ABSTRACT: A single-family residence in Tucson, Arizona, was retrofitted with water-conserving fixtures, rainwater harvesting, and graywater reuse systems. During a four-year study, efficient use of water was shown to significantly decrease demand for domestic water at the house without reducing the residents' quality of life. The use of municipal water was reduced by 66 percent to 148 gallons per day (gpd) and total household use was reduced by 27 percent to 245 gpd. Graywater reuse averaged approximately 77 gpd or 32 percent of the total household water use. Evaporative cooling required about 15 gpd. Water use for toilet flushing was only 9 gallons per capita per day (gpcd) or 14 percent of interior water use.  相似文献

ABSTRACT: The water reductions resulting from Contra Costa Water District's 1989 residential audit program are measured using a multivariate regression model. The model explains metered residential water use as a function of both conservation and other household variables. The principle conclusions drawn are that (1) installation of low-flow showerheads reduced indoor water use by 9.7 percent or 7.8 gallons per capita day, (2) the outdoor segment of the audit reduced irrigation needs by 18.7 percent, and (3) irrigation timers are being used inefficiently.  相似文献

ABSTRACT: Economic theory clearly indicates that the use of increasing rate structures will reduce the demand for water and produce monetary incentives for consumers to conserve. One problem with estimating the effectiveness of using rate structures as a conservation program is that they are usually accompanied by other conservation efforts. Thus, it is difficult to determine the effectiveness of any one conservation component. This paper examines the effectiveness of increasing rate structures in a situation where no other conservation program was introduced. The paper uses customer data from the Spalding County (Georgia) Water Authority where an increasing rate structure replaced a descending rate structure in January 1991. Since the imposition of the increasing rate structure, the number of customers has increased 21 percent while total water demand has gone up only 15 percent and per customer water use has declined 5 percent. The daily water use per connection has declined from 243 gallons in 1990 to 231 in 1993, and monthly use has gone from 7,381 gallons to 7,028 per connection over the same period. Statistical tests indicate that water consumption during the two periods was significantly different while weather factors were not.  相似文献

ABSTRACT: A water use model was developed to estimate water savings from installation of low-flow showerheads and toilet displacement devices in residential housing. The model measures household water use in per capita terms with adjustments for age of occupants, household income, if occupants responsible for direct payment of water bill, and type of water fixtures. Detailed data on 308 single family residences involved with a pilot retrofit program in the Seattle, Washington, area were analyzed. We estimated per capita indoor water use to decline by 6.4 and 2.1 percent from complete installation of low-flow showerheads and toilet displacement devices, respectively.  相似文献

: Substantial reductions in municipal water use are feasible without reducing the quality of life. If conservation measures are preplanned, properly engineered, and coordinated, reductions in utility bills for water, waste water, and energy are estimated at $30+per person per year. Installation of devices to reduce water use, engineering plans to prevent malfunctioning of collecting sewers, and engineered process modifications of treatment facilities must be coordinated to achieve full benefits of water conservation. Pollutant discharges to the aquatic environment are reduced in direct proportion to the reduction in water use.  相似文献

ABSTRACT: During the drought year of 1977, unusually low river flows during the summer caused the City of Fort Collins, Colorado, to institute lawn watering restrictions for six weeks as a conservation measure. Water use during the restriction period decreased 41 percent below the previous year. The effectiveness of the restrictions, however, has been unclear because abnormally wet weather also appeared to reduce evapotranspiration rates during the period the restrictions were in effect. The statistical analysis indicates that the reduction in water use due to lawn watering restrictions was 603 acre-feet and that abnormal weather reduced use by an additional 659 acre-feet during the same period. During a period of normal evapotranspiration rates, such restrictions would be expected to reduce Fort Collins municipal water usage by 19.7 percent.  相似文献

ABSTRACT: Drought conditions in the summer of 2002 prompted several cities along Colorado's Front Range to enact restrictions on outdoor water use, focusing primarily on limiting the frequency of lawn watering. The different approaches utilized by eight water providers were tracked to determine the level of water savings achieved, measured as a comparison of 2002 usage to 2000 to 2001 average usage, and also based on a statistical estimate of 2002 “expected use” that accounts for the impact of drought conditions on demand. Mandatory restrictions were shown to be an effective tool for drought coping. During periods of mandatory restrictions, savings measured in expected use per capita ranged from 18 to 56 percent, compared to just 4 to 12 percent savings during periods of voluntary restrictions. As anticipated, providers with the most stringent restrictions achieved the greatest savings.  相似文献

