Attitudinal differences regarding the use of nuclear energy were investigated. Results obtained in a random sample drawn from the population of four communities in The Netherlands within 30 miles of a nuclear power plant showed a strong relationship between subjects' attitudes towards nuclear energy and their perceptions of the possible consequences of nuclear energy. ‘Pro’- and ‘con’-subjects showed marked differences in the importance attached to the different possible consequences and their endorsement of the salience of more general social issues. Results provide support for the view that individuals perceive a false consensus with respect to the relative prevalence of similar attitudes among other people. Finally, subjects' perceptions of others with similar or opposing attitudes towards the issue of nuclear energy showed marked differences in evaluation especially for the extreme attitude groups.  相似文献

In a 1989 article, Ben Twight and Fremont Lyden compared the attitudes of national forest managers in the United States in 1981 with those of its major constituents to assess the extent to which the U.S. Forest Service was biased: were the beliefs and values of agency employees concerning resource management more representative of one of two major constituent groups, environmentalists and forest utilizers? The research tested Culhane's (Public Lands Politics: Interest Group Influence on the Forest Service and the Bureau of Land Management. Baltimore, Maryland: John Hopkins University Press. 1981) theory that the Forest Service occupies a middle ground in its attitudes relative to those of its environmental and utilization constituencies. They concluded that the agency did not; ideologically, district rangers were quite close to the Forest Service's utilizer constituency and relatively far from its environmentalist constituency. Given recent changes in the attitudes of Forest Services managers, the present study sought to answer the question: what do these changes reveal about the ideological position of the agency in 1981 vis a vis its position in 1990, and what are their implications for continuing concerns over the agency's representation of all interest groups? The response to survey questions of four groups—1990 district rangers and district rangers, environmentalists and forest utilizers in 1981—were combined for statistical comparison. Discriminant analyses were conducted to clarify the differences in the groups. Although the hypothesized bias of the Forest Service toward the traditional utilizer position was confirmed, the results also suggested that managers' values and attitudes had changed over the decade. The major issue underlying this bias—preservation versus utilization of resources—no longer adequately represented the agency's position, which has been fragmented into concerns with multiple issues.  相似文献

Summary The risks of radioactivity are a really complicated matter, yet they are much better known than are the risks relating to thousands of chemical poisons that occur in our environment. The greatest mistakes are probably made in the definition of safety margins. Except for the bombs dropped in Japan and one other case in the Marshall Islands, there has always—luckily—been a wide safety margin between fallout radiation and doses dangerous to health; the margin has actually been about 1000-fold. The Chernobyl dose of 0.5 mGy/year that we received is only 1/1000 of the acute dose of 0.5 Gy which would cause a slight and nonpermanent change in the blood picture.There is no such safety margin with respect to many air pollutants. The safety standards for sulfuric or nitric oxides, ozone and so on, have been set only just below the level that already causes a health hazard, and these standards are exceeded once in a while. Otherwise, traffic would have to be forbidden and many industrial plants, especially power stations using coal, would have to stop working whenever a low-temperature inversion occurred. Environmental radioactivity does not represent a likely health risk in Finland unless a nuclear war breaks out. Air pollutants, on the contrary, are a real and almost daily health risk that should be carefully considered when decisions about our energy production are being made.In spite of what happened at Chernobyl, global consumption of nuclear power will double by the year 2000, since there are about 140 nuclear power plants presently under construction. It is not likely that another catastrophe like Chernobyl will happen, yet nuclear plant accidents are of course possible, even if their likelihood is diminished by improving reactor safety and even if any eventual damage could be expected to be smaller. If a reactor is hooded by a containment structure, no significant release of radioactive materials should be possible even in case of an accident. However, we must be prepared to protect the population with carefully planned civil defense and radiation protection measures.I would like to sum up all of this as follows: The risks of radiation are a fact, but the fear they arouse is often disproportionate. There are risks related to all other methods of energy production as well; nuclear power is no exception in that respect. It is good that we aim at greater safety, but I hope that false presumptions will not lead us to mistaking a less safe alternative for a safer one.  相似文献

