Intensive agriculture, characterized by high inputs, has serious implications on the environment. Monitoring and evaluation of projects aiming at designing, testing and applying more sustainable practices require instruments to asses agronomic as well as environmental performance. Guidelines for Good Agricultural Practice (GAP) or Good Farming Practice (GFP) define sustainable practices but give limited insight into their environmental performance. Agri-environmental indicators (AEIs) provide information on environmental as well as agronomic performance, which allows them to serve as analytical instruments in research and provide thresholds for legislation purposes. Effective AEIs are quantifiable and scientifically sound, relevant, acceptable to target groups, easy to interpret and cost-effective. This paper discusses application of four AEIs for nitrogen (N) management in three Dutch research projects: 'De Marke', 'Cows and Opportunities' and 'Farming with a future'. 'De Marke' applied Nitrogen Surplus and Groundwater Nitrate Concentration in the design and testing of environmentally sound dairy systems. 'Cows and Opportunities', testing and disseminating dairy systems designed at 'De Marke', mainly applied Nitrogen Surplus, while 'Farming with a future' used Nitrogen Surplus, Groundwater Nitrate Concentration and Residual Mineral Soil Nitrogen to support arable farmers in complying with Dutch legislation (MINAS). Nitrogen Surplus is quantifiable, appealing and easy to interpret, but lacks scientific soundness or a good relationship with groundwater quality. Nitrogen Use Efficiency is sensitive to changes in management, while Residual Mineral Soil Nitrogen is appealing and cheap, but has difficulties in scaling. Groundwater Nitrate Concentration lacks clear rules for sampling, is labor consuming, expensive and mainly used in combination with other indicators. AEIs enhanced improvements in N management by facilitating (i) definition of project goals, (ii) design of desired systems, (iii) evaluation of applied systems and (iv) improving effective communication. AEI applications in other countries show a similar pattern as found in The Netherlands. Limitations to AEI application relate to inconsistencies between different indicators, heterogeneity of soil characteristics and linkages of N, carbon and water management. AEIs should be applied in an integrated evaluation, at a scale that reflects the farm's spatial variability. Simple AEIs like Nitrogen Surplus should be supported by other indicators and/or model calculations. The paper concludes that AEIs proved their value in design, implementation and testing of farming systems, but they should be used with care, always keeping in mind that indicators are simplifications of complex and variable processes.  相似文献

The objective of this study is to develop an alternative evaluation index (AEI) in order to determine the priorities of a range of alternatives using both the hydrological simulation program in FORTRAN (HSPF) and multicriteria decision making (MCDM) techniques. In order to formulate the HSPF model, sensitivity analyses of water quantity (peak discharge and total volume) and quality (BOD peak concentrations and total loads) are conducted and a number of critical parameters were selected. To achieve a more precise simulation, the study watershed is divided into four regions for calibration and verification according to landuse, location, slope, and climate data. All evaluation criteria were selected using the Driver–Pressure–State–Impact–Response (DPSIR) model, a sustainability evaluation concept. The Analytic Hierarchy Process is used to estimate the weights of the criteria and the effects of water quantity and quality were quantified by HSPF simulation. In addition, AEIs that reflected residents' preferences for management objectives are proposed in order to induce the stakeholder to participate in the decision making process.  相似文献

ABSTRACT: Water providers nationwide are implementing nonprice conservation measures such as education, public information, appliance retrofit and ordinances, with the expectation that these programs will reduce residential water demand. However, little empirical information exists on the effectiveness of nonprice conservation programs in reducing water demand. Previous econometric studies indicate these programs have had minimal impact. We examine the types and number of major nonprice conservation programs that have been implemented during an 11-year period in seven cities in the southwestern United States. A cross sectional, monthly time series residential water demand model, with parameters to control for variation in prices, temperature, precipitation and other factors, was used to empirically investigate the effectiveness of nonprice conservation programs in reducing water demand. We found significant reductions in use ranging between 1.1 percent and 4.0 percent per program. Because of the lack of information, we were unable to distinguish the effectiveness of individual or specific types of programs. Beyond finding that nonprice programs can be effective in reducing demand, questions regarding the efficiency and benefits to be achieved by conservation remain. As a step towards separating and evaluating the effects of individual programs, program benefits and efficiency, we recommend that utilities maintain more detailed and consistent information regarding the implementation of their nonprice programs.  相似文献

