Much of Sub‐Saharan Africa is burdened with water scarcity and poverty. Continentally, less than four percent of Africa's renewable water resources are withdrawn for agriculture and other uses. Investments in agricultural water management can contribute in several ways to achieving the Millennium Development Goals of eradicating extreme poverty and hunger and ensuring environmental sustainability. Increased yield and cropping area and shifts to higher valued crops could help boost the income of rural households, generate more employment, and lower consumer food prices. These investments can also stabilize output, income and employment, and have favourable impacts on education, nutrition and health, and social equity. Investments in agricultural water management can cut poverty by uplifting the entitlements and transforming the opportunity structure for the poor. The overall role of investments in agricultural water management in eradicating hunger and poverty is analyzed. This paper contributes to the present debate and efforts to identify strategies and interventions that can effectively contribute to poverty reduction in Africa. It provides an overview of population growth, malnutrition, income distribution and poverty for countries in three case study river basins — Limpopo, Nile, and Volta. With discussions on the contribution of agriculture to national income and employment generation, the paper explores the linkages among water resources investments, agricultural growth, employment, and poverty alleviation. It examines the potential for expansion in irrigation for vertical and horizontal growth in agricultural productivity, via gains in yield and cropping area to boost the agricultural output. Factors constraining such potential, in terms of scarcity and degradation of land and water resources, and poor governance and weak institutions, are also outlined. The paper argues that increased investments in land and water resources and related rural infrastructure are a key pathway to enhance agricultural productivity and to catalyze agricultural and economic growth for effective poverty alleviation.

The resource curse
Countries that possess rich mineral deposits, it is widely assumed, are fortunate. Such deposits are assets, part of a country's natural capital. Mining is the key that converts dormant mineral wealth into schools, homes, ports, and other forms of capital that directly contribute to economic development. Over the past two decades, however, a more negative view of mining has emerged that questions the positive relationship between mineral extraction and economic development. The impetus for the alternative view came from empirical studies suggesting that countries where mining is important have not grown as rapidly as other countries. More recent studies have explored the possible reasons behind the disappointing performance of many mineral producing countries. While the central point of contention between the conventional and alternative views — namely, whether or not mining usually promotes economic development — remains unresolved, there is widespread agreement that rich mineral deposits provide developing countries with opportunities, which in some instances have been used wisely to promote development, and in other instances have been misused, hurting development. The consensus on this issue is important, for it means that one uniform policy toward all mining in the developing world is not desirable, despite the recent suggestions by some to the contrary. The appropriate public policy question is not should we or should we not promote mining in the developing countries, but rather where should we encourage it and how can we ensure that it contributes as much as possible to economic development and poverty alleviation.

This short note discusses methodological obstacles to the collection of microeconomic data in artisanal and small-scale mining communities. International donor organizations are supporting policy efforts that enhance the contribution to poverty alleviation of this mining subsector. The design and evaluation of such policy interventions require data on income, expenditure, investment, and savings in mining households and communities. These data are difficult to come by. Incomes are variable; migrants may work far from home; miners often work informally and sometimes illegally; mining populations and communities are heterogeneous and transient; and miners have many reasons to distort information. Legalization and organization of miners in cooperatives would facilitate documentation and research. These processes, however, are beyond the control of the typical policy consultant or donor organization. On their part, these parties can adopt an alternative model of research. This model involves the community in project development, data collection, and monitoring. It emphasizes continuity, cultural diversity, trust building and learning. The data thus collected should provide a firm basis for programmes that promote more sustainable livelihoods in artisanal and small-scale mining communities.

