Summary The environmental preferences of 11 to 14 year old children were studied by employing a collection of photograph pairs related to two themes, environmental activities of children and landscapes. The photographs were taken randomly from a general stock of slides and were then chosen by an automatic process of recurrent test cycles and the systematic selection of those pairs most contributing to the detection of variation trends within the population.Child environmental attitudes changed noticeably in at least five different aspects after attending a fifteen day nature camp. No noticeable shift in preferences was found in a similar camp held, however, in a different area with a different team of educators. The most important dimensions of environmental preferences were strongly related to the environmental knowledge of each child and the improvement of such knowledge during the camp.The three authors are on the staff of the Department of Ecology at the Universidad Autónoma de Madrid, where Professor Fernando G. Many people within the further and higher education sector in the United Kingdom (UK) have now accepted that responsible environmental management of their day to day site operations is necessary, but they are still unclear as to what lengths they need to go to obtain marketplace credibility. Many people in other sectors believe that the only way to achieve real credibility in this area is to become accredited by the new British Standard BS7750 Specification for Environmental Management Systems. Others are expressing concern that such systems are cumbersome to operate and generate a needless level of bureaucracy and additional unwelcome paperwork.This paper briefly discusses the responsibilities of further and higher education institutions with regard to environmental management and outlines one possible alternative to the BS7750 approach, the Confederation of British Industry (CBI) Environment Initiative. It also outlines the approach taken by the University of Strathclyde over the past three years in the development of an environmental management manual for the Estates Management Department and the development of a system to control university-wide environmental management.In conclusion this paper will focus on the suitability of BS7750 systems within further and higher education institutions in comparison with the approach adopted in the CBI Environment Initiative.This paper was first presented at Global Forum '94 Academic Conference Towards a Sustainable Future: Promoting Sustainable Development, Manchester, UK.Mr K. Summary Effective communication concerning environmental issues can take a variety of forms. The following essay is offered as a metalogue, a piece of writing in which the writing itself illustrates the principles developed in the writing.International readers will be helped if they know that Jack Armstrong and Sergeant Preston are heroes of moralizing (and often jingoistic) radio dramas popular among children in the United States during the War years and that the Tom Mix Holster Set and the A-bomb Ring were premiums offered to children in boxes of cold cereal in the period after the War. These trivia illustrate the kinds of societal messages directed toward the generation of Americans who presumably will be running the country during the 1980s.The authors are a professor of Psychology and Ethology and a graduate student in International Development. Both attended Harvard University in the late 1950s and the University of California, Berkeley, in the early 1960s. Their autobiographical reflections have something to say about the motivation underlying the environmental movement and where these motivations are likely to lead in the near future.  相似文献

Summary Since the late 1960s concern about the pollution of our physical environment has grown into a social and political issue. In this process of increasing awareness, environmental activists have played a catalysing role in most Western countries. Moreover the environmentalists formulated an alternative set of ideas and strategies concerning the production and use of knowledge. These new knowledge interests were organised around three dimensions: cosmology, technology, and the organisation of knowledge production. On the basis of a case-study of Dutch environmentalism this paper tries to demonstrate how the articulation of these new knowledge interests of international scope actually occurred in the particular Dutch national setting. The analysis shows that many of the ideas brought forward in the course of time by Dutch environmentalists have been imported from abroad, especially from the United States, Great Britain and West Germany. However, the specific ways in which Dutch environmentalists have defined the content of their own knowledge interests have depended very much on the particularities of the political culture and socio-economic climate of the Netherlands, as well as the internal dynamics within the various environmental groups themselves.Dr Jacqueline Cramer was until very recently a member of staff in the Department of Science Dynamics at the University of Amsterdam. Summary In environmental education in this information age, it is particularly important to adopt the approach of enquiring critically into the environmental, educational and social values informing environmental, educational and social actions when and where required, rather than to simply adopt the approach of emphasising the acquisition and retention of information of an alleged universal type — information drawn from the stockpile of objective knowledge collected by others. This paper argues that to achieve this aim, environmental education in an information age requires aparadigm shift in the areas of professional development — a shift from a paradigm of information technology to a paradigm of information critique. A perspective on the form of this paradigm shift in the particular field of professional development in environmental education is the subject of this paper.Dr Ian Robottom is Senior Lecturer in the Curriculum Studies Centre of the School of Education, at Deakin University, Australia. Colorado, USA, developed the Joint Review Process (CJRP) in 1978 to coordinate the application and review of permits required for major development projects. Since then, the state has used the process on over 20 projects. This study examined whether the CJRP has achieved its primary goals—enhanced coordination of agencies, enhanced public participation, and strengthened communication between agencies and project sponsors— and several related secondary goals. The success of the process was measured through a survey of 54 key people who had been directly involved with the process. Those surveyed included federal and state agency staff, local agency managers, corporate officers, private consultants, and environmental leaders. All groups, with one exception, agreed that the process achieved its primary goals and that it should be retained. Environmental leaders were neutral about whether the process enhanced public participation and about retaining the process. The report concludes with a review of recommended improvements to and applications of the CJRP.  相似文献