Regional-scale restoration is a tool of growing importance in environmental management, and the number, scope, and complexity of restoration programs is increasing. Although the importance of natural science to the success of such projects generally is recognized, the actual use of natural science in these programs rarely has been evaluated. We used techniques of program evaluation to examine the use of natural science in six American and three Western European regional-scale restoration programs. Our results suggest that ensuring the technical rigor and directed application of the science is important to program development and delivery. However, the influence of science may be constrained if strategies for its integration into the broader program are lacking. Consequently, the influence of natural science in restoration programs is greatest when formal mechanisms exist for incorporating science into programs, for example, via a framework for integration of science and policy. Our evaluation proposes a model that can be used to enhance the influence of natural science in regional-scale restoration programs in the United States and elsewhere.  相似文献

This paper presents a spatially explicit trade-off analysis of species conservation in agricultural areas. A spatially explicit model is presented that integrates an applied metapopulation model with a farm management model. The model is used to calculate production possibilities frontiers of net monetary benefits from agriculture and conservation of three species with different habitats. Simulations of spatial habitat allocation under European agri-environment schemes are compared to these production possibilities frontiers. The results suggest that the cost-effectiveness of current conservation policies may be greatly enhanced if the spatial dimension is considered explicitly.  相似文献

This paper describes three relatively recent innovations in the Dutch agri-environment programme which have helped nature management to be contiguous with natural features allowing the landscape to be managed whole rather than piecemeal—and thus generate higher quality and greater scope in environmental management. The first two, joint submissions by neighbouring farmers and payments related to the level of environmental output delivered, are scheme innovations. The third, Environmental Co-operatives (EC)—clubs of neighbouring farmers that inter alia co-ordinate and help manage the scheme innovations—is an institutional innovation. None has an equivalent in the UK. Evidence from interviews with farmer and non-farmer members, policy makers, academics and other interested parties show the role EC play in overcoming some of the postulated problems of the two scheme innovations. Not all the problems have been overcome, and cost-benefit analyses have not been conducted, nevertheless there is sufficient evidence to suggest that these innovations have benefited all actors involved: farmers, the government, the environment and the rural economy. Analysis of UK agri-environment policy using actor network theory (ANT) suggests the UK government will need to show similar levels of trust in and commitment to the farming community before these innovations could be introduced in the UK.  相似文献

Agri-environment schemes (AESs) have been implemented across EU member states in an attempt to reconcile agricultural production methods with protection of the environment and maintenance of the countryside. To determine the extent to which such policy objectives are being fulfilled, participating countries are obliged to monitor and evaluate the environmental, agricultural and socio-economic impacts of their AESs. However, few evaluations measure precise environmental outcomes and critically, there are no agreed methodologies to evaluate the benefits of particular agri-environmental measures, or to track the environmental consequences of changing agricultural practices. In response to these issues, the Agri-Environmental Footprint project developed a common methodology for assessing the environmental impact of European AES. The Agri-Environmental Footprint Index (AFI) is a farm-level, adaptable methodology that aggregates measurements of agri-environmental indicators based on Multi-Criteria Analysis (MCA) techniques. The method was developed specifically to allow assessment of differences in the environmental performance of farms according to participation in agri-environment schemes. The AFI methodology is constructed so that high values represent good environmental performance. This paper explores the use of the AFI methodology in combination with Farm Business Survey data collected in England for the Farm Accountancy Data Network (FADN), to test whether its use could be extended for the routine surveillance of environmental performance of farming systems using established data sources. Overall, the aim was to measure the environmental impact of three different types of agriculture (arable, lowland livestock and upland livestock) in England and to identify differences in AFI due to participation in agri-environment schemes. However, because farm size, farmer age, level of education and region are also likely to influence the environmental performance of a holding, these factors were also considered. Application of the methodology revealed that only arable holdings participating in agri-environment schemes had a greater environmental performance, although responses differed between regions. Of the other explanatory variables explored, the key factors determining the environmental performance for lowland livestock holdings were farm size, farmer age and level of education. In contrast, the AFI value of upland livestock holdings differed only between regions. The paper demonstrates that the AFI methodology can be used readily with English FADN data and therefore has the potential to be applied more widely to similar data sources routinely collected across the EU-27 in a standardised manner.  相似文献

