Sustainability is a concept that has been widely embraced both politically and intellectually but has not been addressed in terms of practical application. In most resource sectors, the features of a sustainable future remain unclear and there are few examples that give practical expression to sustainability. This is especially true in the case of water resources management which has been conspicuous in its absence from the majority of the literature. This paper attempts to address this deficiency on two counts. First, it provides a discussion of sustainability and the application of the concept to the management of water resources. Second, the paper illustrates how the concept can be utilized for the management and planning of urban stormwater. The paper concludes by offering research opportunities to investigate the feasibility of adopting natural channel design and artificial wetlands for sustainable stormwater management.  相似文献

In urban ecosystems, the ecological system has become completely unbalanced; this, in turn, has led to an increase in well-known problems such as air pollution, ground pollution, and water pollution. This imbalance has also led to the growth and spread of pathogens harmful to man, animals, and plants. Urban sustainability indicators, both global and local, also “indicate” the percentage of population, but these refer only to the human population, not the animal population. Cities need good waste, water, and air management, effective traffic planning, and good zoning of businesses, crafts, and services; over and above these activities, cities also need for planning to take into account the existence of pets (dogs, cats, and etc.) and nonpet animals (insects, birds, mice, etc.). Cities tend to be designed around humans and “on a human scale,” without taking into account the fact that a huge animal population is living side by side with people. That explains why overcrowding tends to go hand in hand with urbanization; all these populations, including humans, need to adapt to new spaces and often need to drastically change their behavior. This is a fact that must be included when drafting sustainable city plans. The supposed strategy is that of “integrated-participatory” control of the interactions between the environment and animals in the cities. Strategy will focus on the development of integrated approaches and tools for environment and animal management in the context of urban settings. This will require such specific methods as ecological balance sheets and ecoplans for the planning, management, and control of the interrelation among environment, animal, and public health. The objective is to develop a better understanding of urban biodiversity and of urban ecosystem functioning, in order to understand and minimize the negative impacts of human activities on them. The research will focus on assessing and forecasting changes in urban biodiversity, structure, function, and dynamics of urban ecosystems, with relationships among society, economy, biodiversity, and habitats.  相似文献

Climate change (CC) is now recognized as posing a serious threat to the sustainable development of Addis Ababa city, Ethiopia. As a consequence, city authorities are showing increasing interest in combating CC by streamlining adaptation measures into city development planning through a comprehensive and integrated approach. Nevertheless, in the past, the integration of CC adaptation into urban planning (UP) and landscape design (LD) was not given adequate consideration by planners and designers due to lack of knowledge regarding CC and the efforts that can be taken to mitigate its effects. The objective of this work is: ? To summarize the current state of knowledge of, and conceptualization of, the core elements of CC impacts and responses in Addis Ababa in terms of their implications for UP and LD in the city; ? To develop a common understanding among urban planners and related professionals of how improvements in UP and LD can contribute to CC adaptation; and ? To mainstream CC in future UP and LD endeavors. The results of this study show that integrating CC adaptation and other response options into UP and LD at the city, subcity/catchment, neighborhood, site/project, and building levels will enhance the sustainability of the city with respect to its resilience to flood risk hazards, water supply during drought periods, and urban heat island effects.  相似文献

