The local food movement is, increasingly, becoming a part of the modern American landscape. However, while it appears that the local food movement is gaining momentum, one could question whether or not this trend is, in fact, politically and socially sustainable. Is local food just another trend that will fade away or is it here to stay? One way to begin addressing this question is to ascertain whether or not it is compatible with liberalism, a set of influential political theories that have shaped and continue to shape our political system. In this paper, I argue that the local food movement is partially compatible with forms of liberalism that accept the limited application of the principle of neutrality, as there are two directions or trends within local food: (1) The systems based direction and (2) the individual focused direction. The systems based direction is not compatible while the individual focused movement is largely compatible with liberalism. I go on to argue that the two directions form a dialectic that increases the political and social sustainability of the movement as a whole. Conceiving of the individual focused and the systems focused directions as in opposition to one another is, itself, a mistake.  相似文献

I argue that the issues of foodquality, in the most general sense includingpurity, safety, and ethics, can no longer beresolved through ``normal' science andregulation. The reliance on reductionistscience as the basis for policy andimplementation has shown itself to beinadequate. I use several borderline examplesbetween drugs and foods, particularly coffeeand sucrose, to show that ``quality' is now acomplex attribute. For in those cases thesubstance is either a pure drug, or a bad foodwith drug-like properties; both are marketed asif they were foods. An example of theinadequacy of old ways of thinking is obesity,whose causes are as yet outside the purview ofmedicine, while its effects constitute anepidemic disease. The new drug/food syndromeneeds a new sort of science, what we call``post-normal.' This is inquiry at the contestedinterfaces of science and policy; typically itdeals with issues where facts are uncertain,values in dispute, stakes high, and decisionsurgent. With the perspective of post-normalscience, we can better understand some keyissues. We see that ``safety' is different from``risk,' being pragmatic, moral, and recursive.Also, we understand that an appropriatefoundation for regulation and ethics is not somuch ``objectivity' as ``awareness.' The local food movement has been touted by some as a profoundly effective way to make our food system become more healthy, just, and sustainable. Others have criticized the movement as being less a challenge to the status quo and more an easily co-opted support offering just another set of choices for affluent consumers. In this paper, we analyze three distinct sub-movements within the local food movement, the individual-focused sub-movement, the systems-focused sub-movement, and the community-focused sub-movement. These movements can be combined within any particular campaign or within the goals of any particular organization or individual activist, but they are nevertheless quite different from each other, and come out of different conceptualizations of what food, people, and locality are. We argue that most of the critiques leveled against local food are actually directed against the individual-focused sub-movement, which is most compatible with the current industrial food system, and perhaps not surprisingly receives the most mainstream attention. Further, we argue that while each movement has its own strengths and weaknesses, it is the community-focused sub-movement that has the most potential to radically transform the global food system.  相似文献

In this paper I critique two popular, non-scientific attitudes toward genetically engineered foods. In doing so, I will be employing the concepts of ambiguity, purity/impurity, control/resistance, and unity/diversity as developed by Latina feminist metaphysicians. I begin by casting a critical eye toward a specific anti-biotech account of transgenic food crops, an account that I will argue relies on an anti-feminist metaphysics. I then cast that same critical eye toward a specific pro-biotech account, arguing that it also relies on such an anti-feminist metaphysics. I will argue further that this metaphysics yields a less accurate account of genetics. I end by arguing that if we adopt a Latina feminist metaphysics we can more accurately understand plants, genetics, and genetic engineering.  相似文献