Farmland conversion has become an important public policy issue in the United States and in many other countries. An important part of policy considerations in farmland protection programs is the minimum parcel size for farm-related land divisions and dwelling units. The rationale for establishing size thresholds varies considerably among jurisdictions. This article reviews the policies and criteria used in the United States and several other countries, discusses the policy implications of different types of objectives, and presents the results of a case study in Oregon. The case study was the first attempt by an Oregon county to articulate a set of measurable criteria to quantify a definition of commercial agriculture for land-use applications. The criteria and data base used in the model provide a systematic procedure to process permit applications in an objective, consistent manner. The ordinance was adopted in February 1988 and has worked successfully since that time. The article summarizes permit activity under the new ordinance and comments on its effectiveness.  相似文献

Bioassessments have formed the foundation of many water quality monitoring programs throughout the United States. Like many state water quality programs, Connecticut has developed a relational database containing information about species richness, species composition, relative abundance, and feeding relationships among macroinvertebrates present in stream and river systems. Geographic Information Systems can provide estimates of landscape condition and watershed characteristics and when combined with measurements of stream biology, provide a useful visual display of information that is useful in a management context. The objective of our study was to estimate the stream health for all wadeable stream kilometers in Connecticut using a combination of macroinvertebrate metrics and landscape variables. We developed and evaluated models using an information theoretic approach to predict stream health as measured by macroinvertebrate multimetric index (MMI) and identified the best fitting model as a three variable model, including percent impervious land cover, a wetlands metric, and catchment slope that best fit the MMI scores (adj-R 2 = 0.56, SE = 11.73). We then provide examples of how modeling can augment existing programs to support water management policies under the Federal Clean Water Act such as stream assessments and anti-degradation.  相似文献

Summary This paper focuses on the emphasis placed on environmental considerations and values in the context of environmental in-service training programs for governmental personnel in England, Austria, the Federal Republic of Germany, and the Netherlands. The paper is generally based on field research conducted in Europe during August 1979; issues were identified and comparisons were made with training programs in the United States. The major issues considered include: (1) early versus later emphasis, (2) resistance, (3) specialists and techno-scientific emphasis, (4) technique orientations, (5) lack of environmental administrative training, and (6) innovations.Despite various contrasts between European and United States environmental in-service training programs, there are some similarities. Many of these similarities center around a lack of emphasis on environmental training per se as well as on a lack of emphasis on environmental considerations and values because of various constraints, perceptions, and orientations. As developed nations with advanced governmental-technological systems in environmental affairs, their training programs are highly oriented toward these systems, and there is a lack of attention devoted to environmental aspects per se. The environmental titles and responsibilities do not automatically insure the incorporation of environmental considerations and values into the policy-making process with obvious training needs.European governments may adhere to a more legalistic, formal, and structured approach with less discretion available. But specialist and administrative personnel, as in the United States, are intimately involved in value judgments and decision-making in environmental affairs. Because of this, training programs have a special responsibility to educate personnel about environmental considerations and values to insure that the environmental public interest is adequately presented in the decision-making process, i.e., that they develop environmental competencies as well as governmental and technological ones on an interface basis.Dr Daniel H. Until now, existing remuneration of environmental services has not sufficiently supported the goals of spending money more effectively on the environment and of motivating farmers. Only a small share of the budgets for agriculture in the EU, as well as in US and other countries, is available for buying environmental goods and services beyond the level of good farming practice (GFP). This combined with the insufficient targeting of compensation payments to areas where special measures are needed leads to an unsatisfactorily low impact of agri-environment measures compared to other driving forces that stimulate the intensification of farming. The goal of this paper is to propose a management concept that enhances the ecological and cost efficiency of agri-environment measures. Components of the concept are a comprehensive environmental information base with prioritised goals and targets (available in Germany from landscape planning) and new remuneration models, which complement conventional compensation payments that are based upon predetermined measures and cost. Comprehensive landscape planning locates and prioritises areas which require environmental action. It contains the information that authorities need to prioritise funding for environmental services and direct measures to sites which need environmental services beyond the level of GFP.Also appropriate remuneration models, which can enhance the cost efficiency of public spending and the motivation of the farmers, can be applied on the base of landscape planning.Testing of the planning methodology and of one of the remuneration models (success-oriented remuneration) in a case study area (“Fuhrberger Feld” north of Hanover, Germany) demonstrated the usability of the concept and led to proposals for future development of the methodology and its application in combination with other approaches.  相似文献

