The 2006 end-of-life vehicles (ELVs) directive target for the recycled and reused material content of an ELV has been undertaken using the current recovery infrastructure within the UK. The current expectation is that the conformance for the 2006 recycling target will be mainly achieved using existing post-fragmentation separation technologies rather than manually disassembling vehicles into their constituent materials. With the economic pressure of the current legislative targets weighing heavily on end-of-life stakeholders, and the further increase of recycling levels for 2015, it is important to understand “when” and “if” manual dismantling activities become economically viable within a dramatically changing vehicle recovery industry. This paper describes a method of costing the dismantling of specific makes and models of vehicle due for retirement in 2015, and discusses the economic implications of such practice and possible strategic directions for pre-fragmentation vehicle recovery.  相似文献

With the number of vehicles expected to increase to 1.85 billion by 2030 and the scrap generated from end-of-life vehicles (ELVs) expected to be 3.71 billion tonnes, there is a strong motivation to properly process the flow of these materials. The EU Directive on end-of-life vehicles (EU ELV Directive) aims to increase recovery and recycling rates of ELVs in order to reduce waste and improve environmental performances. Long-term optimization planning of vehicle recycling is increasingly important. However, there is a lack of research of uncertainties in the vehicle recycling system, none of the previous studies analyzed the linkage and trade-offs between decision risk and system performances, and no previous research was reported on interval-based programming for vehicle recycling planning problem. In order to meet the imposed eco-efficiency quotas, maximize system profit and minimize decision risk, and at the same time fill the identified research gaps, a risk explicit interval linear programming model for optimal long-term planning in the EU vehicle recycling factories was developed. It can create optimal plans for procuring vehicle hulks, sorting of generated material fractions, allocation of sorted waste flows and allocation of sorted metals for desired value of the system aspiration level. A numerical study demonstrated the potentials and applicability of the proposed model. Vehicle recycling factories aim at reaching the highest possible level of quantity and quality of sorted metal flows. The future eco-efficiency quotas will not endanger their business. The success of the final phase of implementation of the EU ELV Directive is not jeopardized, because even the future eco-efficiency quotas were reached in all created test problems. Quantity of land-filled wastes will be radically reduced after January 1, 2015. The model results and trade-offs would be valuable for supporting the EU vehicle recycling factories in creating optimal long-term production strategies and reducing the risk for uncertain situations.  相似文献

Every year, in Europe, End-of-Life Vehicles (ELVs) constitute about 8–9 million tonnes of waste, that must be properly managed. Directive 2000/53/EC fixed new European targets for vehicle recovery (i.e., recycling plus energy recovery): 85% of recovery, of which 80% recycled or reused, by 2006, rising to 95% and 85% respectively by 2015. In order to comply with this Directive, both car producers and ELVs treatment plants must promptly tackle this issue.In this paper, a study on the impact that pre-shredder treatment could have in achieving 85% recyclability rate in 2015 has been carried out. To do this, a Design for Recycling (DfR) software has been used, named ProdTect®, that integrates real recycling market data, market feedback and development experience to provide an overall evaluation of products End-of-Life performance. An experimental disassembly and composition analysis of a commercial model of a car seat and a simulation of new ecodesigned joining techniques applied to it, have been performed, in order to investigate both the economics and the feasibility of this step in the future ELVs treatment chain.In order to achieve and, if possible, go beyond 85% of recyclability in 2015, car seats are found to play an important role: by dismantling them, 86.2% of recyclability may be achieved by recovering PUR, textile and belts.Another important result is that by pre-treating and dismantling bumpers, fuel tanks, tyres, glass and car seats it is possible to reduce ASR mass disposed in landfill by 42%.Moreover, design for dismantling techniques may reduce dismantling time to a third by simply innovating joinings.  相似文献

