This research adds an action research approach to mixed methods to understand the drivers and barriers to residential waste minimisation in Palmerston North, New Zealand. While local, national, and global structural barriers persisted outside the participants’ immediate control, action research enhanced waste minimisation practices within the limits of these structural barriers. The reflexive and collaborative principles of action research allowed research participants to identify individualised needs and challenges. Thus, the research proceeded according to the participants’ circumstances. Some of the key drivers included a sense of accountability, active learning, social support, convenience, affordability, and access to information and resources. The participants also offered recommendations to the City Council, producers, and policy-makers to enhance residential waste minimisation in Palmerston North. While the value-action gap persists in purely quantitative waste research seeking to understand and change waste behaviour, action research was beneficial as it added a more nuanced understanding of participants’ waste behaviours. It also contextualised waste-related practices and attitudes in a specific locale.  相似文献

Current research on household food waste has not considered the impact of the inter-class power dynamics between employers and domestic helpers on food waste management and generation in the Global South. This article focuses on the issue of food justice and will demonstrate that it is important to reconsider household food practices within the framework of unequal power dynamics in household units – especially between employers and their domestic helpers. Informed by food waste regime conceptual framework, this paper will examine the complex food provisioning practices of Indonesian households. The research draws on 21 in-depth interviews with households of varying incomes, multiple site visits, participant observation and going along on grocery trips to better understand the power dynamics and practices that result in, or prevent the generation of household food waste. In addition, 12 key informant interviews with government officials, traditional food vendors, supermarket managers, and a waste collector was also conducted. In an Indonesian context, understanding the interclass dynamics of the household, namely, who gets to define what is “food” and what is “waste” is key to understanding the broader phenomenon of food waste in order to promote solutions to food waste prevention and food insecurity that is socially and environmentally just.  相似文献

The amount of food discarded by UK households is substantial and, to a large extent, avoidable. Furthermore, such food waste has serious environmental consequences. If household food waste reduction initiatives are to be successful they will need to be informed by people's motivations and barriers to minimising household food waste. This paper reports a qualitative study of the thoughts, feelings and experiences of 15 UK household food purchasers, based on semi-structured interviews. Two core categories of motives to minimise household food waste were identified: (1) waste concerns and (2) doing the ‘right’ thing. A third core category illustrated the importance of food management skills in empowering people to keep household food waste to a minimum. Four core categories of barriers to minimising food waste were also identified: (1) a ‘good’ provider identity; (2) minimising inconvenience; (3) lack of priority; and (4) exemption from responsibility. The wish to avoid experiencing negative emotions (such as guilt, frustration, annoyance, embarrassment or regret) underpinned both the motivations and the barriers to minimising food waste. Findings thus reveal potentially conflicting personal goals which may hinder existing food waste reduction attempts.  相似文献

Recycling and reducing household waste are political goals internationally, nationally and locally. In Sweden, households in apartment buildings seem to sort their waste to a lesser extent than households in single-family houses. This paper analyses the challenges of the diffusion of a new waste management system in apartment buildings, and focuses on a municipal housing company and the actions of its area managers. It is argued that area managers can be regarded as street-level bureaucrats who act as ‘collectors’ of tenants’ everyday practices in the studied implementation process. The management of municipal waste is one of the most emotive local environmental issues in the UK at present and represents a key sustainability “battleground” as local authorities seek to reduce waste arisings and encourage the reuse and recycling of materials among households. Within the literature on household waste management, a broad range of disciplinary perspectives and practical recommendations exist and it is the aim of this paper to step back and take stock of the role of households and communities in resource consumption and waste generation patterns across the UK within recent decades. By exploring the household in this context, trends in consumption and waste generation are outlined in addition to key influencing factors such as lifestyles and well-being, demographics and environment. Finally, key lessons learnt, challenges faced going forward and approaches for developing more sustainable practices at the household, community and national levels are discussed.  相似文献