Soil conservation has been a matter of federal natural resource policy for over a half century in the United States. A variety of federal programs have been undertaken to encourage soil conservation. There are goals which are essential to these programs, and there are related ancillary programs with different goals which often have had an impact on the extent to which the central soil conservation objectives have been effectively implemented. This article analyzes four aspects of federal soil conservation goals and programs: the evolution of the constellation of soil conservation goals, the problems with goal implementation, implementation effectiveness, and the appropriateness of the implementation and administration of federal goals.  相似文献

A promising program to address water contamination from nutrients is water quality trading (WQT), whereby entities with high abatement costs purchase credits from entities with lower abatement costs. The concept has found some success with point source water pollution, but very few trades have occurred in over 50 programs in the United States (U.S.) that have focused on nonpoint sources (NPSs). To understand why success has been slow, we identified three environments needed for programs to succeed: physical, economic, and institutional. We estimate that only 5% of watersheds in the U.S. currently listed as nutrient impaired provide a viable physical environment for trading nitrogen; 13% are suitable for phosphorus. Economic and institutional challenges would shrink that domain even further. Therefore, we find places with the ideal physical, economic, and institutional environments necessary for feasible WQT programs are virtual policy utopias — rare places with ideal environments. Fortunately, a growing literature provides the tools necessary to identify where these policy utopias are and to expand that domain through a better understanding about how to manage WQT programs more effectively.  相似文献

The environmental sciences/studies movement, with more than 1000 programs at colleges and universities in the United States and Canada, is unified by a common interest??ameliorating environmental problems through empirical enquiry and analytic judgment. Unfortunately, environmental programs have struggled in their efforts to integrate knowledge across disciplines and educate students to become sound problem solvers and leaders. We examine the environmental program movement as a policy problem, looking at overall goals, mapping trends in relation to those goals, identifying the underlying factors contributing to trends, and projecting the future. We argue that despite its shared common interest, the environmental program movement is disparate and fragmented by goal ambiguity, positivistic disciplinary approaches, and poorly rationalized curricula, pedagogies, and educational philosophies. We discuss these challenges and the nature of the changes that are needed in order to overcome them. In a subsequent article (Part 2) we propose specific strategies for improvement.  相似文献

Continuing pressures from human activities have harmed the health of ocean ecosystems, particularly those near the coast. Current management practices that operate on one sector at a time have not resulted in healthy oceans that can sustainably provide the ecosystem services humans want and need. Now, adoption of ecosystem-based management (EBM) and coastal and marine spatial planning (CMSP) as foundational principles for ocean management in the United States should result in a more holistic approach. Recent marine biogeographical studies and benthic habitat mapping using satellite imagery, large-scale monitoring programs, ocean observation systems, acoustic and video techniques, landscape ecology, geographic information systems, integrated databases, and ecological modeling provide information that can support EBM, make CMSP ecologically meaningful, and contribute to planning for marine biodiversity conservation. Examples from coastal waters along the northeast coast of the United States from Delaware Bay to Passamaquoddy Bay, Maine, illustrate how benthic biogeography and bottom seascape diversity information is a useful lens through which to view EBM and CMSP in nearshore waters. The focus is on benthic communities, which are widely used in monitoring programs and are sensitive to many stresses from human activities.  相似文献

This paper examines the possibilities of developing agri-environmental policy measures in Israel, focusing on market-oriented instruments. A conceptual framework for developing agri-environmental policy measures is presented, first in very broad lines (mandatory regulations, economic instruments and advisory measures) and subsequently focusing on economic instruments, and specifically, on market-oriented ones. Two criteria of choice between the measures are suggested: their contribution to improving the effectiveness of the policy; and the feasibility of their implementation. This is the framework used for analyzing agri-environmental measures in Israel. Israel currently implements a mix of mandatory regulations, economic instruments and advisory measures to promote the agri-environment. The use of additional economic instruments may improve the effectiveness of the policy. When comparing the effectiveness of various economic measures, we found that the feasibility of implementation of market-oriented instruments is greater, due to the Israeli public’s preference for strengthening market orientation in the agricultural sector. Four market-oriented instruments were practiced in a pilot project conducted in an Israeli rural area. We found that in this case study, the institutional feasibility and acceptance by stakeholders were the major parameters influencing the implementation of the market-oriented instruments, whereas the instruments’ contribution to enhancing the ecological or economic effectiveness were hardly considered by the stakeholders as arguments in favor of their use.  相似文献

