The effective management of small-scale mines is one of the major challenges for governments in the mining sector. Small-scale mining may bring tangible, short-term benefits to the communities involved. However, these benefits are frequently outweighed by the costs incurred in terms of illness, injury, pollution, waste of natural resources and market distortions. Governments, international agencies and advisers are generally able to draw up lists of actions which are required to regulate and manage small-scale mines more effectively, but turning plans into sustained action has proved more difficult. Two aspects of policy implementation are crucial to success: the alignment of interests, and the attitude and effectiveness of government. Using a case study of township and village coal mines in China, this article develops an approach to analysing these issues that could assist regional policy makers and advisers in formulating policy, in identifying key obstacles to policy implementation, and in identifying particular parties which need to be infiuenced or educated in order for the policy to succeed. 相似文献

In what circumstances do organizations react to changes in their operating environment by adopting proportionate policy responses? And drawing on institutional theory, what expectations can we formulate in relation to the proportionality of policy responses to climate change? These two research questions frame this article, which seeks to make new connections between the emerging perspective of proportionality in policy-making and existing institutional theories. We find that institutional theories are well suited to formulating expectations concerning the (dis)proportionality of policy responses, but their explanatory power can be further improved by taking the characteristics of specific climate policy problems into account. While there are many different problems nested in the ‘meta’ problem of climate change, we find that most of them have characteristics which suggest that policy under-reactions are more, not less likely. Amongst institutional theories, rational choice institutionalism provides the clearest expectation that proportionate policy responses are unlikely. Policy entrepreneurship is identified as one obvious way in which to stimulate proportionate policy responses, through fostering new ways of thinking within organizations. 相似文献

Environmental policy and planning problems are inherently complex societal problems whose solution requires the deployment of particular combinations of environmental and human resources to achieve sustainable socio-spatial development. Resources are subject, however, to diverse resource regimes. A stumbling block in devising and implementing solutions is the variance between actual resource regimes and those associated with proposed plans and policies as well as the possibility of combining them optimally. The paper explores how the institutional setting—the numerous and diverse actors and resource regimes involved—affects the output and outcomes of the principal stages of the policy and planning process, it offers proposals for institutional change and it suggests future research directions. Desertification control is analyzed as an illustrative example of a domain where institutional complexity is pronounced and crucial for the feasibility and effectiveness of policy and planning interventions. 相似文献

Summary The concept of sustainable development, is increasingly being proposed as a means to avoid the impasse between economic development and environmental protection. In this paper, the incorporation of the concept of sustainable development into policy-making in both Japan and the European Union is examined. A particular variation in response between the two has been in relation to encouraging the development of environmental or clean technologies, a key element in achieving sustainable development. The benefits of an early lead in environmental technology may result in gains to the economy. In the UK there has been a serious attempt under the current government to foster policy making which is evidence-based and therefore more likely to deliver its intended results. In this article we consider the types of evidence and evidence making that might be required to build effective policy for addressing environmental inequalities. We draw on our experiences of developing an action research approach to policy making in the Environment Agency over a two year period from July 2002 to August 2004. We conclude that an action research approach is well suited to policy making within this new but rapidly growing area of sustainable development policy and urge further exploration of such approaches as a means of better connecting the relevant research, policy making and practitioner communities. 相似文献

Climate change is one of the major worldwide environmental concerns. It is especially the case in many developed countries, where the greenhouse gas emissions responsible for this change are mainly concentrated. For the first time, the Kyoto Protocol includes an international agreement for the reduction of the net emissions of these gases. To fulfil this agreement measures designed to reduce or limit current emissions have to be brought into force. Consequently, fears have arisen about possible consequences on competitiveness and future development of manufacturing activities and the need for support mechanisms for the affected sectors is obvious. In this paper, we carry out a study of the emissions of gases responsible for climate change in Asturias (Spain), a region with an important economic presence of sectors with intensive emissions of CO(2), the chief greenhouse gas. To be precise, in the first place, the volumes of direct emissions of the said gases in 1995 were calculated, showing that the sectors most affected by the Kyoto Protocol in Asturias are iron and steel and electricity production. Secondly, input-output analysis was applied to determine the direct and indirect emissions and the direct, indirect and induced emissions of the different production sectors, respectively. The results derived from the direct and indirect emissions analysis and their comparison with the results of the former allow us to reach some conclusions and environmental policy implications. 相似文献

This social research aims to identify and examine the implementation presumptions of intergovernmental environmental planning programmes and how to improve their effectiveness in future practice. It contrasts and explains the organisational dynamics and implementation responses of municipalities that succeeded and failed in realising the objective of such a programme. The research involved a qualitative multiple-case comparison between four high- and four low-performing municipalities implementing a stormwater programme within metropolitan Sydney, Australia. These two organisational types substantially differed in corporate expertise, environmental leadership, extended relational activity, and overall disposition to learning and ownership of local environmental issues. The paper identified five presumptions underpinning the programme design which privileged the high-performing organisations, but did little to garner commitment and develop capacity among the low-performing group. These implementation insights not only provide guideposts for intergovernmental programme design, but also reveal how policy design can undermine policy intent if empathy to local organisational dynamics is lacking. 相似文献

