The aim of this paper is to presents a progress report on how a subnational jurisdiction, the Australian state of Victoria, is attempting to implement regional governance for sustainability through its catchment planning framework. The paper examines the lessons learnt from a best practice approach to the implementation of network governance to see whether there are actions that can be taken to improve regional governance for sustainability in Victoria. The authors argue that Victoria is implementing a network governance approach to natural resource management (NRM) as a significant component of sustainability and that this has certain advantages. In particular the emergence of Regional Catchment Strategies developed by the State's ten statutory Catchment Management Authorities as 'regional sustainability blueprints' is bringing a significant level of maturity to the state's governance framework. Furthermore the state is currently working to complete its governance for sustainability through new statewide integrating frameworks—an Environmental Sustainability Framework as well as a statewide Catchment Management and Investment Framework. The paper concludes that taking a network governance approach could have transformative potential but there are significant challenges ahead: the complex task of aligning of national, state, catchment and local government strategies through an outcomes focus; the scarcity of mechanisms and tools to assist in translation of strategies into integrated investment priorities; gaps in knowledge and understanding of natural resource management problems; limitations in the capacity of regional and local bodies, including local government; and getting the policy tools right within the framework. However, as the best practice examples illustrate, taking a gradual approach to the development of the institutions—building on successive wins in capacity—is the best and only way to proceed.  相似文献

Management of agricultural diffuse pollution requires targeting or prioritising critical source areas at various spatial scales within watersheds. This study develops, evaluates and illustrates a risk-based approach for assessment and targeting of source areas at catchment, subarea and individual farm scales. Catchment water quality data are used in conjunction with information on watershed characteristics from the New Zealand Land Resources Inventory at the subarea scale and land use information at the farm scale to assess risk and target source areas. Total phosphorus in the Lake Hayes Catchment, a high country pastoral catchment in the South Island of New Zealand, is used as a case study. Use, comparison and evaluation of several different methodologies for subareas and individual properties showed that a subarea in the upper catchment and one immediately upstream from the lake were the worst source areas. Targeting of other subareas varied dependent on the method used. The worst individual properties were targeted based on the combination of intensity of cattle and sheep grazing, fertilizer usage, bank erosion and location in the worst subareas. Water quality results are critical to successful targeting, particularly for convincing landowners that streams will benefit from best management practices on their properties. In addition to concentrations, average and extreme loadings are important. Data on catchment characteristics, particularly land use, are needed for targeting, but are not always readily available at small scales. This study demonstrated simple but useful methods for application of assessment information for quantitative targeting of contaminant source areas at different spatial scales.  相似文献

Regionally specific sustainability processes that account for diverse environments and populations and that integrate social, economic, political and ecological spheres are being developed in Western Australia. A coordinated commitment to sustainability principles and a participatory philosophy by the state and local governments is necessary. This requires a transformation of the public service, from a director of passive programmes and laws to a facilitator of community projects and outcomes, towards an enabling state. An international participatory paradigm provides an array of concepts and methods for local and regional communities in partnership with government and industry to achieve this. Participatory methodologies are utilised successfully around the globe to create an institutional framework that facilitates a process of dialogue, partnership, networking, learning and managing change. This paper examines the potential contribution of a participatory approach to improve the participatory capacity of regional communities and both local and state governments towards the facilitation of regional sustainability processes.  相似文献

Two substantive bodies of research have developed in recent years, both of which have a focus upon local and regional scales. First, there has been the development of work on changing forms of local and regional governance. This has drawn on a range of theoretical perspectives, including notions of institutional capacity, urban regime theory and neo-regulationalist accounts. Second, a body of research has developed into environmental policy and sustainable development, but this has largely been normative and undertheorized. While these two bodies of literature have developed separately, we believe there is merit in bringing the insights from each together. A focus on local environmental policy helps to broaden our understanding of local governance and problems of after-Fordist regulation. Such a project also helps to illuminate problems in implementing policy on the environment and sustainability. The examination of changing local and regional forms of governance allows us to identify new state spaces, which may provide opportunities for the strategic insertion of environmental objectives into economic development policies. This paper seeks to theorize such environment–economy relations and emerging multi-scalar forms of environmental governance, drawing upon case study research work in six UK local authority areas. There is a widespread consensus among sustainability experts about the need for ambitious transformative practices in order for a sustainable development to progress. Agenda 21 emphasised the need for multilevel and multi-actor governance and explicitly focused on the local level. The conceptual and analytical preference of governance beyond government has directed attention towards the interaction between state and non-state actors. The present article focuses on the role of (local) state institutions in sustainability governance. We argue that an effective implementation of sustainability in government institutions is a precondition for a successful multi-stakeholder governance of a sustainable development. The guiding question of this article is: How has sustainability been institutionalised in local governments in Germany in the last 20 years after Agenda 21 was adopted? Based on a conceptual framework, we are presenting the empirical results of a survey of 371 German cities and municipalities in this article, which primarily aims at providing empirical evidence on to what extent sustainability has been institutionalised in German local governments. The article ends with discussing the potential reasons for the institutionalisation deficit observed and gives an outlook on the potential for developing a sustainability state, that is, a state dedicated to institutionalising sustainability.  相似文献