The use and development of natural resources is becoming a critical concern, especially considering the economic development and stability of the world money market. The question here is one of resources as a political weapon. As resources become more scarce, it becomes necessary to make greater intensive use of resources that are presently available. One dimension that has been missing is the development of urban areas. Resources in this domain have been abused and the question now is how to incorporate these types of decisions into land-use planning to refurbish urban areas. The twentieth century saw a dramatic increase in the production of urban solid waste, reflecting unprecedented global levels of economic activity. Despite some efforts to reduce and recover the waste, disposal in landfills is still the most usual destination. However, landfill has become more difficult to implement because of its increasing cost, community opposition to landfill siting, and more restrictive environmental regulations regarding the siting and operation of landfills. Moreover, disposal in landfill is the waste destination method with the largest demand for land, while land is a resource whose availability has been decreasing in urban systems. Shortage of land for landfills is a problem frequently cited in the literature as a physical constraint. Nonetheless, the shortage of land for waste disposal has not been fully studied and, in particular, quantified. This paper presents a method to quantify the relationship between the demand and supply of suitable land for waste disposal over time using a geographic information system and modelling techniques. Based on projections of population growth, urban sprawl and waste generation the method can allow policy and decision-makers to measure the dimension of the problem of shortage of land into the future. The procedure can provide information to guide the design and schedule of programs to reduce and recover waste, and can potentially lead to a better use of the land resource. Porto Alegre City, Brazil was used as the case study to illustrate and analyse the approach. By testing different waste management scenarios, the results indicated that the demand for land for waste disposal overcomes the supply of suitable land for this use in the study area before the year 2050.  相似文献

Sustainable urban water infrastructure planning is vital for all cities in developing countries, where rapid urbanization has exacerbated the increasingly burdened environment. Water sustainability is a prerequisite for economic growth, social equity, and living quality in urban areas. This paper documents the current challenges and summarizes the solutions adopted in water infrastructure planning and management. Then, case studies of how multilateral financial institutions have promoted sustainable water infrastructure planning through economic appraisal and the novel approaches adopted for sustainable water infrastructure planning and asset management, are presented for the three cities of Jiaozhou, Cixi, and Fangchenggang. Conclusions are made based on the comparison and analysis of the experiences drawn from the case studies of how economic analysis could help promote sustainable water infrastructure planning and management. It is illustrated that economic analysis that considers ecosystem services supply should be employed more in water infrastructure planning, operation, and management in China.  相似文献

Wildlife resources the world over have long been subject to harvest and management. As wildlife uses have grown, so too have the need and desire to ensure their sustainability. This new context of sustainability presents opportunities to merge ecological, economic and social elements to foster development. This paper presents the management and harvesting of wild kangaroos as an example of the potentially sustainable use of a natural resource. Some comparisons are drawn between the use of other wild living resources, deer in Europe and crayfish in Western Australia. However, sustainability of kangaroo species and the industry is not just a matter of market economics and ecology, it must also be socially sustainable. The public policy instrument of a statutory advisory board with a marketing function is proposed in order to integrate the cultural and social aspects of kangaroo management with the economic and ecological aspects. Through such integration, full sustainability of a wild resource then might be achieved.  相似文献

In areas where rivers have been altered and regulated through dams, the effect on wetland ecosystems can lead to 'wastage' of the land as natural systems are destroyed. In response to the effects of streamflow regulation on a wetland near the city of Albury, on the Murray River, the development of the Wonga Wetlands and associated site rehabilitation addresses two key issues: wasteland and waste water. A Community Advisory Committee has been actively and directly involved in the project, initiated and implemented by the Albury City Council, to restore an area of original wetland into a community ecological resource that utilises 100% of the domestic, commercial and industrial urban 'waste' water from the city's water treatment plant. This project represents a significant direction in the way communities and local governments approach resource recovery. This paper analyses the Wonga Wetlands project from the perspective of sustainable management of waste in terms of water resources and presents it as a model for community-based environmental application and long-term resource sustainability.  相似文献

Urban water planning and policy have been focusing on environmentally benign and economically viable water management. The objective of this study is to develop a mathematical model to integrate and optimize urban water infrastructures for supply-side planning and policy: freshwater resources and treated wastewater are allocated to various water demand categories in order to reduce contaminants in the influents supplied for drinking water, and to reduce consumption of the water resources imported from the regions beyond a city boundary. A case study is performed to validate the proposed model. An optimal urban water system of a metropolitan city is calculated on the basis of the model and compared to the existing water system. The integration and optimization decrease (i) average concentrations of the influents supplied for drinking water, which can improve human health and hygiene; (ii) total consumption of water resources, as well as electricity, reducing overall environmental impacts; (iii) life cycle cost; and (iv) water resource dependency on other regions, improving regional water security. This model contributes to sustainable urban water planning and policy.  相似文献