There is growing awareness of the positive impact of reducing the amount of wasted food on greenhouse gas emissions, energy use, food and water security, and land use. In developed nations, food waste generated in homes is a large contributor to the total amount of food waste. The behaviours and practices associated with this waste prevention (and waste generation) are complex for a number of reasons: food waste is the result of multiple, interacting activities and this leads to separation between the activity and their consequences. These behaviours are usually performed for reasons unrelated to waste prevention and have both a marked habitual element and a pronounced emotional component. Furthermore, the prevention of food waste has less ‘visibility’ to other people (e.g. neighbours) than many other pro-environmental behaviours (e.g. recycling), and therefore social norms around ‘waste’ play a reduced role compared to more ‘visible’ activities.This paper discusses insights into these behaviours from research funded by the Waste & Resources Action Programme (WRAP) and its partners in the UK. It discusses how these insights have been used in the development of a successful public-engagement campaign, which has been influential in the recent reduction in household food waste. These insights are also discussed in light of commonly used behavioural models, highlighting that many of these models are not designed for multiple, complex behaviours. However, considering the subject of food waste through the ‘lenses’ of different academic disciplines has helped the development of the public engagement on this issue.  相似文献

A questionnaire survey was conducted in 2002 on 1365 households in two prefectural-level cities in the Pearl River Delta, Jiangmen and Zhongshan. Three groups of issues are covered in this paper: 1) waste management literacy, concerns, and public participation; 2) waste recycling practices and the potential for waste avoidance; and 3) public environmental literacy. This study confirms findings from previous surveys and provides new information on important issues such as imposing monetary charges on waste and environmental activities, littering, source separation programs (SSPs), and public participation and expectations in local waste management. Saving up recyclable materials for redemption in waste depots is commonly practiced in mainland China regardless of the level of development of a city, although at the household level, high-income families tend to place less value on the revenues to be gained from redemption than lower income groups do. Data from the previous and the present studies indicate that such voluntary but largely economically driven waste recovery behavior diverts at least 10% of the household waste from the waste stream. Although uncompensated SSP is less appealing in the two cities than compensated SSP, it was found that when the median per capita income of a city reaches RMB2000 per month, a high participation rate for uncompensated waste recovery is more likely to occur. Education and income levels are the chief factors affecting littering behavior and the potential for waste avoidance. Contrary to general belief, the local Chinese community is active in microwaste management. The concern, however, is over the inability of the grassroots bureaucracy to deal with rising expectations for waste collection services and neighborhood cleanliness.  相似文献

Comparisons were made between two groups of households in a multi-family residential area in order to investigate how oral information through a door-stepping campaign can influence household food waste recycling behaviour from a quantitative as well as qualitative perspective. Source-separation behaviour was assessed both through weakly weighting of all source-separated food waste and dry recyclables as well as residual waste generated over a period of 104 weeks, as well as repeated waste composition analyses. Introduction of source-separation of food waste for biogas production significantly decreased the generation of residual waste in the whole case-study area. An average generation of 0.72 and 0.71 kg, household−1, week−1 of separately collected food waste was found amongst households receiving and not contacted through the door-stepping campaign respectively. The difference between the groups was not statistically significant. Four waste composition analyses show that the average source-separation ratio of food waste was higher and the ratio of incorrectly sorter material lower in the food waste fraction amongst households where oral information had been provided. A decrease over time in the source-separation ratio of food waste amongst households receiving oral information suggests a low durability of the door-stepping campaign. No signs were seen of increased source-separation ratio or decreased ratio of incorrectly sorted material amongst dry recyclables. The study supports previous findings pointing at accessibility as a key factor for increased recycling behaviour. However, results also suggest that such systems must address convenience also in the household interior.  相似文献

This study examines the challenges posed by solid waste by assessing the disposal methods practiced by residents in the Ijebu‐Ode Local Government Area (LGA) in Ogun State, Nigeria. Primary data were obtained through questionnaire administration. One out of every 10 houses was selected for sampling in six randomly selected wards of Ijebu‐Ode LGA. Three hundred and twelve questionnaires were administered on heads of households. Information elicited from the respondents covered solid waste disposal practices, the rationales behind those practices, and the respondents’ perceptions of environmental problems, including environmental health problems that could emanate from such practices. Data on environmental problems and environmental health problems measured on a 5‐point Likert scale were analyzed using Aggregate Weighted Mean Index. The computed Environmental Problem Indices (EPIs) and Environmental Health Problem Indices (EHPIs) were used to determine the severity of the respective challenges. The results established that blockage of drains with an EPI of 4.15 was a very severe environmental problem and flood hazard with an EPI of 3.55 was a severe environmental problem resulting from solid waste disposal practices. Incidence of malaria and cholera, with EHPIs of 2.85 and 2.56, respectively, were however ranked as not severe environmental health problems. The study concluded that solid waste disposal practices in Ijebu‐Ode LGA were unhygienic and unsafe, hence the need for government intervention to ensure the adoption of the necessary measures toward a safe and healthy environment.  相似文献