Environmental Management Systems (EMS) are being trialed for Australian agricultural industries as society becomes more concerned about agricultures environmental performance. EMS is a structured approach used by farm businesses to assess, monitor, and improve environmental performance. Use of EMS in conjunction with other policy tools (such as financial incentives and regulation) in agriculture could enhance management of both on-farm and off-farm environmental issues. Based on the international standard ISO14001, EMS was designed to be applied at the individual business level. However, governments in Australia are exploring its potential to be applied at a catchment scale, among other things, for the purpose of linking farm-level actions to catchment targets. In Australia, governments and catchment management bodies are using Integrated Catchment Management (ICM) as the framework to try to achieve environmental targets set out in catchment plans. In this article, we compare aspects of the EMS and ICM frameworks and comment on the potential of using EMS to achieve catchment-scale environmental outcomes. We conclude that EMS could be a useful policy tool to improve farm management and to contribute, in part, to better off-site outcomes at the catchment/landscape scale. Recommendations on the use of EMS at the catchment scale are discussed. These include using an educational approach for EMS delivery, linking the EMS process to catchment targets, and ensuring catchment targets are realistic and achievable.  相似文献

This paper discusses findings of a study of catchment care volunteers drawn from the east coast of Queensland, Australia. Catchment volunteering includes individuals in not-for profit stewardship groups with a catchment focus. Catchment volunteering was experienced by participants as maintaining a balance of perspectives; developing/maintaining an identity; networking; learning; empowering; and sustainable. An illustrative model (the Outcome Space), representing a set of scales, shows the relationship between conceptions.

Results indicate that catchment volunteering offers many benefits to individuals and local communities. Although there were frustrations at times, many volunteers expressed deep levels of satisfaction about their volunteering experiences. Results suggest that satisfied volunteers are those that manage to balance volunteering with other aspects of their lives; identify strongly with some aspect of volunteering; enjoy learning from their volunteer experiences; and were willing and able to share and apply their new knowledge in a variety of ways. They also made friends with other volunteers; felt valued by others in the group, and believed that what they do is important. For these respondents, volunteering contributes richly to the fabric of their lives, providing meaning and satisfaction in routine activities, enhancing local communities and building sustainability.  相似文献

The small-scale fishing sector in sub-Saharan Africa is experiencing multiple challenges, mainly related to various governance issues. This study assessed the governance approach at a small-scale Lake Itezhi-Tezhi fishery, Zambia and how it relates to sustainable fishing. Data were collected through a mixed-methods approach. The governance approach was assessed by legitimacy criterion. The study revealed that there was no co-management in place but a dual governance approach—fishing community-based approach and central government-controlled approach. Both were ineffective, mainly due to lack of adherence to the legislation for local community participation in fisheries governance and an inadequate policy framework to guide the governance process. Also, the governance approaches lacked legitimacy with stakeholders. As such, unsustainable fishing practices had continued. To move towards sustainable fishing at the fishery, the study suggested the following measures: active stakeholders' collaboration and engagement with the government for prompt implementation of legislation that promotes active local fishers' participation; establishment of an appropriate fisheries policy; and ultimately, a transformation of the current governance approach into a legitimate co-management governance approach. These suggested recommendations might be useful to other African small-scale inland fisheries with similar governance challenges, and also towards meeting Sustainable Development Goal 14 on sustainable fishing.  相似文献

This research is concerned with effects and actions at the local level, where it is argued that local governing processes are key to developing sustainable communities. The roles of the citizen and of formal government are changing such that the implementation of sustainability praxis at the local level requires that citizens and governments reconsider both the meaning and techniques of governance. Indeed, how we are governed, participate in governing processes and internalise and accept the need for change will affect how local communities make constant and lasting a dynamic praxis of sustainability. Actors in local governments and communities may be crucial in this task—especially as facilitators, enablers, leaders and partners. In this paper we focus on the Huon Valley Council and some members of one of its communities. We examine how they are experimenting with partnerships as a form of governance to unify, control, mobilise and regulate the conduct of various actors, and how such partnerships may foster sustainability praxis in the Valley's diverse communities of place and interest.  相似文献

