Conflicts between industrial development and environmental conservation can be particularly acute when such development occurs in the vicinity of World Heritage sites. A key example is the Great Barrier Reef World Heritage Area (GBRWHA) in northeastern Australia, where a 2012 review by the World Heritage Council found that rapid port development inshore of the coral reef posed significant risks to local marine ecosystems. Such instances pose pressing challenges for decision‐makers seeking to manage World Heritage sites for multiple values and needs, including those of key stakeholder groups, such as local communities. There is increasingly a societal expectation that public decision‐making takes into account local views and priorities, and that companies seek a ‘social license to operate’. This research explored local community attitudes toward port development associated with the export of liquefied natural gas (LNG) and coal through the GBRWHA. Using data drawn from a survey and interviews, the research examined how a range of geographical factors, including proximity to gas infrastructure and the perceived impacts and risks of development to the local community, economy and environment shape community perceptions of the industry. Findings suggest that local attitudes toward gas and coal terminal development inshore of the GBRWHA are shaped predominantly by community perceptions of environmental impacts and risks associated with such infrastructure, in contrast to a broader public narrative that focuses largely on economic benefits. A complex combination of other factors, including social impacts, personal environmental values, community trust in industry, and equity in decision‐making and distribution of the risks and benefits of industrial development also contribute. Placed in a broader, global context, the findings have important implications for public decision‐making processes in Australia and elsewhere as they suggest that, for local communities, the perceived impacts of gas development on the environment may overshadow the benefits of industry.  相似文献

Participatory processes for obtaining residents' input about community impacts of proposed environmental management actions have long raised concerns about who participates in public involvement efforts and whose interests they represent. This study explored methods of broad-based involvement and the role of deliberation in social impact assessment. Interactive community forums were conducted in 27 communities to solicit public input on proposed alternatives for recovering wild salmon in the Pacific Northwest US. Individuals identified by fellow residents as most active and involved in community affairs ("AE residents") were invited to participate in deliberations about likely social impacts of proposed engineering and ecological actions such as dam removal. Judgments of these AE participants about community impacts were compared with the judgments of residents motivated to attend a forum out of personal interest, who were designated as self-selected ("SS") participants. While the magnitude of impacts rated by SS participants across all communities differed significantly from AE participants' ratings, in-depth analysis of results from two community case studies found that both AE and SS participants identified a large and diverse set of unique impacts, as well as many of the same kinds of impacts. Thus, inclusion of both kinds of residents resulted in a greater range of impacts for consideration in the environmental impact study. The case study results also found that the extent to which similar kinds of impacts are specified by AE and SS group members can differ by type of community. Study results caution against simplistic conclusions drawn from this approach to community-wide public participation. Nonetheless, the results affirm that deliberative methods for community-based impact assessment involving both AE and SS residents can provide a more complete picture of perceived impacts of proposed restoration activities.  相似文献

ABSTRACT: Social scientists were included in the planning and design for an integrated, trans-basin water resource project. Within this complex project, a socioeconomic impact assessment (SIA) concentrated on identifying the social, political, and economic issues and potential impacts inherent in developing a city's water rights. Before the SIA began, some of the development alternatives had already generated widespread hostility and organized opposition from communities within the watershed. The SIA involved residents of affected communities in the study design and project planning. The study found a number of components that constituted the concerns, beliefs, and expectations about perceived, potential impacts that might result from the different alternatives. In most cases these issues constituted threats to valued environmental resources, valued community resources, the social environment, the economic base, and a secure future. The social science component was a key factor in the ultimate decision to pursue a particular alternative which was sensitive to the social and political issues, minimized environmental and socioeconomic impacts, and ultimately had support among the communities potentially affected. The experience from this case study suggests that the approach used can be applied successfully in the planning of other water development projects and result in cooperation from the wide range of interest groups that often present costly obstacles to such projects.  相似文献

Solomon Islands is vulnerable to negative impacts from climate change, where people’s livelihoods and their well-being are threatened, especially the viability of isolated communities. Realising the increasing risks from climate change on communities, government, in partnership with aid-donor partners, has invested millions of dollars in climate change projects, through mitigation and adaptation strategies. As a form of adaptation, the government invests in programmes aimed at increasing the adaptive capacity of the vulnerable communities through landscape and seascape projects across the rural communities. Focusing on the “transformation concept” as a long-term adaptation strategy and enlargement of climate engineering and ecological resilience concepts, the paper discusses why building resilience from transformation of rural communities, as well as from landscape and seascape projects, would benefit communities and relevant authorities. This paper describes the findings of a study on two rural villages, Keigold and Mondo, from Ranogha Islands, Western Province, in Solomon Islands, where 80% of households decided to relocate from their old village “Mondo” to their new home “Keigold” after an earthquake in 2007, as part of a self-initiative. The reallocation process can be seen as a case of pro-active community transformation that provides valuable lessons to other rural communities that may be forced to move due to impacts from natural catastrophes, including those explained by climate change risks. Lessons from this experience suggest that policy-makers and non-government organisations should consider and empower local transformation initiatives as a way to building long-term adaptation to climate change.  相似文献

