A matrix has been developed to guide the assessment of urban water resources. The matrix provides a means for determining the relative importance of water-related problems, and for identifying the data needed to evaluate these problems for the purpose of urban planning. The matrix columns list nine categories of potential water-related urban problems. The rows list 51 categories of data inputs which may be needed to evaluate the potential problems. The inputs include standard types of basic hydrologic data, information based on analysis and interpretation of these data, and information on the interfacing factors of climate, land, and culture. A system is described for ranking the relative importance of the problem categories and data inputs on a numerical scale of 0 to 3. From this, an index is derived that evaluates the relative importance of each input item to an overall program for water resource assessment. From the completed matrix the hydrologist can determine the availability of data to meet the identified requirements. Judgement can then be made as to priorities on work elements to provide the planner with maximum information in minimum time. The matrix also provides a basis for the development of programs and their funding in order to overcome critical data deficiencies.  相似文献

ABSTRACT: The Illinois v. Milwaukee Federal District Court decision is the most far reaching application yet of the federal common law of nuisance to interstate water pollution conflicts. Although a Federal Appelate Court recently rescinded part of the district court decision, Milwaukee must still upgrade its metropolitan sewage system to a level beyond that required by federal and state regulations. The improvements must be completed with or without federal aid. The case points out the apparent inability of the Clean Water Act, the most comprehensive federal legislation affecting the nation's water quality, to deal with certain interstate water quality conflicts. The Milwaukee decision could set a precedent for similar settlements elsewhere which may in turn affect the U.S. Environmental Protection Agency's water quality clean up program. A more integrated, ecosystem conscious approach to management of shared water resources (e.g., the Great Lakes) would help reduce the need for court decisions like Illinois v. Milwaukee.  相似文献

ABSTRACT. The task of resource management, in this case water resources, is rapidly becoming more complex, particularly because decision making is often contingent upon various prior activities and sets of data. Comprehensive planning is required in order to prevent misallocation of resources or mismanagement in resource development. Such planning involves five general phases which are applicable to any problem faced by society: (1) problem identification; (2) formulation of alternatives; (3) evaluation of alternatives; (4) implementation; (5) review. There have been many attempts to simplify the planning process and effectively carry out these five phases. The experience of the Alberta Water Resources Division has been that the Critical Path Method is one of the most useful tools available today for planning. It involves two basic steps: (1) preparation of a network diagram which (a) identifies all the activities necessary for the completion of a project, (b) correctly sequences these activities, (c) allocates resources; and (2) mathematical computations for scheduling the activities. In other words, this approach breaks a task down into smaller units or activities for easier organization, scheduling, and performance for eventual completion of the project. This paper will illustrate the effectiveness of the Critical Path Method by discussing its application to actual water resources projects.  相似文献

This paper suggests a number of benefits in identifying urban and regional planners as a public in public participation programs of water resources planning studies. A perspective on public participation is presented. Recent trends and developing concepts are identified: emphasis on the need to coordinate urban and regional planning activities with water resources planning, increasing system complexity, the goals and objectives orientation of planning, planning for multi-objectives, the evaluation of a broader range of alternatives, and the consideration of water alternatives as only one set of measures to further society's aspirations. One way to assist in capitalizing on these trends is to seek out participation of those in other planning efforts who are involved in planning but on a different level. Because of their intimate knowledge of an areas history, growth and development, political climate, local perceptions of needs and desires, and major problems and issues they are able to contribute a great deal of insight in making the water resources planning effort more responsive at the local level. The paper describes one of the first major efforts at working-level public-planner contact which was carried out as part of the Susquehanna River Basin Study. A regional survey team comprised of an engineer and an economist from a federal agency and a state water resources planner met informally with planners, city managers, and local planning commissions to discuss issues related to water resources and the growth and development of local areas. This effort while only part of the overall public participation program yielded a number of benefits and if expanded and refined would be a very useful experience in other studies.  相似文献

ABSTRACT Local or project level planning occurs within most federal water resources programs. Such planning involves both federal and local participants, and commonly involves a range of interest groups. It is necessary to know what goals these participants believe the planning process ought to achieve in order to design planning procedures which will meet their expectations. Social judgment analysis was used to elicit those goals for respondents who had participated in one of five different federal water resources programs, in one of five different roles. Respondents also evaluated the extent to which the planning activities in a recent project in which they had participated had actually attained the posited goals. The respondents believed that responsiveness to local problems was significantly more important than resolving conflicts or increasing public understanding. A fourth goal, achieving national objectives, was believed to be less important than the other three. No significant differences in these goal evaluations were associated with the type of program in which the respondents had participated. However, there were significant differences associated with the respondent's role in the planning process. Respondents' ratings of the effectiveness of actual planning projects varied by both program and respondent role.  相似文献

