With the annual increase in waste generation and heavy reliance on landfilling as disposal, method in Malaysia, it is just a matter of time before significant problems of space limitations, health, and environmental issues hit the nation severely. This paper attempts to develop an overview on solid, waste recycling in Malaysia at the most basic level of a community or nation which is the household, unit. Households are the main primary source of municipal solid waste in Malaysia, consisting of, recyclable materials at most 70% to 80% of the total waste composition as found placed in the, landfills. Overview on the existing household solid waste recycling policy and program status in, Malaysia is relevant in enhancing solid waste management measure from recycling perspective. Despite the high potential and opportunities for solid waste recycling, wastes are still simply being, dumped in an open area of ground without any attempt for recovery and recycling. Comparing to, recycling rates of neighboring countries, Malaysia is falling back at merely 5% which proves how, uncommon recycling practice is. The government is committed to significantly improve the national's, solid waste management services especially in waste minimization. Fortunately the emphasis on, recycling as a sustainable waste management strategy has taken a shift in paradigm as wastes, separation and recycling are part of the major changes in the current policy implementation. With, issues and challenges in recycling practice that were highlighted in this context especially from the, aspects of information availability and other loopholes within solid waste management policies and, related recycling program within the community, the question on whether the goals in 2020 can be, met remains unsure of but there is a possibility for a successful implementation of sustainable solid, waste management particularly in recycling.  相似文献

Some states measure progress in their waste reduction programs on the basis of recycling rates, while others use disposal-based reduction rates. It is generally recognized that these two measures are conceptually distinct. Nevertheless, when informational surveys of waste reduction activities are compiled, the data are usually combined in a manner that blurs this distinction and complicates the issues involved. In this paper, these two concepts are defined in a precise manner and equations are derived which clearly depict the relationship between recycling rates and disposal-based reduction rates. Information from a national survey and the US Environmental Protection Agency is used to illustrate the concepts which are developed in the paper.  相似文献

In Mauritius, solid waste disposal has been a cause for concern since the 1980s. Currently, there is no segregation of waste and some 1200 tonnes of solid waste are generated daily by the 1.24 million inhabitants of the island. As processes such as recycling and composting are still in their infancy stage, most of the waste generated have to be disposed of at the sole landfill. The solid waste management practices of 1980s and early 1990s are no longer compatible with the changing composition and quantity of wastes now generated. As a result, there is an urgency to review the whole waste management system and come forward with sustainable solutions.This paper presents an overview of the disposal of non-hazardous solid waste in Mauritius and provides recommendations for improving the current disposal system.  相似文献

Contributing elements toward the development of a sustainable solid waste management system in Tucumán, Argentina, are described. Changes in the working environment for the wastepickers have been instrumental in providing a livable wage and diminished health and environmental risks to the wastepickers and to neighboring residents. Income levels to the wastepickers are now approximately 1.75 times minimum wages in Tucumán and are being driven almost entirely by the recycling of plastics. Educational improvements in Tucumán, which are assisting sustainability of the solid waste system, are being significantly improved by the operation of a pilot scale project, by demonstrating opportunities to government officials and school children. Improved financial sustainability to the solid waste management system is also potentially available from carbon credit trading opportunities, presenting the opportunity for 1.2 times the income available from recycling efforts.  相似文献

The European Union Landfill Directive calls on member states to reduce the amount of biodegradable municipal solid waste disposed of to landfill. In addition, national waste strategies will require the constituent parts of the United Kingdom to achieve increased household waste recycling and recovery rates. Both these measures will require the development of the infrastructure to support national high-intensity recycling and composting schemes and the construction of at least 35 new municipal waste to energy incinerators. Before plans can be developed for meeting the targets several areas relating to municipal solid waste need to be clarified. Depending on the definition of municipal solid waste, its composition and likely future growth rates the number of incinerators required could be up to 170.  相似文献