Since the term environmental ethics began to be used a generation ago, it has covered many different kinds of environmental notions, problems, ethical systems, and forms of behavior. A variety of cases are presented and examined under two terms,environmental ethics andecological morality, in an effort to illustrate different kinds of ethical objectives. In order to understand the connections between various strands of environmental ethics, personal and social values and subcultural norms of environmental ethics are examined under Christopher Stone's concept of moral pluralism. G. J. Warnock's notion of the general object of morality is proposed to integrate the variegated purposes of environmental ethics.  相似文献

Applications of Artificial Intelligence, particularly Expert Systems, are rapidly increasing. This science promises to give computer-based systems the capability of reasoning and decision making in near human-like fashion. Whether used for farm management or intelligent machine control, Expert Systems will find many agricultural applications. Much of the development and distribution of such systems will probably take place in the public sector, particularly the Cooperative Extension Service. A major nontechnical factor affecting the development and extensive use of Expert Systems is the legal issue of products, liability, and negligence. The legal issues surrounding Expert Systems have not yet been fully tested and defined by the courts. Developers and users of Expert Systems must consider these factors for each particular application.  相似文献

Summary Planning, the visible hand of government, is the resource allocation sphere that has the potential to prevent destructive conflict over resources, by creating a long term, rational, ethics-based and participatory decision-making process. Other public decision-making systems (the market, legal and political arenas), by their very nature, cannot adequately protect the environment or ensure sustainable development. However, as presently conceived, Planning+ cannot do so either. Reform has been impeded by an ideological bias which defines Planning as diametrically opposed to the market, such that creative alternatives to the two systems of social choice have not been developed.To address this problem, a new tri-partite structure of environmental governance is proposed. Based on an ecofeminist paradigm, it is primarily designed to constrain the potential for the abuse of power, and allow society to address environmental (ethical) as well as social (distributional) and economic (efficiency) issues. In a sense, it rationalises the social decision-making system by re-aligning rights, wants and needs with the appropriate decision-making forum (representative democracy, the market and Planning respectively). The model exposes the need to redesign all these institutions so that they better correspond to their logical functions within the resource allocation system. However, this paper focuses on the Planning system itself.Janis Birkeland was an attorney, architect and planner in San Francisco, USA. Some feminist philosophers criticize the idea of human rights because, they allege, it encapsulates male bias; it is therefore misguided, in their view, to extend moral rights to non-human animals. I argue that the feminist criticism is misguided. Ideas are not biased in favour of men simply because they originate with men, nor are ideas themselves biased in favour of men because men have used them prejudicially. As for the position that women should abandon theories of rights and embrace an ethic that emphasizes care: women who made this choice would not so much liberate themselves from the patriarchy as they would conform to its representation of women as emotional, subjective and irrational. A three-tiered structure of land-use and environmental management is here proposed for Australia. The structure is based on the idea that environment means the environment of people, and that environmental problems arise when a change in the interaction between people and their environment leads to conflicts about the use of land and resources. The heterogeneity of society means that a range of human aspirations and value systems must be satisfied by environmental managers. Existing methods of environmental management fail to achieve these objectives, due to inadequate perception of environmental problems by decision-makers, and the inability of currently available impact assessment techniques to resolve human conflicts associated with the use of land and resources. The main work of planning and managing land use and the environment would be carried out by regional authorities, supported by federal and state policy. Examples are given of moves towards regional administration in England and Wales, Western Australia, Australia and New Zealand. Community participation in the decision-making process is essential and can be achieved by electoral representation to the authoritative bodies and through procedures that ensure informed public comment on planning proposals.  相似文献