When water supply improvements are coupled with opportunity to create income through micro–enterprises, time released from water collection is converted into income earned. This brings several benefits: reduced drudgery, higher household income, and, consequently, greater women's empowerment through changing gender relations within the household. This article documents the performance of one such scheme in Banaskantha District in the state of Gujarat in India, one of poorest districts in the state and the country. Here, due to the efforts of the Self–Employed Women's Association (SEWA), an Indian NGO, poor women are reaping the social and economic benefits of a government–run regional piped water supply scheme, a project funded by Dutch bilateral aid, focusing on women's development. If government policy–makers took the cue and formulated programmes and schemes that combined these two aspects, viz., actions that release time for rural women from daily chores (e.g., collecting water, fuel wood and fodder)and opportunities for sustainable micro–enterprises to convert time saved into income, this could become a reliable route out of rural poverty into gender–sensitive sustainable development.

The European Union (EU) and member states alike are following a tradition of addressing fuel poverty and vulnerability at the point of purchase by final consumers by seeking to influence the impact of income, energy price and the built environment on the ability of household consumers to access the energy that they need. By focusing on the conditions of energy transmission in the most rapidly growing renewable electricity sector in the UK – offshore wind – this paper aims to question whether the regulatory socio-technological framing of renewable electricity transmission is reproducing conditions for fuel poverty and vulnerability in the UK. By drawing a comparison with renewable electricity transmission in Bulgaria, this paper argues that the problem might be symptomatic of the EU as a whole. While not arguing against the proliferation of renewable electricity and its importance in meeting the 2020 targets, this paper calls for expanding the scope of fuel poverty alleviation policy throughout the whole renewable electricity supply chain, building on Helm's argument that energy companies at the middle of the supply chain are better suited to deliver fuel policy.

The goal of this article is to understand strategies by which both the environmental and poverty alleviation objectives of PES programs can be achieved cost effectively. To meet this goal, we first create a conceptual framework to understand the implications of alternative targeting when policy makers have both environmental and poverty alleviation goals. We then use the Grain for Green program in China, the largest PES program in the developing world, as a case study. We also use a data set from a survey that we designed and implemented to evaluate the program. Using the data set we first evaluate what factors determined selection of program areas for the Grain for Green program. We then demonstrate the heterogeneity of parcels and households and examine the correlations across households and their parcels in terms of their potential environmental benefits, opportunity costs of participating, and the asset levels of households as an indicator of poverty. Finally, we compare five alternative targeting criteria and simulate their performance in terms of cost effectiveness in meeting both the environmental and poverty alleviation goals when given a fixed budget. Based on our simulations, we find that there is a substantial gain in the cost effectiveness of the program by targeting parcels based on the “gold standard,” i.e., targeting parcels with low opportunity cost and high environmental benefit managed by poorer households.

The implementation of large-scale programmes for environment and development presents two main challenges: the tensions between both goals and the disconnect across policy levels. To contribute to overcoming these challenges, we assess a national multi-partnership programme for poverty alleviation and wetland restoration in South Africa: Working for Wetlands. We analyse this innovative polycentric programme at the macro and micro levels. At the national level, we assess the policy development and implementation model. At the local level, we analyse its impact on livelihoods and on opinions about development and the environment at a specific location. We use data from in-depth interviews across scales, household surveys (n = 47) and focus group discussions. The strengths of this programme can inform more effective design of further large-scale environment and development policies. However, critical issues originated at the national scale are likely to hinder the permanence of improvements at the micro level.

Using secondary data from a socio-economic quantitative household survey of the North Central region of Vietnam, the main aim of our study is to analyze the causal effect of forest resources on household income and poverty. Based on the observed characteristics of a forest-based livelihood and forest-related activities, we use a propensity score matching (PSM) method to control for potential bias arising from self-selection. The PSM results indicate that households with a forest-based livelihood had a higher level of income and lower poverty rates than did those without. Interestingly, our findings confirm that a forest-based livelihood offers much higher income than any other type of livelihood adopted by local households. Also, the poverty rate among households with a forest-based livelihood is lower than those earning non-labor income or engaged in wage/crop and crop livelihoods. Among households and provinces, we find varying opportunities deriving from forest resources, suggesting that there are potential barriers hindering local households from pursuing a forest livelihood or participating in some forest activities. Therefore, government policy and regulations on forest management should focus on improving the access of households to forest resources, while enhancing the sustainability of these resources.