Current environmental issues emerging in the world are reflected in the environmental legislation of several countries. Because environmental issues are important, industries actively seek ways in which to reduce their environmental footprint. One effective method is through the use of reverse logistics. Reverse logistics is the concept of reusing used products in order to reduce wastes and to increase an industry's environmental performance and resulting profits. Stock selection, transportation, centralized collection, data collection, refurbishing, and remanufacturing are some of the more commonly utilized reverse logistic operations. An effective reverse logistics network is essential for increasing the flow of goods from customers to producers. The objective of this paper is to develop a multi-echelon reverse logistics network for product returns to minimize the total reverse logistics cost, which consists of renting, inventory carrying, material handling, setup, and shipping costs. Industries need to give more attention to the task of collecting used products from customers and establishing collection facilities. In this study, a mixed integer non-linear programming (MINLP) model is developed to find out the number and location of initial collection points and centralized return centers required for an effective return and collection system, and also the maximum holding time (collection frequency) for aggregation of small volumes of returned products into large shipments. Two solution approaches, namely genetic algorithm and artificial immune system, are implemented and compared. The usefulness of the proposed model and algorithm are demonstrated via an illustrative example.  相似文献

As with other European countries, the French automotive industry needs to improve the end-of-life vehicle (ELV) recycling rate in order to reach the minimum reuse and recovery rate required by EU directives. This paper proposes a model to investigate the potential cost and benefit of ELV glazing recycling for all value-chain stakeholders, and for the network as a whole. Key parameters of future changes, namely glass cullet price, landfill cost, network coverage and transportation costs are identified at the level of field research. A system dynamics approach is then used to simulate the net economic balance of the recycling network under different future scenarios. The simulation reveals an increase in the income and considerable cost savings as a result of the recycling network in some of future scenarios.  相似文献

The European Union has set ambitious objectives for the recovery rates of end-of life vehicles (ELVs). The directive 2000/53/CE (DIR, 2000) states that by 1st January 2015 at least 95% of the mass of an ELV must be reused and recovered, of which a maximum of 10% should be in the form of energy.In order to identify the key factors for improving the rate of material reuse, recycling and recovery of ELVs, ACYCLEA (PRAXY group) launched the “OPTIVAL VHU (ELV)” research program in collaboration with INSA Lyon in 2009. Three experimental campaigns were conducted on the industrial site of ACYCLEA to compare different scenarios of deconstruction. The campaigns were done on samples of 90 ELVs. The average mass (MELV) and age were estimated at 989 kg/ELV and 14 years, respectively. This article presents the results concerning the material balances of the successive operations. The contribution of each stage of the treatment (namely (i) depollution, (ii) deconstruction, and (iii) shredding and sorting operations) to the rate of recycling, reuse and recovery was calculated.Results showed firstly that the contribution of the operations of depollution was low (3.6 ± 0.1% of the mass of vehicles). The contribution of the operations of deconstruction was higher and increased logically with the degree of deconstruction. It ranged from 5% of MELV for the minimal level of deconstruction (campaign 1) to almost 10% with the highest level of deconstruction (campaign 3). The specific contribution of the operations of deconstruction to the rate of metal recycling was found to be quite low however, in the range of 2.6–2.8% of MELV, Shredding and post-shredding sorting operations enabled the recovery of the largest amounts of recyclable materials but no significant differences were observed between the overall recovery rates in the three campaigns (results ranged from 67 to 70% of MELV). Differences were observed however, for specific fractions such as the automotive shredder residues whose recovery rate was 16.3 ± 0.7%, 13.0 ± 0.5%, and 12.8 ± 0.2% for campaigns 1, 2 and 3, respectively. A larger production of non-ferromagnetic fraction was also observed in campaign 3, probably due to the extraction of the textiles during the dismantling operations which improved the efficiency of post-shredding sorting operations.The highest overall rate of reuse, recycling and energy recovery obtained in this study with the most rigorous approach was 81.5 ± 0.6% of the average mass of the ELV even with the highest level of deconstruction. It therefore appears that the European regulatory target of 95% would be difficult to achieve in 2015, except with a much greater optimization of the sorting technologies and the development of recycling processes.  相似文献