The food system’s decreasing ability to deliver food security has led to the emergence of food assistance initiatives. Food assistance is highly contested; as some argue, it is a “failure of the state”, while others regard food assistance to be an “extension of the welfare state”. Either way, research suggests that actors within food assistance are rethinking their role in the food system. In this paper, we study three food assistance initiatives, in the Netherlands, Italy and Ireland, that perform new food assistance practices while embedded in specific institutional contexts, and analyse their potential to transform the food system, drawing on Transformative Social Innovation theory. Building on transition and social innovation theory, this recently developed theory distinguishes different levels within systems, named “shades of change”, that are associated with societal transformation. By exploring these “shades” of change in the analysis, we describe aspects of the initiatives’ novel practices, and in relation to the initiative and institutional relations their motivations and expectations. We compare the three cases and discuss how food assistance practices relate to and change (or do not change) the food system. In particular, we elaborate on how these three food assistance initiatives contribute in various ways to local food and welfare system innovation. In doing so, we offer a novel perspective on food assistance initiatives. We argue that they show dynamics that have the potential for more substantial transformation towards food security over time, by building momentum through “small wins”.  相似文献

Again and again utopian hopes are connected with the life sciences (no hunger, health for everyone; life without diseases, longevity), but simultaneously serious research shows uncertain, incoherent, and ambivalent results. It is unrealistic to expect that these uncertainties will disappear. We start by providing a not exhaustive list of five different types of uncertainties end-users of nutrigenomics have to cope with without being able to perceive them as risks and to subject them to risk-analysis. First, genes connected with the human body or nutrients can have different functions in interaction with their environment (for instance, one nutrient can be healthy for the heart, but can also be a high risk in relation to cancer). Secondly, uncertainties are formed by risk analyses. Will it be possible to calculate a certain risk of getting a certain condition with a certain lifestyle? Will it be difficult to separate the genetic component and the lifestyle component? How high will these risks be? How will these risks be handled by the actors? In the case of personal genotyping, it is unclear how frequent an adverse polymorphism will occur. Will every individual have a certain vulnerability to a certain disease or will it only be applicable to a small group of the population or particular populations? Thirdly, dietary advices are subject to uncertainties and still to be developed professional standards: some will have adverse outcomes, some will not delay the disease, and some will assume uncertain associations between nutrients, lifestyle, and genetic vulnerabilities. Fourth, with regard to the usefulness of tests it is uncertain to what extent risks indications about obesity and diabetes and other vulnerabilities really influence people to live healthier and therefore will help to prevent these conditions. Fifth, it is uncertain how and what nutrigenomics products will be developed and used. Will it be possible to develop more effectively health improving products? Or is this too difficult and will nutrigenomics continue to be used in not always justified health claims as a commercial and marketing tool? Present-day ethics and theories of responsibilities presuppose that uncertainties will disappear and concentrate on what seems to be fixed and stable in science. We develop provisional thoughts that assume that the dynamic of science to produce uncertainties and dilemmas is endemic, and we stress the need for consumers to institutionalize value searching, exploring, and deliberating devices in the health and food sector to find out the most important uncertainties and correspondingly socially desirable research priorities.  相似文献

Various parties relate to the precautionary principle with various understandings, claims and hopes. One of the ways to comprehend this multiplicity of meanings is to examine the composition of this problematic norm in the societal and institutional settings where it occurs. In this paper, I address its elaboration on the European Union institutional terrain with the European Commission's Communication on the Precautionary Principle. This effectuation of the precautionary principle embraces a number of issues of transnational or multilevel governance, expertise, legitimacy and sovereignty. The crucial matter that this paper engages in initially is that of risk analysis, the procedural framework that the precautionary principle confronts with its innovative articulations of science and policy-making, but to which I argue that it succumbs in part. Also explored, in turn, are further framings of the precautionary principle: science versus policy, a given policy domain—environment—in relation to others, as well as action versus inaction (whereas I argue that the precautionary principle ought to be about acting and doubting). These are further evaluated in the conclusions, together with the predicament of establishing a common understanding or defining the precautionary principle. I show that, complementary to drivers of divergence, one finds support for a common approach, though there is no radial symmetry in these tangled stakes, and any ‘diffusion’ of the precautionary principle has to be actively carried out for a shared understanding to be more widely shared. In this process, Europe, the European Commission, its Communication, and the precautionary principle are being shaped into diverse compositions of unity in diversity. In this paper, I provide some evidence for the view that a common charge against those who adopt vegetarianism is that they would be sentimental. I argue that this charge is pressed frequently by those who adopt moral absolutism, a position that I reject, before exploring the question if vegetarianism might make sense. I discuss three concerns that might motivate those who adopt vegetarian diets, including a concern with the human health and environmental costs of some alternative diets, a concern about inflicting pain on animals, and a concern with the killing of animals. While I argue that vegetarianism does not make sense in some situations, I hope that this paper shows that there are many good reasons why the adoption of vegetarian, and—even more so—vegan diets might be appropriate in some situations. In carving out this position, I focus primarily on the question whether a morally relevant distinction between the killing of plants and the killing of animals should be made. I engage primarily with the views of two of the most prominent authors on this issue, arguing that neither Peter Singer nor Tom Regan provide a satisfactory account on the ethics of killing nonhuman organisms. Two views are challenged in particular, the view that relatively simple animals such as molluscs, as well as plants, lack awareness, and the view that animals without a preference to continue living stand to lose little or nothing by being killed. I provide some evidence to support the claim that many share my view that it is more problematic to kill animals than to kill plants, before analyzing why some suppress the negative feelings they associate with killing animals. By exploring these issues I hope to shed some light on the issue of whether the feelings of those who adopt vegetarianism are sentimental or make sense, and to stimulate reflection amongst those with an interest in food ethics.  相似文献

