ABSTRACT: This paper examines a rapidly expanding area of water supplies, specifically water reclamation and reuse, and provides a comprehensive planning methodology for developing and evaluating water reuse alternatives. The methodology uses five phases: goal setting, identification of reuse opportunities, development and evaluation of planning alternatives, assessment of water reuse linkages, and making decisions and recommendations. A tool called “input-output modeling” is used in the third phase to present numerical data and choices. The methodology seeks to integrate the hydrologic and socio-economic aspects of water resources planning in the area of study. Water reuse may satisfy some of the increasing demands for water in the world, but water quality, economics, public attitudes, and legal and institutional constraints may impose limits on the extent to which it can be employed. The challenge in planning systems is to maximize the utilization of water reuse in the fact of these constraints. The importance of multidisciplinary collaboration cannot be overemphasized. This paper assesses the potential for water reclamation and reuse in developing countries by considering the relationships among the pertinent technical, social, economic, and environmental parameters. Generally, the planning process for water reuse has focused on specific technological processes, but in order to ensure the efficient transfer of waste water reuse technology into the society, the methodology seeks to provide a conceptual model which integrates the hydrologic and socioeconomic aspects of water resources planning and water reuse within the study area. This article presents the evaluation of a pilot project where four decision-making tools were applied in a municipal energy-planning process in a Swedish municipality. The tested tools were citizens' panel, a scenario method, life cycle assessment and qualitative checklists for environmental assessment (EA). The results presented are based on two focus group discussions with the participants from the project: one with the municipal workgroup and one with the researchers that were responsible for the application of the decision-making tools. The results show that energy planning is a process of learning and dialogue, and workshop methodology was found to be favourable for open dialogue. This test also shows that public involvement can contribute to a valuable dialogue in the visionary work and suggestions of actions and strategies. Another conclusion is that energy planning needs to be iterative, even in the scoping. This test also shows that there is a need to develop simplified tools that include EA and a broad systems approach in local energy planning.  相似文献

Some countries, including Taiwan, have adopted strategic environmental assessment (SEA) to assess and modify proposed policies, plans, and programs (PPPs) in the planning phase for pursuing sustainable development. However, there were only some sketchy steps focusing on policy assessment in the system of Taiwan. This study aims to develop a methodology for SEA in Taiwan to enhance the effectiveness associated with PPPs. The proposed methodology comprises an SEA procedure involving PPP management and assessment in various phases, a sustainable assessment framework, and an SEA management system. The SEA procedure is devised based on the theoretical considerations by systems thinking and the regulative requirements in Taiwan. The positive and negative impacts on ecology, society, and economy are simultaneously considered in the planning (including policy generation and evaluation), implementation, and control phases of the procedure. This study used the analytic hierarchy process, Delphi technique, and systems analysis to develop a sustainable assessment framework. An SEA management system was built based on geographic information system software to process spatial, attribute, and satellite image data during the assessment procedure. The proposed methodology was applied in the SEA of golf course installation policy in 2001 as a case study, which was the first SEA in Taiwan. Most of the 82 existing golf courses in 2001 were installed on slope lands and caused a serious ecological impact. Assessment results indicated that 15 future golf courses installed on marginal lands (including buffer zones, remedied lands, and wastelands) were acceptable because the comprehensive environmental (ecological, social, and economic) assessment value was better based on environmental characteristics and management regulations of Taiwan. The SEA procedure in the planning phase for this policy was completed but the implementation phase of this policy was not begun because the related legislation procedure could not be arranged due to a few senators’ resistance. A self-review of the control phase was carried out in 2006 using this methodology. Installation permits for 12 courses on slope lands were terminated after 2001 and then 27 future courses could be installed on marginal lands. The assessment value of this policy using the data on ecological, social, and economic conditions from 2006 was higher than that using the data from 2001. The analytical results illustrate that the proposed methodology can be used to effectively and efficiently assist the related authorities for SEA.  相似文献

The Countryside Commission's report A Better Future for the Uplands puts forward a new strategy for public intervention in the uplands of England and Wales. The aim of the report is to integrate rural policies and to promote higher environmental priorities in rural areas. This paper considers the degree to which the report is successful in planning to achieve these ends. The paper is specifically concerned with the planning methodology on which the report is based. The paper argues for an approach to rural planning which permits the consideration of more radical solutions to rural problems, along with the application of a more systematic planning methodology, in order to assist in the choice of an appropriate direction for planned change.  相似文献

