Summary Philanthropy has been vital to the environmental movement in the United States. Individual gifts and foundation grants have sustained the organizations, people, and programs of the independent sector which, although small in comparison to either government or industry, has contributed much through shaping environmental issues and setting directions for public policy. The importance of these efforts belies their size and the small amount of money which has supported them. Recent trends, however, indicate that the amount of support received by environmental groups may have peaked, a development which could have disturbing consequences for the field.Prior to this, E. Progress of the United Nations Environment Program, Earthwatch, since its inception in 1972 is critically reviewed. The conclusion is reached that, while UNEP has provided support for several important programs in cooperation with United Nations specialized agencies, the new global assessment perspective envisioned at the 1972 Stockholm Conference on the Human Environment has not evolved. A framework is proposed calling for threshold criteria, statements of current conditions, predictions of trends to be watched, and alerts to warn of approaching environmental threats. A network of world, regional, and national assessment centers is recommended based on existing centers-of-excellence.Formerly a deputy associate administrator of the National Oceanic and Atmospheric Administration (NOAA). Summary The June 1992 United Nations Conference on Environment and Development (UNCED) was the largest and most well attended United Nations conference of all time. The litmus test for the long-term will be whether the promises and pledges made at Rio can be taken forward by way of a process that gradually moves human society towards a more equitable and environmentally sustainable form of development. This paper focuses on two organisations that look set to play an important role in that process: the World Bank's experimental Global Environment Facility and the nascent United Nations Commission on Sustainable Development. It is argued that both these bodies must find a way to respond to the conflicting demands of developed and developing nations if their efforts are not to be stymied by the same kind of international disagreements which characterised the negotiations preceding the Summit.The author is a research associate at the Centre for Social and Economic Research on the Global Environment (CSERGE), a UK Economic and Social Research Council funded centre located jointly at the University of East Anglia and University College London. He is currently engaged in a long term research project which seeks to elucidate how governmental, business and other agencies perceive the uncertain threat of global environmental change, and how they are adapting to it.  相似文献

Following the United Nations Conference on Environment and Development, the concept of sustainability in general and of urban sustainability in particular has become increasingly significant in the course of the 1990s. Even if the environmental problems of cities are far from being solved, one can interpret this development as a change in the relationship between society and nature on both a discursive and a material level. At the same time the transition from Fordism to post-Fordism has given rise to new forms of urban entrepreneurialism, with an absolute priority to economic competitiveness on the one hand and sharpened social conflicts on the other. Looking at the case of the Hamburg region, the article discusses the interaction of these processes. Contrary to the understanding of sustainability as a broadly accepted policy goal it conceptualizes sustainability as a terrain of conflict. As such, we will argue, the sustainability concept and the underlying change in social relations with nature contribute to containing the contradictions of capitalist societalization, which in the transition to post-Fordism have become more visible again. Since the United Nations Conference on Environment and Development (UNCED) [1992, Agenda 21: programme of action for sustainable development. United Nations Conference on Environment and Development (UNCED), 3-14 June 1992. Rio de Janeiro, Brazil, 294pp.], the management of information has become central to the management of forest resources. In the cases of North America and Europe, similar issues have been challenging policy makers as they determine the information suitable for monitoring progress towards sustainable forest management (SFM). Using an 'online' survey, this research explored multiple stakeholder perspectives on monitoring and information reporting for SFM in different jurisdictions. The research was based on the premise that an analysis of the variation in stakeholder observations across a range of SFM 'issue areas' could provide valuable insight into the perceived need for SFM-related monitoring and information reporting in the regions of Europe, Canada and the USA. Despite the traditional limitations associated with exploratory survey research, the results indicate a demand for more information on SFM-related issues. The results also highlight the degree to which the perceptions of a sample of stakeholders can differ between Europe, USA and Canada. While these results cannot be generalized beyond the present study, they do suggest that further studies are needed to understand stakeholder perspectives on forestry-related monitoring and information reporting in different jurisdictions.  相似文献

The end of the Cold War heralded a vision of a New World Order; a new era of global security and co-operation. There was a belief that the system of collective security established in San Francisco in 1945 (at the founding of the United Nations) was finally beginning to work as conceived. As the strategic justification for a nuclear combat seemed to have evaporated, the new expectation was that international relations should now be conducted in the interest of global security.However, unfolding developments indicate that the end of the Cold War may not necessarily ensure global security. As the old order and the threat of a global nuclear holocaust collapsed, a new order has emerged with new perils, principal among these are the destruction and degradation of the environment. Since the 1970s, ecological movements and scientists have become increasingly aware that mankind is approaching limits to the burdens which it can load upon nature's capacity. This realisation led to the United Nations Conference on the Human Environment, which took place in Stockholm in June 1972, as the first major international effort to address the threat.The Earth's Summit of June 1992, and the resultant Rio Declaration emerged as the strongest attempts yet by the international community to address the issue of global environmental protection and safety, by demanding a spirit of global partnership in conserving, protecting, and restoring the health and integrity of the Earth's ecosystem. This was in realisation of the fact that the Earth is galloping towards a crisis of uncontrollable dimension, and therefore, needs to change course.  相似文献

Research into global environmental change in the United Kingdom, has sought to influence public policy. It has also served to refashion the social sciences themselves, forcing them to consider sustainability as a dimension of all social and economic behaviour. This paper describes the way in which the principle of enhanced sustainability might become a point of reference in social science research. It discusses, some of the lessons that have been learned from the Global Environmental Change Programme and then considers the relationship between this work and research on the environment undertaken within the natural sciences.This paper was presented as a keynote delivery at the Global Forum '94 Conference Towards a sustainable Future: Promoting Sustainable Development, Manchester, UK.  相似文献

