In their analysis of the Saskatchewan Uranium Royalty (SUR) scheme Anderson and Barnett (1983) conclude that the scheme is effective in that, together with the other levies on the uranium industry, it succeeds in appropriating 75–80% of available economic rent under reasonable assumptions about uranium price and production costs. While collecting a substantial proportion of economic rent was a major provincial government objective in designing the tax structure, provincial tax planners may also have been concerned to ensure that marginal production decisions be affected as little as possible by the tax. Because their model of the Key Lake mine considers only the extraction plan adopted by the firm, Anderson and Barnett are unable to conclude whether a different plan would have been adopted in the absence of the tax. In other words, the nature of their model confines their investigation to the question of effectiveness, as defined above. The purpose of the present article is to examine the question of whether the SUR is likely to be neutral with respect to the extraction plan and to assess the effects of any tax-induced distortion. 相似文献

ABSTRACT: Nine surface water‐quality variables were analyzed for trend at 180 Virginia locations over the 1978 to 1995 period. Median values and seasonal Kendall's tau, a trend indicator statistic, were generated for dissolved oxygen saturation (DO), biochemical oxygen demand (BOD), pH (PH), total residue (TR), nonfilterable residue (NFR), nitrate‐nitrite nitrogen (NN), total Kjeldahl nitrogen (TKN), total phosphorus (TP), and fecal coliform (FC) at each location. Each location was assigned to one of four physiographic regions, and mean state and regional medians and taus were calculated. Widespread BOD and NFR improvements were detected and FC improvements occurred in the state's western regions. TR and TKN exhibited predominantly increasing trends at locations throughout the state. BOD, TKN, NFR, and TR medians were higher at coastal locations than in other regions. NN, TKN, and TR exhibited predominantly increasing trends in regions with high median concentrations, while declining trends predominated in regions with relatively high BOD, FC, and NFR medians. Appalachian locations exhibited the greatest regional water‐quality improvements for BOD, FC, NFR, and TKN. Factors responsible for regional differences appear to include geology, land use, and landscape features; these factors vary regionally. 相似文献

The flush toilet is an illogical form of sanitation from the point of view of water conservation, nutrient recovery and water pollution. Places such as London, with one of the oldest flushing toilet and sewer systems in the world, bears witness to the limits of its universal applicability through dwindling freshwater resources and polluted waterways. It is therefore important to develop new forms of sanitation infrastructure. An actor–network theory coevolution framework is used to explore and gain insights into the coevolution pathways for new types and paradigms of sanitation in London, where waterborne sanitation is currently prevalent. This approach shows that while flushing toilets are currently stable network configurations, there are coevolution pathways that would shift the system towards dry sanitation. The quantity of freshwater resources available for toilet flushing was the main actant cited for the development of these coevolution pathways. 相似文献

This article considers the growth in stockpiles of natural and enriched uranium, which have now reached such significant proportions and analyses the effect that the stockpiles might have on the market for natural uranium in the coming years. Intensification of existing urban areas is currently a major item on the policy agenda of the Ontario and Canadian governments. As part of the urban intensification drive, brownfield sites have become major candidates for redevelopment. Governments at all levels have initiated policies and programmes to encourage their remediation and redevelopment. This paper reports the findings of a qualitative exploration of brownfield redevelopment in London, Canada. Through in-depth interviews (n?=?17) with key stakeholders involved in brownfield redevelopment, the study explores the level of participation in brownfield redevelopment, barriers to brownfield redevelopment in the city, and perceptions about financial incentives in the city's Brownfield Community Improvement Plan. The study found that despite the availability of financial incentives, the overall private sector participation in brownfield redevelopment is low due to barriers such as competition from greenfield, risk, cost, negative public perception of brownfields, and complex remediation processes. The paper provides policy suggestions that may contribute to a more active participation in brownfield redevelopment in the city. 相似文献
