ABSTRACT Many of the resources generating aesthetic and visual benefits are publically owned and their optimum use and development depends upon public investment. Traditionally, public investment decisions have been couched in economic terms requiring quantitative measurement of benefits and costs. Since many of the benefits these resources provide are not consumed when they are enjoyed, the total contribution of the resource is imperfectly measured in the usual market sense. Thus, if the provision of these public goods is left to the conventional market mechanism, less than socially optimal investment may occur. This study was designed to investigate whether aesthetic preferences related to water projects could be determined, and whether they differ among different groups of people. A Q sort of 44 photographs of a wide variety of water development projects was conducted with two groups, i.e., photographers (aesthetic man) and town assessors (economic man). The resultant analysis identified two significant factors. Factor 1 provided insight into a hypothesis of nature dominant or man dominant scenes. Factor 2 indicated that the respondents had a negative preference for projects which were in varying stages of completion or appeared to be polluted. Preferences were consistent between the two groups tested. The test revealed that people do not necessarily equate only naturalness with aesthetic appeal, but will accept development as aesthetic, provided that it is designed to complement the natural landscape.  相似文献

Integrated water resource management (IWRM) requires accounting for many interrelated facets of water systems, water uses and stakeholders, and water management activities. The consequence is that project analysis must account for the nonseparability among the component parts of IWRM plans. This article presents a benefit‐cost (B‐C) analysis of a set of projects included in the Yakima Basin Integrated Plan proposed for the Yakima Basin in south‐central Washington State. The analysis accounts for interdependence among proposed water storage projects and between water storage and water market development in the context of historical and more adverse projected future climate scenarios. Focusing on irrigation benefits from storage, we show that the value of a given proposed storage project is lower when other proposed storage projects in the basin are implemented, and when water markets are functioning effectively. We find that none of the water storage projects satisfy a B‐C criterion, and that assuring proposed instream flow augmentation is less expensive by purchasing senior diversion rights than relying on new storage to provide it.  相似文献

In this paper we quantify the additional water quality benefits that can be achieved through coordinated cumulative impact management. To do this we simulate coordinated and un-coordinated revegetation investments and compare their impact on achieving regional water quality goals. Our results show that coordination between multiple mining companies achieves additional benefits since prioritization is enabled across a broader range of investment opportunities. Additionally, when coordinated investment is permitted beyond the boundaries of coal mining leases, results show that additional benefits are greatly enhanced since these regions provide more rewarding investment opportunities. Results illustrate (a) how regional coordination may influence reputational benefits of investments, and (b) that coordination is beneficial when investment opportunities are unevenly distributed across the landscape. When additional benefits are achievable, we suggest that mining companies should develop collective investment projects with an understanding of how coordination influences project costs. Similarly, investment projects should be developed with an understanding of investment tradeoffs and how these may adversely impact on regional stakeholders and hence industry reputation. The mining industry has significant potential to contribute to regional wellbeing; however, land management policies must be flexible and promote incentives to enable companies to invest beyond compliance.  相似文献

Large-scale water projects have long been undertaken for the benefit of people. Information appears to be needed as to who benefits as a result of these projects. The hypothesis was tested that regional income and employment benefits would be closely related to areas where water projects were located. The analytical procedure centered on cluster analysis used to delineate counties in the Tennessee River Watershed on the basis of changes in selected variables over different periods. The hypothesis was rejected. It was concluded that benefits of water projects were not necessarily confined to isolated areas near projects but were regional.  相似文献

ABSTRACT: The Rural Clean Water Program has provided a unique opportunity to study the economics of agricultural nonpoint source pollution control. Several implications for improving the economic efficiency of future agricultural nonpoint source pollution control programs can be drawn from the results. First, individual projects should be targeted towards water bodies that have water quality problems causing economic damages. Considerable variation can exist among areas in the magnitude of economic damages, which may not be proportional to physical impacts. Second, the relative costs and effectiveness of the practices selected to reduce the delivery of pollutants can vary dramatically from one location to another. Early identification and emphasis on cost-effective BMPs can substantially reduce project costs and may make a project economically justifiable that would not otherwise be so. Finally, some projects that do not hive potential economic benefits from water quality improvements exceeding government cost may have on-farm benefits from reduced costs and increased long-term yields that are sufficient to make total benefits (water quality and on-farm) exceed costs.  相似文献

