This paper is an attempt to examine issues and problemsraised by agricultural biotechnology by drawing on the richnessof contemporary ideas in ethical theory and thereby contribute tothe project of establishing new approaches to these problems. Thefundamental argument is that many of the negative aspects ofagricultural biotechnology are generated at the level of theunderlying conceptual frameworks that shape the technology'sinternal modes of organization, rather than the unintendedeffects of the application of an inherently benevolent set oftechniques. If ``food ethics' is to address the adverse impacts ofagricultural biotechnology, it must ultimately challenge theseconceptual frames, which, I argue, emerge from Enlightenment,liberal, political, and economic theory.The translation of traditional bioethics (focusing on principlessuch as autonomy and rights, justice, and well being) into foodethics does not produce the critical tools that are ableadequately to challenge the harmful legacy of Enlightenmentthinking. What is needed are reorientations of ethics that arecapable of formulating concepts and approaches that to someextent break with the presuppositions that underpin biotechnologyat its foundation. This paper suggests that narrative andfeminist critiques of medical bioethics are a good place to startin this project.  相似文献

Academics and policy makers seeking to deconstruct landscape face major challenges conceptually, methodologically and institutionally. The meaning(s), identity(ies) and management of landscape are controversial and contested. The European Landscape Convention provides an opportunity for action and change set within new governance agendas addressing interdisciplinarity and spatial planning. This paper critically reviews the complex web of conceptual and methodological frameworks that characterise landscape planning and management and then focuses on emerging landscape governance in Scotland within a mixed method approach involving policy analyses, semi-structured interviews and best practice case studies. Using Dower's (2008) criteria from the Articles of the European Landscape Convention, the results show that whilst some progress has been made in landscape policy and practice, largely through the actions of key individuals and champions, there are significant institutional hurdles and resource limitations to overcome. The need to mainstream positive landscape outcomes requires a significant culture change where a one-size-fits-all approach does not work.  相似文献

Excessive exploitation of and skewed access to dwindling water resources raise serious water justice concerns. Environmental justice movements and related literature have raised critical questions regarding the unequal distribution of the costs and benefits of a development paradigm that is founded on excessive exploitation and appropriation of natural resources. This paper explores the growing relevance of a water justice framework that addresses both the social and ecological aspects of water use and appropriation, with reference to a four-decade long water conflict over the Chaliyar River in Kerala, South India. It highlights how ecosystem degradation and denial of justice go hand in hand. The paper argues that the framing and articulation of the conflict in a partisan manner led to the glossing over of certain critical features, thus preventing a full view of water injustices. It also failed to inform subsequent policies and practices in this regard.  相似文献

Abstract

This article reports the findings of a qualitative study with residents living in six deprived neighbourhoods in the UK and the front-line workers and local policymakers responsible for the renewal of these areas. The study was an attempt to raise awareness of local environmental concerns in the context of a national and local policy agenda, which has, until recently, largely overlooked the impacts of degraded environments on the lives and activities of the people who live in them. A key aim for the study was to raise people's concerns with local decision-makers and examine how far these might be addressed through the existing financial, administrative and legislative arrangements for neighbourhood renewal in the UK, namely Local Strategic Partnerships. The research was designed to provide practical lessons and policy recommendations for others wishing to raise the profile of environmental justice in the context of neighbourhood level regeneration projects, in both the UK and elsewhere in the ‘developed’ world.  相似文献

Management of fresh water resources meets a range of often conflicting interests. Waterways usually run across political and administrative borders and hence make management difficult and collective action politically challenging. In order to meet these challenges, multi-level bioregional approaches to water management have been called for. Such an approach is institutionalised in the EU's Water Framework Directive (WFD). This paper presents the experiences of the Morsa water sub-district in southern Norway, a pilot for implementing the WFD. The paper discusses Morsa in the light of four principles for multi-level water governance: management on a bioregional scale; polycentric governance; public participation; and an experimental approach to water governance. Contrary to widely held assumptions that collective action in polycentric networks will be difficult because actors will follow their own narrow interests, the findings demonstrate how this is not an absolute truth, and how social action cannot be fully explained by rational action theories. The analysis concludes that the relative success of Morsa relates to a complex of factors, including openness of practices and active involvement of key actors, strong but including leadership, and a knowledge based ‘hybrid’ type of multi-level network combining horizontal and vertical network governance.  相似文献