ABSTRACT: The search for an adequate methodology to quantify environmental trade-offs led to a simulation technique, the Priority Evaluator Technique (PET). The PET was applied to determine values and trade-off preferences for environmental variables related to a proposed reservoir project. The PET simulates real world situations and allows the respondents to evaluate their preferences within a fixed cost framework. It systematically checks the respondents's perception of the existing conditions and compares the changes sought. From the responses obtained via interviewing, one can establish the extent to which respondents are satisfied with the prevailing conditions, the magnitude and direction of changes sought, the quality trade-offs, and the relative value of different situations. The PET is flexible and can accommodate alternative planning decisions, prices, incomes, and end factors. The promise shown by this application of the PET should encourage further exploration and evaluation.  相似文献

/ Regional resource use planning relies on key regional stakeholder groups using and having equitable access to appropriate social, economic, and environmental information and assessment tools. Decision support systems (DSS) can improve stakeholder access to such information and analysis tools. Regional resource use planning, however, is a complex process involving multiple issues, multiple assessment criteria, multiple stakeholders, and multiple values. There is a need for an approach to DSS development that can assist in understanding and modeling complex problem situations in regional resource use so that areas where DSSs could provide effective support can be identified, and the user requirements can be well established. This paper presents an approach based on the soft systems methodology for identifying DSS opportunities for regional resource use planning, taking the Central Highlands Region of Queensland, Australia, as a case study.  相似文献

Conventional solid waste management planning usually focuses on economic optimization, in which the related environmental impacts or risks are rarely considered. The purpose of this paper is to illustrate the methodology of how optimization concepts and techniques can be applied to structure and solve risk management problems such that the impacts of air pollution, leachate, traffic congestion, and noise increments can be regulated in the long-term planning of metropolitan solid waste management systems. Management alternatives are sequentially evaluated by adding several environmental risk control constraints stepwise in an attempt to improve the management strategies and reduce the risk impacts in the long run. Statistics associated with those risk control mechanisms are presented as well. Siting, routing, and financial decision making in such solid waste management systems can also be achieved with respect to various resource limitations and disposal requirements.  相似文献

Problems arising from application of the representative criterion for conservation and natural heritage evaluation are discussed. An ecological basis to this criterion is suggested that focuses on those key environmental factors dominating biotic response. A methodology is proposed that utilizes computer-based methods of establishing and interrogating spatial data bases (geographic information systems), environmental modeling, and numeric analysis. An example is presented illustrating some of the advantages and limitations of classification and dimension reduction techniques in both defining bioenvironments and displaying their spatial distribution. The advantages of this method for representativeness evaluation are that it maximizes the utility of available data, is explicit and repeatable, and enables large areas to be analyzed at relatively fine scales.  相似文献

Summary Exploitation of energy resources need not imply irreperable damage to our physical environment. Unfortunately lack of involvement at the policy planning stage hinders significant improvements despite the enthusiastic but fragmented endeavours of interested parties.Evaluation of alternative strategies must keep pace with prospecting and engineering to achieve real influence upon the ultimate location, scale and form of development.Fruitful examination of policy alternatives is hindered by the competition between energy industries in the UK perpetuated by the apparent lack of a national energy strategy.The fast increasing bulk of environmental guidelines and proposed European legislation will not of itself prevent the significant environmental impact of energy exploitation.There is as yet no legislation in the United Kingdom requiring a developer to submit an environmental impact assessment with a planning application. However, many recent project proposals have been accompanied by such, either voluntarily or at the request of the local planning authority. The quality of such submissions ranges from the superficial to substantial, but few demonstrate evidence of environmental influence on policy formulation, alternative site selection or development characteristics.Recent experience in the UK has achieved significant success in the early introduction of physical planning and environmental criteria during the exploration of Western Europe's largest recoverable deep coal reserves.Environmental influence was achieved through close collaboration between client and consultants. Early discussion with local authorities and other agencies established during coal field exploration provided the basis for ongoing consultation during the four-year study period. The ecological systems of Earth are subjected to a wide array of environmental stresses resulting from human activities. The development of appropriate environmental protection and management policies and the appropriate allocation of resources across environmental stresses require a systematic evaluation of relative risks. The data and methodologies for comprehensive ecological risk assessment do not exist, yet we do have considerable understanding of econological stress-response relationships. A methodology is presented to utilize present knowledge for assignment of relative risks to ecological systems and human welfare from anthropogenic stresses. The resultant priorities, developed for the US Environmental Protection Agency's (EPA) relative risk reduction project, highlight global climate change, habitat alteration, stratospheric ozone depletion, and species depletion as the highest environmental risks, significantly diverging from the present emphasis by EPA and the public on toxic chemical issues. Enhanced attention to ecological issues by EPA and development of ecological risk assessment methodologies that value ecological and economic issues equitably are key recommendations.  相似文献