Traditionally solid waste management has evolved as mainly the removal of municipal wastes by hauling them out of the city boundaries and dumping them ‘there’. This is in conformity with the ‘out of sight out of mind’ philosophy. However, with the ever increasing tonnage of refuse due to the expansion of urban centers, which implies increased collection, transportation and disposal costs, recycling is currently accepted as a sustainable approach to solid waste management. This paper reports on the findings of a study, conducted in the city of Dar es Salaam between the years 1993 and 1995, on the scavenging activities and recycling trends of some selected items in Dar es Salaam. Apart from the discussions on existing solid waste generation rates (2000 tonnes/day), composition (60% being organic/or vegetable matter) and their management in Dar es Salaam, the paper also presents data obtained through a survey of Vingunguti dump site and other waste collection centers. It was established that there are currently about 600 solid waste scavengers in Dar es Salaam, approximately 109 of whom operate at Vingunguti dump site and others at 14 different collection centers. Many of them opted for scavenging due to unemployment. The study findings indicate that their average monthly income exceeded the official minimum wage (at the time of study) enabling them to support their families. This demonstrates the potential of recycling to generate gainful employment with implied lower crime rates among the unemployed. Recycling activities in the city were observed to be not only a critical source of raw materials for small-scale industries, in the absence of which they would cease to operate, but also a widely accepted environmentally friendly technology for solid waste management. Out of 294 tonnes of studied waste materials (paper, metal, plastic, glass and textiles) only 4 tonnes are recovered and recycled. The remaining 290 tonnes/day of recyclable material are left to pollute the environment or are collected and transported for final disposal and, therefore, unnecessarily contribute to the shortening of the life span of the dump site. Finally, the paper gives some recommendations for improved recycling activity so as to make it an important means of reducing the overall volume of waste materials to be transported and deposited in the dump site and at the same time provide a potential opportunity for employment for unskilled workers.  相似文献

Environmental life cycle assessment (LCA) developed rapidly during the 1990s and has reached a certain level of harmonisation and standardisation. LCA has mainly been developed for analysing material products, but can also be applied to services, e.g. treatment of a particular amount of solid waste. This paper discusses some methodological issues which come into focus when LCAs are applied to solid waste management systems. The following five issues are discussed. (1) Upstream and downstream system boundaries: where is the ‘cradle’ and where is the ‘grave’ in the analysed system? (2) Open-loop recycling allocation: besides taking care of a certain amount of solid waste, many treatment processes also provide additional functions, e.g. energy or materials which are recycled into other products. Two important questions which arise are if an allocation between the different functions should be made (and if so how), or if system boundaries should be expanded to include several functions. (3) Multi-input allocation: in waste treatment processes, different materials and products are usually mixed. In many applications there is a need to allocate environmental interventions from the treatment processes to the different input materials. The question is how this should be done. (4) Time: emissions from landfills will continue for a long time. An important issue to resolve is the length of time emissions from the landfill should be considered. (5) Life cycle impact assessment: are there any aspects of solid waste systems (e.g. the time horizon) that may require specific attention for the impact assessment element of an LCA? Although the discussion centres around LCA it is expected that many of these issues are also relevant for other types of systems analyses.  相似文献

This paper provides non-hazardous solid waste audit procedures and bench mark audit data for golf courses (GCs). The paper also demonstrates the narrow scope of solid waste audit data, and the need to move towards a broader auditing scope such as that contained in sustainability auditing frameworks. A case study of Clear Lake Golf Course, located in southwestern Manitoba, Canada was completed. Annual waste generation rates at the GC were estimated to be 46.2 tonnes/year with 83% of this material compostable. Grass clipping material generated from the putting greens accounted for 79% of the waste stream. The GC achieved a solid waste diversion rate of 81% (waste generated not destined for landfill per total waste material generated). A future, realistic target of 97% diversion was also identified. The 7 day audit period was found to be unsuitable for estimating grass clipping generation rates. Implementation of a broader sustainability framework for future audits will harmonize many existing management functions such as solid waste auditing, waste characterizations, pollution prevention, green procurement, customer satisfaction, and the efficiency of the operations.  相似文献

