In a study of consumptiveness among Swedish and Norwegian anglers in Engerdal, eastern Norway, three segments of low-, mid-, and high-consumptive anglers were identified by replicating a methodology of an earlier study of North American anglers. The Engerdal anglers were somewhat more catch-oriented than the North American anglers. Anglers in Norway fish to satisfy a complex set of experience preferences. Low-consumptive anglers rate nature experiences higher than mid- and high-consumptive anglers. High-consumptive anglers have a somewhat narrower range of experience preferences and are more oriented towards competitive aspects of fishing. All anglers generally support management efforts directed toward restricting other types of use of the waters, such as reducing pollution and reducing local fishermen's leisure gill-net fishing. They also support stocking of fish, but oppose actions restricting angling. However, low-consumptive anglers do not oppose angling restrictions to the same degree as mid- and high-consumptive groups. Low-consumptive fishermen show a higher degree of specialization and report higher overall satisfaction with their fishing trips than the other two groups.  相似文献

Fishing gears have multiple impacts on the marine environment, and policies to reduce these impacts through modifying fishing gears are becoming common place. Different modifications result in different changes in the set of environmental impacts, and imply different sets of costs and benefits for different stakeholder groups. In this study, the analytic hierarchy process (AHP) is used to quantify the relative importance of the environmental impacts of fishing to different stakeholder groups. Forty eight individuals representing six different stakeholder groups (ecologists, biologists, economists, gear technologists, fishers and fisheries managers) were surveyed. As expected, fishers and gear technologists placed substantially greater importance on reducing discarding of commercial fish species than on habitat damage. Priorities of other stakeholder groups varied, but all placed greater priority on habitats than the commercial sector. The results suggest that management aimed at reducing environmental impacts of fishing broader than just discarding is appropriate, but such moves are likely to be opposed by the fishing industry. The derived weights also have a direct application to fisheries management, as they allow otherwise non-commensurate impacts to be aggregated into an overall impact to compare environmental benefits from alternative modifications of fishing gear.  相似文献

Fish production and marketing are as old as the rural communities involved in the lucrative occupation in Badagry area of Lagos State, Nigeria. A random sampling of 200 fishermen using Participatory Rural Appraisal techniques (PRA) in five Badagry villages was used to explore coastal fishing and socio-economic development in the study area with a view to enhancing local productivity and sustainability. The findings show that an average fisherman in Badagry is aware of the resources available in his environment, and can affect productivity levels positively if given adequate incentives. There are two lessons from this study; one has to do with what PRA tells us about the fishing community, the other is the importance of facilitators that have, amongst other things, good listening skills. The experience also revealed that field workers’ ability to listen and learn from local fishermen was a critical factor in collecting in-depth information that could be used for rural community planning.  相似文献

We applied the adaptive management approach to analyze the demand and feasibility of adaptive management of fish stocks in a large regulated lake, Oulujärvi, in northern Finland. The process consisted of four phases: (1) analysis of the current state of the fisheries system (fishers, related markets and industry, fisheries researches and authorities, related organizations, etc.); (2) analysis of the objectives of different stakeholders; (3) the composition of alternative management strategies and assessment of their impacts; and (4) recommendations for future management. We used catch statistics from the period 1973–1995 to analyze fish stocks and fishing. Fish species involved were brown trout (Salmo trutta L.), whitefish [Coregonus lavaretus (L.) sl.], vendace (Coregonus albula L.); and pikeperch (Stizostedion lucioperca L.). Questionnaires and interviews were applied to ascertain the opinions of different groups of fishermen. Several models and cost–benefit analysis were used to assess the ecological, economic, and social impacts of three alternative management strategies. The results emphasize that when determining stocking levels and fishing regulations, the system should be considered as a whole, and impacts on major fish species and different groups of fishermen should be assessed. The stocking policy and fishing regulations should also be flexible to accommodate changing biotic and societal conditions. The key questions in applying the adaptive management process in Oulujärvi fisheries are how to determine clear objectives for fisheries management, find a fisheries management structure that provides workable interactions between different stakeholders, and arrange cost-effective monitoring. The lessons learned from the Oulujärvi experience and recommendations for fisheries management are relevant to other lakes with conflicting objectives of different stakeholders.  相似文献