During the last decade there has been a significant increase in public concern about nuclear energy. This paper presents a brief overview of trends and developments in public opinion since the late 1970s. One possible reason for this increased concern is the public's perception of risks. Research has shown a considerable divergence in public and expert assessment of the risks associated with nuclear energy. It will be argued that qualitative aspects of these risks play a crucial role in the public's perception of nuclear energy, and that reactions such as fear and anxiety are the major determinants of attitudes to the building of new nuclear power stations in one's neighbourhood. It is also clear, however, that differences in the perception of these risks do not embrace all the relevant aspects of public acceptance of nuclear energy. Public reaction is also related to more general values and beliefs, and the issue of nuclear energy is firmly embedded in a much wider moral and political domain.  相似文献

Research on attitudes toward environmental policy making has often overlooked the important role that risks play in forming individual attitudes towards the environment. Similarly, this research often assumes that the factors that affect attitudes are similar across different environmental domains. The purpose of this research is to examine how the factors that affect an individual's willingness to get involved in environmental policy making differ on two environmental issues – nuclear power and drinking water. The study utilises multivariate statistical techniques to explore the relationship that uncertainty, risk, and trust play in an individual's willingness to take action in environmental policy making. The data consist of responses to a national random telephone survey of 403 adults in the United States. The individuals surveyed are more likely to take action on the less avoidable potential threat of nuclear power than they are on drinking water. The respondents believe that the potential harm from nuclear power is greater than that from drinking water. The individuals most likely to take action are those who indicate that they are interested in environmental issues.  相似文献

There are inconsistencies in the treatment and attitudes of human beings to animals and much confusion in thinking about what are appropriate conditions for using and keeping animals. This article outlines some of these considerations and then proposes guidelines for designing animal management systems. In the first place, the global and local ecological effects of all animal management systems must be considered and an environment designed that will not rock the biospherical boat. The main points to consider are the interrelatedness of living things with each other and the environment, the self-sustaining nature of ecosystems, and the importance of diversity in the stability and maintenance of ecosystems. These can and should be taken into account when assessing animal management. They are illustrated by examples of companion/urban dogs, as well as farm, zoo, and circus animals. The environment must also be considered from the point of view of the ethological needs of the animals. There are two possible approaches to this: (1) the reductionist approach, illustrated by the choice experimental tests; and (2) a holistic, evolutionist approach that concentrates on the degree of behavioral restriction and the identification of distress. The assessment of an animal's ethological needs, and thus the ethological soundness of an environment, must take into account the species needs (communication system, species-specific characteristics of the brain receptors and cognition) and the individual's needs (his past experience). The behavioral effects of domestication and how distress can be assessed are discussed. Different ethical positions toward animals and their treatment are briefly outlined, and it is argued that, provided animals are in ecologically and ethologically sound environments, their use by human beings is ethically acceptable. The animal-human association should be characterized by symbiosis—mutual benefit—rather than a parasitic or exploitative relationship—employer to employee, rather than master to slave.  相似文献

Mineral reserves are unevenly and erratically distributed throughout the world; those countries which were intensively explored in the past — the USA, Canada, the USSR, Australia, South Africa, and a limited number of Asian, African, and Latin American countries — control a large share of many of the industrially important metallic minerals. Current attitudes towards exploration and the mining industry in both the developed and the less developed countries should clearly encourage rather than discourage new exploration. Given an increase in exploration, new reserves may well be found in previously unexplored areas, but any major increase in world mineral supplies will probably come from mining very low- grade deposits and developing new methods of mining and processing non-conventional ores. While it is vital to increase research and development in exploration techniques and mining and processing technology, it is also critical to maintain current levels of consumption and trade by reversing the trend towards trade restriction on the part of some of the less developed countries who are important mineral exporters.  相似文献