The efficiency of Taiwan's waste management and resource recycling systems has been well recognized in recent years, but the present model used to locate recycling centers and to assign collection depots to those centers continues to show low efficiency. To address this issue, the study herein suggests implementing a new location-planning and assignment model to reduce the number of existing recycling centers. Such a reduction would reduce the use of land resources. Moreover, the total transportation distance would decrease through the efficient assignment of collection depots to recycling centers. On the basis of results from previous studies, this study proposes a 2-stage location set covering problem-P-median integrated model that obtains exact solutions using heuristic algorithms on the basis of set operations. The results of numerical analyses show that the model introduced in this study is effective in solving the problems stated above as well as in improving the layout of Taiwan's existing recycling centers.  相似文献

Aggregate is used in road and building construction to provide bulk, strength, support, and wear resistance. Reclaimed asphalt pavement (RAP) and reclaimed Portland cement concrete (RPCC) are abundant and available sources of recycled aggregate. In this paper, current aggregate production operations in Virginia, Maryland, and the District of Columbia are used to develop spatial association models for the recycled aggregate industry with regional transportation network and population density features.The cost of construction aggregate to the end user is strongly influenced by the cost of transporting processed aggregate from the production site to the construction site. More than 60% of operations recycling aggregate in the mid-Atlantic study area are located within 4.8 km (3 miles) of an interstate highway. Transportation corridors provide both sites of likely road construction where aggregate is used and an efficient means to move both materials and on-site processing equipment back and forth from various work sites to the recycling operations.Urban and developing areas provide a high market demand for aggregate and a ready source of construction debris that may be processed into recycled aggregate. Most aggregate recycling operators in the study area are sited in counties with population densities exceeding 77 people/km2 (200 people/mile2). No aggregate recycling operations are sited in counties with less than 19 people/km2 (50 people/mile2), reflecting the lack of sufficient long-term sources of construction debris to be used as an aggregate source, as well as the lack of a sufficient market demand for aggregate in most rural areas to locate a recycling operation there or justify the required investment in the equipment to process and produce recycled aggregate.Weights of evidence analyses (WofE), measuring correlation on an area-normalized basis, and weighted logistic regression (WLR), are used to model the distribution of RAP and RPCC operations relative to transportation network and population distribution data. The models can be used on a regional scale to quickly map the relative site suitability for a RAP or RPCC aggregate recycling operation in a particular area based on transportation network and population parameters. The results can be used to identify general areas to be further evaluated on a site-specific basis using more detailed marketplace information. As transportation or population features change due to planning or actual development, the models can be easily revised to reflect these changes.  相似文献

ABSTRACT: Efficient operation of a city water supply system is an important goal of all municipalities. Efficient operation should result in minimum operation cost through reduction in total energy use and/ or reduction in on-peak energy consumption. An optimization model was designed for operating the water supply systems of cities using groundwater. The Newton-Raphson pipe network was used for network analysis and a dynamic programming optimization algorithm was used for determining a schedule for pump operation in the pipe network system. The model is most suitable for use in small cities with up to 45,000 in population, but with large-scale disintegration techniques may also be used for larger cities. The savings in operation costs are a function of energy cost and energy use pattern and water use pattern in the area.  相似文献

This paper presents a system dynamics computer model to evaluate alternative type of recycling center under different policy and economy environments through comparison on the economic feasibility of recycling centers and ratio of savings to costs in C&D waste management. A case study for the City of Chongqing, China is selected. Simulated results show three key factors can contribute to the economic feasibility of recycling and the ratio of savings to costs in C&D waste management: (a) profit; (b) unit recycling cost; (c) extra revenue from location advantage (It was assumed that the mobile centers can attain extra revenue from the location advantage compared with fixed recycling centers). The sensitive analysis and comparison on ratios between public and private sector indicate that to achieve the optimum ratio of savings to costs, design of recycling centers and selection of governmental instruments are determined by the priority list: (1) low extra revenue from location advantage; (2) low profit; (3) low unit recycling cost. Meanwhile, the fluctuation of the three factors must be prior to achieve economic feasibility of corresponding recycling centers.  相似文献

