DOI: 10.1111/j.1752‐1688.2012.00688.x Abstract: Clean Water State Revolving Fund (CWSRF) loan programs for water quality have traditionally funded infrastructure projects at the community, municipality, or state level. They are increasingly being used to support individual landowner adoption of agricultural best management practices (BMPs) for nonpoint source pollution abatement. In 2005, the Iowa CWSRF initiated the Local Water Protection Program (LWPP) to increase the scope, scale, and rate of agricultural BMP establishment. This research examines the effectiveness of that program through a comparison of survey data from LWPP participants and state cost‐share recipients who were eligible for loans, but did not take them. Loan recipients’ assessments of the program were overwhelmingly positive, with near‐universal satisfaction with both the loan product and process. Results of statistical analyses indicate that loan recipients invested substantially more in conservation than nonrecipients. Evidence suggests that by helping program participants to overcome financial constraints, loans are facilitating larger and accelerated investments in conservation. Although findings indicate that conservation loans can play an important role in funding conservation, loan recipients also still depend on cost‐share. Loans are not necessarily a substitute for traditional forms of conservation funding, but rather another tool that landowners and conservation professionals can employ to facilitate investments in BMPs.  相似文献

ABSTRACT: Regional development and industrialization patterns are investigated and related via regression analysis to water resource investments for the island of Puerto Rico. Although results of this study indicate such investments have little immediate or short-term impact, significant relationships and variations in regional responses appear over longer time periods. This is shown by applying a variation of Zellner's method of performing seemingly unrelated regressions jointly. By this method, subsets of parameter coefficients of specific economic variables were restricted across regional equations while unrestricted coefficients were interpreted as explaining systematic regional variations in response to public investment. Regional differences, obtained by using this method, are frequently neglected when simply examining the overall development process. Among the more interesting results in terms of policy implications is the apparent significant relationship, over the period considered, between changes in the distribution of income and the pattern of water resource development.  相似文献

ABSTRACT A financing program for the prevention, control, and abatement of mine drainage pollution was developed using Appalachia as a case example. The financing program was selected by using three performance criteria in a screening process-applicability of financing program to pollution problem, feasibility of program to unit costs and capturing potential benefits, and feasibility of program to economic and legal consideration. ABSTRACT: Australia's ‘Landcare’ program is a community-based participatory program established by government to tackle the problem of land degradation. Landcare involves thousands of Australians working together in locally based groups, tackling problems of common concern. Government and community are now looking to ‘scale up’ the Landcare idea to a regional level. State and territory governments have moved to create regional (often watershed-based) frameworks for land management planning and resource conservation, in accordance with the concept of integrated watershed management. Growing out of the success of community involvement in Landcare, many of these approaches involve the community. However scaling up of the Landcare idea introduces problems of both time and space. There have been a number of problems experienced in the implementation of Landcare and integrated watershed management. These problems include the equitable delineation of membership on decision-making bodies; the raising of sufficient funds for program implementation; and the coordination of a diversity of governmental layers, planning processes and management programs. This paper reviews how the State of Victoria has responded to these challenges and suggests what challenges remain.  相似文献

ABSTRACT: Linear programming models of a representative farm in a district of Pakistan's Punjab Province are formulated for the purpose of estimating the value of irrigation water. The models provide for choices among several irrigation levels for each potential crop. Solutions of the model for several water supply situations provide the basis for approximating the total, average, and marginal values of irrigation water. Prices for important crops in Pakistan are controlled at levels below their levels elsewhere in the world, so models are specified for both financial (domestic price) and economic (world price) scenarios. The value of water to society (its economic value) is high relative to the costs of some generally available water-augmenting investments, while financial values, which measure water management and allocation incentives faced by farmers, are less than the corresponding economic values. At current water supply levels, incremental returns to added water estimated from the economic model would justify investments in water-saving or water-augmenting technologies, while such a decision would be barely attractive assuming financial prices. While present government commodity price policies may serve to protect low-income and non-farm members of the population, they also inhibit farmer investments to increase the productivity of scarce irrigation water.  相似文献