ABSTRACT The effects of major water management practices on the pumping requirement from the Ogallala aquifer are discussed. Demand on the aquifer may be reduced as much as 15 percent by recycling irrigation runoff, 25 percent by recycling irrigation runoff and irrigating with water from playas, and 29 percent by recycling irrigation water in combination with irrigation from playas and artificial recharge of playa water to the aquifer. Other practices that can result in more efficient use of precipitation and groundwater are limited irrigation, land forming, soil profile modification, and improved irrigation systems, thereby reducing the pumping demand on the Ogallala. Additional water supplies can possibly be obtained by water harvesting, weather modification, and water importation. Conclusions reached were that the overdraft on the aquifer can be reduced by the application of sound water management practices on an area-wide basis.  相似文献

ABSTRACT: The continuous availability of ground water to riparian phreatophytic vegetation results in large evapotranspiration (ET) losses in summer. Chemical or physical eradication of this vegetation can have undesirable environmental side effects. Spraying phreatophyte foliage with a nontoxic antitranspirant (AT) may reduce transpiration without eradication. Transpiration rate per unit leaf area was similar for several phreatophyte species, but ET per unit land area of phreatophytes depneds more on stand density than species. The mean ET for saltcedar in June was 8.1 mm/day measured by Bowen ratio, compared with 7.9 mm by lysimeters. ATs and growth-retardants reduced transpiration by over 50 percent in laboratory tests where foliage was thoroughly sprayed. In the field AT sprayed by a back-pack mistblower reduced ET by 20–35 percent initially and 10 percent after a month. No ET reduction occurred when AT was sprayed by helicopter on saltcedar, because excessive droplet size and heavy salt deposits on the foliage resulted in poor spray adherence. Wax-based AT was relatively nontoxic to fish and wildlife. Dissolved oxygen could be reduced for aquatic life, but further AT dilution in streams and ponds would minimize this. Helicopter spraying may affect bird nests and egg hatchability. Although ATs significantly reduce ET, their high cost and spraying difficulties preclude current use on phreatophytes. With improvement they may economically help to conserve water in riparian areas in future years.  相似文献

ABSTRACT: Casa del Agua (Casa) in suburban Tucson, Arizona, was designed as a residential water conservation facility for applied research, demonstration of operational results, and transfer of technology to the general public. Starting in 1983, an existing residence was located, modified and retrofitted to acquire operational data on residential water use. Modifications included retrofitting existing landscapes and enlarging the rooftop to collect and harvest rainwater; separating blackwater and graywater lines; installing meters, low‐water‐use appliances and fixtures, and underground storage tanks for rainwater and graywater; and creating a public information center. Over the 13‐plus years of actual operation, both the interior and exterior water use research results indicate large reductions in water use can be effected using water‐saving devices andlor harvesting and reusing rainwater and graywater. Casa achieved over a 24 percent reduction in total water use and a 47 percent reduction in municipal water used compared to the typical Tucson residence. Overall water used was comprised of harvested rainwater (10 percent), recycled graywater (20 percent), and municipal water (70 percent). Casa's Information Center was visited by approximately 13,000 people from September 1985 through April 1999 and the research has been featured in local, national, and international media.  相似文献

ABSTRACT: Mandatory water conservation in the form of restrictions on outdoor watering, car washing, and recreation was implemented in the City of Austin, Texas, during the summers of 1984 and 1985. Three different stages of restrictions were implemented limiting the number of watering hours per day, as well as a restriction that allowed lawn watering once every five days according to the last digit of the street address, Intervention analysis using a transfer function-noise model of daily water use is applied to assess the impact of the restrictions. Compared to a peak water use rate of about 170 MGD, it is shown that mandatory restrictions in 1984 reduced water use by an average of 13.5 MGD, while similar restrictions during the summer of 1985 reduced usage by an average of 5.5 MGD. Lawn watering restrictions on a five-day cycle produced a corresponding five-day cycle in water use of more than 10 MGD in amplitude in 1985. An alternative lawn watering scheme that eliminates this cycle is prescribed.  相似文献