This study employs a unique household-level data-set to investigate the effectiveness of various waste separation policies under consideration of local socioeconomic contexts. Our results confirm previous findings that most demographic factors are generally not statistically significant. The findings suggest that waste separation knowledge, social capital, free provision of sortable containers and community collecting recyclables are positively associated with household involvement in waste separation. More importantly, while an increase in the garbage fee motivates non-sorting households to separate their waste into two categories of recyclables and non-recyclables, it also crowds out households’ preexisting motivations for sorting waste into three or more categories. The introduction of a garbage fee indeed substitutes rather than complements free provision of sortable containers and community collection of recyclables. Apart from actively fostering the creation of social capital, local authorities should, therefore, comprehensively design a compatible policy mix to adjust and optimize current management schemes for enhancing waste management practices.  相似文献

Local governments in Australia, especially in large urban areas, have faced a challenge of the growing quantity of waste generated and the diminishing space for waste disposal in recent years. The central government has demonstrated the importance of developing strategies to make full environmental costs and impacts of waste disposal and material recovery accountable for waste management decision-making. However, research into this field is limited. This paper investigates environmental accounting practices in local government waste management. From a survey conducted with local government authorities in New South Wales (NSW) Australia, it is found that overall the level of direct waste flow and activity accounting is higher than the level of hidden and external environmental cost accounting, though local governments tend to identify and use more physical information associated with waste flows and activities than relevant monetary information. External environmental impacts of waste disposal are often overlooked and show the lowest level of practices. The survey results also indicate that urban local governments have taken more environmental information into account than rural local governments, but such difference is not significant between local governments of different sizes. The complexity of waste technical services and operations is confirmed to have a positive and significant effect on the level of environmental accounting for waste management across local governments surveyed.  相似文献

This paper discusses the extent to which charity-led initiatives can contribute to capacity building for food justice in England. The paper draws on evaluations of two projects run by the charity Garden Organic: the Master Gardener Programme, operating a network of volunteers who mentor households, schools and community groups to support local food growing, and the Sowing New Seeds programme, which engages “Seed Stewards” to work with communities to encourage the growing and cooking of “exotic” crops. Based on qualitative data about peoples’ motivations for participation and the benefits that are experienced, we interpret these projects as examples of capacity building for food justice. We suggest that whilst currently depoliticised, the “quiet” process of reskilling and awareness raising that occurs through shared gardening projects could have transformative potential for people’s relationship with food. Finally, we use our findings to raise critical questions and propose future research about food justice concepts and practices.  相似文献

The aim of the East Anglian Waste Minimisation in the Food And Drink Industry Project was to develop waste minimisation capability in food and drink sector companies by providing a structured training programme and consultancy support to participating members of a business club. The business club forum provided the structure within which interactive training and development sessions were delivered. Expertise and assistance in implementing waste minimisation and waste management programmes was given to member companies at their sites.The project resulted in pound 1,800,000 per annum of identified savings with pound 1,100,000 of verified savings already achieved. Training and development contributed fundamentally to these project outcomes and achievements.The structured training package used three different approaches or methods. Teaching and workshop sessions were used to present interactive training on waste minimisation practice. These were supplemented by interactive 'report-back' sessions where the 'project champions' presented progress reports to the club on waste minimisation at their sites.An overview of the business club approach is described, together with an account of the successes and challenges of applying a structured training and development programme and the barriers to waste minimisation that were overcome. Training effectiveness was measured according to reaction, learning, application and impact.  相似文献