An important implication of agricultural modernization has been the break-down of interlinkages between farming, ecology and society. Historically, farming systems evolved from the specific responses of farming communities to local ecological conditions. The totality of regionalized farming systems arising out of this co-production moulded the countryside into an ‘archipelago’ of differentiated ruralities. During the period of agricultural modernization, the nature of co-production changed thoroughly. The natural elements in co-production were increasingly artificialized or replaced by industrial artefacts. This paper analyses the emergence of environmental cooperatives in the Netherlands as a movement towards a renewed embedding of farming in its local environment. Environmental cooperatives are local farmers associations that promote activities related to sustainable agriculture and rural development and claim to be actively involved in effectuating rural policies in their locale. Since the foundation of the first cooperative in 1992, numbers have rapidly grown to over 100. This paper examines the genesis and practices of environmental cooperatives and assesses their socio-economic and ecological impact. The importance lies most of all, so the authors contend, in that they represent valuable ‘field laboratories’ for building stimulating and supportive institutional contexts for remodelling Dutch farming along the lines of environmental and economic sustainability. Previous research on territoriality suggests that territorial intrusion is associated with particular territorial demarcations. In the present study the use of territorial displays involving symbolic barriers, actual barriers, detectability, traces and social climate is related to the territorial intrusion of residential burglary. The five classes of territorial displays were assessed for a total of 306 burglarized houses on burglarized blocks, non-burglarized houses on burglarized blocks, and non-burglarized houses on non-burglarized blocks. After the data were reduced through factor analysis, multiple regression analysis revealed that burglarized houses differed from non-burglarized houses on non-burglarized blocks on four of the five classes of territorial displays. In general, burglarized houses had salient public territorial qualities: cues of openness and unoccupied appearance. In contrast, the non-burglarized houses had salient secondary or primary territorial qualities: territorial markers communicating privacy and individuality. In addition, non-burglarized houses had greater visual contact with neighboring houses. 相似文献

For communicating data on the state of the environment to policy makers, various integrative frameworks are used, including
regional integration. For this kind of integration we have developed two related ecological regionalizations, ecoregions and
ecodistricts, which are two levels in a series of classifications for hierarchically nested ecosystems at different spatial
scale levels. We explain the compilation of the maps from existing geographical data, demonstrating the relatively holistic,
a priori integrated approach. The resulting maps are submitted to discriminant analysis to test the consistancy of the use
of mapping characteristics, using data on individual abiotic ecosystem components from a national database on a 1-km2 grid. This reveals that the spatial patterns of soil, groundwater, and geomorphology correspond with the ecoregion and ecodistrict
maps. Differences between the original maps and maps formed by automatically reclassifying 1-km2 cells with these discriminant components are found to be few. These differences are discussed against the background of the

We are witnessing a growing concern with the global dimension of many environmental issues, reflected in the increase in the number and significance of international environmental organizations. Yet there is no internationally applicable strategy for environmental research which is management oriented. A new type of research policy, which integrates ideas derived from environmental and human ecology, is required in order to deal with cultural and ecological diversity and their interactions as reflected in the ecology of landscapes. The newly defined concept of environmental health is proposed to fill this gap. This concept integrates the latest developments in landscape evolutionary ecology and environmental health, bringing out a conflict between making the environment conducive to human health and increasing the available options for supporting the essential biological and ecological processes of the environment. Lessons derived from the evolution of human environments are used in order to illustrate how health may become un umbrella for developing an environmental research policy, which could also serve as a catalyst for international environmental projects. 相似文献

In rural regions, land use changes (LUC) are often the result of the decision-making of individual farmers. To influence this decision-making, compulsory and voluntary mechanisms are implemented. However, farmers’ decision-making is a heterogeneous process that depends on their ability and willingness to take certain decisions. Discrepancies between farmers’ ability and willingness and the design of voluntary mechanisms occur frequently. This makes it necessary to understand how farmers’ participation in these mechanisms can affect LUC. The aim of this paper was to demonstrate an agent-based approach to analyse and explore how voluntary mechanisms can influence LUC processes in rural regions. This approach was applied to a rural region in Australia, where clearing of native vegetation has occurred for agricultural development. Historical land cover data and semi-structured interviews were used to parameterise an agent-based model. Factors that influence farmers’ ability and willingness to participate in these mechanisms were identified. Three scenarios were simulated with the model to explore how the implementation of different voluntary mechanisms can affect the landscape structure of the region. This paper identifies how the diversity of farmers’ decision-making can influence the landscape structure in the region. The advantages and limitations of an agent-based approach in relation to LUC research and policy are discussed. 相似文献