ABSTRACT: This work begins by defining rational water use, and then discusses important factors that most strongly influence it. A general model is then developed to enable factories to quantify the ratio of rational industrial water reuse based on the least cost method. The model is established to minimize the cost of water with reference to gross water use and three subsystems ‐ the intake, reuse, and discharge of industrial water. Discharge cost is determined using data from a 1997 survey of 38 factories, and reuse costs are ranked and expressed by a step function. The model is verified using data from a typical semiconductor factory in northern Taiwan's Hsinchu Science Based Industrial Park, whose effective rational water reuse ratio is about 38 percent. A sensitivity analysis shows that improving water reuse technology is the most important factor in determining the rational water reuse ratio, and the price of water is the second most important. When water costs over NT$30 (New Taiwan Dollar, US$1 = NT$34) per cubic meter, increasing reuse becomes significant. The model provides a step towards the scientific management of industrial water.  相似文献

ABSTRACT: The effectiveness of water conservation policies on reduction of water consumption was evaluated by use of a multiple regression predictive model. Data were obtained from eight Iowa communities, with regard to water consumption and water conservation policies adopted during the drought of 1977. The proposed model, which takes precipitation, temperature, month effects, and uniqueness of communities into account, is considered superior to the use of simple percent changes in evaluating the significance of reduction in water consumption due to conservation efforts. Among the variety of policies reviewed, mandatory policies with per capita restrictions were found to be most effective. However, voluntary conservation policies also resulted in significant reduction in some communities located in close proximity to other communities with severer water shortages. High credibility of local governments as to water shortage information was singled out as the most important factor in successful conservation by water resource policymakers of these communities. Use of the proposed predictive model for water consumption was demonstrated. Recommendations regarding future water conservation were made.  相似文献

ABSTRACT: This paper synthesizes and interprets data pertaining to the evolution of average water revenue, water use, and the average cost of water supply in the City of Santa Barbara, California, from 1986 to 1996, a period which included one of the most devastating droughts in California this century. The 1987–1992 drought hit the study area particularly hard. The City of Santa Barbara was dependent exclusively on local sources for its water supply. That made it vulnerable as the regional climate is prone to extreme variability and recurrent droughts. The 1986–1992 drought provided a rare opportunity to assess the sensitivity of municipal water use to pricing, conservation, and other water management measures under extreme drought conditions. Our analysis indicates that the average cost of water rose more than three-fold in real terms from 1986 to 1996, while the gap between the average cost of supply and the average revenue per unit of water (= 100 cubic feet) rose in real terms from $0.14 in 1986 to $ 0.75 in 1996. The rise of $3.08 in the average cost of supplying one unit of water between 1986 and 1996 measures the cost of hedging drought risk in the study area. Water use dropped 46 percent at the height of the drought relative to pro-drought water use, and remains at 61 percent of the pre-drought level. The data derived from the 1987–1992 California drought are unique and valuable insofar as shedding light on drought/water demand adaptive interactions. The experience garnered on drought management during that unique period points to the possibilities available for future water management in the Arid West where dwindling water supplies and burgeoning populations are facts that we must deal with.  相似文献

ABSTRACT: The effect on water usage of installing water conservation kits in the city of Oxnard, California, is statistically evaluated. Using binary multiple regression analysis on a large sample of residential units, water consumption was compared before and after receipt of the kit. For this sample, installers reduced water consumption by 4.2 percent each billing period. ABSTRACT: Water providers nationwide are implementing nonprice conservation measures such as education, public information, appliance retrofit and ordinances, with the expectation that these programs will reduce residential water demand. However, little empirical information exists on the effectiveness of nonprice conservation programs in reducing water demand. Previous econometric studies indicate these programs have had minimal impact. We examine the types and number of major nonprice conservation programs that have been implemented during an 11-year period in seven cities in the southwestern United States. A cross sectional, monthly time series residential water demand model, with parameters to control for variation in prices, temperature, precipitation and other factors, was used to empirically investigate the effectiveness of nonprice conservation programs in reducing water demand. We found significant reductions in use ranging between 1.1 percent and 4.0 percent per program. Because of the lack of information, we were unable to distinguish the effectiveness of individual or specific types of programs. Beyond finding that nonprice programs can be effective in reducing demand, questions regarding the efficiency and benefits to be achieved by conservation remain. As a step towards separating and evaluating the effects of individual programs, program benefits and efficiency, we recommend that utilities maintain more detailed and consistent information regarding the implementation of their nonprice programs.  相似文献