This paper clarifies household income, living and working conditions of dumpsite waste pickers at Bantar Gebang final disposal site for municipal solid waste generated in Jakarta, and investigates the feasibility of integrating the informal sector into formal waste management in Indonesia. The first author did fieldwork for totally 16 months at the site and quantitative field surveys were conducted twice during the period. All respondents in the first round quantitative survey (n = 1390) were categorized as follows: waste pickers, family workers, wage labors, bosses, family of the bosses, housewives, pupils/students, preschoolers, the unemployed, and others. Based on the results of the second round quantitative survey (n = 69 households), their average household income was estimated to be approximately US 216 dollars per month (n = 59 households), which was virtually equivalent to the minimum wage in Jakarta in 2013. Living conditions of scavengers at the site were horrible, and their working conditions were dangerous due to medical waste and other sharp waste. Polluted groundwater was one of the serious environmental problems at the site. Despite the social, health and environmental problems, they were attracted to the freedom of entering the informal recycling system in Bantar Gebang and withdrawing from the system, in which a lot of opportunities were provided for the people having few marketable skills to obtain cash earnings. The freedom of their choice should be guaranteed as a prerequisite before integrating the informal sector into formal waste management. Furthermore, special attentions are required when incomes of scavengers are the same level as minimum wages and the national economy is rapidly growing, because scavengers cannot easily change their jobs due to few marketable skills. Indonesian national waste laws and regulations should be properly applied to facilitate a socialization process at final disposal sites. Measures need to be taken to prevent children from working as informal recycling actors, especially for waste pickers aged 15 or younger.  相似文献

Due to the important role that the agricultural sector plays in sustaining growth and reducing poverty in developing countries, the adoption of practices that have the potential to simultaneously improve agricultural productivity while minimizing environmental impacts is essential. This paper examines the determinants of farmers’ perceptions of climate change and subsequent adoption of sustainable land management practices in the Niger basin of Benin. Binary and multivariate probit models are applied in a two‐stage regression procedure to cross‐sectional data collected through a survey of 545 randomly selected farm households in 28 villages. The findings indicate that there are substitutabilities among three pairs of sustainable land management practices being used by the farmers. Climate change perception is positively related to land tenure, experience in farming, number of relatives, tractor use, and membership in farmers’ organizations, and negatively related to household size, remoteness, and plough use. Moreover, the findings reveal that the uptake of land management practices is related to assets, land tenure, education level of the household head, remoteness, social network, non‐irrigated land size, having a farm located near a river/lake/stream, tractor and plough use, being a subsistence farmer or not, and memberships in farmers’ organizations. The adoption of sustainable land management practices could be encouraged through improving access to markets, adequate roads, and technologies, as well as by promoting membership in farmers’ organizations.  相似文献

Many developed countries are using a challenging Zero Waste concept to change current waste management practices to more sustainable methods of managing waste, including household waste. The concept includes waste prevention; high levels of recycling and recovery of all resources from waste; and behavioural change. This research provides a case study on the development of a Zero Waste Strategy (ZWS) for Charnwood Borough Council (CBC), an English Local Authority (LA), which has an established household waste management system.This paper describes the steps taken by the authors, together with CBC to devise and implement a ZWS. A series of focus groups were held involving elected members of the LA and members of the community. The aim was to identify the core aspects of environmental, operational and social demands in order to prioritise actions to be included in a draft ZWS. The draft underwent wider public consultation, which highlighted areas for revision, and following revision has been adopted by the LA. The ZWS takes into account local issues, local policies, alongside national strategies and legislation.Many of the options identified during this research complement each other and if used in combination may see large steps taken towards Zero Waste. This is difficult to achieve without a holistic approach to waste generation, collection, treatment and disposal. Key findings from this research are to switch the focus from recycling to reuse and waste prevention, alongside increasing education and behaviour change programmes for householders. Additionally, the potential value of separately collecting food waste, with a recognised high potential yield, must be explored to ensure meeting targets set in the ZWS and the requirements of the Landfill Directive.  相似文献