Across the western United States, environmental water transaction programs (EWTPs) restore environmental flows by acquiring water rights and incentivizing changes in water management. These programs have evolved over several decades, expanding from relatively simple two‐party transactions to multiobjective deals that simultaneously benefit the environment and multiple water‐using sectors. Such programs now represent an important water management tool and provide an impetus for collaboration among stakeholders; yet, most evaluations of their effectiveness focus exclusively on environmental outcomes, without adequate attention to impacts on other water users or local economies. To understand how these programs affect stakeholders, a systematic, multiobjective evaluation framework is needed. To meet this need, we developed a suite of environmental and socioeconomic indicators that can guide the design and track the implementation of water transaction portfolios, and we applied them to existing EWTPs in Oregon and Nevada. Application of the indicators quantifies impacts and helps practitioners design water transaction portfolios that avoid unintended consequences and generate mutually beneficial outcomes among environmental, agricultural, and municipal interests.  相似文献

Governmental agencies, nongovernmental organizations, and agricultural organizations promote water quality trading programs as an innovative policy to engage agricultural producers in conservation activities. Cost analyses suggest regulated sources can reduce compliance costs by purchasing agricultural nonpoint source credits. Yet, such “point‐nonpoint” trades are rare. This article assesses the demand for agricultural nonpoint sources in well‐developed nutrient trading programs in Virginia for industrial and municipal wastewater treatment plants, municipal stormwater programs, and land developers. Evidence suggests nutrient trading programs in Virginia will not stimulate investments in pollutant reduction practices on working agricultural lands. The lack of demand for agricultural nonpoint source credits can be attributed to a substantial degree to the design features and incentives present in multiple overlapping regulatory programs. The legal setting that dampens regulated source demand for nonpoint source credits in Virginia is broadly representative of conditions found elsewhere in the United States.  相似文献

Detecting trends in biological attributes is central to many stream monitoring programs; however, understanding how natural variability in environmental factors affects trend results is not well understood. We evaluated the influence of antecedent streamflow and sample timing (covariates) on trend estimates for fish, invertebrate, and diatom taxa richness and biological condition from 2002 to 2012 at 51 sites distributed across the conterminous United States. A combination of linear regression and Kendall‐tau test for trends were used to evaluate covariate influence on trend estimates. Adjusting for covariates changed the magnitude of trend estimates in two‐thirds of cases on average by 21%, most often reducing the estimated magnitude of the trend. Additionally, covariates influenced the interpretation of over one‐third of trend estimates by either strengthening or weakening trends after adjustment. Our findings clearly indicate that antecedent streamflow and sample timing influences trend estimates and subsequent interpretation. Accounting for covariates during trend analysis will enhance stream monitoring programs by providing a better understanding and interpretation of estimated changes in biological endpoints at monitored sites. Failure to account for antecedent streamflow and sample timing may lead to mischaracterization of a trend and/or misunderstanding of potential causes.  相似文献

The new objectives for agri-environment policy recommended by the Policy Commission for the Future of Food and Farming are reviewed and proposals to achieve them are assessed. The Commission proposes a unified scheme, with a 'broad and shallow' tier that would incorporate a whole-farm environmental plan and audit. Participation at this level would be a prerequisite for entry into higher tiers focused on securing regional and national ecological, landscape and bio-diversity priorities. However, the Commission recognizes that further resource protection measures need to be developed to substantiate its design, particularly to enable the delivery of 'wider bio-diversity and landscape benefits'. Innovations in addition to those recommended by the Policy Commission are advocated here. These include adding Cultural options and a two-option Enhanced Level tier. The specifications of the first Enhanced Level option would be based on each farm's Sustainability Index Score. The second option would overcome the 'economics of configuration' problem by encouraging farmers to co-operate to deliver environmental outputs as members of 'environmental clubs'. The possibility of using web-based technology to increase the transparency of agri-environmental payments is also discussed. The design proposed here streamlines, simplifies and increases the efficiency of the existing agri-environment schemes.  相似文献