The purpose of this study was to determine the degree of influence of various factors on municipal water consumption in Illinois. For the collection of basic data, questionnaires were sent to all public water works of incorporated towns. The questionnaire was designed to obtain information on factors which may have any effect on water use. The effects of the different parameters on water consumption were based on several correlation and regression combinations of predictands and predictors. It was found that in the Chicago region the percent of services and water used for commercial and industrial purposes and the age of the water works were the most important parameters influencing water consumption (gallons per capita per day) when pumpage is metered at the water works as well as at the customers. For the State, excluding the Chicago region, percent of public water use, persons per service, population and commercial and industrial water use were the most important parameters. It has been recommended that similar statistical analysis be conducted periodically to establish a trend or law of change from the influencing parameters.  相似文献

ABSTRACT: Growers in California used several energy and water conservation strategies in response to the drought conditions of 1976 and 1977. The strategies included an increased use of ground water, in creased irrigation efficiencies, and shifts in cropping patterns. Drought-related losses to irrigated agriculture were minimized as a result of these modifications. Some future problems may have been created, however, by obtaining the needed water supplies for 1976–77. These problems include the effects of extensive water pumping on ground water reservoirs and ground subsidence. In addition, reduced water application by less frequent irrigation and changes in irrigation methods may affect the total salt balance for future years. Several conservation strategies that have some potential application in California were identified as: maintaining and augmenting surface water supply, increasing power use efficiencies, and improving irrigation efficiencies. Electricity savings associated with water conservation have been estimated as high as 25 percent. Specific near term actions suggested for facilitating conservation included: an expanded irrigation management system, efficient water deliveries, and a continued effort on the part of the individual growers to use resources during periods of normal rainfall as they were used under drought conditions.  相似文献

ABSTRACT: The importance of water conservation was emphasized by a proposed National Water Policy which was established during the previous Carter Administration. This policy stressed water conservation on a national scale. Such a policy sought to apply one program to all water resources problems. Before implementation of this or another such policy, consideration must be given to those vast areas of the country which in reality do not have a shortage of water. One of these areas is the French-Broad River basin in Tennessee. This report was formulated in an effort to describe both the positive and negative effects of water policies which would bring about either a 10 percent or 30 percent reduction in water usage in this basically water rich area. The parameters used in the evaluation included selected economic, sociological, legal, and environmental impacts.  相似文献

ABSTRACT: An index of residential water efficiency - a “W-Index” - can serve as a measure of effectiveness of water conservation features in the home. The index provides a calculated numerical value for each dwelling unit, derived from the number and kind of water-saving features present, including indoor and outdoor water savers and water harvesting or recycling systems. A W-Index worksheet, devised for on-site evaluation of single-family residences in the Tucson, Arizona, region shows that a nonconserving residence with all the water-using features would use 151,000 gallons per year or 148 gallons per capita per day (gpcpd), while the fully conserving model would use 35,300 gallons per year or 35 gpcpd and with water harvesting and graywater recycling systems would have a maximum W-Index of W-160. A Tucson water conservation demonstration home, Casa del Agua, received a rating of W-139, and field tests of about 30 homes in new Tucson subdivisions show values ranging from W-75 to W-100, indicating the incorporation of some water conservation in current new models. By adjustment of some climatic or water-use parameters, the W-Index format can be applied to various types of dwelling units or to other urban areas. The W-Index can be used by individual homeowners or builders to evaluate water efficiency of residential units, or by water providers or water management agencies as a device for promoting and achieving water conservation goals.  相似文献