Infrastructure resilience has become a primary objective for homeland and national security organizations over the past decade. Recent initiatives have focused on resilient building design, and one approach under consideration is a voluntary resilience certification program for commercial buildings. The intent of this program would be to encourage the adoption of resilient design practices in construction and planning of the buildings. While resilience may be a frequently discussed concept within the security communities, its level of awareness within the construction, design, insurance, and building owner communities is not well known. Given the voluntary nature of the certification program under consideration, program development requires a comprehensive understanding of resilience as defined by the commercial building stakeholders. Toward this end, Sandia National Laboratories conducted a study of stakeholder perspectives on resilience to ascertain factors that would serve as motivation for participation in the resilience certification program. This paper describes how Sandia performed the study and the resulting conclusions. One of the key conclusions that the study found is that the term resilience is unfamiliar to many and inconsistently defined across the industries. Those familiar with the term frequently linked it to sustainability concepts. The study also found that increased participation in the resilience certification program is very likely affected by demonstrable returns on resilience investments and a public–private partnership model for program administration.  相似文献

Western water infrastructure was funded in the early and mid‐20th Century through federal financing through the Bureau of Reclamation. Over the past 30 years, federal financing has been less forthcoming, which has been commensurate with an increase in the need for financing rehabilitation and replacement of western irrigation infrastructure. As federal appropriations have declined, there has been increased interest in alternative approaches to infrastructure including public–private partnerships (P3s), loan guarantees, or title transfer of federal infrastructure. However, two of these approaches — P3s and loan guarantees — are precluded by existing federal budgetary policies, particularly Office of Management and Budget (OMB) scoring practices. If the OMB changed its policies for P3s or loan guarantees, private capital could play an important role in recapitalizing aging Reclamation infrastructure.  相似文献

This paper suggests a number of benefits in identifying urban and regional planners as a public in public participation programs of water resources planning studies. A perspective on public participation is presented. Recent trends and developing concepts are identified: emphasis on the need to coordinate urban and regional planning activities with water resources planning, increasing system complexity, the goals and objectives orientation of planning, planning for multi-objectives, the evaluation of a broader range of alternatives, and the consideration of water alternatives as only one set of measures to further society's aspirations. One way to assist in capitalizing on these trends is to seek out participation of those in other planning efforts who are involved in planning but on a different level. Because of their intimate knowledge of an areas history, growth and development, political climate, local perceptions of needs and desires, and major problems and issues they are able to contribute a great deal of insight in making the water resources planning effort more responsive at the local level. The paper describes one of the first major efforts at working-level public-planner contact which was carried out as part of the Susquehanna River Basin Study. A regional survey team comprised of an engineer and an economist from a federal agency and a state water resources planner met informally with planners, city managers, and local planning commissions to discuss issues related to water resources and the growth and development of local areas. This effort while only part of the overall public participation program yielded a number of benefits and if expanded and refined would be a very useful experience in other studies.  相似文献

Recent targets for reduced amounts of waste to landfills in Sweden will result in a large increase in waste incineration with recovery of energy, used primarily for district heating. The aim of this study is to investigate what changes in the usage of other fuels and technologies for district heat production would be caused by this increase. A questionnaire was sent out to the largest district heating companies, and simulations in an energy systems model were carried out. The analysis shows that increased waste incineration reduces the demand for other fuels, especially biomass, for district heat production. The effects include reductions in operating hours as well as the avoidance or postponement of investments in new plants for district heat production. Increased waste incineration will also lead to a greater use of district heating in Sweden.  相似文献

Investments in environmental management and environmental protection have a decisive influence on the future of a region and its place in the economic development of the country as a whole. In this article, the principal differences between investment in environmental management and the financing of other projects are discussed. It is proven that, at present, the investment policy in the field of environmental protection of a region is oriented primarily toward current results. In such cases, it is possible to achieve only short‐term goals, and ultimately, to miss the prospect of further conservation of resources. Hence, short‐term investments in environmental protection activities and the achievement of rapid results are replaced by the commitment to promising, long‐term strategic growth. This article notes that the most effective form of implementing environmental monitoring is through environmental auditing, as auditing is performed at the expense of customers and does not require public financing. Furthermore, the effects of implementing environmental policies based on the results of environmental auditing can be even more significant than the results achieved under the State's environmental protection measures  相似文献

This study describes and demonstrates two alternate methods for evaluating the relative costs and benefits of artificial groundwater recharge using percolation ponds. The first analysis considers the benefits to be the reduction of pumping lifts and land subsidence; the second considers benefits as the alternative costs of a comparable surface delivery system. Example computations are carried out for an existing artificial recharge program in Santa Clara Valley in California. A computer groundwater model is used to estimate both the average long term and the drought period effects of artificial recharge in the study area. For the example problem, the benefits of reduced average annual pumping lifts and reduced incremental subsidence are greater than the total costs of continuing the existing artificial recharge program. Benefits for reduced subsidence are strongly dependent on initial aquifer conditions. The second analysis compares the costs of continuing the artificial recharge program with the costs of a surface system which would achieve the same hydraulic effects. Results indicate that the costs of artificial recharge are considerably smaller than the alternative costs of an equivalent surface system. In evaluating a particular program, consideration should also be given to uncertainties in future supplies and demands for water as well as to the probability of extreme events such as droughts.  相似文献