The public preferences for environmental quality should be a primary consideration of planners and decision-makers in environmental systems planning. In the first stage of multicriteria analysis, a multi-attribute evaluation model for determining public preferences is formulated. The environmental indices are defined for a comparison of environmental quality in different metropolitan districts. The public preferences of the environmental quality in Taipei are obtained using the weighted average rating method. The results indicate air quality and noise pollution as main public concern. In the second stage of multicriteria analysis, strategies are proposed to improve the air quality, and criteria are established. The experts evaluated all alternative strategies according to the criteria. The alternatives are ranked applying the compromise ranking method.  相似文献

Water quality monitoring network designs historically have tended to use experience, intuition, and subjective judgment in siting monitoring stations only sporadically. Better design procedures for optimizing monitoring systems with respect to multiple criteria decision analysis had rarely been put into practice up front when the needs for intensive monitoring became critical. This paper describes a systematic relocation strategy that is organized to identify several significant planning objectives and consider a series of inherent constraints simultaneously. The planning objectives considered in this analysis are designed to enhance the detection possibility for lower compliance areas, reflect the emphasis for different attainable water uses at different locations, promote the potential detection for the lower degradation areas of pollutants, increase the protection degree of those areas with higher population density in the proximity of the river system, and strengthen the pre‐warning capability of water quality for water intakes. The constraint set contains the limitations of budget, the equity implication, and the detection sensitivity in the water environment. A case study in the Kao‐Ping River Basin, South Taiwan, demonstrates the application potential of this methodology based on a seamless integration between the optimization and the simulation models. It enables identification of the optimal locational pattern stepwise using the embedded screening and sequencing capacity in a compromise programming model. However, a well calibrated and verified water quality model is an indispensable tool in support of this multiobjective evaluation. Extra sampling procedures become necessary for the sites with sparse environmental information. Comparison of planning outcomes of compromise programming is made against previously achieved analyses by using weighted programming and fuzzy programming.  相似文献

Beginning with the passage of the National Environmental Policy Act in 1969, the federal government of the United States has enacted numerous pieces of legislation intended to protect or conserve the environment. Other national governments have also enacted environmental legislation during the past two decades. State and local governments have also adopted policies concerned with environmental planning and management. Multiple laws and overlapping governmental agency responsibilities have confused development and resource management efforts. A comprehensive methodology that integrates the legal mandates and the agency missions into a common and unified framework is needed. Ecological planning offers such a method. Application of the method allows planners and resource managers to better understand the nature and character of the land and/or resource and therefore make better decisions about its appropriate use or management. The steps taken in an ecological planning process—1) goal setting, 2) inventory and analysis of data, 3) suitability analysis, 4) developing alternatives, 5) implementation, 6) administration, and 7) evaluation—are outlined and explained. Hand-drawn overlays and computer programs as techniques for handling ecological planning information are compared. Observations and suggestions for further research are offered.  相似文献

Land use planning is an important element of the integrated watershed management approach. It not only influences the environmental processes such as soil and stream bed erosion, sediment and nutrient concentrations in streams, quality of surface and ground waters in a watershed, but also affects social and economic development in that region. Although its importance in achieving sustainable development has long been recognized, a land use planning methodology based on a systems approach involving realistic computational modeling and meta-heuristic optimization is still lacking in the current practice of integrated watershed management. The present study proposes a new approach which attempts to combine computational modeling of upland watershed processes, fluvial processes and modern heuristic optimization techniques to address the water-land use interrelationship in its full complexity. The best land use allocation is decided by a multi-objective function that minimizes sediment yields and nutrient concentrations as well as the total operation/implementation cost, while the water quality and the production benefits from agricultural exploitation are maximized. The proposed optimization strategy considers also the preferences of land owners. The runoff model AnnAGNPS (developed by USDA), and the channel network model CCHE1D (developed by NCCHE), are linked together to simulate sediment/pollutant transport process at watershed scale based on any assigned land use combination. The greedy randomized adaptive Tabu search heuristic is used to flip the land use options for finding an optimum combination of land use allocations. The approach is demonstrated by applying it to a demonstrative case study involving USDA Goodwin Creek experimental watershed located in northern Mississippi. The results show the improvement of the tradeoff between benefits and costs for the watershed, after implementing the proposed optimal land use planning.  相似文献