The integration of local harvesters' knowledge of attitudes and practices toward the resources they harvest with scientific information is essential to natural resources management. However, the development and implementation of management policies have, in most cases, not been effective because of a failure to use all available sources of information and knowledge. In fisheries management, local knowledge is usually not collected in a systematic format and little published literature has discussed the use of local knowledge data collection and analysis methods. This paper describes the implementation of geographic information systems to systematize, analyze, and display traditional and scientific information to support fisheries management in the Patos Lagoon Estuary, southern Brazil. Artisanal fishing data were documented through a series of interviews conducted during and after fishing trips at harvest spots, and scientific data on environmental variables were obtained from different research institutions. A multi-layer GIS database integrating local fishers' and scientific knowledge information was developed with ArcGIS 8.3 ArcView tools to integrate and translate information into an accessible and interpretable format. The geo-spatial database interface allowed the selection of specific data characteristics by target species, harvest areas, fishers' communities, fishing gear, catch-per-unit of effort (CPUE), and monthly landings. The observed fishing spatial dynamics presented among the fishers' communities shows that, in most cases, artisanal fishermen tend to concentrate in shallow estuarine waters surrounding their villages.  相似文献

本文以赤水河和长江洪湖段233名退捕渔民为调查对象,基于偏最小二乘结构方程模型,从家庭禀赋、政策认知、政策执行三个维度构建禁捕补偿政策满意度模型,探究其影响因素和影响路径。研究结果表明:经济资本和社会资本对家庭禀赋具有显著的正向影响,人力资本和自然资本对家庭禀赋的影响未通过显著性检验;从路径系数来看,家庭禀赋、政策认知和政策执行三个维度对禁捕补偿政策满意度的路径系数分别是0.264、0.198和0.435;从中介效应来看,家庭禀赋通过政策认知间接影响政策满意度。基于此,本文认为建立多元化禁捕补偿制度、确保按时发放补偿资金、切实提高退捕渔民受教育水平、积极开拓渔民转产转业渠道可以进一步提升禁捕补偿政策满意度,确保长江大保护政策实施效果。  相似文献

Understanding public perceptions of the importance of environmental issues is crucial for gauging support for management activities. I present a novel methodological approach to assess the importance boaters placed on 16 water issues in a lake‐rich region of northern Wisconsin. A latent class maximum difference conjoint model was used to examine the relationships between environmental concern and engagement with lake resources. Boaters were grouped to maximize observed heterogeneity in prioritizing issues of concern. Socio‐demographic characteristics, recreation specialization, place attachment, and attitudes concerning aquatic stewardship and invasive species management were then used to predict class membership. This modeling approach identified five groups whose perceptions of issues pertaining to lakes are influenced by their interactions with the lake environment. While anglers were most concerned about fishing quality, sightseers identified lakeshore development and loss of natural habitat. Groups also differed in their socio‐demographic and attitudinal characteristics. The priorities of each group were substantially different from those of the overall sample. Accounting for differences in stakeholders' environmental concerns may improve public involvement in water management initiatives by allowing managers to identify common concerns and prioritize important issues among multiple groups.  相似文献

In Finland, small forest lakes and rivers in the northern part of the country are more sensitive to acidic deposition than other Finnish waters. In some lakes, acid-sensitive fish populations have declined. A nationwide survey of fishers showed that, at present, the number of fishers whose primary fishing waters are affected by airborne acidification is negligible compared to the estimated total number of adult fishers (1.1 million). The proportion of the fishers who mainly fish in water types sensitive to airborne acidification is considerable, 3% for the rivers in northern Finland and 21% for small forest lakes. There is general concern among fishers about the effects of acidification. Changes in the fishing waters are attributed to acidification by 5–10% of the fishers, although in most cases other information about the fishing waters rules out acidification as an explanation for the changes. Among those who fish in sensitive types of waters, a willingness to mitigate potential damages was reported by approximately one third of all fishers. Clear differences in the willingness to rehabilitate the fishery were observed in relation to the importance of fishing as a spare time activity and the distance between the fishing waters and a home or summer cottage.  相似文献