ABSTRACT. Experimental results of cloud seeding in Southwestern Colorado suggest that runoff can be increased by 25 percent over a 3,300 mile area. There is a need to estimate the economic consequences in the Colorado River Basin. The evidence presented suggests that weather modification is an economically feasible means to provide additional water for the basin. Compared with other proposed means of augmenting water supplies, weather modifications appear to be one of the least cost alternatives. A very low proportion of weather modification costs are fixed; thus the program is easily reversible. Also, a relatively small increase in daily precipitation covers the direct costs of operation. Benefits of water produced by weather modification included power production and irrigation of forage crops. In the long run, if additional water is used for higher valued fruit and vegetable production, or for domestic and industrial purposes, its value would rise sharply. Preliminary investigation of extra-market costs and benefits suggests that while they have little effect on the benefit-cost ratio, they may be very important to individuals and groups affected. The distribution of costs and benefits is important as the benefits accrue to downstream users and some of the costs are incurred by Coloradoans. There is a need for further research on the long-run economic effects of weather modification programs, particularly with respect to extra-market factors.  相似文献

ABSTRACT: Nebraska has abundant supplies of high quality surface and ground water. The U.S. Supreme Court decision in 1982, declaring ground water to be an article of commerce, is widely perceived as giving neighboring states easier access to Nebraska water. Some neighboring states, particularly Colorado and Wyoming, are in water short situations. Additionally, current legal restrictions on certain types of transfers within the State could be inhibiting the “highest and best use” of Nebraska's water. Thus, in 1987 the Nebraska Legislature called for the development of a new water policy for Nebraska that would promote the economically efficient use of water, yet protect the environment as well as the rights of individuals (for example, third parties) and the public. Through an interagency study employing an extensive public involvement process, a policy to be recommended to the Legislature in 1989 emerged. The policy revises the basic definition of water rights and transfers and eliminates most of the inconsistencies in the water allocation system by treating most types of water resources, most types of water users, and most locations of use similarly in the permitting process. (The principal exception is the individual irrigator using ground water on the overlying land where overlying land is one government surveyed section; such use is not defined to be a transfer nor is a permit required.) An impact assessment would be required of most new water uses except on site uses of ground water. Compensation measures could be specified as a condition of the permit where appropriate. The permit would be issued only if the benefits of the proposed transfer clearly outweigh adverse effects that could not be avoided or effectively compensated. The policy allows for the sale or lease of “salvaged” water. It calls for the State to facilitate transfers by acting as a clearinghouse for potential buyers and sellers, and it allows the State to sponsor water projects. An annual fee to be paid by many water users, in order to provide a fund for compensation and for state sponsored water projects, was proposed. However, it met with extensive opposition. Thus, the policy recommends only that the Legislature examine potential funding programs and equitable user fees.  相似文献

Since 2006, around 600 rainwater harvesting systems have been constructed for agricultural irrigation in Beijing. The financial and economic implications of using these systems are discussed less. It is important to understand the effectiveness of the investments spent on the rainwater harvesting systems. The paper aims to analyze economic and financial performance of the constructed rainwater harvesting systems in rural areas of Beijing through the method of cost benefit analysis. The economic analysis focuses on determining the contribution of rainwater harvesting systems to the development of society, carried out from the point of view of government. The financial analysis allows comparison of the financial implications of using groundwater with using rainwater for agricultural irrigation from the point of view of individual participant, namely the local farmers. The results show that the rainwater harvesting systems are economically feasible. This means rainwater harvesting have positive effects for society. However, the financial feasibility of rainwater harvesting systems depends on the charge for groundwater and on the size of the rainwater harvesting systems. If groundwater is not charged, the rainwater harvesting systems are not financially feasible. If groundwater is charged at 2 Yuan/m3, only large size systems are financially feasible while small and middle sizes systems are not financially feasible. Under these circumstances, only large systems can run smoothly, while farmers may not use the small and medium-size systems.  相似文献