Turkey, due to its location in the Alpine-Himalayan belt, has numerous marble deposits. More than 250 marble types with different colours and patterns have been produced from these deposits and one hundred of these are well known around the world. One such well-known marble type is Afyon-Iscehisar. Afyon-Iscehisar is Palaeozoic in age and has been quarried since the era of the Roman empire. The Afyon region is known as one of the most important marble production and processing centres in Turkey. The Afyon province, which possesses 3.5% of exploitable marble reserves (3,872,000,000 tonne) in Turkey, yields 9% of the total marble block production. The 409 marble processing plants in Afyon produce 19% of the total slab in Turkey. As a result of marble production activities, approximately 340,000 tonne of marble waste has accumulated in the area. While some of these unshaped marble blocks are re-used and returned to the economy, the majority are discarded. There are two waste marble storage fields located in the Afyon-Iscehisar region. All of the solid and fine-grained marble waste is stored in waste marble storage fields in Susuz Bo?az? and in the nearby Iscehisar marble quarries. The ecological effects of the marble waste, which were once discharged everywhere and exhibited visual pollution, has now been reduced to a minimal level.  相似文献

Inadequate management of household solid waste is a serious problem in many developing cities. The study aimed to evaluate the quantities and composition of household solid waste generation in Abuja within different socioeconomic groups. The wastes from 74 households across different socioeconomic levels in Abuja were collected, weighted and classified on a daily basis for seven days in February 2012. The result showed that the average daily per capita household waste generation is 0.634 kg/capita/day. The characteristic of solid waste in Abuja are typical for the developing cities and dominated by organic waste. Households waste consisted of 63.6% organic waste, 9.7% paper, 8.7% plastics, 3.2% metal, 2.6% glass, 1.6% textile and 10.6% others (unclassified) and the bulk density was 240 kg/m3. The evaluation of relationship between income and daily per capita household waste generation showed a positive relationship. The study revealed a statistically significant difference between household size and daily per capita household waste generation in high-income group; a slight significant difference between household size and daily per capita household waste generation in medium income group and no statistically significant difference between household size and daily per capita household waste generation in low-income group.  相似文献

Waste stream characteristics must be understood to tackle waste management problems in Kathmandu Metropolitan City (KMC), Nepal. Three-stage stratified cluster sampling was used to evaluate solid waste data collected from 336 households in KMC. This information was combined with data collected regarding waste from restaurants, hotels, schools and streets. The study found that 497.3 g capita(-1) day(-1) of solid waste was generated from households and 48.5, 113.3 and 26.1 kg facility(-1) day(-1) of waste was generated from restaurants, hotels and schools, respectively. Street litter measured 69.3 metric tons day(-1). The average municipal solid waste generation rate was 523.8 metric tons day(-1) or 0.66 kg capita(-1) day(-1) as compared to the 320 metric tons day(-1) reported by the city. The coefficient of correlation between the number of people and the amount of waste produced was 0.94. Key household waste constituents included 71% organic wastes, 12% plastics, 7.5% paper and paper products, 5% dirt and construction debris and 1% hazardous wastes. Although the waste composition varied depending on the source, the composition analysis of waste from restaurants, hotels, schools and streets showed a high percentage of organic wastes. These numbers suggest a greater potential for recovery of organic wastes via composting and there is an opportunity for recycling. Because there is no previous inquiry of this scale in reporting comprehensive municipal solid waste generation in Nepal, this study can be treated as a baseline for other Nepalese municipalities.  相似文献