The responses of ecological computer simulations are significantly changed by the inclusion of human behavior patterns. Two computer simulations illustrate this principle for internal and external decision making. The Northwest Educational Trawler Simulation (NETS) models the interaction between fish populations, fishing effort, markets, and a fishing community. This simulation includes an internal decision making submodel for changing fishing effort based on observed behaviors of fishermen. NOGERO, a simulation of a mythical coastal fishing culture, uses external decision making where simulation users act as stewards. The patterns of model response vary depending on the attitudes and goals of decision makers. This shows how human behavior interacts with ecosystem dynamics to produce a variety of results.  相似文献

The paper develops a biological-economic evaluation tool to analyse the consequences for trawl fishers of implementing more selective fishing technologies. This is done by merging a dynamic biological population model and an economic cost–benefit evaluation framework to describe the consequences for the fish stocks, fishermen and society. The bio-economic evaluation is applied to the case of the Danish trawl fishery in Kattegat and Skagerrak, which experiences a high level of discards and bycatches of several species. Four different kinds of selectivity scenarios are evaluated in comparison with a baseline. The results from the evaluation are indicators for the consequences on ecological and economic levels. The results show that implementation of different selective fishing gear in the Kattegat and Skagerrak mixed trawl fisheries generally implies a trade off over time between rebuilding the stocks and economic loss. Moreover, the analysis shows that implementation of more selective gear is not always beneficial.  相似文献

Tropical fisheries, which are considered multi-species, may show selectiveness. We analyzed the degree of selectivity of fish catches in 46 sites along the Amazon basin through the percentage of biomass corresponding to the most caught fish species. Amazonian fisheries were considered moderately selective, as 54% of the sites directed more than a quarter of fishing effort to one fish species and in 87% of the sites more than half the fishing effort was directed to five fish species. Commercial fisheries were more selective than subsistence fisheries. Eleven fish species (nine of them migratory) have received more fishing pressure in the studied Amazonian regions and the catch composition differed among regions. We thus recommend that fisheries management in the Amazon basin should distribute fishing effort among more fish species; incorporate the particularities of commercial and subsistence fisheries; evaluate fishing effects on ecosystem services; and consider the biological characteristics of preferred fish.  相似文献

Saltwater fishing tournaments in the United States are generally not regulated nor are there different fishing regulations for tournament and nontournament anglers. Although much is known about those who participate in fishing tournaments in terms of their fishing motivations, attitudes, and characteristics, much less is known at the angler population level regarding their preferences for tournament opportunities. Using a stated preference choice model with hypothetical scenarios to simulate participation choices and understand preferences, study objectives were to identify angler preferences for various types of tournament fishing “products.” Four tournament policy characteristics were investigated: promotion of catch and release, bait restrictions, whether a percentage of the tournament entrance fee should go to support fishery management activities, and whether a tournament should be a nonprofit or profit-making venture. Three expectation attributes were inserted: tournament size, trip cost per day, and whether a tournament is family friendly. We sent seven different versions of the mail questionnaire to 1,633 anglers. Of 795 returns, 648 were used for estimating conditional logit models. Analysis indicated that a scenario with no management interventions was not most preferred. Anglers most preferred a conservation-oriented option that introduced additional management measures. Overall, scenarios with management interventions were more favored than the status quo situation (with no management interventions). Although respondents showed reluctance to adopt other management-related options, results generally indicated they were increasingly concerned with sustainability of fish stocks and potential conflicts between tournament and nontournament users and preferred tournament products that reflect these concerns.  相似文献

