Abstract: A present and future challenge for water resources engineers is to extend the useful life of our dams and reservoirs. Ongoing reservoir sedimentation in impoundments must be addressed; sedimentation in many reservoirs already limits project benefits and effective project life. Sustainability requires that incoming sediment be moved downstream past the impounding dam. We use Lewis and Clark Lake, the most downstream of the six Missouri River main stem reservoirs, to demonstrate how a reservoir in advanced stages of its project life could be converted to a sustainable system with local benefits exceeding costs by a factor of 1.5. Full consideration of benefits would further enhance project justification. The proposed strategy involves four phases that will take about 50 years to complete. Cost estimates for this potential project range from the quantitative to the plausible, but it is clear that the results justify a full engineering, environmental, and economic study of this model project. If implemented, the project will create scientific knowledge and develop technologies useful for achieving sustainability at many other reservoirs in the Mississippi River basin and beyond.  相似文献

Abstract: In 2002, China launched the South‐to‐North Water Transfer Project after completing a 50‐year feasibility study. By 2050, the three‐route (i.e., East, Middle, and West) project will be capable of transferring 44.8 billion m3/year of water from the water rich Yangtze River to the arid north to alleviate water shortage and help secure a balanced social and economic development across the nation. However, diversion of such a large quantity of water could profoundly change the riverine environment of the upper Yellow River and the lower reach of the Han River, a tributary of the Yangtze River and the water supplying area of the project’s Middle Route, because of changes in the annual discharge. Secondary salinization seems inevitable in the water receiving areas of the North China Plain, and decrease in the discharge of the Yangtze River will result in seawater intrusion into the Yangtze Delta. This paper describes the project and discusses its environmental implications. Additionally, a long‐term monitoring strategy under the umbrella of the Chinese Ecological Research Network is proposed for environmental monitoring.  相似文献

The experience of the International Expert Panel on Environment for the Xiaolangdi dam/reservoir project in China (XEP) showed that the Panel meetings resulted in a marked improvement in project environmental performance by all parties participating in project implementation, with no parties exempt from the Panel's evaluations. Unfortunately the Loan Agreement authorizes use of the Panel only through the project stages of final design and construction, hence the 12th Panel meeting, which matched project construction completion, ended this series. The Panel has recommended that some meetings of the Panel be held during the project's operations stage in order to maintain continuing attention to environmental needs. The XEP experience showed that the XEP, in addition to monitoring project environmental performance, was very valuable for (i) training of Chinese staff involved in project implementation, and (ii) serving in the role as expert consultant for guiding the work of the Chinese participants. The XEP experience also showed the need for making a clear separation between evaluation, the overall resettlement program per se, and the environmental effects of the program. The Panel recommended that the Ministry of Water Resources and World Bank cooperate in sponsoring a book on The Environmental History of the Xiaolangdi Project, including both dam construction as well as resettlement problems, which would serve as a very valuable reference for guiding environmental planning for future dam projects in China (Ludwig, H.F. 1994–2000).  相似文献

The Yellow River has been intensively affected by human activities, particularly in the past 50 years, including soil–water conservation in the upper and middle drainage basin, flood protection in the lower reaches, and flow regulation and water diversion in the whole drainage basin. All these changes may impact sedimentation process of the lower Yellow River in different ways. Assessing these impacts comprehensively is important for more effective environmental management of the drainage basin. Based on the data of annual river flow, sediment load, and channel sedimentation in the lower Yellow River between 1950 and 1997, the purpose of this paper is to analyze the overall trend of channel sedimentation rate at a time scale of 50 years, and its formative cause. It was found in this study that erosion control measures and water diversion have counteractive impacts on sedimentation rate in the lower Yellow River. Although both annual river flow and sediment decreased, there was no change in channel sedimentation rate. A regression analysis indicated that the sedimentation in the lower Yellow River decreased with the sediment input to the lower Yellow River but increased with the river flow input. In the past 30–40 years, the basin-wide practice of erosion and sediment control measures resulted in a decline in sediment supply to the Yellow River; at the same time, the human development of water resources that required river flow regulation and water diversion caused great reduction in river flow. The former may reduce the sedimentation in the lower Yellow River, but the reduction of river flow increased the sedimentation. When their effects counterbalanced each other, the overall trend of channel sedimentation in the lower Yellow River remained unchanged. This fact may help us to better understand the positive and negative effects of human activities in the Yellow River basin and to pay more attention to the negative effect of the development of water resources. The results of this study demonstrate that, if the overuse of river water cannot be controlled, the reduction of channel sedimentation in the lower Yellow River cannot be realized through the practice of erosion and sediment control measures.  相似文献