Summary Radical environmentalists consider the environmental crisis to be ultimately one of culture and character. However, in analyses and strategies for social transformation, non-feminist greens have generally accepted the Patriarchal conception of human motivation, which is based on a rational, impersonal (read Masculine) model of Man. Thus, it is implicitly assumed that the motivations underlying the environmental crisis are greed or self-interest (deemed rational motives in Western Patriarchal culture). Owing to this male-centred perspective on human nature, green strategies have ultimately relied on an appeal to reason. This, at least, has failed relative to the accelerating pace of environmental destruction.It is argued that a focus on the abuse of power leads to a more useful analysis of the causes of human oppression and environmental exploitation. The abuse of power can be understood as an attempt to overcompensate for unmet emotional needs (e. f. for love, recognition, and a sense of belonging) through an excessive drive for gratification in other dimensions of life. In Patriarchal thought, emotional needs are largely denied, being non-rational and non-masculine, and hence have also been largely ignored in social policy. Summary The close links which exist between poverty, disease and development are surveyed, particularly with reference to the situation in Africa. Poverty may impede the correct use of the land which can in turn lead to malnutrition and a higher incidence of disease. A population in poor health cannot effectively improve its own economic condition or make full use of aid. Poor health may be due to a colonial heritage of unsatisfactory land use, inappropriate transfer of technology, short-sighted administration, or other causes. Not all development brings improvement in health, for instance, inadequate urban planning can induce health problems.The wealthy and secure nations of the world will realise that they cannot possibly remain either wealthy or secure if they continue to close their eyes to the pestilence of poverty that covers the whole southern half of the globe. Summary This paper suggests that for environmental education to have any meaning in the South Pacific, the variety of physical and cultural environments must be taken into account. It is not possible, however, for each country to develop its own programme, and thus, a kind of dependent development which is sustainable should be undertaken. Environmental education is much wider than utilising formal educational curricula; it should include the use of the media, the employment of environmental economists, and a continuous sharing of information between those who carry out environmental research and those who design and implement policy.Dr Jenny Bryant is a Senior Lecturer in the Department of Geography at the University of the South Pacific and Chairperson of the South Pacific Action Committee for Human Ecology and the Environment (SPACHEE). Summary Biosphere II is a new project to build a self-contained ecological system containing humans, plants, and as many other living organisms as necessary for long-term sustenance. Soviet space scientists have already designed Bios 3, simulating conditions on board a flight to Mars. In building Biosphere II, the Institute of Ecotechnics (IE), in collaboration with Space Biospheres Ventures, Decisions Teams Limited, The Environmental Research Laboratory associated with The University of Arizona, and Sarbid Limited, plan to build the prototype of an artificial world in which environmental and ecological processes can be observed closely; An educational, scientific, and ethical laboratory, Biosphere II will raise public consciousness of the interdependence of all life. It will also serve as a control world where possibly harmful environmental effects can be modelled before they reach a crisis stage. Eventually the biospheres are to be marketed and set up in space as the biosphere, no longer in conflict with but aided by human technology, puts forth its young upon other celestial bodies.Dorion Sagan's most recent books areMicrocosmos andOrigins of Sex, both co-authored with Lynn Margulis. According to a rights view it is acceptable to kill animals if they are innocent threats or shields or are in a lifeboat situation. However, according to advocates of such a view, our practices of killing animals for food or scientific research may be morally unacceptable. In this paper we argue that, even if we grant the basic assumptions of a rights view, a good deal of killing of animals for food and scientific research continues to be morally acceptable.  相似文献