ABSTRACT: The state of Texas passed legislation in 1997 that established a process for developing a 50‐year state water plan through a bottoms‐up approach involving representation from at least 11 recommended special interest groups. Moorhouse Associates Inc. was contracted to develop and implement a Public Participation Plan for the South Central Texas Region. The two goals of the public process were to take planning information out to the public and to provide a format for bringing the public opinion back to the planning group. The overall goal of the project was to provide public input throughout the planning process that will facilitate the development of a water plan that is widely accepted by the public. By using county government to establish focus groups, participation was encouraged from all of the twenty‐one counties in the region. The tools used in the process included an Internet site, surveys, focus groups, public meetings, community group presentations, media communications, and newspaper clippings. The public participation process as implemented, maintained communication throughout the planning process and at key decision points. This ongoing communication helped alleviate an initial uneasiness with the integrated resource planning approach.  相似文献

The patterns of organization of water resources planning and management depend to a large degree on the legal regime of water ownership or control, the structure of the existing water administration and the organizational structure of the government. This article highlights the nature and scope of these links and illustrates related problems so that countries planning to modify or substitute new institutions for water resources planning will be able to examine the experience of others.
Les modèles d'organisation de la planification et de la gestion des ressources en eau dépendent dans une large mesure du régime juridique régissant la propriété ou la maîtrise des eaux, de la structure de l'administration actuelle des eaux et de la structure de l'organisation du gouvernement. L'article met en relief la nature et la portée de ces relations et illustre des problêmes connexes afin de permettre aux pays qui se proposent de modifier ou de créer de nouvelles institutions en matière de planification des ressources en eau de se pencher sur l'expérience des autres.
Las formas de organización de la planificación y administración de los recursos de agua dependen en gran parte del régimen legal de la tenencia o control del agua, la estructura de la administración de aguas y la estructura organizativa del gobierno. ABSTRACT: A nonlinear multilevel transportation model is developed to study large-scale allocations in a water resources system. The model uses a modified transportation matrix formulated with nonlinear cost functions as the basic subregional model and the goal coordination method for multilevel decomposition and optimization of the overall regional system. The model is applied to projected water requirements for Salt Lake County in 1985. Sources of water supply - surface water, ground water, import water, and reuse of reclaimed wastewater on a restricted basis - are available to satisfy water requirements for municipal, industrial, and agricultural sectors in four subregions. The conjugate gradient projection method is used to optimize the first level subregional models having cost functions of the form of C = aXb, and the second level problem is solved using the conjugate gradient method.  相似文献

ABSTRACT: Society has many objectives, many of which are not commensurable. This incommensurability problem is generally referred to as the multiple objective problem and leads to the notion of tradeoffs. Various approaches to calculating tradeoffs in water resource development have been advocated by several authors. Many have made errors in the context of the conceptural model presented in this paper. It is argued the correct framework for tradeoff analysis is the neoclassical economic model. The relevant tradeoffs, then, are really price ratios. These, in turn, must be calculated in such a manner as to allow comparison of product mixes where the expenditure on resources is the same. This is where several authors have erred. An empirical example which illustrates the correct application of the model is presented.  相似文献

Guidelines for the preparation of a uniform set of interactive program requirements are discussed. ABSTRACT: Alaska possesses a diversity and magnitude of water resources unmatched in any other state. With over 15% of the area of the whole United States, and 40% of the nation's total fresh water supply, but an extreme lack of basic hydrologic and climatologic data, cooperation among agencies and individuals concerned with evaluating, planning, and carrying out water resources programs is essential. Toward this end, the Inter-Agency Technical Committee for Alaska (IATCA) was established under charter from the Water Resources Council. Representation in IATCA includes virtually all Federal, State, and academic entities in Alaska having an interest in the water resources of the State. Existence of IATCA has permitted or facilitated numerous Alaskan water resources programs. Several are described briefly in this paper: A flood warning network in the Chena River basin; establishment of the Caribou-Poker Creeks Research Watershed in Central Alaska; preparation and periodic updating of the “Ten-Year Plan for Water Resources Data Acquisition”; current planning for an integrated “real-time reporting network” for hydrometeorological data within the State; and a framework for implementation of the Alaskan phase of the National Water Resources Assessment, currently in the initial phases. Accomplishments to date testify that it is indeed possible to “get it all together” in the broad field of “Water Resources” in the largest of our 50 states.  相似文献

ABSTRACT Water resources planning in India since the First Five-Year Plan (1951-1956) has been a very important part of national development planning. However, records show that the results of such planning in the last three decades have fallen short of expectations because of various complex factors. Most of the limiting factors are administrative, political, legal, and philosophical, involving premature comprehensive planning, arbitrary selection of plan targets, administrative “red-tape,” ineffective coordination among water resources related departments, and water ownership conflicts among various states and with neighboring countries. Other constraints are related to a lack of adequate dependable data, the inadequacy of project feasibility studies, and a lack of social and political discipline necessary for adequate mobilization of financial resources.  相似文献