This article analyses the current and future end-of-life management of electronic displays (flat screen televisions and monitors), and identifies and discusses possible ecodesign recommendations to improve it. Based on an investigation of the treatment of displays in two typical European recycling plants, key aspects and criticalities of the recycling methods (sorting, dismantling and pre-processing) are identified. Disaggregated data concerning on-site measurements of the time needed to manually dismantle different displays are presented. The article also discusses the potential evolution of end-of-life scenarios for electronic displays and suggests possible recommendations for recyclers, producers and policy-makers to promote resource efficiency in the recycling of such waste products. Data on time for dismantling the displays can be used to build measurers for voluntary and mandatory policies, to stimulate design innovations for products improvement, and to assess possible alternative treatments of the waste during the pre-processing at the recycling plants. Some quantitative product measures (based on the time thresholds for dismantling some key components) are also discussed, including an assessment of their economic viability. These measures can potentially be enforced through mandatory and voluntary European product policies, and could also be extended to other product groups.  相似文献

A decision support system (DSS) developed to assist the planner in decisions concerning the overall management of solid waste at a municipal scale is described. The DSS allows to plan the optimal number of landfills and treatment plants, and to determine the optimal quantities and the characteristics of the refuse that has to be sent to treatment plants, to landfills and to recycling. The application of the DSS is based on the solution of a constrained non-linear optimization problem. Various classes of constraints have been introduced in the problem formulation, taking into account the regulations about the minimum requirements for recycling, incineration process requirements, sanitary landfill conservation, and mass balance. The cost function to be minimized includes recycling, transportation and maintenance costs. The DSS has been tested on the municipality of Genova, Italy, and the results obtained are presented.  相似文献

In 1978 the US Environmental Protection Agency contracted Mathtech Incorporated to identify the impediments to recycling and evaluate their economic effects. The facilities studied represented a cross-section of recycling technologies, ownership types, geographical locations, and recovered products. It was discovered that none of the facilities was economical in the sense of providing the least-cost mode of disposal for municipal solid waste, and all of them suffered net losses in recent operations. Indications were that financial performance would improve slightly. A major deterrent to economical operations was the availability of lower-cost disposal by landfill.  相似文献

The dismantling of printed circuit board assemblies (PCBAs) and the recovery of their useful materials can lead to serious environmental impacts mainly due to their complicated physical structure and the variety of toxic elements contained in their material composition. So far, less attention has been paid to their responsible recycling compared to that of bare printed circuit boards. Combined with other materials recovery process, proper dismantling of PCBAs is beneficial to conserve scarce resources, reuse the components, and eliminate or safely dispose of hazardous materials. In analyzing the generation, resources potential and hazardous risk of scrap PCBAs, technologies used for the dismantling of waste PCBAs have been widely investigated and reviewed from the aspects of both industrial application and laboratory-scale studies. In addition, the feasibility of PCBA dismantling has been discussed, the determinants of which, including the heating conditions and mechanical properties have been identified. Moreover, this paper evaluates the environmental consequences caused by the dismantling of PCBAs.  相似文献

城市生活垃圾收运系统是生活垃圾管理的重要组成部分,收运费用占垃圾处理处置费用的40%~50%,为降低收运系统成本,减少环境污染与社会影响,需对垃圾车的收运路线进行合理优化。本文在参考国内外大量文献的基础上,评述了国内外城市生活垃圾收集与运输路线的优化模型与方法及其研究进展,通过各种模型与方法的对比,指出它们的优点与存在的问题。借鉴已有的研究思路与方法,引出作者对优化城市生活垃圾收运路线的思路并给出深入研究的建议。  相似文献

