganizational environmental management. Such an approach can complement the more traditional intraorganizational corporate environmental management approaches and tools. A typical example of this new trend is the Product Oriented Environmental Management System (POEMS), which represents the natural evolution of the above-mentioned tools, combining the features of EMS, EPD and Ecolabel. Although the structure of the POEMS is still not standardized, many experimental applications have yet been carried out in Europe. In developing a POEMS, a company needs to determine all of the environmental impacts caused at all life-cycle stages of the product and, ideally, to reduce all of them through a continual commitment. The aim of the present study was to perform a survey of the developed POEMS models and to analyze their peculiarities and drawbacks in the application to Small and Medium Enterprises. A case study regarding an Italian winery company is presented. The study analyzes the structure and the activities of the examined firm, in order to estimate direct and indirect environmental impacts following a life-cycle approach. The chosen functional unit is a 0.75-L bottle of red wine. The article also suggests some solutions to improve the environmental performances of the firm’s products.  相似文献

Active adaptive management is the centerpiece of a major species recovery program now underway on the central Platte River in Nebraska. The Platte River Recovery Implementation Program initiated on January 1, 2007 and is a joint effort between the states of Colorado, Wyoming, and Nebraska; the U.S. Department of the Interior; waters users; and conservation groups. This program is intended to address issues related to endangered species and loss of habitat along the Platte River in central Nebraska by managing land and water resources and using adaptive management as its science framework. The adaptive management plan provides a systematic process to test hypotheses and apply the information learned to improve management on the ground, and is centered on conceptual models and priority hypotheses that reflect different interpretations of how river processes work and the best approach to meeting key objectives. This framework reveals a shared attempt to use the best available science to implement experiments, learn, and revise management actions accordingly on the Platte River. This paper focuses on the status of adaptive management implementation on the Platte, experimental and habitat design issues, and the use of decision analysis tools to help set objectives and guide decisions.  相似文献

Unlike the United States and the European Union, developing countries do not have sufficiently structured legal and institutional systems to apply certain environmental management tools such as ecological risk assessment. However, it is important for countries with valuable environmental and ecological resources to have appropriate tools and to strengthen their environmental management capabilities and capacities for the sake of those resources. The case study described in this paper attempts to be a case study towards developing environmental management plans, especially in developing countries. The problem formulation step of Ecological Risk Assessment applied in this study contributed to the basic elements of an environmental management plan including the following: the partnership-building process, prioritization of the problems and issues of the ecosystem, and development of the action plan. Based on the information provided by participants from a series of workshops held to develop an environmental management plan for Uluabat Lake, ecosystem risks were ranked and an action plan was formed. The results obtained with the aid of fuzzy set theory provided a base for identification of the action steps by allowing scientific information to be included in the process. The degree to which Uluabat Lakes problem formulation fits into the existing legal framework of Turkey is also analyzed in this paper.  相似文献

This paper provides an assessment of the tools required to fulfil the air quality management role now expected of local authorities within the UK. The use of a range of pollution monitoring tools in assessing air quality is discussed and illustrated with evidence from a number of previous studies of urban background and roadside pollution monitoring in Leicester. A number of approaches to pollution modelling currently available for deployment are examined. Subsequently, the modelling and monitoring tools are assessed against the requirements of local authorities establishing air quality management areas. Whilst the paper examines UK-based policy, the study is of wider international interest.  相似文献

The Khorezm region is located in the northwest of Uzbekistan, approximately 350 km from the current shore of the Aral Sea. It comprises a large‐scale irrigation system that conveys water from the river Amu Darya to agricultural land cropped mainly with cotton, wheat, and rice. Khorezm's water resources are vulnerable as they depend on upstream developments and are indispensable to rural livelihoods and state budgets. Since water scarcity is expected to increase in the future, sustainable water management is a necessity. Hence, the objectives of the paper are to: (1) conceptualize the distinctive features of water management in Khorezm; (2) provide an integrated analysis of water management by establishing linkages between society, technical infrastructure, and the bio‐physical environment; and (3) make policy and technology recommendations for improved water management. To conceptualize water management in Khorezm, the paper distinguishes three types of practices: formal practices, strategic practices, and discursive practices. Based on these, it presents an analysis of water management on the state water management level, the water user association level, and the farmer and field level. For each level, recommendations are given. The paper concludes that elements of integrated water resources management (IWRM) such as transparency, accountability, participation, and technical efficiency are relevant to improve water management in Khorezm, as elsewhere. In addition, it underlines the need to create legal space for agency and innovation. Technical tools such as models are increasingly important for facilitating transparency and enabling agents to access and make use of information across the management hierarchy.  相似文献

We observe a paradigm shift toward collaborative, multi‐level (from local to global) water management and suggestions for scale‐related design principles in the literature. Decision‐support tools are needed that can help achieve scale design principles. Mediated modeling (MM) refers to model building with people, rather than for people. This tool belongs to a family of participatory, systems oriented tools. This article explores their suitability for addressing challenges and principles that arise at multiple‐scales. MM can promote the understanding of cross‐level and cross‐scale links, creating salient, credible, and legitimate knowledge and encouraging boundary functions. Prerequisites for successful MM processes include an openness and willingness to collaborative learning. As new “meso‐level” institutions emerge to address complex challenges in water management collaboratively, tools like MM may play an important role in structuring dialogues, developing adaptive management capacity and advance an ecosystem services approach.  相似文献