Increased efforts to analyze the human dimensions of anglers are necessary to improve freshwater fisheries management. This paper is a comparative analysis of urban and rural anglers living in a metropolis, based on n = 1061 anglers responding to a mail survey in the German capital of Berlin. More than two thirds of the anglers (71%) had spent most (>50%) of their effort outside the city borders of Berlin and thus were categorized as rural anglers. Compared to the rural anglers, urban anglers (50% of total effort spent inside the city) were younger and less educated. Urban anglers were more avid and committed, less mobile, and more frequently fished from boats and during weekdays. Rural anglers were more experienced, fished for longer times per trip, fished more often at weekends and on holidays, were more often members of angling clubs, and more frequently caught higher valued fish species. The achievement and fish quantity aspects of the angling experience were more important for urban than for rural anglers. Concerning management options, urban anglers more frequently suggested constraining other stakeholders and reducing regulations, whereas rural anglers more often proposed improving physical access to angling sites. Future urban fishing programs should offer ease of access, connection to public transportation, moderate prices, and diverse piscivorous fish stocks. In contrast to rural fisheries, the provision of high ecological and aesthetical quality of the angling waters can be regarded as of minor importance in urban fisheries. Rural fisheries managers need to consider the needs of stakeholders living in Berlin to minimize impacts on the less degraded rural water bodies and potential user conflicts with resident anglers. Ecosystem-based management approaches should guide rural fisheries policy.  相似文献

/ Management of ecosystems has advanced by an improvement in our understanding not only of how ecosystems function, but of how people perceive their functioning and what they consider to be environmental problems within those systems. Central to such management is understanding how people view estuaries. In this article I explore the perceptions and attitudes of people about coastal recreation, environmental problems, and future land use along the New Jersey shore (USA) by interviewing people who attended a duck decoy and craft show on Barnegat Bay. The people who were interviewed engaged in more days of fishing than any other recreational activity and engaged in camping the least. There were significant differences in recreational rates as a function of gender and location of residence, with men hunting and fishing more than women and photographing less than women. Jet skis were perceived as the most severe environmental problem, with chemical pollution, junk, oil runoff and overfishing as second level problems. Birds were perceived as not an environmental problem at all. Fishing, hiking, preservation, and camping ranked as the highest preferred future land uses for the two sites examined (Oyster Creek Nuclear Generating Station, Naval Weapons Station Earle). The preferred future land uses for these two sites, which are not under consideration for land-use changes, were very similar to those of people living near the Department of Energy's Savannah River Site in South Carolina, despite the media attention and considerations of nuclear storage.KEY WORDS: Recreation; Perceptions; Environmental problem; Gender; Land use; Coastal  相似文献

Technical and socio-economic characteristics are known to determine different types of fishers and their livelihood strategies. Faced with declining fish and water resources, small-scale fisheries engage into transformations in livelihood and fishing practices. The paper is an attempt to understand these changes and their socio-economic patterns, in the case of Singkarak Lake in West Sumatra, Indonesia. Based upon the hypothesis that riparian communities have diverse, complex yet structured and dynamic livelihood systems, the paper’s main objective is to study, document and model the actual diversity in livelihood, practices and performance of inland small-scale fisheries along the Singkarak Lake, to picture how households are adapted to the situation, and propose an updated, workable model (typology) of those for policy. Principal component analysis and cluster analysis were used to develop a typology of fishing households. The results show that small-scale fishers can be classified into different types characterized by distinct livelihood strategies. Three household types are identified, namely “farming fishers” households (type I, 30 %), “fishing farmers” households (type II, 30 %), and “mainly fishers” households (type III, 40 %). There are significant differences among these groups in the number of boats owned, annual fishing income, agriculture income and farming experience. Type I consists of farming fishers, well equipped, with high fishing costs and income, yet with the lowest return on fishing assets. They are also landowners with farming income, showing the lowest return on land capital. Type II includes poor fishing farmers, landowners with higher farming income; they show the highest return on land asset. They have less fishing equipment, costs and income. Type III (mainly fishers) consists of poorer, younger fishers, with highest return on fishing assets and on fishing costs. They have little land, low farming income, and diversified livelihood sources. The nature of their livelihood strategies is discussed for each identified group. This helps to understand the complexity and diversity of small-scale fishers, particularly in the study area which is still poorly known. This paper concludes with policy implication and possible management initiatives for environmentally prudent policy aiming at improvement of fishers’ livelihood.  相似文献

