The resources sector in Australia makes a major contribution to the national economy, and underpins employment and population in the mining and mineral processing towns. For those towns, rapid growth in employment can generate particular pressures in local housing markets because of the relatively large size of the industry and the small housing stocks involved. Through a case study of Gladstone, the study provides a dynamic five-step population and housing model, to estimate short to medium term mining impacts of major resource developments. The model includes both the direct and indirect labour force generated by new resource sector developments and their flow-on effects on population increases. Sensitivity testing has allowed for different levels of resource development, employment multipliers and labour inflows. Three different approaches have then been applied to predict the housing price impacts of the expected population growth.  相似文献

Over recent decades Auckland, New Zealand, metropolitan area has vastly expanded as a result of rapid population growth and low-density housing developments. In order to manage the uncontrolled low-density urban sprawl, Auckland Council proposed a compact city model through promoting higher density housing developments. In order to understand the implications of this transition on future residential water demand, this study first evaluated water consumption in three major housing types in Auckland including single houses, low-rise and high-rise apartments. Using the geographic information system, the water consumption information, estimated from a large sample of 60,000 dwellings across Auckland, was subsequently integrated with the Proposed Auckland Unitary Plan outlining the future housing composition over different areas in Auckland. Through developing different growth scenarios, the study showed that the housing transition from single houses to more intensified multi-unit houses cannot considerably affect the average per capita water consumption in Auckland.  相似文献

Rural, forested areas throughout the United States are experiencing strong housing growth with potentially detrimental impacts on the environment. In this paper, we quantify housing growth in Northern Wisconsin over the last sixty years to determine if growth rates were higher near public lands, which may represent an important recreational amenity. We used data from the U.S. Census to produce decadal housing density estimates, “backcasts,” from 1940 to 2000 for northern Wisconsin to examine “rural sprawl” in northern Wisconsin and its relationship to forested areas and public lands. We integrated housing density estimates with the 1992/1993 National Land Cover Dataset to examine the relationship between rural sprawl and land cover, especially forests. Between 1940 and 2000, private land with <2 housing units/km2 decreased from 47% to 21% of the total landscape. Most importantly, housing growth was concentrated along the boundaries of public lands. In 14 of the 19 counties that we studied, housing growth rates within 1 km of a public land boundary exceeded growth rates in the remainder of the county, and three of the five counties that did not exhibit this pattern, were the ones with the least amount of public land. Future growth can be expected in areas with abundant natural amenities, highlighting the critical need for additional research and effective natural resource management and regional planning to address these challenges.  相似文献

The new housing growth programme planned for England and Wales between now and 2016 could provide the government with an opportunity to build housing to significantly higher environmental performance (EP) standards. Equally, if the government continues with its current strategy a great opportunity could be missed. This paper considers and critically analyses the government's approach to ensuring higher EP standards in new housing. Using Greenwich Millennium Village as a case study it assesses the likely outcomes of the approach. It suggests how regulation, fiscal incentives and educational programmes could help to deliver better EP amongst housing and households in the growth region.  相似文献

In many countries, moves towards sustainable development have been driven by a range of international agreements and by EU directives. This paper assesses the impact of international policy in this area on Irish housing policy and practice. To a large extent, Irish housing development has consisted of suburban sprawl on greenfield sites, low-density housing and one-off housing in rural areas. There is strong dependence on the car and very limited public transport. These unsustainable housing trends was exacerbated in recent years when the demand for housing increased significantly. The main response to this demand has been a substantial rise in the construction of housing. The paper examines the conceptualization and operationalization of sustainable housing in Irish policy and reveals that international developments have had some impact on policy but a very limited effect in practice.  相似文献

Over the last decade or so, rural housing problems in Britain have become an important focus of attention both for researchers and planners. Inaccessibility to adequate housing is a significant component of the more all‐embracing problems of rural deprivation. The rented sector is of particular relevance to the amelioration of these problems, but the supply has been increasingly restricted both in the private and in the public sector. Great stress has therefore been laid on the ability of housing associations to provide rented sector housing. This paper investigates the work of one particular housing association in Mid‐Wales — Cymdeithas Tai Dyffryn Teifi (CTDT) and assesses the degree of complementarity achieved with housing provision by the local councils operating in the same rural locality. The particular areas of effectiveness of a housing association in this context are thereby evaluated.  相似文献