Municipalities everywhere are coping with increasing amounts of solid waste and need urgently to formulate efficient and sustainable solutions to the problem. This study examines the use of economic incentives in municipal waste management. Specifically, we address the issue of recycling, if and when this waste management option is—on social welfare grounds—a preferred solution.A number of studies have recently assessed the monetary value of the externalities of alternative solid waste management options. In the present context, these subsidies could be interpreted as the implicit value of the benefits from reducing environmental externalities associated with landfilling as perceived by local government authorities. We surmise that the difference between mean households willingness to pay (WTP) for recycling services, via the purchase of a subsidized waste disposal facility, and the above (proxy) value of externalities reflects the difference between private and public perception regarding the negative externality associated with landfilling. We believe that this information is useful in determining the level of subsidization needed (if at all) to sustain any recycling program.The study is unique in the sense that its conclusions are based on revealed household behavior when faced with increased disposal costs, as well as information on WTP responses in hypothetical but related (and, therefore, familiar) scenarios. The article also explores the influence of the subsidization schemes on recycling rates. It was found that with low levels of effort needed to participate in a curbside recycling program, households participation rates are mainly influenced by economic variables and age, and households are willing to pay a higher price for the recycling scheme. When the required effort level is relatively high, however, households would pay a lower price, and the rate is influenced mainly by their environmental commitment and by economic considerations. We found that in both cases a subsidy would be required in order to achieve an efficient level of recycling. The median price that households are willing to pay for recycling devices is found to be about NIS 370 (New Israeli Shekel, approximately $90).  相似文献

Instruments to reduce waste can be divided into three groups: first, pecuniary incentives; second, service level; finally, measurements stimulating prevention and waste reduction. Also specific characteristics of the community determine the amount of waste generated. We evaluate whether findings in literature on effectiveness of policy measures are valid for Belgium, specifically for the Flemish region. The policy mix instituted by the Flemish authorities in the ‘implementation plan household waste 2003–2007’ and implemented by local authorities, is assessed. Multiple regression analysis identifies those measurements having the greatest impact on household solid waste.We found an income elasticity of 0.326. Also the provided service level has a significant impact. Pecuniary incentives are effective instruments in reducing waste, with a price elasticity of −0.139. Furthermore, a higher percentage of direct costs, directly attributable to waste services, borne by households, reduces waste. A consequent implementation of the ‘polluter pays’ principle proves to be effective.  相似文献

Although the household level is recognized as a potentially important area for the application of ecological footprint (EF) analysis, almost no work has been reported in the academic literature on EF analysis at this level. This paper describes the application of a new, diary-based data acquisition methodology used in a component approach to estimate the EF of a small number of households in Aberdeen, Scotland. Feedback from householders indicated that the diary proved useful in educating participants about their environmental impacts and made EF findings convincing. The methodology was, however, time consuming for both participants and researchers, and it is concluded that future household level applications of EF analysis might combine a simplified diary with other forms of data acquisition. Findings also suggest that the presentation of EF results alone is unlikely to promote more environmentally conscious attitudes amongst householders unless specific EF components are identified for the householder to act upon.  相似文献

With the annual increase in waste generation and heavy reliance on landfilling as disposal, method in Malaysia, it is just a matter of time before significant problems of space limitations, health, and environmental issues hit the nation severely. This paper attempts to develop an overview on solid, waste recycling in Malaysia at the most basic level of a community or nation which is the household, unit. Households are the main primary source of municipal solid waste in Malaysia, consisting of, recyclable materials at most 70% to 80% of the total waste composition as found placed in the, landfills. Overview on the existing household solid waste recycling policy and program status in, Malaysia is relevant in enhancing solid waste management measure from recycling perspective. Despite the high potential and opportunities for solid waste recycling, wastes are still simply being, dumped in an open area of ground without any attempt for recovery and recycling. Comparing to, recycling rates of neighboring countries, Malaysia is falling back at merely 5% which proves how, uncommon recycling practice is. The government is committed to significantly improve the national's, solid waste management services especially in waste minimization. Fortunately the emphasis on, recycling as a sustainable waste management strategy has taken a shift in paradigm as wastes, separation and recycling are part of the major changes in the current policy implementation. With, issues and challenges in recycling practice that were highlighted in this context especially from the, aspects of information availability and other loopholes within solid waste management policies and, related recycling program within the community, the question on whether the goals in 2020 can be, met remains unsure of but there is a possibility for a successful implementation of sustainable solid, waste management particularly in recycling.  相似文献