In this paper the Analytic Network Process (ANP) is applied to select the best location for the construction of a municipal solid waste (MSW) plant in the Metropolitan area of Valencia (Spain). Selection of the appropriate MSW facility location can be viewed as a complex multicriteria decision-making problem that requires an extensive evaluation process of the potential MSW plant locations and other factors as diverse as economic, technical, legal, social or environmental issues. The decision-making process includes the identification of six candidate MSW plant sites and 21 criteria grouped into clusters for the construction of a network. Two technicians of the Metropolitan Waste Disposal Agency acted as decision makers (DMs).The influences between the elements of the network were identified and analyzed using the ANP multicriteria decision method. Two different ANP models were used: one hierarchy model (that considers AHP as a particular case of ANP) and another network-based model. The results obtained in each model were compared and analyzed. The strengths and weaknesses of ANP as a multicriteria decision analysis tool are also described in the paper. The main findings of this research have proved that ANP is a useful tool to help technicians to make their decision process traceable and reliable. Moreover, this approach helps DMs undertake a sound reflection of the siting problem.  相似文献

Post-consumer plastic packaging waste (PPW) can be collected for recycling via source separation or post-separation. In source separation, households separate plastics from other waste before collection, whereas in post-separation waste is separated at a treatment centre after collection. There are also two collection schemes, either curb side or via drop-off locations. These different schemes have impact on total costs of collection at the municipal level. It can also influence the facility choices and network design. Therefore, a method which can compare costs of various collection schemes is needed.A comprehensive cost model was developed to compare costs of municipal collection schemes of PPW. The ‘municipal waste collection cost model’ is based on variables including fixed and variable costs per vehicle, personnel cost, container or bag costs as well as on emission costs (using imaginary carbon taxes). The model can be used for decision support when strategic changes to the collection scheme of municipalities are considered. The model takes into account the characteristics of municipalities, including urbanization degree and taxation schemes for household waste management.The model was applied to the Dutch case of post-consumer plastic packaging waste. Results showed that that in general post-separation collection has the lowest costs and curb side collection in urban municipalities without residual waste collection taxing schemes the highest. These results were supported by the conducted sensitivity analysis, which showed that higher source separation responses are negatively related to curb side collection costs. Greenhouse gas emission costs are a significant part of the total costs when collecting post-consumer plastic packaging waste due to the low density to weight ratio of the materials collect. These costs can amount to 15% of the total collection costs.  相似文献

Sustainable development goals are achievable through the installation of Material Recovery Facilities (MRFs) in certain solid waste management systems, especially those in rapidly expanding multi-district urban areas. MRFs are a cost-effective alternative when curbside recycling does not demonstrate long-term success. Previous capacity planning uses mixed integer programming optimization for the urban center of the city of San Antonio, Texas to establish that a publicly owned material recovery facility is preferable to a privatized facility. As a companion study, this analysis demonstrates that a MRF alleviates economic, political, and social pressures facing solid waste management under uncertainty. It explores the impact of uncertainty in decision alternatives in an urban environmental system. From this unique angle, waste generation, incidence of recyclables in the waste stream, routing distances, recycling participation, and other planning components are taken as intervals to expand upon previous deterministic integer-programming models. The information incorporated into the optimization objectives includes economic impacts for recycling income and cost components in waste management. The constraint set consists of mass balance, capacity limitation, recycling limitation, scale economy, conditionality, and relevant screening restrictions. Due to the fragmented data set, a grey integer programming modeling approach quantifies the consequences of inexact information as it propagates through the final solutions in the optimization process. The grey algorithm screens optimal shipping patterns and an ideal MRF location and capacity. Two case settings compare MRF selection policies where optimal solutions exemplify the value of grey programming in the context of integrated solid waste management.  相似文献