A consequence of expanding residential development into rural areas is the potential alteration of ecological communities. Certain novel land-use policies seek practical solutions by accommodating social needs for housing while conserving biodiversity. This study investigates whether regulations designed to protect the aesthetic characteristics of a river corridor simultaneously mitigate negative effects of development on avian biodiversity, despite the absence of explicit conservation objectives. Using housing data from the US Census (1990 and 2000) and the Audubon Christmas Bird Count (1987–2000), we examined changes in housing density, avian communities, and the relationship between these two variables in a location that has adopted aesthetic landscape planning, the Lower Wisconsin State Riverway. We found that overall species diversity increased in the Riverway, but remained constant in reference areas, although the relative increase in housing density in the two areas did not differ. We also found that omnivore populations decreased in the Riverway and increased in reference sites. On the whole, our study provides preliminary evidence that aesthetic landscape planning, such as employed in the Lower Wisconsin State Riverway, might constitute a politically viable approach to conserve ecological resources.  相似文献

Urbanisation is the proportionate increase in the urban population with respect to the total population. In India urbanisation was never a result of a strong economic base of cities. It was distress and poverty in rural areas that resulted in a huge influx of rural migrants into urban areas. The pace of urbanisation gained momentum after 1941 with the percentage of people living in urban areas increasing to 31.16% in 2011. The pattern of urbanisation is characterised by continuous concentration of population in the megacities and in Class I cities. India’s urbanisation is best described as pseudo-urbanisation, a condition in which a large city is formed without a functional infrastructure to support it. Migration and pseudo-urbanisation lead to demographic explosion and a progressive concentration of poor migrants in the cities, followed by misery, poverty, unemployment, exploitation, rapid growth of slums and degradation in the quality of urban life. Slums are usually characterised by poor housing conditions, inadequate physical infrastructure, deprivations in socio-economic conditions, health, hygiene and lack of safety and security. Two slums were chosen within the Kolkata Municipal Corporation for assessing the quality of life. Despite government initiatives the condition of the slum dwellers has not improved much.  相似文献

An evaluation is made of brownfields redevelopment as a smart growth policy compared to purchase of land, restrictive growth policies, changing transportation patterns, promoting compact development designs on the metropolitan fringe, and regional government. In the US brownfields redevelopment has clear advantages with regard to environmental protection, moral imperative, and government and special interest reactions. Its rank with regard to economic feasibility, ability to respond to changes in technology, and public reaction are not clear. A great deal more research is needed, especially about the costs of brownfield redevelopment and public preferences for housing type and location to be certain about brownfields redevelopment as a viable smart growth option.  相似文献

This paper examines the relationship between quality of life indicators and the gross value of minerals production from Australian regions. We used quality of life indicators, aggregated for 71 local government areas containing mining activities, of household income, housing affordability, access to communication services, educational attainment, life expectancy, and unemployment. We find no evidence of systematic negative associations between quality of life and the gross value of minerals production. Instead, mining activity has a positive impact on incomes, housing affordability, communication access, education and employment across regional and remote Australia. Whilst we do not establish causality between mining activity and quality of life, our analysis prompts a rethink of the resource curse as it applies within a single country. We did not find evidence of a resource curse, at the local government level, in Australia’s mining regions. Nevertheless, we note observations by many other researchers of negative social impacts on specific demographic sectors, localities, families of fly-in fly-out mining operations, and individuals. This contrast may be a scale issue, with the regional benefits of mineral wealth masking highly localised inequalities and disadvantage. We suggest that there is a need to better understand these impacts and, more importantly, the types of policy mechanisms government and industry can adopt to mitigate or avoid them.  相似文献

This paper sets out to show how urban sustainability issues have been addressed by social, political, and economic actors involved in housing production in Montréal. Specifically, it looks at how the environmental question has been incorporated into the practice and discourse of recent housing schemes. Principles of sustainable development such as adaptive reuse of industrial buildings and infill housing that allow for reinvestment in inner-city neighbourhoods, inclusion of affordable, or social housing in private housing developments to secure social mix, citizen participation, energy, water, and transportation matters have been increasingly circulated. By examining planning documents, design proposals, and briefs presented at public hearings on housing schemes in Southwest Montréal, a former working-class borough undergoing revitalisation, this paper shows that the values of sustainable development have been used by both private developers and local authorities to negotiate urban transformations with community groups.  相似文献

Data from the US Department of Energy show that single-family detached homes consume about 17% more energy per year than attached homes and roughly double that of units in large multi-family structures. While greater use of these compact housing types could reduce a community's energy use and greenhouse gas (GHG) emissions, most local climate action plans (CAPs) do not quantify those potential savings. This article describes how the climate action planning process in the Town of Blacksburg, Virginia has addressed residential sector GHG emissions and demonstrates a methodology applied in that community for estimating potential GHG reductions from compact housing. It finds that in an aggressive compact housing scenario GHG emissions from new housing could be decreased by as much as 36%, without factoring in additional energy conservation or efficiency measures. The article concludes with a discussion of the opportunities and challenges related to implementing compact housing in future residential development.  相似文献