The redevelopment of brownfields and the creation of green space in cities are two initiatives that are gaining support in the US, for they are perceived to be important elements for fostering urban revitalization and more sustainable development. Although these initiatives have evolved separately, the two have started to converge as governments, local communities and other stakeholders begin to consider brownfields as potential locations for green space. A barrier to this convergence, however, has been the focus of brownfield efforts on redevelopment that garners direct economic benefits, as well as the lack of information regarding the benefits that brownfield to green space projects can bring about.

This paper examines the utilization and quality of life impacts of three brownfield to green space projects from the perspective of those using them and the affected communities. The perceptions of respondents (combined N = 479) were assessed via three separate surveys, sharing common questions, which obtained written responses at the point of distribution or elicited mailed responses. The results indicate that these projects quickly achieve regular use and that users partake in a vast array of active and passive recreational activities. The projects also contribute in many ways to personal and community quality of life, particularly in terms of enhancing scenic beauty and neighbourhood appeal, improving access to trails, recreation space, and nature, boosting community pride, removing blight, improving physical fitness and raising property values. In all, 90% of those surveyed felt that green space was a good use for brownfields.  相似文献

Perceptions of Community Benefits from Two Wild and Scenic Rivers   总被引:1,自引:0,他引:1  
Wild and Scenic Rivers provide a host of psychological, social, ecological, and economic benefits to local communities. In this study, we use data collected from recreational users of two Wild and Scenic Rivers to examine perceptions of the benefits provided by the rivers to local communities. Our purposes are (1) to determine if similar perceptions of community benefits exist across the two rivers, (2) to determine if individuals’ proximity to the rivers are related to the benefits they perceive, (3) to determine if individuals’ prior recreation experience on the river is related to variations in perceived benefits, (4) to determine if users’ sociodemographic characteristics are related to perceived community benefits, and (5) to determine if the influence of these characteristics on perceived community benefits is similar across the two resource areas. Perceived benefits were found to be analogous across both rivers as individuals consistently ranked ecological/affective benefits as well as tangible benefits similarly. Recreationists living further from the river ranked ecological and affective benefits as significantly less important than those individuals living closer to the river. Women perceived the community benefits produced by the resource areas to be significantly more important when compared to men. Significant relationships were also found between perceived benefits and recreationists’ previous use of the river, their age, and their level of education. With the exception of resource proximity and prior use history, the effects of user characteristics on perceived community benefits were not statistically different across the two rivers. These findings imply similar patterns of perceived community benefits exist across distinct resource areas and that the relationships between user characteristics and perceived benefits are also similar across the study rivers.  相似文献

Over the last fifteen years, large-scale mining companies have started engaging in Corporate Social Responsibility (CSR), with the aim of contributing to developing local communities affected by their operations. Large-scale mining companies, together with the World Bank, have formulated voluntary principles and benchmarks to guide these company–community relations. Recently, it has been argued that CSR is also crucial in the early stages of exploration. The desire of oil companies operating in the Niger Delta to secure their social license to operate, and address their community development obligations, has led in recent years to the adoption of corporate social responsibility (CSR) policies and strategies. Drawing on quantitative and qualitative data collected in host communities within the Niger Delta in Nigeria, the paper compares the effectiveness of two different corporate–community involvement strategies. The evidence suggests that while the corporate–community foundation model has certain advantages over the in-house community investment model, both approaches suffer from a common shortcoming that limits the impact of oil companies’ efforts on community development in their host communities. The paper concludes by exploring the implications of the research findings for corporate–community involvement in the Nigerian oil industry.  相似文献

Since the 1990s, successive Governments in Peru have sought to expand the exploration and production of the country's oil and gas resources. This economic agenda poses significant opportunities and risks which are usually considered at the macro‐level and framed by debates regarding the so‐called “natural resource curse”. While risks such as “Dutch disease” are important to consider, a worrying set of short‐term issues surrounds the impacts of rapid changes brought on by oil and gas industrial development at the micro‐level, namely, those that affect local communities and the environment. In the case of Peru, this is especially relevant to the vast areas of ecologically sensitive and previously under‐developed Amazonia that are now under concession to oil and gas companies. Low levels of industry transparency combined with a lack of uniform free, prior and informed consent are exacerbating community‐level grievances, and the conflicts to which they can lead. As the oil and gas industry expands in the Peruvian Amazon, the risk of conflict is likely to prove far harder to minimize or ameliorate than are the challenges of managing industry revenues and the risk of currency appreciation most often associated with the natural resource curse.  相似文献