This is a study of the scientific component of an effort to restore an urban river by removing a low-head dam. The Secor Dam is owned by a local government entity near Toledo, Ohio. The proposed removal of the last structure impeding flow on the Ottawa River has broad appeal, but the owner is concerned about liability issues, particularly potential changes to the flood regime, the presence of contaminated sediments behind the dam, and possible downstream transport of reservoir sediments. Assessing sediment contamination involved sediment sampling and analysis of trace metals and organic contaminants. Forecasting sediment transport involved field methods to determine the volume and textural properties of reservoir and upstream sediment and calculations to determine the fate of reservoir sediments. Forecasting changes in the flood regime involved HEC-RAS hydrological models to determine before and after dam removal flood scenarios using LiDAR data imported into an ArcGIS database. The resulting assessment found potential sediment contamination to be minor, and modeling showed that the removal of the dam would have minimal impacts on sediment transport and flood hazards. Based on the assessment, the removal of the dam has been approved by its owners.  相似文献

The Platte River Basin consists of tributaries largely in Wyoming, Colorado and Western Nebraska, with the main stem in Central Nebraska. Critical wildlife habitat on the main stem requires additional in-stream flows. The watershed is one hosting multiple resources, a variety of users, and managed by an array of state and federal agencies. This study proposes a basis for securing in-stream flows for the Platte River. Candidate water supply mechanisms are suggested based on the way in which Casper, Wyoming secured water for its municipal needs. Canal lining is compared to a dam project, increasing reservoir storage, and purchasing water rights, with consideration also made for water pricing to reduce municipal use. Comparisons are based on economic efficiency, potential water conservation, and property rights criteria. Canal lining, coupled with demand management, is shown to conserve water best, given the set of efficiency and cost criteria for in-stream flow enhancement. The approach offers an opportunity to organize the water supply choice context in a transboundary watershed when quantitative information is limited.  相似文献

The size of multipurpose reservoir development is usually determined by an economic analysis of reservoir capabilities and the present and projected water resources needs which can be satisfied. This analysis is referred to as project formulation, wherein optimum conditions are sought. In responding to multiple objectives, i.e., national economic development, regional development and environmental quality, which are being considered in river basin planning in recent years, reservoirs should provide for reasonably full hydrologic development. Additional storage will be needed to provide opportunities for economic development, as well as meet unexpected development. Also, it provides more flow regulation capability for quality of environment considerations. An analysis has been made on twelve reservoir sites in the New York State portion of the Susquehanna River Basin to determine the so-called “reasonably full hydrologic development of reservoir sites.” Hydrologic, economic, environmental and physical characteristics of the sites are taken into consideration. For normal conditions, it can be concluded that a yield equivalent to about 80 percent of the average discharge (runoff) can be considered as reasonably full hydrologic development for reservoir sites in the Susquehanna River Basin in New York. The same technique can be applied elsewhere to determine reasonably full hydrologic development of reservoir sites.  相似文献