This paper analyses, by using a constructivist methodology, how sustainability is perceived by Russian urban and regional planners and how environmental planning is understood on a discursive level. The planning discourse, which was reconstructed primarily with the help of 14 thematic interviews undertaken in St Petersburg, is positioned on the axes of the triangle of planning contradictions. The analysis shows that the promoted planning paradigm – the interpretations about the priorities of environmental planning – stem from the expert-centred approach of the Soviet era, and poorly suits the changing governmentality of St Petersburg. Due to regime changes, a significant step from a mute to a reflective governmentality was taken in St Petersburg, but the professional planning discourse is in conflict with this context reality and prohibits a more sustainable planning standpoint from developing.  相似文献

Until now, existing remuneration of environmental services has not sufficiently supported the goals of spending money more effectively on the environment and of motivating farmers. Only a small share of the budgets for agriculture in the EU, as well as in US and other countries, is available for buying environmental goods and services beyond the level of good farming practice (GFP). This combined with the insufficient targeting of compensation payments to areas where special measures are needed leads to an unsatisfactorily low impact of agri-environment measures compared to other driving forces that stimulate the intensification of farming. The goal of this paper is to propose a management concept that enhances the ecological and cost efficiency of agri-environment measures. Components of the concept are a comprehensive environmental information base with prioritised goals and targets (available in Germany from landscape planning) and new remuneration models, which complement conventional compensation payments that are based upon predetermined measures and cost. Comprehensive landscape planning locates and prioritises areas which require environmental action. It contains the information that authorities need to prioritise funding for environmental services and direct measures to sites which need environmental services beyond the level of GFP.Also appropriate remuneration models, which can enhance the cost efficiency of public spending and the motivation of the farmers, can be applied on the base of landscape planning.Testing of the planning methodology and of one of the remuneration models (success-oriented remuneration) in a case study area (“Fuhrberger Feld” north of Hanover, Germany) demonstrated the usability of the concept and led to proposals for future development of the methodology and its application in combination with other approaches.  相似文献

The growing importance of the environment and its management has simultaneously emphasized the benefits of hydroelectric power and its environmental costs. In a changing policy climate, giving importance to renewable energy development and environmental protection, conflict potential between stakeholders is considerable. Navigation of conflict determines the scheme constructed, making sustainable hydropower a function of human choice. To meet the needs of practitioners, greater understanding of stakeholder conflict is needed. This paper presents an approach to illustrate the challenges that face small-scale hydropower development as perceived by the stakeholders involved, and how they influence decision-making. Using Gordleton Mill, Hampshire (UK), as an illustrative case, soft systems methodology, a systems modeling approach, was adopted. Through individual interviews, a range of problems were identified and conceptually modeled. Stakeholder bias towards favoring economic appraisal over intangible social and environmental aspects was identified; costs appeared more influential than profit. Conceptual evaluation of the requirements to meet a stakeholder-approved solution suggested a complex linear systems approach, considerably different from the real-life situation. The stakeholders introduced bias to problem definition by transferring self-perceived issues onto the project owner. Application of soft systems methodology caused a shift in project goals away from further investigation towards consideration of project suitability. The challenge of sustainable hydropower is global, with a need to balance environmental, economic, and social concerns. It is clear that in this type of conflict, an individual can significantly influence outcomes; highlighting the need for more structured approaches to deal with stakeholder conflicts in sustainable hydropower development.  相似文献

This paper introduces a violation analysis approach for the planning of regional solid waste management systems under uncertainty, based on an interval-parameter fuzzy integer programming (IPFIP) model. In this approach, several given levels of tolerable violation for system constraints are permitted. This is realized through a relaxation of the critical constraints using violation variables, such that the model's decision space can be expanded. Thus, solutions from the violation analysis will not necessarily satisfy all of the model's original constraints. Application of the developed methodology to the planning of a waste management system indicates that reasonable solutions can be generated through this approach. Considerable information regarding decisions of facility expansion and waste flow allocation within the waste management system were generated. The modeling results help to generate a number of decision alternatives under various system conditions, allowing for more in-depth analyses of tradeoffs between environmental and economic objectives as well as those between system optimality and reliability.  相似文献