A budget allocation system for regional water quality management to achieve environmental sustainability was developed in this study to assist a local authority with making appropriate budget allocations for improving Regional Water Environmental Sustainability (RWES) in an efficient manner. The system consists of visions and goals, RWES indicators, and an analysis of budget allocation versus RWES. Visions and goals define task priorities for improving water environmental sustainability. Indicators are used to measure the progress of related tasks toward RWES goals. These indicators are classified by the Driving Force-State-Response (DSR) framework to facilitate the analysis of relationships among indicators. Linkages between budget allocation and indicators are also analyzed, and the result is used to assess whether the available budget is allocated properly to raise the RWES. The applicability of the system is demonstrated by a case study involving a local environmental protection authority.  相似文献

ABSTRACT: Most of us are aware, or feel we are aware, of the impacts of major water resources projects on our lives. “Dam-lovers” note the life-saving flood-risk reduction and recreational benefits of a proposed reservoir, while “dam-haters” bemoan the future drowning out of the wildlife habitat of its river valley, and the recreational disbenefits to stream (as opposed to lake) fishermen. Water supply projects can often be given such a revered status, assuming the “obvious” tenet that water, air, food, and shelter are basic requirements of decent living, that the economic viability of the project may not even be assessed. Water resources planners are supposed to impartially weigh the environmental and economic benefits, and especially now, the energy implications of all proposed water projects, but many times the partial views of political or public advocates may be hard to ignore. The assumptions used in the planning of four recent water projects in the Province of Alberta will be presented and some revisions suggested which materially affect their Benefit/Cost ratios. In one project that is still in the public hearing stage, the economic analysis will be revealed, indicating that the original B/C ratio of about 1.6:1 might be more realistically placed at 0.6:1. In another project just completed, the apparent lack of an economic or energy analysis that has resulted in a perpetual and unnecessary energy load on the province, will be described.  相似文献

The estimation of the value of recreation benefits resulting from improved water quality is required for many purposes. In particular, the Water Pollution Control Act of 1980 requires the consideration of the reasonableness of costs of reducing water pollution in relation to benefits to be derived from establishing effluent standards (Clean Water Act of 1977). Recreation is often the most important benefit resulting from water quality improvement. Current methods used to calculate recreation benefits are either not site-specific or are expensive and controversial. This paper presents a relatively simple, inexpensive, and less controversial method of calculating site-specific recreation benefits resulting from improved water quality. It does this by producing an upper bound estimate which often is adequate for the relevant decision. The upper bound estimates is based on two assumptions: 1) there are alternative equivalent substitute sites for the newly augmented water quality site, and 2) the new augmented recreation opportunities at the site will be used to their maximum supply capacity. Clearly, if an upper bound benefit estimate in a cost-benefit ratio does not produce a favorable ratio, no other benefit estimate will. In cases where this estimate produces an ambiguous result resort must be had to other more precise methods of estimation.  相似文献

This article evaluates the implementation of Proposition O, a stormwater cleanup measure, in Los Angeles, California. The measure was intended to create new funding to help the city comply with the Total Maximum Daily Load requirements under the federal Clean Water Act. Funding water quality objectives through a bond measure was necessary because the city had insufficient revenues to deploy new projects in its budget. The bond initiative required a supermajority vote (two-thirds of the voters), hence the public had to be convinced that such funding both was necessary and would be effective. The bond act language included project solicitation from the public, as well as multiple benefit objectives. Accordingly, nonprofit organizations mobilized to present projects that included creating new parks, using schoolyards for flood control and groundwater recharge, and replacing parking lots with permeable surfaces, among others. Yet few, if any, of these projects were retained for funding, as the city itself also had a list of priorities and higher technical expertise in justifying them as delivering water quality improvements. Our case study of the implementation of Proposition O points to the potentially different priorities for the renovation of urban infrastructure that are held by nonprofit organizations and city agencies and the importance of structuring public processes clearly so that there are no misimpressions about funding and implementation responsibilities that can lead to disillusionment with government, especially under conditions of fiscal constraints.  相似文献