Summary While considerable progress has been achieved in understanding and addressing environmental problems over the last 15 years, it is clear that much still remains to be done. Prominent among the concerns calling for further action are the dispersion of toxic substances from a large variety of sources and uses, the accumulating and widespread effects of air pollution, and inefficient management of the natural resource base needed to sustain future economic development. It is increasingly evident that work on these issues must be addressed in their global context, including the developing world.Mr Erik Lykke took up his duties as Director of Environment for the Organisation for Economic Co-operation and Development (OECD) on 5 November, 1984. He is Norwegian, and comes from the Norwegian Ministry of Environment, where he was appointed Director General when it was established in 1972. Before that appointment he held various posts in the Norwegian Ministry of Foreign Affairs and in the Norwegian Foreign Service, and worked in the Norwegian Embassies in Ottawa and London and the Delegation to NATO.Mr Lykke graduated from the University of Oslo in 1954 (MA in political science, history and sociology) and worked for a short time as a journalist. He was assistant to Mr. Trygve Lie (a former Secretary-General of the United Nations) and Foreign Minister Halvard Lange. He has worked on a number of national committees, dealing with space, nuclear research, research in science and technology, air, acid precipitation, and law of the sea and polar matters.From 1970, up to his appointment as OECD Director of Environment, he was closely involved in the development of Norwegian policy and practice on environmental protection and in international work in this field. He was actively engaged in the preparations for the 1972 UN Environment Conference and the 1972 Convention for the Prevention of Marine Pollution by Dumping from Ships and Aircraft (he was the first Chairman of the Oslo Commission). The 1990s have seen a dramatic shift in capital flows into the developing world. Despite pledges made at the 1992 UNCED Conference in Rio de Janeiro, official development aid has declined in real terms. At the same time, private direct investment and lending to developing countries has risen from $44 billion at the beginning of this decade to $256 billion in 1997, supporting a record economic boom in the developing world. Developing countries have become significant sources of capital, as well as hosts to transnational corporations.
Cases illustrating the negative impacts of large investments under environmentally lax conditions are contrasted with the rise of environmental screening of funds by commercial entities, such as banks, insurance companies and investors. Although the new inflows of foreign capital may have brought the spread of Western consumerism, this new economic potential has also contributed cutting-edge environmental technologies, that may assist developing countries leapfrog over the most damaging phases of industrialization.
The article discusses the role of public lending agencies, international organizations and NGOs in setting the investment climate that determines the effects of foreign capital on the natural resources base, communities and the environment. Various mechanisms for defining environmental standards are discussed, and a more active role for governments and the United Nations is advocated.  相似文献

In many countries, an increasing amount of attention is being paid to the economic and environmental repercussions of mineral resources development, and in particular to the problems of industrialisation of an agricultural society. In Botswana, the discovery of and planning for the development of nickel deposits is an important element of national policy. However, often overlooked is the basic and continuing role that has to be provided by the agricultural sector. The pressure of people and of livestock on the land, and the extension of cultivation into increasingly fragile environments where the availability of water is a critical constraint, pose serious problems for policy makers. The author examines the dilemma in a case study of Botswana, showing how changes in the agricultural sector have precipitated problems of water supply and of environmental stress. The need for inter-disciplinary approaches to policy making is underscored, together with detailed and integrated studies of the dimensions of these inter-related problems. The problem of the availability of water in adequate quantities and of appropriate quality has become a serious policy concern. Later this year the United Nations Conference on Desertification will address the broad scope of the relationships between man, land and water. The primary role of the Commission on Sustainable Development is to monitor progress in the implementation of Agenda 21 of the United Nations Conference on Environment and Development (UNCED, Rio de Janeiro, June 1992) and to suggest steps that governments and sectors of civil society can lake to move forward on its implementation. With the beginning of the new millennium, the longstanding need for reform of the United Nations system has gained new momentum. Efficiency gains and better coordination are desirable, though not sufficient to bring about improvement in international relations. There is need, therefore, to look for institutional innovations that would upgrade the pressing tasks of environmental and development policy in the eyes of national governments, international organizations, and non-governmental organizations, improve the institutional setting for the negotiation and implementation of new agreements and action programs, and strengthen the action capacity of the developing countries on these matters. The present article points to and elaborates on the need for a World Environment and Development Organization within the United Nations system, and outlines the shape it might be given.  相似文献

传统观念下,环境与健康分属两个不同领域,美国作为最早遭遇环境与健康问题的国家,经过多年努力,形成了建立以保障公共健康为核心的环境标准体系和环境与健康风险评估框架,实现了对环境与健康风险的有效控制。美国对环境污染物的界定主要取决于其对公共健康的影响,将污染物分为普遍及对公共健康危害较大的污染物、一些污染范围较小或对公共健康危害较小的污染物两类,且采取不同的标准制定方法。在标准制定方面,主要是将有关科学共识转化为可执行的环境标准。为了避免环境标准的不确定性带来的不利影响,建立了包括科学论证、公开透明、周期性审查等较为严格的环境标准制定程序。美国赋予环境标准制度以控制环境与健康风险的功能,并通过建立以保障公共健康为核心的环境标准体系,实现对环境与健康风险有效控制的执法路径,对解决中国目前存在的环境标准价值缺失、体系割裂、内容缺失等问题,实现环境标准的功能再造具有较强的借鉴意义。  相似文献

The concern for sustainable development which has been accentuated by the United Nations Conference on Environment and Development (UNCED), is now being reflected at national and local government levels. In particular, Agenda 21, which was endorsed at the conference, has led to the implementation of a Local Agenda 21 programme. In Britain, extensive guidance and support on the interpretation of sustainable development has been provided by the Local Government Management Board and others. This paper reviews the general response to Local Agenda 21 in Britain and describes one local authority's approach.  相似文献
