Many local authorities use standardized environmental management systems (EMSs) to improve their environmental management. These authorities often find it difficult to manage environmental impact caused by their exercise of authority i.e. indirect environmental impact (IEI) within their EMSs. Since this is connected to their core activities, it is important to understand how IEI could be more efficiently managed with respect to EMS work. The purpose for this paper is to study if and how IEI could be managed within the framework of EMS. In this study we have identified two different approaches to managing IEI. Because managing IEI is complex, it is often ignored when initiating EMSs or managed by explicitly avoid mentioning the concept. Managing IEI is seen as a matter of maturity within the organization. The paper concludes with a discussion regarding a developed definition of IEI and how management of IEI could be facilitated.  相似文献

This paper explores the development towards sustainability management systems (SMSs) in three Swedish local authorities. Many local authorities have extensive experience in using standardised Environmental Management Systems (EMSs). Recently EMSs have extended their reach by widening the scope of the systems including other dimensions of sustainable development. Case studies have been performed in three of the most EMS-experienced local authorities in Sweden. These authorities have extended their EMSs into a sustainability management approach in different ways. This paper discusses the development, possible contributions, and constraints with this development. Expanding EMSs into SMSs can be seen as a learning process in which a larger systems perspective leads to increased awareness that the management system becomes limited by only managing environmental issues. Expanding the EMSs into SMSs may lead to a more complete view of the organisation's total impact on nature and society, and issues that need to be managed.  相似文献

Due to the complex character of environmental issues there has been a call for change towards integration and co-operation on the development and environmental management scene. This holds true at all levels of society, from the global to the local. Due to cultural differences between different professions in municipalities, it may be hard to reach co-operation between different actors in municipal environmental management (MEM). Based on the present situation in Sweden in general and the municipality of Västera § s in particular, this paper discusses how co-operation in MEM may be promoted by the adoption of an environmental management system (EMS) in an entire municipality. Results from the study suggest that municipality-wide implementation of EMSs may help to bridge professional culture and language gaps. An EMS may provide the basis of a formal network that functions as a common platform and structure for environment-related discussion and work in different municipal authorities and companies, and thereby facilitate communication and co-operation among the actors in MEM.  相似文献

The efficacy of government-supported programs to encourage improved management of land and water systems associated with agricultural land in Australia has been mixed. The broad approach of Australian governments is reviewed briefly. Evidence is presented from case assessments of a program to promote adoption of environmental management systems (EMSs) to improve environmental outcomes from agricultural practices. EMSs are systems implemented to manage the environmental impacts and ameliorate environmental risk associated with business activity. Data are presented on reported EMS activity and experience of four selected groups of farmers in Victoria, south-eastern Australia, representing broad-acre cropping, beef and dairy farming. The pro-environmental behaviours of farmers were mediated through voluntary adoption of government and industry sponsored EMSs, often with financial incentives and other support. Findings from the study were that adoption of EMS practices with sufficient public benefits is unlikely to occur at sufficient scale for significant environmental impact. Farmers more readily adopted practices which were financially beneficial than those which had a positive environmental impact. Although the focus on voluntary market-based instrument (MBI) type programs is popular in western countries, enforcing regulation is an important, but usually politically unpopular, component of land use policy. The comparative advantage of EMSs differed for the industries studied, but overall there were insufficient market drivers for widespread EMS adoption in Australia. Environmental outcomes could be more effectively achieved by directly funding land management practices which have highest public net benefits. Having a clear and unambiguous management objective for a particular land management policy is more likely to achieve outcomes than having multiple objectives as occurs in a number of international programs currently.  相似文献

