ABSTRACT: Analysis of the storage-yield relationship can be used to help resolve conflicts between environmental values and water resources development. New Melones Reservoir in northern California presents a classic example of such a conflict between preservation of white water for recreational purposes and development of the site for a major multi-purpose reservoir. Analysis of the storage yield relationship for the proposed New Melones project indicates potential trade-offs between white water preservation and reservoir yield.  相似文献

This study contributes to the analysis of the politics of sustainability transitions by developing a focus on regime actor conflicts and a processual model for how these conflicts develop and are resolved. In a comparison of water-supply systems in four U.S. cities, we show how conflicts among regime actors and political jurisdictions lead to the formation of system governance organizations (SGOs) that bridge jurisdictional boundaries to manage conflicts over a technological system (TS). SGOs coordinate relations among water utilities and diverse stakeholders to reduce pervasive conflicts, but they can also serve as drivers of improved sustainability. We analyze resistance that can emerge, such as from urban growth coalitions, which limit the capacity of SGOs to drive changes. We develop a four-stage processual model (first-order regime conflicts, SGO formation, sustainability transition expansion, and second-order regime conflicts) that opens research in the politics of transitions to the dynamic of regime actor conflicts and provides the basis for generalizations about the causes of SGO formation and their effects on the governance of TSs such as water-supply infrastructure. Policy implications regarding how to improve political support for SGO sustainability efforts are also discussed.  相似文献

ABSTRACT: Scarcity combined with differences in values, beliefs, and attitudes can lead to behavior differences and conflicts over water. This paper develops an index for measuring potential conflict using survey information about water attitudes and beliefs of individuals in three groups in a Florida case study. The index helps in assessing the current capability of the institution to reduce conflict. The results suggest that the current institution is effective, but changes may help to streamline the consumptive-use permitting process, to improve educational programs, and to seek improved institutional arrangements to reduce future conflict over economic uses of water.  相似文献

ABSTRACT: As population growth occurs in regions of the eastern United States that do not have abundant water supplies, new transbasin diversions may be required. Such diversions are exceptionally politically divisive and are at the core of most of the interstate water conflicts that presently exist in the eastern states. This study examines alternative means by which these conflicts might be resolved. The strengths and weaknesses of these alternatives are examined. The study concludes that the federal-interstate compact should be the preferred alternative by which interstate water conflicts in the eastern United States are resolved.  相似文献

ABSTRACT: Florida water resources are among the most abundant in the United States, with Florida receiving the second‐highest mean annual rainfall of all states. However, water supply issues have troubled the state due to the highly variable spatial and temporal distributions of water supply and demand, and they are aggravated by the population's preference for settling in coastal regions where freshwater resources are scarce. Historically, the competing issues of water resource development and natural systems protection have placed water management agencies and local governments at odds. In 1997, the Florida Legislature enacted several major changes to Florida water law in an attempt to improve water resource planning and protection. This paper briefly reviews the history of water management in Florida with an emphasis on decisions culminating in the 1997 legislation, which requires the development of minimum flows and levels. Also examined is the impact of the 1997 law on water management. Efforts made to comply with legislative mandates are summarized; these include, to date, establishment of minimum flows and levels on 209 water bodies and budgeting in excess of $1.4 billion for water resource development projects.  相似文献

产品贸易及水权交易使得水资源问题"跨流域化",不再单纯是流域内部管理问题。本文从流域比较视角出发,在区分蓝、绿、灰三种水足迹的基础上,应用水足迹模型,测算了两流域典型地区的水足迹,进行流域水资源问题对比分析,并分析了经济发展模式对流域水资源可持续性的影响。结果发现,杭州市经济用水中灰色水足迹占总量的90%,而张掖市经济用水中绿色水足迹占总量的60.8%,说明钱塘江流域水资源问题在于质,而黑河流域水资源问题在于量;经济发展模式中的产业结构、水资源开发效率、工业化路径等影响流域水资源可持续利用,同时基于GDP导向的流域间的水资源逆向配置,更加剧了流域水资源矛盾。最后根据流域对比结果提出治理措施,从而形成流域间协作的良性循环。  相似文献