Understanding organisation at different social scales is crucial to learning how social processes play a role in sustainable natural resource management. Research has neglected the potential role that individual personality plays in decision making in natural resource management. In the past two decades natural resource management across rural Australia has increasingly come under the direct influence of voluntary participatory groups, such as Catchment Management Authorities. The greater complexity of relationships among all stakeholders is a serious management challenge when attempting to align their differing aspirations and values at four social institutional scales—local, regional, state and national. This is an exploratory study on the psychological composition of groups of stakeholders at the four social scales in natural resource management in Australia. This article uses the theory of temperaments and the Myers-Briggs Type Indicator (MBTI®) to investigate the distribution of personality types. The distribution of personality types in decision-making roles in natural resource management was markedly different from the Australian Archive sample. Trends in personality were found across social scales with Stabilizer temperament more common at the local scale and Theorist temperament more common at the national scale. Greater similarity was found at the state and national scales. Two temperaments comprised between 76 and 90% of participants at the local and regional scales, the common temperament type was Stabilizer. The dissimilarity was Improviser (40%) at the local scale and Theorist (29%) at the regional scale. Implications for increasing participation and bridging the gap between community and government are discussed.  相似文献

Can we develop land use policy that balances the conflicting views of stakeholders in a catchment while moving toward long term sustainability? Adaptive management provides a strategy for this whereby measures of catchment performance are compared against performance goals in order to progressively improve policy. However, the feedback loop of adaptive management is often slow and irreversible impacts may result before policy has been adapted. In contrast, integrated modelling of future land use policy provides rapid feedback and potentially improves the chance of avoiding unwanted collapse events. Replacing measures of catchment performance with modelled catchment performance has usually required the dynamic linking of many models, both biophysical and socio-economic—and this requires much effort in software development. As an alternative, we propose the use of variable environmental intensity (defined as the ratio of environmental impact over economic output) in a loose coupling of models to provide a sufficient level of integration while avoiding significant effort required for software development. This model construct was applied to the Motueka Catchment of New Zealand where several biophysical (riverine water quantity, sediment, E. coli faecal bacteria, trout numbers, nitrogen transport, marine productivity) models, a socio-economic (gross output, gross margin, job numbers) model, and an agent-based model were linked. An extreme set of land use scenarios (historic, present, and intensive) were applied to this modelling framework. Results suggest that the catchment is presently in a near optimal land use configuration that is unlikely to benefit from further intensification. This would quickly put stress on water quantity (at low flow) and water quality (E. coli). To date, this model evaluation is based on a theoretical test that explores the logical implications of intensification at an unlikely extreme in order to assess the implications of likely growth trajectories from present use. While this has largely been a desktop exercise, it would also be possible to use this framework to model and explore the biophysical and economic impacts of individual or collective catchment visions. If tacit ethical ideals shape policy and practice, even when practitioners are not fully aware of underlying philosophical assumptions, then philosophical frameworks that support diagnostic, evaluative, and adaptive capacity in the sphere of action are critical to sustainability. Thompson’s agrarian-influenced sustainability framework substantially advances beyond the prevailing triple bottom line approach, as experimental evaluation of biofuels sustainability illustrates. By suggesting that governance of complex social-natural systems lies at the core of contemporary sustainability challenges, Thompson illuminates the critical importance of social capacity for deliberation and choice—a powerful and somewhat unexpected theme requiring more development by philosophers and practitioners alike going forward.  相似文献

Landcare is an Australian success story and an important example of the potential of state-sponsored community participation. An important trend encouraged by the lead agencies is for Landcare groups to be linked through so-called networks. Linking together may appeal to groups as a way of increasing their capacity to compete for scarce resources and enhance their impact on agencies, regional catchment committees and government. Network formation is also driven by government and agency demands for efficiency, accountability and effective regional planning. In this paper the authors draw on their 1997 study of the Ovens Valley Landcare Network in Victoria. This research suggested networks are important local organisations and enhance the impact of groups by improving inter-group communication and 'pulling down' resources. Network processes also contributed to robust, productive, agency-community partnerships and suggested participation can increase community influence on decision making and be compatible with adaptive management.  相似文献