Previous research notes that sense of place may intensify, and that levels of public risk perception may decrease with proximity to an established hazardous or stigmatised site. In addition, the literature suggests that sense of place may act either to mediate or moderate community perceptions of risk in such localities. This study comprised a major household survey (n = 1326) and an interview study (n = 39) and was conducted close to the nuclear power stations at Oldbury and Hinkley Point, both in the UK. It investigated the roles of perceptions of place and hazard proximity in considering (a) perceptions of risk and (b) public attitudes towards the building of a new nuclear power station in the nearby area. In addition, a novel scale was developed to measure the perceived contribution of the nearby nuclear power station to sense of place. The results suggest first, that sense of place mediates (but does not moderate) perceptions of risk in very proximate communities, and second, that public attitudes to new build in communities situated very close to established nuclear sites may be largely dependent on the extent to which the existing facility is perceived to contribute towards sense of place. The implications of these results for existing theory are discussed.  相似文献

The project on Biodiversity Uncertainties and Research Needs (BURN) ensures the advancement of usable knowledge on biodiversity by obtaining input from decision makers on their priority information needs about biodiversity and then using this input to engage leading scientists in designing policy-relevant research. Decision makers articulated concerns related to four issues: significance of biodiversity; status and trends of biodiversity; management for biodiversity; and the linkage of social, cultural, economic, legal, and biological objectives. Leading natural and social scientists then identified the research required to address the decision makers' needs and determined the probability of success. The diverse group of experts reached consensus on several fundamental issues, helping to clarify the role of biodiversity in land and resource management. The BURN participants identified several features that should be incorporated into policy-relevant research plans and management strategies for biodiversity. Research and assessment efforts should be: multidisciplinary and integrative, participatory with stakeholder involvement, hierarchical (multiple scales), and problem- and region-specific. The activities should be focused regionally within a global perspective. Meta-analysis of existing data is needed on all fronts to assess the state of the science. More specifically, the scientists recommended six priority research areas that should be pursued to address the information needs articulated by decision makers: (1) characterization of biodiversity, (2) environmental valuation, (3) management for sustainability—for humans and the environment (adaptive management), (4) information management strategies, (5) governance and stewardship issues, and (6) communication and outreach. Broad recommendations were developed for each research area to provide direction for research planning and resource management strategies. The results will directly benefit those groups that require biodiversity research to address their needs—whether to develop policy, manage natural resources, or make other decisions affecting biodiversity.  相似文献

Nuclear and chemical waste facilities can be successfully sited, despitenimby responses, if siting programs account for the sources of public concern. Irrational fear is not the main source; instead, waste managers must deal with perceived inequities in the distribution of benefits and costs, and concern about facility safety. Benefit-cost inequities may be dealt with in part by keeping wastes where they are generated, through political restrictions, or by providing economic compensation and political incentives (for example, a local veto). Assuring people of facility safety includes allowing local control (monitoring, health assessment, regulation), and enhancing trust of facility managers through such means as rectifying past mistakes, individual-oriented education campaigns, and negotiation of compensation packages with local residents. These means should reduce —without eliminating—public opposition to local siting of nuclear and chemical waste facilities.  相似文献

Summary This literature review indicates how little is known about the growth of introduced bacteria. The available data base is so sparse that one can only speculate on the environmental conditions and the physiological traits that are needed to permit bacterial growth. Although methods are available to label organisms so that their multiplication can be detected under natural conditions, those methods have not been used sufficiently often to provide a meaningful base of information to allow a definition of conditions that favor multiplication of particular species or the organisms that are likely to proliferate in particular environments. However, because methods exist to monitor microbial growth, and new and better methods can be developed easily, it should not be difficult—provided research funds are made available—to expand greatly the data base and provide adequate information to be used for predicting the behavior of genetically engineered organisms in nature.  相似文献