Engineers have traditionally led the planning effort in water resources developments. The engineer's leadership role in water resources, as well as in many other planning activities, has been challenged by technical and scientific people as well as by the general public for insensitivity to social, aesthetic, ecological, and political problems created by planning. The paper draws attention to the fact that the engineer cannot continue to expect the role of leadership to fall to him unless he prepares himself properly for that role. However, it is brought out that the engineer, by his education and training, is still the best qualified among all the representatives of the various disciplines associated with water resources planning to lead the planning effort if he prepares himself for the task. The requirements for preparation for leading water resources planning are outlined.  相似文献

ABSTRACT: The Water Resources Council's Principles and Standards stipulate that plans should be formulated to meet national, regional, state, and local needs or problems. It is not clear, however, how appropriate consideration can be given to both national objectives (NED and EQ) and local needs and problems. Two methods of incorporating national objectives and local problem solving into water resources planning are examined. They are plan formulation primarily in pursuit of national objectives, and plan formulation to solve local problems, but constrained by national objectives. The first of these methods is the approach which is becoming increasingly explicit in the development and elaboration of the Water Resources Council's Principles and Standards. The analysis indicates that the Water Resources Council's approach is neither the most practical nor the most desirable of the two methods examined. It creates unnecessary difficulties and fails to achieve its purpose. Plan formulation to solve local problems, but constrained by national objectives not only describes what field planners actually do, but is also more practial and more desirable.  相似文献

ABSTRACT: Techniques of optimization and simulation are merged to select the most efficient arrangement of components for regional water resources development and management. Application is made to the Elkhorn River Basin in Nebraska. The Basin extends over 7,000 square miles and includes 184 proposed reservoirs. Structure sizes, locations and operating policies are selected for optimal plans based on economic efficiency and regional development. Results indicate that substantial savings in time and costs over conventional planning techniques are effected. Agreement between model output and agency design values was noted.  相似文献

ABSTRACT. Over the last few years, several studies sponsored by both government and interested national engineering associations have evaluated the relative merits of pressure sewer systems. Surprisingly little data has been forthcoming, however, with regard to the effects of pressure sewers on both the economics of land development and the country's water resources. The intention of our paper is to detail the salutary effects of pressure sewers on water supply resources, the indirect effect on other resources by decreasing the contribution of sanitary sewage to their pollution, and to illustrate where, in some locations of the country, pressure sewers would benefit the economics of land development. As engineers from a large industrial firm that has built hardware that will allow the concepts stated above to become realities, we will present data to enforce our convictions. Some effects on municipal treatment plants, and emplacement costs of the system are described. Since the main thrust of our paper is to treat the effect of pressure sanitary sewers on the water resources of the country, specific peripheral data is not presented at length. The pressure sewer effects on lowering water usage in homes and the decrease in groundwater contamination by replacing septic tanks with pressure sewers in selected locations is presented. Advanced technology concepts such as energy assisted sewer systems should be considered as a favorable economic manner in which to preserve selected water resources. During the 1965 drought that affected the Northeastern section of the U.S., a federal government document reported that there was really no shortage of water, but that present water resources lacked management. Pressure sewers may be a water resources management tool and an effective one if not promulgated as a cure-all for the water pollution problems facing this nation.  相似文献

Water resources professionals must turn more of their attention to this issue. Various avenues are open for their involvement. ABSTRACT: The paper presents a methodology for outdoor recreation analysis in a comprehensive State water resources planning study. This methodology applies to determination of recreation participation desires among the population, allocation of those desires to areas of potential resources within which they must be satisfied, comparison of the areal potential resources against the allocated desires to identify areas having recreational resource deficits or needs, and exploration of alternative solutions to the identified needs. Major elements discussed are: market area, inflow-outflow, resource desire determination and projection, resource desire allocation, facility inventory, resource desire-resource analysis and alternative solutions to identified needs of water-oriented outdoor recreation.  相似文献

ABSTRACT: Water policy problems are wicked, not in an ethically deplorable sense, but in the sense that they present us with especially difficult challenges of becoming more effective in our interdisciplinary collaboration, of integrating two very different types of knowledge, of working across several socio‐political units of analysis simultaneously, and of better organizing water as a common property resource. Sociology, as a discipline, does not have a particularly rich history of successful interdisciplinary collaboration on water resources research and teaching, but it potentially has a most useful contribution to make by focusing on the analysis of local common property resource organizations that operate in the interface between individual resource users and State‐Federal entities. These organizations (e.g., water user associations, mutual companies, irrigation districts, acequias, conservancy districts) have been the orphans of water policy discourse but their operations are critical to undertaking more effective 21st century social analysis, research work, and action programs. Sociologists who work to better comprehend the operations of, and constraints upon, these organizations build a sociology that can better collaborate with other water‐related disciplines in addressing the challenges posed by the wickedness of our water problems.  相似文献