Each National Park Service unit in the United States produces a resources management plan (RMP) every four years or less. The plans commit budgets and personnel to specific projects for four years, but they are prepared with little quantitative and analytical rigor and without formal decision-making tools. We have previously described a multiple objective planning process for inventory and monitoring programs (Schmoldt and others 1994). To test the applicability of that process for the more general needs of resources management planning, we conducted an exercise on the Olympic National Park (NP) in Washington State, USA. Eight projects were selected as typical of those considered in RMPs and five members of the Olympic NP staff used the analytic hierarchy process (AHP) to prioritize the eight projects with respect to their implicit management objectives. By altering management priorities for the park, three scenarios were generated. All three contained some similarities in rankings for the eight projects, as well as some differences. Mathematical allocations of money and people differed among these scenarios and differed substantially from what the actual 1990 Olympic NP RMP contains. Combining subjective priority measures with budget dollars and personnel time into an objective function creates a subjective economic metric for comparing different RMP’s. By applying this planning procedure, actual expenditures of budget and personnel in Olympic NP can agree more closely with the staff’s management objectives for the park.  相似文献

In the past few decades, solid waste management systems in Europe have involved complex and multi-faceted trade-offs among a plethora of technological alternatives, economic instruments, and regulatory frameworks. These changes resulted in various environmental, economic, social, and regulatory impacts in waste management practices which not only complicate regional policy analysis, but also reshape the paradigm of global sustainable development. Systems analysis, a discipline that harmonizes these integrated solid waste management strategies, has been uniquely providing interdisciplinary support for decision making in this area. Systems engineering models and system assessment tools, both of which enrich the analytical framework of waste management, were designed specifically to handle particular types of problems. Though how to smooth out the barriers toward achieving appropriate systems synthesis and integration of these models and tools to aid in the solid waste management schemes prevalent in European countries still remains somewhat uncertain. This paper conducts a thorough literature review of models and tools illuminating possible overlapped boundaries in waste management practices in European countries and encompassing the pros and cons of waste management practices in each member state of the European Union. Whereas the Southern European Union (EU) countries need to develop further measures to implement more integrated solid waste management and reach EU directives, the Central EU countries need models and tools with which to rationalize their technological choices and management strategies. Nevertheless, considering systems analysis models and tools in a synergistic way would certainly provide opportunities to develop better solid waste management strategies leading to conformity with current standards and foster future perspectives for both the waste management industry and government agencies in European Union.  相似文献

While there are increasing numbers of non-consumptive forest uses on public lands, some silvicultural management systems provide little flexibility for the realization of non-commodity values. Traditional economic decision-making tools, such as net present value, are often applied in a manner which inadequately accounts for the full value of the resource. As a result, sub-optimal management practices are often implemented. By applying a marginal analysis of the optimal externality of different silvicultural systems, it is possible to identify the optimal timber management strategy in terms of the total costs of the timber harvest under alternative uses. Although difficulties arise in valuing non-consumptive uses, contingent valuation with averting costs estimates can establish a lower bound on society's willingness to pay for foregone timber harvesting. Low impact harvest operations and “new forestry” techniques, such as selection harvest cuts, are helpful in reducing the external costs of timber cutting. Therefore, the implementation of such systems may actually increase the socially optimal area of public lands to be harvested under a multiple-use designation.  相似文献

This article presents results of several studies in Middle, Eastern and Southeastern Europe on needs and application areas, desirable attributes and marketing potentials of forest management support tools. By comparing present and future application areas, a trend from sectoral planning towards landscape planning and integration of multiple stakeholder needs is emerging. In terms of conflicts, where management support tools might provide benefit, no clear tendencies were found, neither on local nor on regional level. In contrast, on national and European levels, support of the implementation of laws, directives, and regulations was found to be of highest importance. Following the user-requirements analysis, electronic tools supporting communication are preferred against paper-based instruments. The users identified most important attributes of optimized management support tools: (i) a broad accessibility for all users at any time should be guaranteed, (ii) the possibility to integrate iteratively experiences from case studies and from regional experts into the knowledge base (learning system) should be given, and (iii) a self-explanatory user interface is demanded, which is also suitable for users rather inexperienced with electronic tools. However, a market potential analysis revealed that the willingness to pay for management tools is very limited, although the participants specified realistic ranges of maximal amounts of money, which would be invested if the products were suitable and payment inevitable. To bridge the discrepancy between unwillingness to pay and the need to use management support tools, optimized financing or cooperation models between practice and science must be found.  相似文献

/ The Council on Environmental Quality's (CEQ's) principal aims in implementing the National Environmental Policy Act (NEPA) are (1) to reduce paperwork, (2) to avoid delay, and most importantly (3) to produce better decisions that protect, restore, and enhance the environment. This paper presents four strategies for improving the NEPA process along with tools that can be used to implement each strategy. The tools include guidelines for project management and problem definition, tips for acquiring existing information and identifying issues of public concern, worksheets on how to identify and analyze potential impacts on resources, ideas for enhancing NEPA documents, and a NEPA process checklist. The tools can be used at various stages of the NEPA process and provide a toolbox of guidelines and techniques to improve implementation of the NEPA process by focusing the pertinent information for decisionmakers and stakeholders.
