In this study, an interval-based regret-analysis (IBRA) model is developed for supporting long-term planning of municipal solid waste (MSW) management activities in the City of Changchun, the capital of Jilin Province, China. The developed IBRA model incorporates approaches of interval–parameter programming (IPP) and minimax–regret (MMR) analysis within an integer programming framework, such that uncertainties expressed as both interval values and random variables can be reflected. The IBRA can account for economic consequences under all possible scenarios associated with different system costs and risk levels without making assumptions on probabilistic distributions for random variables. A regret matrix with interval elements is generated based on a matrix of interval system costs, such that desired decision alternatives can be identified according to the interval minimax regret (IMMR) criterion. The results indicate that reasonable solutions have been generated. They can help decision makers identify the desired alternatives regarding long-term MSW management with a compromise between minimized system cost and minimized system-failure risk.  相似文献

In developing countries, the recycling of municipal solid waste (MSW) as an alternative to the traditional MSW management requires an economic sustainability valuation. From this perspective, the estimation of demand for recycling is crucial. In this paper, we study the case of recycling MSW in Santiago, Chile. We estimate the relation between the monthly amount of MSW separated voluntarily from apartments located in Santiago and the monthly price required to participate in a municipal recycling program. We consider the transference of the municipal cost savings to the owners of the apartments due to the amount of MSW separated for recycling, which is not collected and deposited in the current MSW system. For the estimation, we use concepts from environmental economics and psychology, analyzing the operation and municipal costs incurred by current MSW management and designing and applying a survey based on a contingent valuation method (CVM) approach. The results indicate that the percentage of MSW separated for recycling varies between a 27.98% and 33.18%, that only four MSW types are affected by a variation of the monthly price, and that a reduction of monthly collection trips in the current MSW system from 24 to 18 can be obtained. Additionally, we discuss a number of methodological aspects to be considered in a similar study of valuation of recycling in developing countries. Our conclusion is that Santiago has favorable conditions for the implementation of a recycling program as an alternative to the current MSW system.  相似文献

In this study, a two-stage support-vector-regression optimization model (TSOM) is developed for the planning of municipal solid waste (MSW) management in the urban districts of Beijing, China. It represents a new effort to enhance the analysis accuracy in optimizing the MSW management system through coupling the support-vector-regression (SVR) model with an interval-parameter mixed integer linear programming (IMILP). The developed TSOM can not only predict the city's future waste generation amount, but also reflect dynamic, interactive, and uncertain characteristics of the MSW management system. Four kernel functions such as linear kernel, polynomial kernel, radial basis function, and multi-layer perception kernel are chosen based on three quantitative simulation performance criteria [i.e. prediction accuracy (PA), fitting accuracy (FA) and over all accuracy (OA)]. The SVR with polynomial kernel has accurate prediction performance for MSW generation rate, with all of the three quantitative simulation performance criteria being over 96%. Two cases are considered based on different waste management policies. The results are valuable for supporting the adjustment of the existing waste-allocation patterns to raise the city's waste diversion rate, as well as the capacity planning of waste management system to satisfy the city's increasing waste treatment/disposal demands.  相似文献

Although many studies on municipal solid waste management (MSW management) were conducted under uncertain conditions of fuzzy, stochastic, and interval coexistence, the solution to the conventional linear programming problems of integrating fuzzy method with the other two was inefficient. In this study, a fuzzy-stochastic-interval linear programming (FSILP) method is developed by integrating Nguyen's method with conventional linear programming for supporting municipal solid waste management. The Nguyen's method was used to convert the fuzzy and fuzzy-stochastic linear programming problems into the conventional linear programs, by measuring the attainment values of fuzzy numbers and/or fuzzy random variables, as well as superiority and inferiority between triangular fuzzy numbers/triangular fuzzy-stochastic variables. The developed method can effectively tackle uncertainties described in terms of probability density functions, fuzzy membership functions, and discrete intervals. Moreover, the method can also improve upon the conventional interval fuzzy programming and two-stage stochastic programming approaches, with advantageous capabilities that are easily achieved with fewer constraints and significantly reduces consumption time. The developed model was applied to a case study of municipal solid waste management system in a city. The results indicated that reasonable solutions had been generated. The solution can help quantify the relationship between the change of system cost and the uncertainties, which could support further analysis of tradeoffs between the waste management cost and the system failure risk.  相似文献