This paper seeks to find possibilities forreconciliation of the implementation of theprecautionary principle and the promotion ofinternational trade of genetically modified organisms,based on the assumption that a sustainabledevelopment is a right objective to strive for. Itstarts with an explanation of the background and therole of the precautionary principle, and describes inwhat way measures based on the precautionary principlecan easily lead to the creation of trade barriers. Thearticle then examines to what extent the WTO (WorldTrade Organisation) Agreements allow theimplementation of the precautionary principle. Inaddition, structural conflicts between the perceptionof the precautionary principle and the concept oftrade liberalisation will be evoked. In public debates, agricultural biotechnology is almost invariably discussed as a potential threat to the environment and to human health. Without downplaying the risks associated with this technology we emphasize that if properly regulated, it can be a forceful tool to solve environmental problems and promote human health. Agricultural biotechnology can reduce environmental problems in at least three ways: it can diminish the need for environmentally damaging agricultural practices such as pesticides, fertilizers, tillage, and irrigation. It can reduce the land area needed for agriculture, thus reducing the CO2 effect of agriculture and improving biodiversity. It can produce energy in a CO2-neutral way (especially if new technologies involving the cultivation of microalgae become successful). Furthermore, agricultural biotechnology can have positive effects on human health by decreasing occupational and dietary exposure to pesticides, improving the nutritional value of food, and producing pharmaceuticals more efficiently. We argue that those who wish to give high priority to environmental goals cannot afford any longer to be mere onlookers while others decide the future directions of agricultural biotechnology.  相似文献

The urban waste treatment service has been a sensitive issue for the Portuguese governments in the past decades. Among other measures, the environmental and economical issues led to the creation of a sector-specific regulator for the waste sector. Considering this atypical circumstance in the worldwide context it is worth studying the external factors that may influence the waste utilities efficiency along with the regulation role. In this regard, we applied the parametric approach of the stochastic frontier analysis to evaluate the influence of the operational environment on the urban waste services performance. The sample included 32 utilities responsible for the waste treatment service in Portugal. The results showed a negative influence of factors, such as the existence of regulation, the distance to the waste treatment facilities and the provision of other services on utility performance. We also observed some benefits from privatisation and incineration, although these options have some particular features.  相似文献

Over the last years, Norway has revised its animal welfare legislation. As of January 1, 2010, the Animal Protection Act of 1974 was replaced by a new Animal Welfare Act. This paper describes the developments in the normative structures from the old to the new act, as well as the main traits of the corresponding implementation and governance system. In the Animal Protection Act, the basic animal ethics principles were to avoid suffering, treat animals well, and consider their natural needs and instincts. In addition, a principle for balancing our duties towards animals with the needs and interests of humans was expressed by the formulation “unnecessary suffering.” These principles (only with slightly different formulations) are retained in the new act. The novelty of the new act is shown by its explicit intention to promote respect for animals and its recognition of animals’ intrinsic value. Whereas intrinsic value is only given a symbolic function, the notion of respect is intended to have practical consequences. One interpretation of respect for animals is taking the animal’s integrity—and not only welfare—into account. Another is to see the introduction of respect as a call to animal keepers to provide animals with welfare exceeding the minimum requirements. In several respects, the legal system now seems to leave more responsibility to the individual animal keeper—and to citizens in general. I argue that if the authorities really do want to promote respect for animals, they must at the same time initiate activities to achieve this. In my perspective the challenge is to provide adequate measures to achieve in practice the intended respect for animals expressed in the new act.  相似文献