This study presents the results of a comparative life cycle assessment (LCA) on the energy requirements and greenhouse gas (GHG) emission implications of recycling construction and demolition (C&D) rubble and container glass in Cape Town, South Africa. Cape Town is a medium sized city in a developing country with a growing population and a rising middle class, two factors that are resulting in increased generation of solid waste. The City is constrained in terms of landfill space and competing demands for municipal resources.The LCA assessment was based on locally gathered data, supplemented with ecoinvent life cycle inventory data modified to the local context. The results indicated that recycling container glass instead of landfilling can achieve an energy savings of 27% and a GHG emissions savings of 37%, with a net savings still being achieved even if collection practices are varied. The C&D waste results, however, showed net savings only for certain recycling strategies. Recycling C&D waste can avoid up to 90% of the energy and GHG emissions of landfilling when processed and reused onsite but, due to great dependence on haulage distances, a net reduction of energy use and GHG emissions could not be confidently discerned for offsite recycling. It was also found that recycling glass achieves significantly greater savings of energy and emissions than recycling an equivalent mass of C&D waste.The study demonstrated that LCA provides an important tool to inform decisions on supporting recycling activities where resources are limited. It also confirmed other researchers’ observations that strict adherence to the waste management hierarchy will not always result in the best environmental outcome, and that more nuanced analysis is required. The study found that the desirability of recycling from an energy and climate perspective cannot be predicted on the basis of whether such recycling conserves a non-renewable material. However, recycling that replaces a virgin product from an energy-intensive production process appears to be more robustly beneficial than recycling that replaces a product with little embodied energy. Particular caution is needed when applying the waste management hierarchy to the latter situations.  相似文献

In this study, an interval-parameter two-stage mixed integer linear programming (ITMILP) model is developed for supporting long-term planning of waste management activities in the City of Regina. In the ITMILP, both two-stage stochastic programming and interval linear programming are introduced into a general mixed integer linear programming framework. Uncertainties expressed as not only probability density functions but also discrete intervals can be reflected. The model can help tackle the dynamic, interactive and uncertain characteristics of the solid waste management system in the City, and can address issues concerning plans for cost-effective waste diversion and landfill prolongation. Three scenarios are considered based on different waste management policies. The results indicate that reasonable solutions have been generated. They are valuable for supporting the adjustment or justification of the existing waste flow allocation patterns, the long-term capacity planning of the City's waste management system, and the formulation of local policies and regulations regarding waste generation and management.  相似文献

Solid waste disposal is becoming a difficult problem for many states. Since 1960, the amount of municipal solid waste (MSW) has been increasing at a rate of 1% per year. More than 75% of the waste is comprised of recyclable materials. Several states have mandated recycling to decrease the volume of waste intended for disposal. Those mandated programs are very popular, but depend on many political, social, and economic factors for success. While Alabama has the manufacturing infrastructure to support a mandated recycling program, no recycling legislation has been promulgated. At this time recycling is only being done on a voluntary basis. A mandatory program with the proper support, education and funding could allow Alabama to recycle much of the 5.2 million tons of waste that are generated within its borders each year.  相似文献

Four Illinois communities with different sociode-mographic compositions and at various stages of planning for solid waste management were surveyed to determine the influence of sociodemographic variables and planning stages on the factors that motivate recycling behavior. A factor analysis of importance ratings of reasons for recycling and for not recycling yielded five factors interpreted as altruism, personal inconvenience, social influences, economic incentives, and household storage. The four communities were shown to be significantly different in multivariate analyses of the five motivational factors. However, attempts to explain these community differences with regression analyses, which predicted the motivational factors with dummy codes for planning stages, a measure of self-reported recycling behavior, and sociodemographic measures were unsatisfactory. Contrary to expectation, the solid waste management planning stages of the cities (curbside pickup, recycling dropoff center, and planning in progress) contributed only very slightly to the prediction of motivational factors for recycling. Community differences were better explained by different underlying motivational structures among the four communities. Altruistic reasons for recycling (e.g., conserving resources) composed the only factor which was similar across the four communities. This factor was also perceived to be the most important reason for recycling by respondents from all four communities. The results of the study supported the notion that convenient, voluntary recycling programs that rely on environmental concern and conscience for motivation are useful approaches to reducing waste.  相似文献