This paper discusses aspects of the relationship between the scientific community and the public at large. Inspired by the European public debate on genetically modified crops and food, ethical challenges to the scientific community are highlighted. This is done by a discussion of changes that are likely to occur to journalistic attitudes – mirroring changing attitudes in the wider society – towards science and scientific researchers. Two journalistic conventions – those of science transmission and of investigative journalism – are presented and discussed in relation to the present drive towards commercialization within the world of science: how are journalists from these different schools of thought likely to respond to the trend of commercialization? Likely journalistic reactions could, while maintaining the authority of the scientific method, be expected to undermine public trust in scientists. In the long term, this may lead to an erosion of the idea of knowledge as something that cannot simply be reduced to the outcome of negotiation between stakeholders. It is argued that science is likely to be depicted as a fallen angel. This may be countered, it is posited, by science turning human, by recognizing its membership of society, and by recognizing that such membership entails more than just commercial relations. To rethink its relationship with the public at large – and, in particular, to rethink the ideal of disinterested science – is an ethical challenge facing the scientific community.  相似文献

Official Dutch food information apparently tries to avoid images but is implicitly shaped by the metaphor that food is fuel. The image of food as fuel and its accompanying view of the body as a machine are not maximally helpful for integrating two important human desires: health and pleasure. At the basis of the split between health and pleasure is the traditional mind–body dichotomy, in which the body is an important source of evil and bodily pleasure is sinful and dangerous. In the search for alternatives, new metaphors are proposed that integrate mind and body as well as pleasure and health. The relevance of metaphors for ethics is at least twofold. (1) Moral thought and theory are at least partly shaped by metaphors. In the light of this growing recognition, the analysis of morality needs innovation. (2) With regard to food, new metaphors, such as slow food, or the image of enjoyment as an art, enable a new search for morally responsible forms of hedonism, based on more love and respect for human as well as animal bodies. But new metaphors are specific and selective, just like old ones. I argue that a search for the best overall metaphor would be misguided, but that more diverse forms of attention to bodily aspects of life, including experiences related to food, will result in richer vocabularies of the body, the mind, and body–mind relations. The food sector and health sector become more and more intertwined. This raises many possibilities, but also questions. One of them is the question of what the implication is for public trust in food and health issues. In this article, I argue that the products on the interface between food and health entails some serious questions of trust. Trust in food products and medical products is often based upon a long history of rather clear patterns of mutual expectations, yet these expectations are not similar in both sectors. As long as the food sector and health sector remain distinct, these differences will not lead to problems of trust, yet when new products are introduced, like functional foods or personalized dietary advices, trust can be threatened. To prevent this, we need clarity with regard to what we can expect of these new products and of whom to expect what in this situation. This requires not␣only adequate information on operating procedures, but also a profound debate␣on responsibilities and the explication and interpretation of moral values and norms.  相似文献