Oyster farmers depend on good water quality. Activities upstream from estuaries result in externalities that impact water quality. Over the last 10 years, oyster farmers have been developing estuary‐wide environmental management systems ( EMSs ) to tackle internal (i.e. industry‐related) and external (i.e. catchment) issues in N ew S outh W ales, A ustralia. Drawing on interview‐based research and document analyses, this paper shows that the process of creating an EMS for the oyster industry, as well as the creation of the EMS itself, resulted in legitimizing the industry's stewardship over the natural resource it depends on (water). For the oyster industry, this result was due to a change in the scale on which EMSs have been developed: instead of viewing issues at the individual business level, the systems expanded their viewpoint to the entire catchment, and included every oyster business in the estuary, as well as all other activities in the upper catchment. By providing a means of communicating internal efforts and with the support of local government bodies, EMSs provided a mechanism with which influence over upstream actors and activities could be exerted. We demonstrate this by using the ‘social‐ecological systems’ and ‘ ENCORE ’ frameworks, emphasizing the transitions that allowed for this change of scale to take place.  相似文献

Despite an increasing interest in reinsurance and environmental manage ment systems (EMSs) concerning pollution, little research has been conducted on the subject. This paper presents the findings from a survey of reinsurers' views on this issue. Reinsurers give EMSs a cursory consideration in their pollution risk assessments because they inadequately appraise pollution liability, have no explicit requirements regarding risk management and there is little evidence to show that they are effective at reducing environmental risks. Reinsurers' underwriting assessments and post-loss investigations are poorly developed concerning public liability insurance. Reinsurance and EMSs are currently weak methods to prevent and control pollution risks.  相似文献

In managing environmental problems, several countries have chosen the management by objectives (MBO) approach. This paper investigates how focus group participants from the Swedish environmental administration used metaphors to describe the mode of organization needed to attain environmental objectives. Such analysis can shed light on how an MBO system is perceived by actors and how it works in practice. Although the Swedish government intended to stimulate broad-based cooperation among many actors, participants often saw themselves as located at a certain “level,” i.e., “higher” or “lower,” in the MBO system—that is, their conceptions corresponded to a traditional, hierarchical interpretation of MBO. Prepositions such as “in” and “out” contributed to feelings of inclusion and exclusion on the part of MBO actors. However, horizontal metaphors merged with vertical ones, indicating ongoing competition for the right to interpret how the system of environmental objectives should best be managed. The paper concludes that any organization applying MBO could benefit from discussing alternate ways of talking and thinking about its constituent “levels.”  相似文献

Recent years have seen the environment emerge as one of the most pressing issues facing American business. Eventually, environmental costs will affect the bottom line of every American company. A recent study in the National Law Journal estimates that cleanup of the nation's known hazardous wastes sites will cost $752 billion over thirty years under current environmental policies. Environmental legislation and regulations impose annual compliance costs estimated by the Environmental Protection Agency at more than $30 billion. In the near future, environmental expenses for cleanup, regulatory compliance, and management are anticipated to grow to between 2.5 and 3 percent of GNP. Corporations that wish to be competitive must successfully manage these costs while maintaining or improving their role as responsible corporate citizens. Implementing a comprehensive system for identifying and managing environmental costs requires a multidisciplinary team effort. Environmental costs impact product selection, design and pricing, capital budgeting, and future strategic direction. In order to make informed and meaningful managerial decisions on environmental programs, real cost data are vital. An environmental management systems (EMS) requires information to set goals and then monitor progress towards those goals over time. This article will discuss the current cost accounting systems (CASs) available to support the myriad goals of environmental management systems. In addition, the article will outline a framework for plotting the location of your current EMS on a matrix of regulatory and information requirements and evaluating whether your corporation's CAS is adequate to support the goals and objectives set by your environmental management program. By anticipating future regulatory and information requirements, flexible systems can be developed to adapt to new and more stringent regulations and more complex information requirements.  相似文献