The US Congress is currently studying various ways through which legislation similar to that of the Surface Mining Control and Reclamation Act of 1977— which is concerned mainly with coal, can be applied to all minerals other than coal. This study analyses three US mineral industries—copper, iron ore, and phosphate rock - and identifies a number of areas which Congress and other decision makers ought to consider in arriving at such legislation. The author concludes that reclamation costs may affect the economic and financial performance of each of these industries in a different manner; furthermore, their economic behaviour is significantly different from that of coal. The author's main recommendation is that if surface mining regulations are to be legislated, they should be industry- and commodity-specific rather than umbrella legislation for all non-coal minerals.  相似文献

Environmentalists and ecopsychologists claim that focusing on “I” leads people to feel less connected to nature. The present study empirically tests this argument by manipulating participants’ objective self-awareness (OSA). Heightened OSA has been shown to increase participants’ self-focus, but also increase the impact of individuals’ attitudes and personality characteristics. Integrating these effects, we predicted that individuals lacking pro-environmental internal characteristics (nonenvironmentalists and those high on exploitativeness) would show decreased connection to nature in response to heightened OSA, while individuals with pro-environmental internal characteristics would not. For these individuals, their pro-environmental internal characteristics should counteract the effects of OSA on connection to nature. Two studies provide empirical support for this hypothesis. Implications of this research for pro-environmental actions are discussed.  相似文献

Employing a social survey, this paper examines citizen attitudes towards local energy governance in the aftermath of the Great East Japan Earthquake and the subsequent nuclear power plant accident. The survey found that public comment and random sampling citizen deliberation led to a greater willingness to participate in discussions of municipal heating and power (energy) policy for a resilient community than did conventional citizen committee membership. The former mechanisms provided opportunities for individuals with considered viewpoints to participate in a public dialogue on energy and environment issues in post-disaster Japan. Respondents who did not have clear ideas about a roadmap for nuclear power generation showed a lower willingness to participate in local energy policy formulation processes.  相似文献

This paper provides an analysis of a 1991 survey of the views of a stratified random sample of 1,105 Ontario farmers. Factor analysis, Kruskal—Wallis one-way ANOVA, chi-square and correlations were used to identify differences in farmers' attitudes toward rural environmental issues as a function of their demographic and farm characteristics. Younger, well-educated farmers, especially if female, were most concerned about the seriousness of rural environmental degradation. The largest operators expressed the greatest support for the use of agricultural chemicals, were most opposed to government conservation regulations and were least environmentally oriented. Such differences between Australian and Ontario farmers as the former's greater cautiousness about governmental regulation and receptivity to the Green Movement are a function of differing demographic and farm characteristics between Australia and Ontario.  相似文献

This study employed a mixed-methods design to examine the relationship between nature experience type (e.g., direct and indirect) and learning outcomes (e.g., environmental knowledge, attitudes, and behavior) associated with an environmental education, international immersion program for adolescents. Longitudinal data from 108 participant and 49 comparison group members were analyzed to test the study’s hypotheses. Additionally, qualitative data were analyzed using grounded theory methodology to assess participants’ perceptions of these processes. The findings indicate that environmental knowledge increased more than environmental attitudes during the indirect portion of the program (i.e., preparatory program) whereas the direct portion (i.e., international workshop) produced similar levels of knowledge and attitude growth. Further, while attitudes were more strongly associated with behavior during the indirect component of the program, the strength of the relationships between attitudes and behavior, and knowledge and behavior were similar during the direct portion of the experience. A synthesis of the findings suggests that the program’s direct experiences catalyzed environmental knowledge into a stronger motivating force than it had been during the indirect experiences. The qualitative findings also provide insights into the characteristics of direct experiences. These findings offer important insights for both theory and practice related to the use of direct and indirect nature experiences to develop environmental knowledge, attitude, and behaviors.  相似文献