It is the contention of this paper that some progress in alleviating the social and environmental problems which are beginning to face Papua New Guinea can be achieved by supporting traditional Melanesian values through maintaining the customary system of communal land tenure. In accordance with this aim, I will proceed to contrast certain Western attitudes towards individual freedom, selfinterested behaviour, individual and communal interests and private ownership with attitudes and values expressed in the traditional Melanesian approach. In order to demonstrate the latter, I will briefly touch upon the phenomenon of wantokism and indicate how the Melanesian values associated with this concept find their locus in the system of customary communal ownership. Subsequently, I will describe how the emergence of a cash economy and the attachment to Western gadgetry and products have effected injury to the environment and undermined values which have previously maintained Melanesian social cohesion. While admitting that little can be done to eradicate the desire for cash and the products it can buy, I suggest that Melanesian communities and the environment itself would receive more protection if future development in Papua New Guinea embraced a system which incorporated certain of the traditional Melanesian values through the preservation of the communal form of land tenure. Ultimately, I suggest a way in which customary communal land tenure can be integrated into the established Anglo-Australian legal system.  相似文献

Kathryn Paxton George has recently argued that vegetarianism cannot be a moral obligation for most human beings, even if Tom Regan is correct in arguing that humans and certain nonhuman animals are equally inherently valuable. She holds that Regan's liberty principle permits humans to kill and eat innocent others who have a right to life, provided that doing so prevents humans from being made worse off. George maintains that obstaining from meat and dairy products would in fact make most humans worse off. I argue that Regan's liberty principle either contradicts his equal rights view or does not permit the slaughter of another for food. I show that a different view recognizing the moral rights of nonhumans but according them less value than normal adult humans, the unequal rights view, would permit such action if human survival or health depended upon it. However, it would also permit the slaughter of innocent humans in the same circumstances. Finally, I argue that current nutritional research does not support George's contention that most humans would suffer if they ceased eating other animals and their products.  相似文献

Summary Biosphere reserves are protected areas of representative environments internationally recognised for their value for conservation and for their ability to provide the scientific knowledge, skills and human values to support sustainable development. Biosphere reserves — as a part of the UNESCO programme Man and the Biosphere (MAB) — make up a world-wide network sharing research information on ecosystem conservation, management and development. They include strictly protected core-areas — representative examples of natural or minimally disturbed ecosystems. Core areas are surrounded by buffer zones in which research, environmental education and training and recreation can take place. Buffer zones are, in turn, surrounded by transition areas, large open areas where the aim is to ensure rational development of the natural resources of the region. At present, twelve biosphere reserves are designated in Germany, covering in all an area of 11,589 km2. The role of biosphere reserves to support sustainable development in Germany and Europe is discussed.Karl-Heinz Erdmann is a geographer and Deputy Secretary General at the Secretariat of the German National Committee for the UNESCO Programme on Man and Biosphere (MAB), Federal Agency for Nature Conservation. Six separate but related strains of thought have emerged prominently since 1950 in discussions of such phenomena as the interrelationships among rates of population growth, resource use, and pressure on the environment. They are the ecological/carrying capacity root, the resources/environment root, the biosphere root, the critique of technology root, the no growth/slow growth root, and the ecodevelopment root.Each of these strains of thought was fully developed before the word sustainable itself was used. Many of the roots are based on fundamentally opposing assessments of the future of mankind. Many of the roots, such as the ecology/carrying capacity root, are based on physical concepts, and they exclude normative values. Others, such as the ecodevelopment root, include such values as equity, broad participation in governance, and decentralized government.When the word sustainability was first used in 1972 in the context of man's future, in a British book,Blueprint for Survival, normative concepts were prominent. This continued to be the case when the word was first used in 1974 in the United States to justify a no growth economy.Sustainability was first used in a United Nations document in 1978. Normative concepts, encapsulated in the term ecodevelopment, were prominent in the United Nations publications.After about 1978, the term sustainability began to be used not only in technological articles and reports but also in policy documents culminating in the use of the term in the report of the summit meeting of the Group of Seven in 1989.The roots of the term sustainability are so deeply embedded in fundamentally different concepts, each of which has valid claims to validity, that a search for a single definition seems futile. The existence of multiple meaning is tolerable if each analyst describes clearly what he means by sustainability.  相似文献