Environmental management systems (EMSs), such as International Organization for Standardization (ISO) 14001, can be used as a tool in China by industrial park managers to improve their environmental performance. This article uses the case of the Dalian Economic and Technological Development Zone (DETDZ) to show how to establish a comprehensive environmental management system (CEMS) according to the ISO 14001 standard at the industrial park level by considering local realities. The particularly interesting feature of this case study is the use of a CEMS (in this case, ISO 14001) by the administrative group of the DETDZ to develop a more comprehensive approach to the wide range of environmental issues that they face in running the zone. In essence the goal is to address many of the issues at the level of the zone. The incentives, benefits, and barriers associated with implementing ISO 14001 are described. However, implementation of an EMS should not be thought of as the ultimate objective for an industrial parks environmental management. The next steps include encouraging further public participation and taking an integrated approach leading to an industrial ecosystem, which can realize better environmental performance at the industrial park level. An Environmental Management System (EMS) has been widely in use by many companies to manage the environmental effects of their operations. The process has recently gained ground in being adopted at city and municipal levels as well as in institutions such as universities. However, an EMS that is conducted at corporate level has some deficiencies when it is applied at city level. These deficiencies are in evaluating environmental goals and policies carried out to mainly ensure that the policies meet ISO 14001 standard and corporate requirements and neglect of public participation. Urban areas differ from companies due to their size, complexity and environmental challenges, high rate of growth and the dynamic nature of urban systems. Therefore, they need an urban environmental management approach that will assess the formulated urban environment policies and goals in a strategic method before implementation, including social dimensions such as public participation. Therefore, this paper proposes a modified approach to incorporate an EMS, called the Sustainable Urban Environmental Management Approach (SUEMA). The approach recognizes the above-mentioned deficiencies and benefits from the advantages of sustainability and Strategic Environmental Assessment (SEA) in the formulation and evaluation of policies, plans and programs. Environmental Management Systems (EMS) are being trialed for Australian agricultural industries as society becomes more concerned about agricultures environmental performance. EMS is a structured approach used by farm businesses to assess, monitor, and improve environmental performance. Use of EMS in conjunction with other policy tools (such as financial incentives and regulation) in agriculture could enhance management of both on-farm and off-farm environmental issues. Based on the international standard ISO14001, EMS was designed to be applied at the individual business level. However, governments in Australia are exploring its potential to be applied at a catchment scale, among other things, for the purpose of linking farm-level actions to catchment targets. In Australia, governments and catchment management bodies are using Integrated Catchment Management (ICM) as the framework to try to achieve environmental targets set out in catchment plans. In this article, we compare aspects of the EMS and ICM frameworks and comment on the potential of using EMS to achieve catchment-scale environmental outcomes. We conclude that EMS could be a useful policy tool to improve farm management and to contribute, in part, to better off-site outcomes at the catchment/landscape scale. Recommendations on the use of EMS at the catchment scale are discussed. These include using an educational approach for EMS delivery, linking the EMS process to catchment targets, and ensuring catchment targets are realistic and achievable.  相似文献

The ISO 14001 implementation process among certified firms in China was examined by conducting a questionnaire survey distributed to all certified firms as of December 1998. Results showed that the ISO 14001-based environmental management system (EMS) has a significant effect on firms' daily environmental activities and performance. Recycling, natural resource consumption and released pollutants have been managed in a better way and, in some cases, pollutants have been reduced. The study showed that firms' main targets for adopting the system were to: enhance the firm's public image; enhance employees' environmental awareness; improve the EMS inside the firm; improve the environmental aspects and performance inside the firm; and improve relations with government offices and local citizens. ISO 1400-based EMS implementation showed that it is a promising tool for helping build a better partnership between three main stakeholders, government, local citizens and enterprises. The system has enabled firms to consider the role of the local people in a more effective way. For example, special consideration is given to involving local citizens in health and emergency preparedness during firms' daily environmental activities. Moreover, enhancing environmental awareness among the local citizens and giving more consideration to co-operation with other firms from the same industrial groups are reported by certified firms. An increasing number of organizations across the world have adopted Environmental Management Systems (EMSs) based on certifiable standards, notably the European Eco-Management and Audit Scheme (EMAS) and the ISO 14001 standards. Although the specialized literature has studied the motivations, obstacles and benefits of the adoption of these standards for EMSs extensively, the impact of the public incentives on the adoption of such environmental management tools has been overlooked. In order to fill this gap in the literature, this article aims to shed light on the level of companies' knowledge and application of the main regulatory relief initiatives provided by public administrations around the EU for organizations with a certified EMS. For that purpose, this article summarizes the main findings of a survey carried out with the participation of 244 European EMAS-registered organizations. The findings of the survey highlight the fact that most of the surveyed companies have adopted or benefitted from some form of regulatory relief, mainly by making use of the measures granting an extended duration of some permits (44%), reductions in financial guarantees in the waste-treatment sector (31%) and tax reductions (26%). Moreover, it emerges that, among countries, the role of regulatory relief to support companies in the path to the adoption of EMSs is not univocal.  相似文献