Recycled water use in urban areas is viewed as one part of the solution to Australia's water shortage. The effectiveness of policies designed to promote recycled water systems depends on the acceptance by the community of the price, colour, odour and salt content of the recycled water. In Australia and other countries, limited research has been conducted that investigates community attitudes to and willingness to pay for recycled water, especially in urban settings. Community acceptance of recycled water and the economic feasibility of such projects have not been widely evaluated, even though the long-term feasibility of many projects is dependent on such information. This paper examines the attitudes of an urban Australian community living at Mawson Lakes in South Australia, to using recycled water for non-potable domestic purposes. Conjoint analysis (CA) was used to evaluate participant's (n=136) preferences for various attributes of recycled water (colour, odour, salt content and price) for various uses (garden watering, toilet flushing and clothes washing). The analysis was used to estimate the respondent's willingness to pay (WTP) for quality increases for each of the attributes. Differences in WTP were investigated according to various demographic variables including income and education. Results indicate that for garden watering having 'low salt levels' is the most important attribute of recycled water, for clothes washing 'colourless' is the most important attribute, and for toilet flushing a 'low price' was the most important attribute. Respondents were willing to pay for increases in the quality of recycled water. The amount they were willing to pay varied depending on applied use and the attribute in question. Respondents were most willing to pay for an increase in quality of recycled water when used for clothes washing (willing to pay Australian dollars (A$) 0.07/cubic meter (m(3)) for removal of colour, A$0.065 per cubic meter for an increase in quality of recycled water from 'salty' to 'low salt,' and A$ 0.06/m(3) for removal of odour (1A$=0.75 US $ and 0.62 euro, August 24, 2005)). Segmentation of the price attribute by demographic sectors reveals that those in the higher income bracket, higher education sector, middle age group, and who are male, had a higher marginal valuation on price. The results of this study provide important information for recycled water retailers and water policy developers, helping achieve greater economic feasibility for future recycled water projects, to the satisfaction of the communities involved.  相似文献

Rehabilitation of river ecosystems is generally initiated when a river is no longer able to provide benefits to humans and other living beings. The major purposes of river rehabilitation projects are improving water quality, conserving nature, rehabilitating fisheries and riparian habitats, flood mitigation, and creating recreational opportunities. For a river rehabilitation project to be successful, it must have specific and clearly explained objectives, although these objectives will vary for each project depending upon factors such as economics, public demand, ecosystem benefits, and the like. In this article, we provide a critical analysis of the purposes that drive river rehabilitation projects and we identify and discuss impediments that can cause a project to deviate from its intended goals. We also discuss major constraints on rehabilitation efforts that can result in failed projects.  相似文献

ABSTRACT: Six new techniques have been developed for lake watershed analysis and water resource management. The techniques are for determining: (1) watershed land use intensity with reference to water quality, (2) lake vulnerability, (3) water quality, (4) watershed carrying capacity, (5) the economic value of the lake, and (6) the potential of undeveloped lake-shore. These analyses are designed for use by rural planning commissions with guidance and assistance from state agencies and the state university. The comprehensive rural watershed land and water use plan developed by this procedure is inexpensive in time and money, understandable by the layman, and scientificially sound. It is based on presently available information. This water resource planning procedure has been demonstrated in several town planning projects. It is suggested that this method, or modification of it, could be adopted in all rural states by action by a few administrators and without any new enabling or appropriations legislation.  相似文献

ABSTRACT: This paper illustrates one mode of analysis for estimating the benefits of water pollution control projects. Results indicate regional benefits associated with an abatement program instituted for point source pollution along the Housatonic River during the 1960's were substantial. ABSTRACT: Low flow augmentation from multipurpose reservoirs may yield significant water quality benefits. Cost allocation assigns a portion of reservoir expense to water quality consumers, waste water dischargers who benefit from increased receiving flow. Whereas such allocation currently is not authorized for Federal projects, the procedure is increasingly appropriate for efficient multiobjective management. Waste water treatment costs, multipurpose reservoir costs, and water quality are modeled for Oregon's Willamette River. Water quality is expressed as a function of treatment and augmentation levels. Treatment cost necessary to achieve a given water quality without augmentation less treatment cost with augmentation is an alternative cost of water quality maintenance. With a cost allocation procedure, this alternative cost is used to determine water quality's share of reservoir cost. Under current conditions, water quality beneficiaries could be charged approximately seven percent of annualized reservoir expense. This charge is one-fourth the expense of additional treatment facilities required were augmentation not provided.  相似文献