Summary The grave shortage of land suitable for development has always been a major constraint on urbanisation in Hong Kong. Rather lax or inappropriate planning controls in the past have resulted in haphazard city growth, leaving extensive areas of densely-packed tenement slums. Recent sluggish attempts at urban renewal have brought little relief. The objectives of environmental planning to rejuvenate the old districts are assessed in relation to their limitations and potential. The problems and opportunities of employing comprehensive redevelopment to upgrade environmental quality with reference to building stocks in the pre-war and post-war private residential, public housing and obsolete industrial sectors are evaluated. The prospects of environmental improvement through new institutional framework and legislative measures are discussed.  相似文献

In Poland of the 1990s, urban demand for housing land around city agglomerations increased rapidly. The decreasing profitability of agricultural production also caused farmers to become interested in the sale of agricultural land for nonagricultural purposes, and new land legislation granted them the right to sell their land. Polish counties simultaneously received self-governing status, which allowed them to define the priorities for local development. Counties received additional responsibility for land management and quickly demonstrated strong support for land conversion, which was perceived as a factor of local development. This paper argues that decentralization and the extension of private control over land have led to a loss of rural landscapes in Poland because farmers, county governments, and rural society in general gained from the conversion of agricultural to housing land. Rapid urbanization has significantly reduced the availability of open space around cities and threatened valuable landscapes, for it has occurred in the absence of environmental safeguards. This paper reports findings from research in two counties, located in regions with diverse economic growth rates. Decentralization is particularly problematic if tax regulations and intergovernmental fiscal relations reward local authorities for urbanization but not environmental protection. 2 /yr, respectively. Geomorphic evidence indicates that plantation agriculture during the 18th and 19th centuries did not cause severe erosion. Since about 1950 there has been rapid growth in roads and development due to increasing tourism and second-home development. Our field investigations identified the approximately 50 km of unpaved roads as the primary source of anthropogenic sediment. Field measurements of the road network in two catchments led to the development of a vector-based GIS model to predict road surface erosion and sediment delivery. We estimate that road erosion has caused at least a fourfold increase in island-wide sediment yields and that current sedimentation rates are unprecedented. Paving the dirt roads and implementing standard sediment control practices can greatly reduce current sediment yields and possible adverse effects on the marine ecosystems surrounding St. John.  相似文献

Rapid urbanisation, lack of proactive planning and improper allocation of resources may result in socio-economic disparity among and within cities, causing social unrest and environmental injustice in the neighbourhoods. This study aims to examine whether the planning standards for housing schemes in Pakistan are able to maintain equitable access to green spaces within the cities. Ten residential sites in Sheikhupura city with different housing unit sizes and densities were selected for the study. The supply of urban green infrastructure in housing scheme has been assessed: (i) by comparing the percentage of green spaces, including community parks and open spaces and street landscape; and (ii) by calculating per dwelling unit and per capita share of green spaces. These indicators have been studied against the housing density and population density of the schemes by applying correlation and linear regression models. The results show that all the housing schemes plans provide for similar amounts of green space as a percentage of total area. The per capita share of green spaces is very low in high-density areas, but interestingly, the street landscape has a higher potential to contribute to the overall landscape in high-density neighbourhoods, compensating for low per capita green space. Housing unit density and population density must be incorporated in planning standards so planners can effectively devise a mix of community parks, street landscape and private green spaces to help maintain per capita green spaces, and hence environmental resource equality in different parts of the city.  相似文献

This study aimed to unpack the dynamic proximity effects of a park on residential values in the urban regeneration context: first by the development phase of the park, and second, by specific characteristics of the residential units. The study site is the Dream Forest in Seoul, South Korea, and the study period is from 2006 to 2015. The two-fold multilevel regression analysis suggests that the Dream Forest began exerting proximity effects from the time of site acquisition by the city, which peaked at a 3.7% price increment per 100-meter distance to the park from a prototypical housing unit, soon after the public announcement of the park procurement plan. During construction, inauguration and stabilization, the effect has remained at around 3.0%. The analysis also suggests that the proximity effect applies unevenly to housing units: apartment type or older housing units are more sensitive to the externality effects than their counterparts – multifamily type or newer housing units.  相似文献