This article delineates concepts of eco-modernisation and urban sustainability (including its associated discourses), elucidating Foucault's notion of governmentality and examining select moments of contested urban governance in the neighbourhood of Old Ottawa South, in Ottawa, Ontario, Canada. It shows how intensification – a “compact city approach” to urban sustainability – as both policy and practice, serves to both discipline and regulate by “conducting the conduct” of environmental and entrepreneurial subjects. It reveals that zoning has more explicitly become a political technology (albeit a flexible one) for achieving “highest and best use” of private property, privileging intensification projects proposed by developers, through a hierarchical exercise of state power that privileges market processes, while undermining community values and priorities.  相似文献

Advocates of community-based approaches to environmental management argue that by respecting local circumstances, skills, and concerns we may improve the prospects of achieving environmental sustainability; yet, within nation states such as Canada, environmental conditions, management and enforcement costs and capabilities, and power differentials within and among civic and public sectors may result in a highly differentiated capacity for environmental management across different localities and regions. This article draws on insights of political ecology to 1) create a conceptual framework that identifies key elements shaping regional environmental management regimes and to 2) undertake a comparative analysis to assess how elements interact to generate uneven management outcomes. I compare experiences of two Canadian biosphere reserves designated in 2000: Clayoquot Sound, BC; and Redberry Lake, SK. Analysis reveals that differences in governance and institutional capacities in the biosphere reserves are key to explaining uneven local outcomes. Where the public and civic sectors are strong, a robust and publicly vetted form of management will emerge. Where these sectors are weak and land is held as private property, environmental nongovernmental organizations can set the type and level of management, to the exclusion of effective civic and state involvement. This result may improve environmental sustainability but hinder social sustainability of a management regime and raises questions about the efficacy of community-based management.  相似文献

With the threat of wildfire hanging over many communities in the Western and Southern United States, wildfire mitigation is evolving into a significant public responsibility for rural and urban edge county governments. Regional governance is an important piece of the effort to reduce wildfire risks although still weakly developed as a policy arena. This project explores two dimensions in which planning support systems can support regional governance: assessing patterns of wildfire risk accumulation; and, evaluating land use planning alternatives and their effects on cumulative risk levels. These tools are examined for regional governance using a prototype planning information system, the Alternative Growth Futures (AGF) tool, a scenario-building approach developed at the University of Colorado Denver. The project develops a hybrid urban growth model that integrates logistic regression techniques and methods for simulation of growth alternatives. This model is used to evaluate the attractiveness of undeveloped building sites with respect to natural amenities, distance to primary urban services and site characteristics such as slope. The model and scenario-testing framework are reasonably robust and suggest that regional spatial accounting methods have potential as a framework for inter-governmental and public discussion around wildfire planning.  相似文献

Abstract

Many of Canada's ex-urban and rural areas face a daunting array of sustainability challenges. In developing effective sustainability strategies, these areas must rely heavily upon local resources and capacities and existing social capital. Part of the solution for these areas may lie in multi-stakeholder collaborative approaches built on sustainability principles and strategies. These include the engagement and mobilization of civil society networks; the cultivation of strategic partnerships among key stakeholders in civil society, the private sector and government; and long-term local programmes of research, education and advocacy that are supportive of sustainability. This article describes and analyses a Canadian case study—Dufferin County, part of the Headwaters Country region in southern Ontario—in which a multi-stakeholder, civil society based approach to fostering sustainability is currently unfolding. The ideological and theoretical underpinnings of the initiative are explored, key process-oriented and substantive challenges to the approach are analysed and action research strategies are discussed.  相似文献

This paper analyses proposals for new multi-level governance of Swedish water resources to implement the EU Water Framework Directive. The question is, do they satisfy the criteria for ecologically rational and democratically legitimate governance? The core of the analysis concerns an administrative 'trilemma' encountered in designing ecologically effective and democratically acceptable multi-level governance. This trilemma is characterised by tensions between effectiveness, participation and legitimacy, all core values of 'good governance'. The Swedish proposal constitutes an effort to achieve cost-effective implementation of the EU Directive through an ecosystem-based multi-level organisation. It also seeks to bring about democratically legitimate governance through stakeholder networks and negotiations at the sub-catchment level, and governance 'partnerships' among local governments and organised interests. In particular, the assessment addresses issues of integrating such 'super-local' and local alternatives within the larger web of multi-level water resource governance. Although intended to escape the 'trilemma', the proposed combination of formal government and informal governance is found wanting in terms of effectiveness as well as participation and legitimacy.  相似文献