For many activists and scholars, urban agriculture in the Global North has become synonymous with sustainable food systems, standing in opposition to the dominant industrial agri-food system. At the same time, critical social scientists increasingly argue that urban agriculture programmes, by filling the void left by the “rolling back” of the social safety net, underwrite neoliberalisation. I argue that such contradictions are central to urban agriculture. Drawing on existing literature and fieldwork in Oakland, CA, I explain how urban agriculture arises from a protective counter-movement, while at the same time entrenching the neoliberal organisation of contemporary urban political economies through its entanglement with multiple processes of neoliberalisation. By focusing on one function or the other, however, rather than understanding such contradictions as internal and inherent, we risk undermining urban agriculture's transformative potential. Coming to terms with its internal contradictions can help activists, policy-makers and practitioners better position urban agriculture within coordinated efforts for structural change, one of many means to an end rather than an end unto itself.  相似文献

The lack of consistency between people’s engagement in ethical issues and their food choices has received considerable attention. Consumption as “choice” dominates this discourse, understood as decision-making at the point of purchase. But ideas concentrating on individual choice are problematic when trying to understand how social and ethical issues emerge and are dealt with in the practices of buying and eating food. I argue in this paper that “consumer choice” is better understood as a political ideology addressing a particular way in which everyday practices can be directed so as to solve social problems. It is a way that makes questions of power particularly challenging. Some assume consumer sovereignty, emphasizing consumer choice as a reflection of neoliberal deregulation and commercialization. Others worry that ongoing changes increase consumers’ powerlessness. None of these seem to capture that there is active regulation, where public as well as commercial and civil actors are making strong efforts to make people do the right thing—voluntarily. Labeling is the key measure. In practice, the individualized and rationalized model of responsibility depends not only on market opportunities, but even political and social expectations and trust. People may lack concrete capabilities and power to follow up on moral calls, but they may also have a different understanding of who is responsible and what is a “good deed,” or their actions may, in a Foucauldian sense, represent resistance. The paper will, with examples from European empirical studies, discuss how mobilization as well as inertia and disinterest emerge within specific political constellations and practical contexts.  相似文献

The traditional vision of the role science should play in policy making is of a two stage process of scientists first finding out the facts, and then policy makers making a decision about what to do about them. We argue that this two stage process is a fiction and that a distinction must be drawn between pure science and science in the service of public policy. When science is transferred into the policy realm, its claims to truth get undermined because we must abandon the open-ended nature of scientific inquiry. When we move from the sphere of science to the sphere of policy, we pick an arbitrary point in the open-ended scientific process, and ask our experts to give us the answer. The choice of the endpoint, however, must always be arbitrary and determined by non-scientific factors. Thus, the two stages in the model of first finding the facts, and then making a decision about what to do, cannot be clearly separated. The second stage clearly affects the first. This conclusion will have implications about existing scientific policy institutions. For example, we advocate that the environmental assessment process be radically overhauled, or perhaps even let go. It will be our position that ultimately a better model for the involvement of scientists in public policy debates is that of being participants in particular interest groups (“hired guns”), rather than as supposedly unbiased consultants to decision-makers.  相似文献

Here, I investigate the challenges involved in addressing ethical questions related to food policy, food security, and climate change in a public engagement atmosphere where “experts” (e.g., scientists and scholars), policy-makers and laypersons interact. My focus is on the intersection between food and climate in the state of Alaska, located in the circumpolar north. The intersection of food security and climate represents a “wicked problem.” This wicked problem is plagued by “unruliness,” characterized by disruptive mechanisms that can impede how ethical issues in policy-making are broached. Unruliness is exacerbated by conditions of engagement that can be characterized as occurring in a “fog.” In this fog, interlocutors encounter both moral and epistemological conundrums. In considering how to mitigate unruliness, a bottom-up approach is recommended. I discuss “taming” strategies for addressing these ethical concerns; modest suggestions on what should be taken into count when confronting issues of science and ethics within the context of promoting greater deliberative discourse regarding food security issues at more local levels. My recommendations are made in light of developments in food policy in Alaska and may be instructive for other regions pursuing cold climate agricultural expansion, for example.  相似文献