Irrigated agriculture throughout western North America faces increasing pressure to transfer water to nonagricultural uses, including instream flows for fish and wildlife management. In an important case, increased instream flows are needed in Nebraskas Platte River for recovery of threatened and endangered fish and wildlife species. Irrigated agriculture in the Laramie Basin of southeast Wyoming is a potential water source for the effort to enhance instream flow. However, flood irrigation of hayfields in the Laramie Basin has created many wetlands, both ephemeral and permanent, over the last century. Attempting to increase Platte River instream flows by purchasing water rights or improving irrigation efficiency in the Laramie Basin would transform irrigated agriculture, causing a substantial fraction of the Laramie Basins wetlands to be lost. A creative solution is needed to prevent the sacrifice of one ecosystem on behalf of another. A rotating short-term water-leasing program is proposed. The program allows Laramie Basin producers to contribute to instream flows while continuing to support local wetlands. Permanent wetland desiccation is prevented and regional environmental water needs are met without impairing local ecological resources. Budget analysis is used to provide an initial cost estimate for acquiring water from agriculture through the short-term leasing program. The proposed approach is more expensive than traditional programs but allows contribution to instream flows without major wetland loss. Short-term leasing is a more efficient approach if benefits from wetlands exceed the difference in cost between the short-term lease program and programs that do not conserve wetlands.  相似文献

ABSTRACT: This article offers a procedure for identifying the primary effects of financing and cost sharing rates on four basic levels: program, technical, incidence, and comprehensive impacts. A process is developed for identifying these effects based upon two alternative approaches. One method would follow the effects of rate changes through the four levels of impact, another would look in depth at the consequences of rate changes on a particular impact. For this study the information and suggested changes found in the Section 80(c) Study were used to illustrate possible impacts. ABSTRACT: The reduction of regional unemployment requires a sufficient demand for regional labor and the demand pattern must parallel that of supply. Due to the interdependency of Appalachian economy with the rest of the Nation, the leakage of the final demand imposed on a subregion of Appalachia is substantial. The more capital intensive the investment the higher the leakage which will lead to less demand for labor in Appalachia. While water resource projects are generally longterm projects which aim at structural changes in a regional economy, consumption expenditures induced by welfare payments or public employment programs are basically temporary measures for the rescue of unemployment. Average consumption and private investment programs may impose on Appalachia a larger material demand but the demand for the total regional labor, off-site and on-site combined, is estimated to be less than that from water resource investments. The public expenditure program for combating regional unemployment must be discretionary based on its purpose and its potential to generate optimum demand for labor which will be created by the pattern of regional resource distribution and interindustrial and interregional interactions. An interregional I/O model is best suited for analysis of this type.  相似文献

The objective of our study was to assess the response of physical (aggregate stability and bulk density) and biological (enzyme activities and microbial biomass) soil quality indicators to the adoption of agroecological management practices, such as the planting of forage species (forage area) and the rotation of local crops (polycrop area), carried out in a representative tropical pasture on an integrated livestock–crop farm. The pasture system was used as control (pasture area). In all three areas, the values of water-soluble C were higher in the rainy season compared to the dry season. Pasture and forage areas had the highest percentage of stable aggregates in the rainy season, while polycrops developed soils with less stable aggregates. Soil bulk density was lower in the pasture and forage areas than in the polycrop area. In the pasture area, the microbial biomass C values, dehydrogenase, urease, protease-BAA, acid phosphatase, and -glucosidase activities were higher than in the forage and polycrop areas, particularly in the dry season. The highest increase in the microbial biomass C in the rainy season, with respect to the dry season, was recorded in the pasture area (about 1.2-fold). In conclusion, the planting of forage species can be considered an effective practice for carrying out sustainable, integrated livestock–crop systems, due to its general maintenance of soil quality, while the adoption of polycrop rotations appears to be less favorable because it decreases soil quality.  相似文献

A common barrier to undertaking conservation measures in developing countries is the limited ability or the reluctance of energy users to acquire and deploy the capital needed to develop these opportunities. Industrial firms, for example, have had frequent opportunities in recent years to benefit from the use of new, more energy-efficient production technologies, but insufficient internal cash, combined with an ability to raise debt or equity capital under favourable terms, have often prevented firms from funding these investments.
Confronted with such impediments to mobilizing capital for conservation investments, some financiers and entrepreneurs in industrialized countries have recently implemented five innovative arrangements for financing conservation and other energy-related investments. These five financing arrangements are discussed. For each arrangement, the structure and operation, the distribution of risk between the energy user and the creditors/external investors, and the financial benefits that accrue to the energy user are described.  相似文献