This paper examines the relationship between perceived risk and hazard events in two communities in terms of the perception and acceptability of risk. One community experienced an acute risk event comprised of a fire at a chemical plant that resulted in a large-scale evacuation (an acute hazard). The other community was involved in a seven-year controversy over the siting of a hazardous waste incinerator (a chronic risk). While the results are broadly consistent with a learning model of perceived risk, the support is more limited than envisioned; hence, the static forces of risk perception are stronger than anticipated.  相似文献

To be considered as sustainable, a mining community needs to adhere to the principles of ecological sustainability, economic vitality and social equity. These principles apply over a long time span, covering both the life of the mine and post-mining closure. The legacy left by a mine to the community after its closure is emerging as a significant aspect of its planning. Progress towards sustainability is made when value is added to a community with respect to these principles by the mining operation during its life cycle. This article presents a series of cases to demonstrate the diverse potential challenges to achieving a sustainable mining community. These case studies of both new and old mining communities are drawn mainly from Canada and from locations abroad where Canadian companies are now building mines. The article concludes by considering various approaches that can foster sustainable mining communities and the role of community consultation and capacity building.  相似文献

It is often difficult to measure and predict the impacts of toxic chemicals, such as herbicides, on natural communities. This is especially true under conditions of spray drift when the amount received by the organisms downwind from the sprayer may be at sub-lethal doses. Laboratory experiments are either artificial, or have not been generally carried out over long enough time periods, to be realistic. Field experiments are often difficult because of the high variability inherent in natural populations. Here an intermediate microcosm approach was used, where standardized artificial communities (eight dicotyledons with and without a grass) were tested. The artifical communities included species typical of British woodland margins, hedgerows and field margins; communities with a high conservation interest, yet potentially under threat from spray drift. The microcosms were placed downwind of a sprayer and exposed to one of the following herbicides: glyphosate, mecoprop and MCPA. This approach ensures that the communities were standardized at the start and have been exposed to realistic doses of herbicide. The experiments reported here were carried out for at least three years with exposures to herbicides repeated each year. The effects of differential herbicide exposure downwind of the sprayer were measured on species yield, flowering performance, seed production, seed viability and invasion by new species. Responses were extremely variable, but all species showed some effects in some years. Some patterns emerged. For example, one group of species appeared to be more successful near to the sprayer. This was particularly true of the grass when exposed to MCPA and mecoprop. The performance of most species was reduced under the sprayer, and there was a general recovery with increasing distance downwind. A few species showed increased performance in the intermediate downwind zone (2–4 m) and this may be due to a hormonal effect on growth processes, or an effect of reduced interference from other community members. Generally, there were few effects on seed production or seed viability. An important result was that most effects were confined within an 8 m zone, as there were few significant differences between plants exposed at 8 m and those untreated. Although damaging effects were found in the immediate downwind zone from the sprayer, the restriction of effects to 8 m suggests that a buffer zone of this size would be adequate to protect sensitive habitats from most deleterious impacts on community processes.  相似文献

In the spring and summer of 2017, communities along the Lake Ontario shoreline suffered from the worst flood event on record. In late May, daily water levels reached their highest point in over 100 years, and flooding continued throughout much of the summer as lake levels slowly declined, with inundation and erosion significantly impacting shoreline homes and businesses. In this work, we present results from a rapid response online survey of property owners along the New York Lake Ontario shoreline to quantify the perceived flood impacts of the 2017 extended high water event. The survey focused on the degree and spatial distribution of inundation and erosion; the duration and drivers of inundation; the associated damages to different property features, with an emphasis on shoreline protection; and the degree of disruption to business and other activities and services. Photographic documentation of inundation extent and property damage also was provided by survey respondents. We demonstrate the potential utility of this dataset by characterizing key features of inundation and erosion impacts across the shoreline, and by using classification and regression trees to explore the predictability of inundation and erosion based on property characteristics. This work is part of a larger effort to develop models of inundation and erosion that can support flood impact assessments across the shoreline and help communities better prepare for future extended high water events.  相似文献

Communities in Phoenix are confronted with numerous challenges that adversely affect human health and safety, with disproportionate impacts on low-income communities. While some challenges are being addressed at the city level, new alliances at the neighbourhood level are initiating community development programmes and projects. This article reports on an intervention study carried out in collaboration with community representatives, city staff, and non-profit organisations to mitigate adverse effects of urban sprawl in the Sky Harbour Neighbourhood in Phoenix. Participatory research was conducted to design and test a tree and shade intervention. Challenges associated with navigating community desires and broader principles of sustainable development are discussed. The study offers a replicable and adaptable intervention research design aimed at empowering communities to meet urban challenges.  相似文献