Local authorities in Sweden are responsible for the management of sewage treatment and municipal solid waste. Due to this, they handle large flows and stocks of materials and substances that may be harmful for the environment. However, knowledge about these flows is sometimes deficient. In addition, the capacity to influence the composition of these flows is mainly beyond the jurisdiction of the local authorities. Flow-oriented studies, such as substance flow analysis (SFA), have proven to be a useful tool in order to understand and quantify these flows. Furthermore, SFA is sometimes claimed to be beneficial to the process of decision making, since it generates comprehensive overviews of the substance in focus. However, quantification of stocks and flows of a certain substance does not necessarily provide sufficient information for environmental management on the local level. Hence, for SFA to further contribute to the environmental management process, there is also a need for development in the interpretation of the results. The main objective of this paper is to contribute to the discussion about (1) how to interpret the results from SFA and (2) how the results from an SFA can be used in environmental management by local authorities. A tentative framework for interpretation is discussed in the paper, focusing on five aspects: total material quantities, exposure to humans and the environment, resource economy, function and capacity to influence the substance flows. Furthermore, the paper discusses the suggested framework applied to results of a regional cadmium inventory.  相似文献

ABSTRACT

Cities are both significant emitters of carbon dioxide and centres of innovations that may contribute to de-carbonizing our societies. More voices claim therefore that local authorities should be included in efforts to mitigate climate change. However, few studies have analysed how local authorities manage carbon and climate in urban areas in middle- and low-income countries. Yet, the institutional settings and governance structures of such cities are different from those prevailing in cities of wealthy countries. This paper aims to fill this gap by exploring: (a) whether and—if so—how local authorities in Mexico City actually ‘manage’ carbon emissions; (b) how the city's evolving governance structures function and whether they ‘fit’ with the problem they address; and (c) how institutional capacity constrains authorities' management efforts. The paper suggests that policy networks and research groups have been critical in launching a climate agenda. Nevertheless, this has not been enough to push effective policies. Policymaking has been constrained by two sets of institutional factors: the problem of fit and a lack of institutional capacity.  相似文献

Three major kinds of strategies are envisaged in Latvia and Estonia as ways of improving the environment; these are based on economical, legislative and technological measures. In this paper, environmental problems and policies in the Baltic States are examined, together with the results of a survey of the public's attitude to environmental management. The results indicate dissatisfaction with the state of the environment, and discontent with the way in which environmental issues are managed. The public felt that they were not well‐informed about policy questions and, of the available sources of information, the mass‐media was most important. The public also felt that very little reliable information on environmental issues was obtained from politicians and local authorities.  相似文献

The production of large quantities of wastes globally has created a commercial activity involving the transfrontier shipments of hazardous wastes, intended to be managed at economically attractive waste-handling facilities located elsewhere. In fact, huge quantities of hazardous wastes apparently travel the world in search of “acceptable” waste management facilities. For instance, within the industrialized countries alone, millions of tonnes of potentially hazardous waste cross national frontiers each year on their way for recycling or to treatment, storage, and disposal facilities (TSDFs) because there is no local disposal capacity for these wastes, or because legal disposal or reuse in a foreign country may be more environmentally sound, or managing the wastes in the foreign country may be less expensive than at home. The cross-boundary traffic in hazardous wastes has lately been under close public scrutiny, however, resulting in the accession of several international agreements and laws to regulate such activities. This paper discusses and analyzes the most significant control measures and major agreements in this new commercial activity involving hazardous wastes. In particular, the discussion recognizes the difficulties with trying to implement the relevant international agreements among countries of vastly different socioeconomic backgrounds. Nonetheless, it is also noted that global environmental agreements will generally be a necessary component of ensuring adequate environmental protection for the world community—and thus a need for the careful implementation of such agreements and regulations.  相似文献