Although the application of complex integrated models to wastewater systems is useful, it is often difficult to implement and not always suitable for the design of new systems or for their rehabilitation. Integrated simple approaches that allow assessing the environmental performance of urban wastewater systems may be advantageous, especially during the initial phases of the system planning process. This paper presents an original, straightforward approach that can be used for planning, design and operation of urban wastewater systems. The INtegrated Simplified Approach (INSA) combines the concepts of performance indicators with mass balances and can be applied to wastewater systems as a management support tool, particularly in situations where there is lack of data, economic limitations or time constraints. The INSA was applied to the Algés-Alcantara wastewater system to evaluate its environmental performance and to simulate the individual or combined impact of the rehabilitation measures proposed, thus defining their priority. The results clearly indicate that, despite the investment already made upgrading the wastewater treatment plant (WWTP), the proposed interventions must be implemented to ensure an acceptable environmental performance of the system. In addition, the results demonstrate the significant pollution loads present in stormwater, frequently higher than the pollution loads discharged into receiving waters during dry weather.  相似文献

This paper explores citizens’ views about the welfare of farmed fish and the mental abilities of fish with a large survey data sample from Finland (n = 1,890). Although studies on attitudes towards animal welfare have been increasing, fish welfare has received only limited empirical attention, despite the rapid expansion of aquaculture sector. The results show that the welfare of farmed fish is not any great concern in the Finnish society. The analysis confirms the distinct character given to farmed fish compared to traditional farmed animals. Salmon are rated low in their mental abilities, including the capacity to feel pain, which may weaken ethical concerns for fish welfare. When analyzing the social determinants surrounding the rating of the welfare of farmed fish, it was shown that fish welfare attitudes follow general animal welfare attitudes regarding age and place of residence as fish welfare tends to be rated more negatively among younger age groups and among urban residents. However, no clear connection could be identified between gender and the rating of fish welfare, which may suggest that the distinct cultural categorization of fish diminishes the typical gender difference identified in animal attitudes. It is concluded that in order to improve awareness about fish welfare, there is a need to increase dissemination of scientific knowledge about fish and their welfare. Moreover, further research should be directed toward studying the moral positioning of fish and the distinct moral categorization they receive.  相似文献

Stakeholders in plantation forestry are increasingly aware of the importance of the ecosystem services and non-market values associated with forests. In New Zealand, there is significant interest in establishing species other than Pinus radiata D. Don (the dominant plantation species) in the belief that alternative species are better suited to deliver these services. Significant risk is associated with this position as there is little objective data to support these views. To identify which species were likely to be planted to deliver ecosystem services, a survey was distributed to examine stakeholder perceptions. Stakeholders were asked which of 15 tree attributes contributed to the provision of five ecosystem services (amenity value, bioenergy production, carbon capture, the diversity of native habitat, and erosion control/water quality) and to identify which of 22 candidate tree species possessed those attributes. These data were combined to identify the species perceived most suitable for the delivery of each ecosystem service. Sequoia sempervirens (D.Don) Endl. closely matched the stakeholder derived ideotypes associated with all five ecosystem services. Comparisons to data from growth, physiological and ecological studies demonstrated that many of the opinions held by stakeholders were inaccurate, leading to erroneous assumptions regarding the suitability of most candidate species. Stakeholder perceptions substantially influence tree species selection, and plantations established on the basis of inaccurate opinions are unlikely to deliver the desired outcomes. Attitudinal surveys associated with engagement campaigns are essential to improve stakeholder knowledge, advancing the development of fit-for-purpose forest management that provides the required ecosystem services.  相似文献