It is widely acknowledged that promoting the long-term sustainability of rural areas requires an assessment of their capacity to handle stress from a host of external and internal factors such as resource depletion, global trading agreements, service reductions and changing demographics, to name but some. The sustainability literature includes a number of approaches for conducting capacity evaluations but is sparse regarding effective methods and empirical examples. This article provides one approach for assessing community capacity and gives results from its application to a specific Canadian rural community. The authors use general capacity variables and indicators to focus on a particular stress, namely impacts from climate change, and on one type of capacity, namely the capacity to adapt (to such climatic change). A basic framework and profiling tool ('amoeba') for describing the resources underlying community adaptive capacity are offered. The researchers provide a set of indicators reflecting social, human, institutional, natural and economic resources and relate them to climate change adaptation at the community level. Although the indicators cannot be replicated exactly for other rural communities, the essentials of the framework and the profiling tool can. In fact it is hoped that the ideas and example found in this article will encourage researchers to enhance and improve on the methods and results for work on community capacity.  相似文献

Generally speaking, there is a greater amount of quantitative data available to measure and model the cumulative environmental or economic impacts of mining than the social impacts. In part, this is because social impacts are often inherently more difficult to quantify, but historically there have also been fewer regulatory drivers for companies or state agencies to invest in collecting such data. Regulators in some jurisdictions are now starting to require resource companies to report on aspects of their social performance, but companies and regulators are still struggling to identify appropriate metrics, particularly in regards to cumulative impacts. This paper describes an innovative quantitative approach to tracking how communities experience and respond to increased mining activity, using data from the complaints registers maintained by mines located in the Upper Hunter Valley in New South Wales, Australia. In this study, complaints lodged with five separate mines adjacent to the township of Muswellbrook over several years were aggregated and trends analysed. The aggregated set showed that complaint frequency increased with the increase in mining activity but then decreased as individual complaints were addressed. However, when complaints from near-neighbours were removed, it emerged that the proportion of complaints that came from the town itself steadily increased over time. Further analysis indicated that this increase was closely associated with the amount of mine-disturbed land that could be seen from the town over time, as measured using a combination of remotely sensed data and a digital elevation model. This is persuasive evidence of a cumulative social impact that is more than just the sum of the local impacts of individual mines.  相似文献

The article analyzes mining company partnerships in terms of four main counterparts, namely: the sovereign, owners and financial backers, the workforce, and local communities. The main characteristics of mining partnerships under the four aspects are discussed. Taxation and financial aspects are also considered. Case studies from the British coal industry and examples from Latin America are part of the article. Downsizing and labour relations are also discussed, as well as indigenous peoples' issues. The article concludes that, successful minerals companies in the future will be those that work with communities, applying the highest standards of social responsibility. The Tens Rule, as well as the last stage described therein, i.e., the proportion of established species that becomes pests, is frequently perceived by the scientific community to indicate that introduced established species have little impact on communities. This belief is dangerous because it strengthens the perspective of the general public and decision makers that the risks of species introductions are largely overestimated. It is often difficult to detect the actual negative impact of an introduced established species. It might be less apparent or indirect; it might be delayed or masked by the “noise” caused by other anthropogenic disturbances. It is also likely that numerous ecological interactions are still not detected or properly understood. Therefore, the ten-percent rule might be more of an indicator of our lack of understanding of the impacts that established introduced species produce than the actual ratio of such species that produces negative impacts. In such a state of affairs, adopting the precautionary principle is crucial. The scientific community must be much more cautious and responsible regarding the message it delivers to the general public and management authorities.  相似文献

Benton County, in north-central Indiana, USA has successfully sited more than 500 turbines. To understand Benton County’s acceptance of wind farms, a holistic case study was conducted that included a document review, a survey of local residents and interviews with key stakeholders. Survey questionnaires were sent to 750 residents asking questions about attitudes toward the wind farms, perceived benefits and impacts from the wind farms, environmental attitudes, and demographic information. Key stakeholders were also interviewed for a deeper understanding of the historical timeline and community acceptance of the wind farm development. While there is limited opposition to the turbines, on the whole the community presents a front of acceptance. Financial, rather than environmental, benefits are the main reason for the acceptance. Although significant in other case studies, transparency and participation do not play a large role in Benton County’s acceptance. Most residents are not concerned with either visual impacts or noise from the wind turbines. More concrete benefits to the community, such as reduced energy bills for county residents, could help to extend acceptance even further within the community. Although there are concerns about the acceptance of wind farms and the impacts of those farms on local residents in both peer-reviewed literature and popular media, we found little evidence of those concerns in Benton County. Instead, we found Benton County to be a community largely accepting of wind farms.  相似文献