Summary The island of Palawan covers some 12000 km2 and is located in the southwest of the Philippines archipelago. It is a beautiful and as yet relatively unspoilt island but in recent years the social and economic pressures on its natural resources and environment have begun to mount. If present trends continue, severe environmental damage will result. In recognition of this danger, the Philippines government and the European Economic Community have commissioned the preparation of an Integrated Environmental Program (IEP) for the island, as part of an overall economic development program. Phase one of the IEP study comprised an assessment of the island's resources and present situation and the formulation of a plan for the future protection of its environment, taking due account of the need for continuing economic development.An analysis was made of the likely economic returns from the proposed environmental protection program, using conventional benefit-cost analysis methodology. Due to the inadequate data base and the wide-ranging assumptions which had to be made, this was inevitably very approximate in nature. It was carried out in terms of the three main types of conservation activity proposed, namely land-based conservation, mangrove conservation and inshore marine conservation, and the program as a whole. The main benefits and costs were identified and, where appropriate, quantified for inclusion in the analysis.Choice of discount rate and length of analysis period are critical factors affecting the economics of environmental protection, which essentially involves the pursuit of long-term rather than short-term gains, output in the immediate future being restricted to the level of long-term sustained yield for the benefit of future generations. Use of the high discount rates customarily applied for project analysis in countries such as the Philippines (typically, 10–15 percent) places a heavy premium on short-term gains and attributes little or no value to benefits and costs further in the future. To take account of this problem the present values of costs and benefits were calculated using low discount rates of zero and 5 percent. Though this was a necessarily crude and arbitrary method of adjustment it was considered to be a better alternative than that of following normal convention and applying the high rates of discount customarily used in the Philippines.The analysis indicated that the various conservation activities could be expected to produce acceptable, though not spectacular, levels of economic return. Mangrove conservation would be particularly beneficial and the irrigation benefits from preserving river base flows and preventing an increase in peak floods, by means of catchment protection, would be high. Although dams have beneficial effects, they are also acknowledged as having serious environmental repercussions if they are not properly managed. The objective of this work was to examine the impact of the Barekese Dam in Ghana on the health status of three riparian communities downstream against a control. The environmental health status of the communities was analysed with reference to traditional endemic communicable water-related diseases in the catchment area, which were identified as malaria, urinary schistosomiasis, infectious hepatitis, diarrhoeal diseases and scabies. Case-control study was then conducted in the three phases of the dam (pre-construction, at the end of the construction and in the late operational phases) to analyse the health status of the communities as a function of the phases of the dam. The results showed that the control community consistently had a much better health status than two of the riparian communities, which were closer to the dam in all the three phases. However, it had a better health status than the third riparian community, which was farthest downstream, only in the first two phases. This community maintained a fairly constant health status retrospectively and did not appear to have been affected by the presence of the dam. On contrary, the health status of the two communities in close proximity to the dam deteriorated in the late operational phase. The study therefore showed that there was a strong association between the presence of the dam and poorer health status of the downstream communities in close proximity to it. 相似文献

This paper is concerned with debates over the implementation of sustainability objectives. In particular, it focuses on policies that address the 'value-action gap' in environmental policy. Using evidence from the author's research connected with the UK Going for Green Sustainable Communities Project in Huntingdonshire, the paper highlights the tensions between national policies that are based on an 'information deficit' model of participation, and local research and experience that posits a more complex relationship between individuals and institutions. While this suggests the need to develop more differentiated policies based on the restructuring of socioeconomic and political institutions, the paper warns against knee-jerk calls for more local, community or public participation which simply replace one set of generalised appeals with another. The paper concludes that greater emphasis must be placed on the negotiation of partnerships that are more sensitive to local diversity, and which involve a more equitable distribution of responsibility between different environmental stakeholders. 相似文献

Since the early 1990s, waste minimisation clubs have been important sources of information for industry in the UK on clean technology and sustainable waste management practice. Despite this contribution, concern has grown about the declining number of clubs, their performance and the likelihood that they will continue to play a key role in national policy.This paper examines the evidence available and provides estimates of how the numbers varied in England since the first clubs were formed. The results presented indicate that, after initial expansion, numbers went into decline. The paper then explores, using economic theory, why this pattern should have developed and suggests it to be a function of how clubs were designed and managed. The results of the analysis are used to propose alterations in how future clubs could be designed so that they continue to contribute effectively to the development of sustainable waste management in UK industry. These lessons are of value to policy in both the UK and other countries considering the development of this important tool of waste strategy. Over the course of environmental psychology's brief history, there has been an interest in ecologically oriented approaches to theory and research. Based on this work, this paper identifies a set of six principles of ecological analysis that present theoretical, methodological, and analytic challenges to future research in environmental psychology. These challenges include the theoretical treatment of the multiple contexts within which human experience and behavior occurs, the need for sampling both persons and environments, the modeling of moderating and mediating processes, the issue of self-selection into and out of different settings, the necessity of considering temporal factors in environmental research, reliance on single methods (e.g., verbal report) in data generation, cross-sectional and longitudinal research designs, and the need for greater use of statistical techniques developed for contextual (multi-level) research. These issues are discussed and illustrated using recent developments in environmentally oriented research. The paper concludes with a set of 11 recommendations for the future. 相似文献