The Colorado River system exhibits the characteristics of a heavily over-allocated or 'closing water system'. In such systems, development of mechanisms to allow resource users to acknowledge interdependence and to engage in negotiations and agreements becomes necessary. Recently, after a decade of deliberations and environmental assessments, the Glen Canyon Dam Adaptive Management Program (GCDAMP) was established to monitor and analyze the effects of dam operations on the Grand Canyon ecosystem and recommend adjustments intended to preserve and enhance downstream physical, cultural and environmental values. The Glen Canyon Dam effectively separates the Colorado into its lower and upper basins. Dam operations and adaptive management decisions are strongly influenced by variations in regional climate. This paper focuses on the management of extreme climatic events within the Glen and Grand Canyon Region of the Colorado River. It illustrates how past events (both societal and physical) condition management flexibility and receptivity to new information. The types of climatic information and their appropriate entry points in the annual cycle of information gathering and decision-making (the 'hydro-climatic decision calendar') for dam operations and the adaptive management program are identified. The study then describes how the recently implemented program, lessons from past events, and new climate information on the Colorado River Basin, facilitated responses during the major El Ni?o-Southern Oscillation (ENSO) event of 1997-1998. Recommendations are made for engaging researchers and practitioners in the effective use of climatic information in similar settings where the decision stakes are complex and the system uncertainty is large.  相似文献

Brazil's Tucuruí Dam provides valuable lessons for improving decision-making on major public works in Amazonia and elsewhere. Together with social impacts, which were reviewed in a companion paper, the project's environmental costs are substantial. Monetary costs include costs of construction and maintenance and opportunity costs of natural resources (such as timber) and of the money invested by the Brazilian government. Environmental costs include forest loss, leading to both loss of natural ecosystems and to greenhouse gas emissions. Aquatic ecosystems are heavily affected by the blockage of fish migration and by creation of anoxic environments. Decay of vegetation left in the reservoir creates anoxic water that can corrode turbines, as well as producing methane and providing conditions for methylation of mercury. Defoliants were considered for removing forest in the submergence area but plans were aborted amid a public controversy. Another controversy surrounded impacts of defoliants used to prevent regrowth along the transmission line. Mitigation measures included archaeological and faunal salvage and creation of a “gene bank” on an island in the reservoir. Decision-making in the case of Tucuruí was virtually uninfluenced by environmental studies, which were done concurrently with construction. The dam predates Brazil's 1986 requirement of an Environmental Impact Assessment. Despite limitations, research results provide valuable information for future dams. Extensive public-relations use of the research effort and of mitigation measures such as faunal salvage were evident. Decision-making was closely linked to the influence of construction firms, the military, and foreign financial interests in both the construction project and the use of the resulting electrical power (most of which is used for aluminum smelting). Social and environmental costs received virtually no consideration when decisions were made, an outcome facilitated by a curtain of secrecy surrounding many aspects of the project. Despite improvements in Brazil's system of environmental impact assessment since the Tucuruí reservoir was filled in 1984, many essential features of the decision-making system remain unchanged.  相似文献

In developing countries, large dam projects continue to be launched, primarily to secure a time-stable freshwater supply and to generate hydropower. Meanwhile, calls for environmentally sustainable development put pressure on the dam-building industry to integrate ecological concerns in project planning and decision-making. Such integration requires environmental impact statements (EISs) that can communicate the societal implications of the ecological effects in terms that are understandable and useful to planners and decision-makers. The purpose of this study is to develop a basic framework for assessing the societal implications of the river ecological effects expected of a proposed large dam project. The aim is to facilitate a comparison of desired and potential undesired effects on-site and downstream. The study involves two main tasks: to identify key river goods and services that a river system may provide, and to analyze how the implementation of a large dam project may alter the on-site capacity and downstream potentials to derive river goods and services from the river system. Three river goods and six river services are identified. River goods are defined as extractable partly man-made products and river services as naturally sustained processes. By four main types of flow manipulations, a large dam project improves the on-site capacity to derive desired river goods, but simultaneously threatens the provision of desirable river goods and services downstream. However, by adjusting the site, design, and operational schedule of the proposed dam project, undesirable effects on river goods and services can be minimized.  相似文献