The coastal zone of Ghana is home to about a quarter of the total population of the country and its importance has been well emphasised in policy documents, such as the Ghana Shared Growth and Development Agenda, the National Climate Change Policy as well as the National Environmental Policy. However, environmental degradation remains a critical issue as dependence on coastal natural resources continues to increase, and its effect is being felt more strongly by certain groups than others. This paper identifies women as key stakeholders, and through an empirical assessment highlights the need to factor their environmental attitudes and values into efforts to manage the coast in an integrated manner. The results show that respondents generally had positive environmental attitudes, which did not translate to good environmental behaviour. Respondents placed the greatest importance on the coastal natural resources as sources of wealth creation and of food, values which are often described as being “anthropocentric”. Hence, initiatives that could win the support of the local people and also help manage coastal resources effectively are those that link the livelihoods and well-being to coastal natural resource management.  相似文献

"Working landscapes" is the concept of fostering effective ecosystem stewardship and conservation through active human presence and management and integrating livestock, crop, and timber production with the provision of a broad range of ecosystem services at the landscape scale. Based on a statewide survey of private landowners of "working" forests and rangelands in California, we investigated whether owners who are engaged in commercial livestock or timber production appreciate and manage biodiversity and ecosystem services on their land in different ways than purely residential owners. Both specific uses and management practices, as well as underlying attitudes and motivations toward biodiversity and ecosystem services, were assessed. Correlation analysis showed one bundle of ecosystem goods and services (e.g., livestock, timber, crops, and housing) that is supported by some landowners at the community level. Another closely correlated bundle of biodiversity and ecosystem services includes recreation, hunting/fishing, wildlife habitat, and fire prevention. Producers were more likely to ally with the first bundle and residential owners with the second. The survey further confirmed that cultural ecosystem services and quality-of-life aspects are among the primary amenities that motivate forest and rangeland ownership regardless of ownership type. To live near natural beauty was the most important motive for both landowner groups. Producers were much more active in management for habitat improvement and other environmental goals than residential owners. As the number of production-oriented owners decreases, developing strategies for encouraging environment-positive management by all types of landowners is crucial.  相似文献

Fee-fishing involves paying a fee for the privilege of fishing a body of water where fish populations are enhanced by stocking fish. Past literature on this activity has focused more on the operation of the enterprise and management of the fish than the people and site characteristics. The objectives of the study were to profile anglers and describe their site/management preferences. This study utilized an on-site interview and mail-back questionnaire at fee-fishing establishments in West Virginia (n = 212). Factor analysis of desired recreation experiences yielded five factors: Experience nature & adventure, Stress release & relaxation, Trophy fishing, Escape, and Family time. Cluster analysis showed that these anglers can be segmented into two distinct clusters, differing by sociodemographic characteristics, fishing behavior, and site/management preferences. The findings from this study provide baseline data to aid public resource managers and fee-fishing business owners in determining how to provide satisfying outdoor experiences and deliver desired services on-site. Future research will be needed from additional fee-fishing sites to obtain more detail about this outdoor recreation cohort and be able to generalize to a larger population of participants.  相似文献

We conducted a survey of 3321 Forest Service employees involved in compliance with the National Environmental Policy Act (NEPA) followed by five focus groups to investigate agency views of the purpose of agency NEPA processes and their appropriate measures of success. Results suggest the lack of a unified critical task for Forest Service NEPA processes and that employees' functions relevant to NEPA influence their views of its meaning. Compared to other agency personnel, members of interdisciplinary teams who carry out most day-to-day NEPA-related tasks placed greater emphasis on minimizing negative environmental and social impacts, satisfying multiple stakeholders and avoiding litigation and appeals. Line officers, who typically serve as the decision makers following NEPA processes, placed greatest emphasis on efficient implementation and least emphasis on minimizing impacts. Advisory personnel placed greatest emphasis on effective disclosure of analyses and decision-making. We discuss the structural origins of these differences as well as their implications.  相似文献