The location problem of treatment and service facilities in municipal solid waste (MSW) management system is of significant importance due to the socioeconomic and environmental concerns. The consideration of waste treatment costs, environmental impact, greenhouse gas (GHG) emissions, social fairness as well as other relevant aspects should be simultaneously taken into account when a MSW management system is planned. Development of sophisticated decision support tools for planning MSW management system in an economic-efficient and environmental friendly manner is therefore important. In this paper, a general multi-objective location-allocation model for optimally managing the interactions among those conflicting factors in MSW management system is proposed. The model is comprised of a three-stage conceptual framework and a mixed integer mathematical programming. The inclusion of environmental impact and GHG emission objectives push the output of the model tightening toward more environmentally friendly and sustainable solutions in MSW management. The application of this model is demonstrated through an illustrative example, and the computational efficiency of the programming is also tested through a set of incremental parameters. Latter in this paper, a comparison with previous case studies of MSW system design is presented in order to show the applicability and adaptability of the generic model in practical decision-making process, and the perspectives of future study are also discussed.  相似文献

Goal of the work is to present a simplified methodology to optimize an integrated solid waste management system. The methodology performs two optimizations, namely: (i) minimization of the total cost of the MSW system and (ii) minimization of the equivalent carbon dioxide emissions (CO2e) generated by the whole system. The methodology is modeled via non-linear mathematical equations, uses 32 decision variables and does not require complex LCA databases. The proposed model optimally allocates eight MSW components (paper, cardboard, plastics, metals, glass, food wastes, yard wastes and other wastes) to four MSW management technologies (incineration, composting, anaerobic digestion, and landfilling) after source separation of recyclables has taken place. The Region of East-Macedonia and Thrace in Greece was selected as a case study. Results showed that there is a trade off between cost and CO2e emissions. Incineration and composting were favored as the principal treatment technologies, while landfilling was always the least desirable management technology under both objective functions. The recycling participation rate significantly affected all optimum scenarios.  相似文献

Solid waste management is a worldwide problem and it is becoming more and more complicated day by day due to rise in population, industrialization as well as changes in our life style. Presently most of the waste generated is either disposed of in an open dump in developing countries or in landfills in the developed ones. Landfilling as well as open dumping requires lot of land mass and could also result in several environmental problems. Land application of urban/municipal solid waste (MSW) can be carried out as it is rich in organic matter and contains significant amount of recyclable plant nutrients. The presence of heavy metals and different toxics substances restricts its land use without processing. Vermicomposting of MSW, prior to land application may be a sustainable waste management option, as the vermicast obtained at the end of vermicomposting process is rich in plant nutrients and is devoid of pathogenic organism. Utilization of vermicast produced from urban/municipal solid waste in agriculture will facilitate in growth of countries economy by lowering the consumption of inorganic fertilizer and avoiding land degradation problem. Vermicomposting of urban/MSW can be an excellent practice, as it will be helpful in recycling valuable plant nutrients. This review deals with various aspects of vermicomposting of MSW.  相似文献

The current situation of municipal solid waste (MSW) and sewage sludge production (in terms of volume as well as composition) in China is introduced. Composting and compost application in China are reviewed. In China, the production of municipal solid waste and sewage sludge is changing rapidly along with economic development. Composting is mainly applied for treating MSW, about 20% of the total amount of MSW being disposed. MSW composting is mainly co-composted with night soil or sewage sludge. Compost is used in agriculture, forestry and horticulture. Compost application is the key factor influencing the composting development in China. To promote composting and compost application in China, a state-wide survey on the production, composition and physical and chemical properties of MSW and sewage sludge should be carried out. More effort should be made to develop low cost and high efficient composting technologies according to China's conditions. The environmental impact of compost application should also be given more attention.  相似文献

Municipal solid waste (MSW) services of developing countries often suffer due to the lack of financial and operational autonomy, scientific approach, and adequate levels of resources. The solid waste management (SWM) practices of developed countries are benefited in cost and efficiency due to the participation of private players and sound financial management. However, developing economies depend on local municipalities to own and operate SWM services amidst structural and financial inefficiency. With the demands of augmenting efficient and cost-effective SWM services to the expanding population of cities and towns of newly industrialized nations on the rise, the municipalities in these countries are under pressure to adopt ways and means that can support efficient utilization of resources and improved decision-making capabilities. This research article reflects the current state of the MSW services in India and explores full cost accounting (FCA) framework in its ability to generate information on cost-related aspects and sustainable deployment of resources. Lastly, the extensibility of FCA is tested by integrating externalities of MSW services.  相似文献

The increasing cost of municipal solid waste (MSW) management has led local governments in numerous countries to examine if this service is best provided by the public sector or can better be provided by the private sector. Public–private partnerships have emerged as a promising alternative to improve MSW management performance with privately owned enterprises often outperforming publicly owned ones. In Lebanon, several municipalities are transforming waste management services from a public service publicly provided into a public service privately contracted. In this context, a regulated private market for MSW management services is essential. The present study examines a recent experience of the private sector participation in MSW management in the Greater Beirut Area. The results of a field survey concerning public perception of solid waste management are presented. Analysis of alternatives for private sector involvement in waste management is considered and management approaches are outlined.  相似文献