黄河流域环境污染与高质量发展已成为当前国内关注的重要问题,我国为应对黄河流域生态恶化带来的挑战制定了一系列环保政策。本文立足生态补偿政策并构建准自然实验,以 2005-2019年黄河流域 A股制造业上市公司为研究对象,运用多期双重差分法实证检验生态保护补偿政策对黄河流域制造业高质量发展的影响。研究发现:生态保护补偿政策的实施促进了黄河流域制造业高质量发展水平的提高且存在明显的区域异质性和产权异质性,具体表现在对黄河流域上游和国有企业制造业高质量发展促进作用明显高于中下游地区和非国有企业。社会责任承担和政府补助增加是生态保护补偿政策推进黄河流域制造业高质量发展的重要方式,上述研究结论在经过 PSM-DID、更换被解释变量、安慰剂检验后仍然具有稳健性。研究全面考虑了生态保护补偿政策在流域内不同区域发挥作用的渠道,有利于充分发挥生态保护补偿政策在黄河流域生态治理和高质量发展中的功效。  相似文献

引黄济青工程创造了惊人的经济效益和社会效益,但大量的黄河淤泥沉积,却危害了当地生态环境,造成土地资源浪费.通过分析黄河淤泥的化学成分、颗粒组成、塑性指数,对沉淀池堆场的淤泥和黄河河床的淤泥进行比较和筛选,最后进行了成型和煅烧,试验结果表明:2号堆场的黄河淤泥完全可以替代粘土作原料生产新型墙体材料,其技术指标完全符合国家产品质量要求,每年可节约土地约13.3公顷.  相似文献

Rather than exploring how indigenous people have been alienated from resources by environmental policies, this paper explores how indigenous peoples have worked with environmental organizations to use the broad protections provided by environmental laws to protect cultural resources. The Eastern Band of Cherokee Indians, along with other concerned groups, partnered with environmentalists in opposing the destruction of the endangered snail darter’s critical habitat by the Tennessee Valley Authority’s Tellico Dam. The dam had been opposed by a shifting alliance of Cherokees, local farmers, trout fisherman, and environmentalists since it was announced in 1963. A previous lawsuit by this coalition delayed the project from 1972 to 1974 under the National Environmental Policy Act. The Endangered Species Act provided this coalition with a powerful tool for opposing the destruction of burial grounds and sacred village sites throughout the lower Little Tennessee River valley. The coalition of environmental organizations, Cherokees, and others was ultimately unsuccessful in stopping the dam from being built, but was successful in establishing a strict precedent for the enforcement of the Endangered Species Act. The lawsuit also created a space for the Eastern Band to negotiate for the return of Cherokee remains and halt the removal of any additional burials. In this situation, the strategic support of environmental regulation enabled the Eastern Band to exert some degree of control over the fate of cultural resources in the valley, and also demonstrates the significant role American Indian peoples played in one of the seminal events of the environmental movement during the 1970s.  相似文献

The analytical structure of environmental impact assessment is continually changing as the applicability of established techniques from other fields and the development of novel methods become known. This paper illustrates the applicability of using existing data bases, through a geographic information system, for theex ante evaluation of land use disruption. A large number of soil and water conservation programs have been implemented on the Loess Plateau of China since the 1950s. To comprehensively assess the merits and demerits of the conservation practices is of great importance in further supervising the conservation strategy for the Loess Plateau. This study calculates the impact factors of conservation practices on soil, water, and nutrients during the period 1954–2004 in the Nanxiaohegou Catchment, a representative catchment in the Loess Mesa Ravine Region of the Loess Plateau, China. Brief conclusions could be drawn as follows: (1) Soil erosion and nutrient loss had been greatly mitigated through various conservation practices. About half of the total transported water and 94.8 % of the total transported soil and nutrients, had been locally retained in the selected catchment. The soil retained from small watersheds do not only form large-scale fertile farmland but also safeguard the Yellow River against overflow. (2) Check dam was the most appropriate conservation practice on the Loess Plateau. In the selected catchment, more than 90 % of the retained soil and water were accomplished by the dam farmland, although the dam farmland occupied only 2.3 % of the total area of all conservation measures. Retention abilities of the characteristic conservation practices were in the following order: dam farmland > terrace farmland > forest land and grassland. (3) The conservation practices were more powerful in retaining sediment than in reducing runoff from the Loess Plateau, and the negative effects of the conservation practices on reducing water to the Yellow River were relatively slight.  相似文献