Watershed monitoring programs depend on water quality characterization data collected for many parameters, at many times and places, and with limited resources. Our objective is to present a strategy that reduces the measured parameters, locations, and frequency without compromising the quality of the monitoring program. One year of twice-monthly (growing season) and monthly (dormant season) water quality data collected from 17 lake and 10 tributary sites are used in conjunction with multivariate statistical techniques to improve the utility of collected data by identifying key parameters and monitoring locations. Factor analysis shows that tributary water quality data consists of three components-stormwater runoff, municipal and industrial discharges, and ground water-which can be distinguished using total suspended solids, total dissolved solids, and alkalinity plus soluble reactive P, respectively. Lake water quality characterization is more ambiguous than tributary water quality characterization, but factor analysis indicates that anoxia associated with lake stratification is the largest source of lake water quality variation, followed by nutrient abundance, and finally by biomass abundance. Cluster analysis suggests that tributary and lake monitoring stations can be consolidated. Reducing the number of parameters and stations frees up resources for increased monitoring elsewhere.  相似文献

Economic costs, water quantity/quality benefits, and cost effectiveness of agricultural best management practices (BMPs) at a watershed scale are increasingly examined using integrated economic‐hydrologic models. However, these models are typically complex and not user‐friendly for examining the effects of various BMP scenarios. In this study, an open source geographic information system (GIS)‐based decision support system (DSS), named the watershed evaluation of BMPs (WEBs), was developed for creating BMP scenarios and simulating economic costs and water quantity/quality benefits at farm field, subbasin, and watershed scales. This DSS or WEBs interface integrated a farm economic model, the Soil and Water Assessment Tool (SWAT), and an optimization model within Whitebox Geospatial Analysis Tools (GAT), an open source GIS software. The DSS was applied to the 14.3‐km2 Gully Creek watershed, a coastal watershed in southern Ontario, Canada that drains directly into Lake Huron. BMPs that were evaluated included conservation tillage, nutrient management, cover crop, and water and sediment control basins. In addition to assessing economic costs, water quantity/quality benefits, and cost effectiveness of BMPs, the DSS can be also used to examine prioritized BMP types/locations and corresponding economic and water quantity/quality tradeoffs in the study watershed based on environmental targets or budget constraints. Further developments of the DSS including interface transfer to other watersheds are also discussed. ABSTRACT: Water budget studies are essential for water resources and environmental management. In this study, a water budget analysis is presented for the Everglades Agricultural Area (EAA) in South Florida for the period from 1973 to 1991. The EAA is a highly productive irrigation/drainage basin that has a high water table and organic soils. Water quality problems are associated with the drainage discharge from the basin. During dry periods, supplemental water is used for irrigation and in rainy periods excess water with relatively higher phosphorus content is pumped out of the basin to Lake Okeechobee and the Everglades ecosystem. Elevated concentrations of phosphorus in the runoff/drainage that is discharged from the EAA basin have created water quality problems. The mean surface water inflow to the basin was 63,990 ha-m, and the outflow was 131,447 ha-m per year. On the average, supplemental surface water use was 47,411 ha-m, and runoff/drainage was 114,816 ha-m per year. The mean annual basin rainfall was 120.9 cm. A general trend in the decline of the wet season rainfall is observed.  相似文献

Renewable energy can address rising demand for energy, environmental protection, energy security, and job creation. This paper assesses resource, economic, social, and political drivers for the adoption of renewable energy. Analysis of the data collected from over 100 interviews with utility managers reveals that production tax credits significantly influence the percent of renewable energy in a utility's portfolio. The availability of renewable energy resources, economic drivers, social influences, and political drivers such as renewable portfolio standards and government grants are not significant drivers. Understanding these drivers can help electric utilities, governments, and other stakeholders with their efforts to reap the benefits of renewable energy.  相似文献

This paper presents an empirical approach to select and prioritize sewerage projects within set budgetary limitations. The methodology includes a model which quantifies benefits of a sewerage project as an index or dimensionless number. The index considers need and urgency of sewerage and other project goals. Benefit is defined as the difference in anticipated impact between the current condition (without the project) and the expected condition with the project. Anticipated benefits primarily include reduction in environmental pollution, reduction of human diseases and morbidity, and other tangible and intangible improvement. This approach is a powerful decision tool for sewerage prioritization and an effective alternative to conventional cost-benefit analysis. Unlike conventional analysis, this approach makes no attempt to convert project benefits and other impacts into a monetary measure. This work recognizes that the decision to provide sewerage based solely on net benefits is not practical. Instead, benefit-cost ratios (B/C) are calculated utilizing cost-effectiveness approach. Using these ratios, 16 unserviced areas of Ensenada, Mexico are ranked. The prioritization rankings produced by this method must be further scrutinized and carefully reviewed for logic, accuracy of input data, and practicality of implementation. A similar framework may also be useful for prioritizing other public works projects.  相似文献