Human communities often are an inadvertent source of food, water, and other resources to native species of wildlife. Because these resources are more stable and predictable than those in a natural environment, animals that subsist on them are able to increase in numbers and expand their range, much to the detriment of their competitors and species they prey upon. In the Mojave Desert, common ravens (Corvus corax) have benefited from human-provided resources to increase in population size precipitously in recent years. This trend has caused concern because ravens prey on juvenile desert tortoises (Gopherus agassizii), a federally threatened species. In this paper, I discuss management strategies to reduce raven predation on desert tortoises. The recommendations fall into three categories: (1) managing raven populations by reducing access to anthropogenic resources; (2) removing offending ravens or other birds in specially targeted tortoise management zones; and (3) continuing research on raven ecology, raven behavior, and methods of reducing raven predation on tortoises. I also recommend approaching the problem within an adaptive management framework: management efforts should first be employed as scientific experiments—with replicates and controls—to yield an unbiased assessment of their effectiveness. Furthermore, these strategies should be implemented in concert with actions that reduce other causes of desert tortoise mortality to aid the long-term recovery of their populations. Overall, the approaches outlined in this paper are widely applicable to the management of subsidized predators, particularly where they present a threat to a declining species of prey.  相似文献

The household-recycling rate in the Borough of Burnley, England in 2001/2002 was only half the national average of 12%. This research employed both quantitative and qualitative surveys in order to ascertain whether householders’ attitudes to recycling were contributory factors to the generally poor recycling performance and to investigate other social, cultural and structural influences. The Borough has a large Asian–British population concentrated in two deprived wards where recycling rates are particularly low, so special attention was given to ascertaining their attitudes towards recycling.The quantitative survey comprised a postal questionnaire sent to a random sample of 360 households drawn from the electoral register. The qualitative survey consisted of group interviews with the Asian–British population at local community centres and focus groups attended by volunteers from the quantitative study.The findings suggest that householders are very willing to participate in recycling, as shown by the almost 80% claiming to recycle paper, but that local recycling services are too unreliable and inconvenient to allow them to do so comprehensively. Asian–British attitudes to recycling were found to be no different to those of the wider population, with their low participation being linked to the higher priorities imposed upon them by economic deprivation. The findings are broadly in line with those of the literature in that recycling participation tends to be higher among more affluent and older people, but lower among less affluent and younger households, probably due in part to the availability of both storage space and time, with the implication that the Borough's preponderance of terraced housing militates against a high recycling rate. Policy recommendations to local authorities include the provision of bespoke recycling services to suit the variety of residential conditions across the UK, and the provision of regular feedback to householders regarding recycling services and performance.Further research is needed to identify non-recyclers and to explore how householders’ underlying psychological, cultural and social attitudes to recycling impinge upon recycling and participation rates.  相似文献

Input–output modeling and cluster analysis are used to assess the impacts of oil consumption industries on environmental quality and inter-industry relationships in Taiwan. Results indicate that fuel oil has the greatest impact on the environment. The transportation sector has grown rapidly with high energy intensity and severe pollution emission in Taiwan. Also, power generation, other industrial chemicals, paper products, non-metallic mineral products, petro-chemical materials, rubber products, cement and textiles are identified as the most significant industries causing serious pollution problems in Taiwan. Results of inter-industry linkages confirm that investment of the above-mentioned industries should be adjusted to better energy efficiency, environmental quality and economic bases. This study indicates that energy policy should integrate environmental policy, in addition to assuring energy and economical gains.  相似文献

This article reviews the available information on the uranium industry and the beginning of nuclear power in China. Few details of China's uranium industry have hitherto been published in the West. The broad conclusions reached are that China is faced with severe energy shortages for the foreseeable future; nuclear power will help to solve this problem but the timing and extent of its contribution are uncertain. The central question of civil nuclear policy is whether or not to use imported technology, although satisfactory development of the uranium industry probably will require foreign assistance. The principle conestraint in this regard is foreign exchange. To help overcome this problem the Chinese are now, for the first time, offering uranium on the international market.  相似文献