/ This paper combines a review of recent publications on the effectiveness of environmental enforcement in the United States with new data to address the question of what type of enforcement activity is most productive. Using data on 39 state National Pollutant Discharge Elimination System (NPDES) programs, the measures of effort and cost typically applied to environmental enforcement and inspection activities were tested for relationships with compliance outcomes. No statistically significant relationships were found. In the absence of any improving trend in traditional measures of compliance, this lack suggests all enforcement systems presently used by states are failing. To work, an environmental enforcement system needs to include maintenance and restoration of compliance, real deterrence, mobilization of public opinion, minimal obtrusiveness, conformity with legal search requirements, cost-effectiveness for all parties, effective primary role for skilled inspectors, self-monitoring, compatibility with environmental management systems (e.g., ISO 14000), environmental auditing, robustness in the face of changing strategies by permittees, segregation of technical assistance from enforcement, team orientation, adaptability to multimedia, and, most difficult of all, disconnection from today's timely, appropriate, proportionate standard. These goals can be achieved through a proposed new environmental enforcement approach built on infrequent, random, but thorough inspections leading to fully documented enforcement actions resulting in high penalties. The enforcement system used by the Vienna übahn, or subway, can serve as a model for this type of environmental enforcement system. Increased salinity in spawning and nursery grounds in the Savannah River estuary was cited as the primary cause of a 97% decrease in adult striped bass (Morone saxatilis) and a concomitant 96% decrease in striped bass egg production. Restoration efforts focused on environmental remediation and stock enhancement have resulted in restored salinity patterns and increased egg and adult abundances. However, future water needs or harbor development may preclude further recovery by reducing freshwater inflow or increasing salinity intrusion. To assess the effect of potential changes in the salinity regime, we developed models relating discharge, tidal phase, and salinity to striped bass egg and early larval survival and re-cast these in a quantitative Bayesian belief network. The model indicated that a small upstream shift (≤1.67 km) in the salinity regime would have the least impact on striped bass early life history survival, whereas shifts >1.67 km would have progressively larger impacts, with a 8.33-km shift potentially reducing our estimated survival probability by >28%. Such an impact could have cumulative and long-term detrimental effects on the recovery of the Savannah River striped bass population. The available salinity data were collected during average and low flows, so our model represents some typical and some extreme conditions during a striped bass spawning season. Our model is a relatively simplistic, “first-order” attempt at evaluating potential effects of changes in the Savannah River estuarine salinity regime and points to areas of concern and potential future research.  相似文献

According to the United States Environmental Protection Agency (US EPA), a significant percentage of residential onsite sewage systems (OSSs) are failing at any given time. The US EPA has therefore issued a set of recommended guidelines for OSS regulatory programs aimed at reducing overall failure rates. We conducted a survey of OSS regulatory program administrators with jurisdictions bordering a Great Lake. Our goal was to determine their programs’ capacities to meet the US EPA’s recommendations. We found that although some local programs meet the US EPA’s recommendations, most do not. In this article, we present our findings and conclusions for one of the US EPA’s models, the baseline “Homeowner Awareness” model. Most areas do not have recommended requirements that systems be inspected when properties transfer between owners. A majority do not track changes in ownership within the computerized databases they use to record information about systems. Although most provide at least “one-time” information to homeowners regarding proper OSS maintenance, most do not contact them periodically with reminders of needed maintenance. We include recommendations for resolving some of the issues that our research identified.  相似文献

/ The part of the Doubs River between Montbeliard and Dole (France), i.e., downstream from the confluence with the Allan River, will be affected by the Rhine- Rhone connection project. In order to improve the understanding of the Doubs ichthyofauna, aquatic environments of the Doubs were sampled by electrofishing. Fish diversity and the presence of some rheophilic species demonstrated the good ecological quality of some stretches of the Doubs. This quality was due to alternating areas with very diversified aquatic environments (riffles, islands and side-arms, backwaters) and a considerable range of flow velocities. The differences in the structure of the fish communities of the different types of aquatic environments were more qualitative (fish species) than quantitative (number of species and number of fish). However, the mean number of fish was statistically lower in the canals (Freycinet canal and channelized part of the Allan River) than in the main course and in the backwaters. The natural parts of the Doubs (unnavigable reaches) showed the most diversified environmental structure and had the most rheophilic fish communities. Thus, the rheophilic species were well represented, but they proved also the most vulnerable to river regulation. However, the most abundant fishes throughout the Doubs River were generalists with no special requirements for food sources or spawning substrate.KEY WORDS: Fish communities; Regulation; Restoration; Floodplain; Large ship canal; Doubs River  相似文献