Disposal of the municipal organic solid waste is a serious problem worldwide. Composting is one of the most preferred methods of solid waste management practice, principally due to the high percentage of organic material in the waste composition. Composting has advantages over land-filling and incineration in Mauritius because of lower operational costs, less environmental pollution, beneficial use of the end product, high humidity and organic content of household waste. Vermicomposting is a comparatively enhanced method in composting, and involves the stabilization of organic solid waste through earthworm consumption that converts the waste into earthworm castings. In both composting and vermicomposting processes, the presence of heavy metals and different toxics substances limits its land use without processing. The production and application of compost potentially contaminate the environment with heavy metals. There is a high-degree of consensus in the past and present literatures that composting increases metal concentrations but whether similar changes in metal concentration and availability occur during vermicomposting has not been fully resolved. This review deals with various total metal contents present in composting compared to that present in vermicomposting of organic solid wastes from past and present years.  相似文献

In Malaysia, most municipal wastes currently are disposed into poorly managed 'controlled tipping' systems with little or no pollution protection measures. This study was undertaken to assist the relevant governmental bodies and service providers to identify an improved waste disposal management strategy. The study applied the choice experiment technique to estimate the nonmarket values for a number of waste disposal technologies. Implicit prices for environmental attributes such as psychological fear, land use, air pollution, and river water quality were estimated. Compensating surplus estimates incorporating distance from the residences of the respondents to the proposed disposal facility were calculated for a number of generic and technology-specific choice sets. The resulting estimates were higher for technology-specific options, and the distance factor was a significant determinant in setting an equitable solid waste management fee.  相似文献

This paper proposed an inexact reverse logistics model for municipal solid waste management systems (IRWM). Waste managers, suppliers, industries and distributors were involved in strategic planning and operational execution through reverse logistics management. All the parameters were assumed to be intervals to quantify the uncertainties in the optimization process and solutions in IRWM. To solve this model, a piecewise interval programming was developed to deal with Min-Min functions in both objectives and constraints. The application of the model was illustrated through a classical municipal solid waste management case. With different cost parameters for landfill and the WTE, two scenarios were analyzed. The IRWM could reflect the dynamic and uncertain characteristics of MSW management systems, and could facilitate the generation of desired management plans. The model could be further advanced through incorporating methods of stochastic or fuzzy parameters into its framework. Design of multi-waste, multi-echelon, multi-uncertainty reverse logistics model for waste management network would also be preferred.  相似文献

Conventional solid waste management planning usually focuses on economic optimization, in which the related environmental impacts or risks are rarely considered. The purpose of this paper is to illustrate the methodology of how optimization concepts and techniques can be applied to structure and solve risk management problems such that the impacts of air pollution, leachate, traffic congestion, and noise increments can be regulated in the long-term planning of metropolitan solid waste management systems. Management alternatives are sequentially evaluated by adding several environmental risk control constraints stepwise in an attempt to improve the management strategies and reduce the risk impacts in the long run. Statistics associated with those risk control mechanisms are presented as well. Siting, routing, and financial decision making in such solid waste management systems can also be achieved with respect to various resource limitations and disposal requirements.  相似文献

In the past few decades, solid waste management systems in Europe have involved complex and multi-faceted trade-offs among a plethora of technological alternatives, economic instruments, and regulatory frameworks. These changes resulted in various environmental, economic, social, and regulatory impacts in waste management practices which not only complicate regional policy analysis, but also reshape the paradigm of global sustainable development. Systems analysis, a discipline that harmonizes these integrated solid waste management strategies, has been uniquely providing interdisciplinary support for decision making in this area. Systems engineering models and system assessment tools, both of which enrich the analytical framework of waste management, were designed specifically to handle particular types of problems. Though how to smooth out the barriers toward achieving appropriate systems synthesis and integration of these models and tools to aid in the solid waste management schemes prevalent in European countries still remains somewhat uncertain. This paper conducts a thorough literature review of models and tools illuminating possible overlapped boundaries in waste management practices in European countries and encompassing the pros and cons of waste management practices in each member state of the European Union. Whereas the Southern European Union (EU) countries need to develop further measures to implement more integrated solid waste management and reach EU directives, the Central EU countries need models and tools with which to rationalize their technological choices and management strategies. Nevertheless, considering systems analysis models and tools in a synergistic way would certainly provide opportunities to develop better solid waste management strategies leading to conformity with current standards and foster future perspectives for both the waste management industry and government agencies in European Union.  相似文献