Our growing demand for meat and dairy food products is unsustainable. It is hard to imagine that this global issue can be solved solely by more efficient technologies. Lowering our meat consumption seems inescapable. Yet, the question is whether modern consumers can be considered as reliable allies to achieve this shift in meat consumption pattern. Is there not a yawning gap between our responsible intentions as citizens and our hedonic desires as consumers? We will argue that consumers can and should be considered as partners that must be involved in realizing new ways of protein consumption that contribute to a more sustainable world. In particular the large food consumer group of flexitarians offer promising opportunities for transforming our meat consumption patterns. We propose a pragmatic approach that explicitly goes beyond the standard suggestion of persuasion strategies and suggests different routes of change, coined sustainability by stealth, moderate involvement, and cultural change respectively. The recognition of more routes of change to a more plant-based diet implies that the ethical debate on meat should not only associate consumer change with rational persuasion strategies and food citizens that instantiate “strong” sustainable consumption. Such a focus narrows the debate on sustainable protein consumption and easily results in disappointment about consumers’ participation. A more wide-ranging concept of ethical consumption can leave the negative verdict behind that consumers are mainly an obstacle for sustainability and lead to a more optimistic view on modern consumers as allies and agents of change.  相似文献

The concept of substantial equivalence,introduced for the risk assessment of geneticallymodified (GM) food, is a reducing concept because itignores the context in which these products have beenproduced and brought to the consumer at the end of thefood chain. Food quality cannot be restricted to meresubstance and food acts on human beings not only atthe level of nutrition but also through theirrelationship to environment and society. To make thiscontext explicit, I will introduce an ``equivalencescale' for the evaluation of food chains (GM or notGM). By contrast with substantial equivalence, whichinvolves mainly quantitative, analytical methods ofevaluation, ``qualitative equivalence' refers to ``less'or non-substantial factors that require new methodsof evaluation based on qualitative principles.``Ethical equivalence' refers to factors that show themoral value contained in food products. To analyze thedifferent levels at which ethics is needed in foodchains, I will use the French principles: ``Liberty,Equality, Fraternity,' or freedom, equality,solidarity, and add a fourth principle:sustainability. Sustainability, solidarity, andfreedom can be applied to the evaluation ofenvironmental, socio-economic, and socio-culturalethical equivalence, respectively. Equality refers tojustice and should operate so as to guarantee thatsustainability, solidarity, and freedom are satisfied.I suggest that ethics can provide a basis for arenewal of the food chain concept. Besides QualityAssurance, it is now essential to develop an ``EthicalAssurance' and this equivalence scale could provide abasis to set up ``Ethical Assurance Standards' (EAS)for food chains.  相似文献

I argue that many philosophical arguments for veganism underestimate what is at stake for humans who give up eating animal products. By saying all that’s at stake for humans is taste and characterizing taste in simplistic terms, they underestimate the reasonable resistance that arguments for veganism will meet. Taste, they believe, is trivial. Omnivores, particular those that I label “meaningful omnivores,” disagree. They believe that eating meat provides a more meaningful meal, though just how this works proves elusive. Meaningful omnivores could find little in the philosophical literature to help them clarify and support their position until recently. A few philosophers have argued that our culinary practices involve something more significant than taste. I categorize these arguments into three kinds. They either argue that culinary practices are a form of artistic achievement, that our diet forms part of our identity, or that a specific diet facilitates honest engagement with the world. Each of these arguments connects some aspect of our culinary practices to living a meaningful life. I examine each argument to see if it can defend the meaningful omnivore’s position. In the end, I conclude that it cannot. Nonetheless, this argument has significant implications for the animal welfare movement. Given the intense suffering caused by contemporary animal agriculture, concern for meaning is not sufficient to justify eating meat and often dairy. Concern for meaning does, however, require that we look for ways to preserve and extend culinary traditions while making them more humane.  相似文献