ABSTRACT: This paper details the increasing tendency to overdevelop lands adjacent to public reservoirs. The impact on water quality of the pollutant load carried in surface runoff from developed lands is described as well as the depreciation in recreational experience due to loss of scenic horizons. The case study, Spruce Run Reservoir in Clinton, New Jersey, included population and demand projections. Land speculation and proposed development are evaluated on a physical constraint basis. Water scarcity has become a key issue in water management. There are two contrasting positions regarding scarcity as a source of conflict or cooperation. Accordingly, it is worth exploring what exactly are the conditions that make water scarcity a source of conflict or cooperation. The history of water conflicts has shown that people are more likely to kill around a water hole than when conflicts grow into national or international issues. This suggests that there may be an inverse relationship between the level of violence and the scale at which the water conflict takes place. A common problem in environmental management has been the lack of effective mechanisms to handle conflict. In the majority of these cases, the main shortcoming was an inability of the parties to identify their differences. Therefore, this research explores the idea that understanding the causes of conflict from the outset, followed by an evaluation, at the local scale, of the conditions, is a necessary precondition to finding appropriate and sustainable solutions. With this background in mind, the objective of this paper is to employ a conflict assessment process in order to explore to the extent to which a collaborative dialogue among stakeholders can be an appropriate approach to conflict resolution. ABSTRACT. Most water takings in Ontario in excess of 10,000 gallons per day for purposes other than domestic, farm, or fire fighting require authorization by permit by the Ontario Ministry of the Environment. The legislation imposes control beyond that under common law, but does not remove common-law obligations. Permits may not be assigned without the Ministry's consent and do not create property rights in water. Permits to take ground-water require permittees to ensure that sufficient water is made available for the needs of prior users who suffer serious water-supply interference due to the taking, or to reduce the rate and amount of taking. Permits to take surface water require permittees to maintain sufficient downstream flow to protect downstream uses of water and natural functions of streams. Specific permit requirements for city wells in the rural Hunsburger Creek basin protect existing well supplies and require maintenance of streamflow for pond levels and fish. Tobacco irrigation in the Big Creek basin reduced streamflow significantly and requires development of more detailed water-management plans for years of extreme demand. Ontario's permit program serves to resolve water-use conflicts, furnishes information on use and provides one means for implementing management plans.  相似文献

DOI: 10.1111/j.1752-1688.2011.00615.x Abstract: This study focuses on a Florida watershed where development of a total maximum daily load (TMDL) and its implementation plan resulted in conflicts among stakeholders. The overall goal is to build a better understanding of stakeholder perceptions of water quality problems, water policy processes and decisions, and water management plan development in a region where these issues have become contentious. Findings are based on a stakeholder analysis using qualitative data collected through focus groups with agricultural producers, local governments, and environmental groups, and supplemented with additional qualitative data on the watershed management process. Stakeholder conflicts in this case study are associated with perceived flaws in the structural and procedural characteristics of the stakeholder involvement process: (1) suboptimal watershed stakeholder representation on the TMDL executive committee, (2) an inappropriate voting procedure for making TMDL decisions, (3) limitations in information sharing between regulatory agencies and watershed stakeholders, and (4) stakeholders’ doubts about whether tradeoffs associated with achieving the water quality targets were assessed adequately throughout the TMDL planning and implementation process. This study contributes to the literature on collaborative watershed management by analyzing stakeholder involvement given Florida’s unique institutional settings, where implementation of TMDL pollution abatement is mandatory.  相似文献

Water scarcity is a highly contested concept. The dominant narratives of water scarcity in policy debates have been criticised for prioritising purely quantitative metrics and eliding questions of inequality and power. While much scholarship on water scarcity examines contexts in the global South where potable water infrastructures do not reach most residents, this article examines conflict over commercial water extraction in a Northern setting where access to potable tap water is nearly universal, yet local water supplies are increasingly constrained. It addresses three main questions: (1) How are narratives or discourses of water scarcity mobilised by a range of actors in local conflicts over groundwater extraction for water bottling?; (2) To what extent do these discourses invoke biophysical versus socially produced scarcity, current versus future scarcity, and local versus regional or global scales of scarcity?; and (3) What are the implications of the findings for efforts by environmental advocates and communities to protect local water supplies? We explore these questions by analysing a local case study of conflict over groundwater extraction by the leading bottled water firm, Nestlé Waters, in southwestern Ontario, Canada. We find that the scarcity narratives deployed by local residents, activists, public officials, and bottling industry representatives illustrate the use of several forms of figurative conflation involving geographic and temporal scales of water scarcity, and economic and volumetric forms of scarcity. We argue that this conflation illuminates deeper issues of economic and social justice at the heart of the conflict, which transcend reductionist hydrological assessments of scarcity or abundance.  相似文献

Interregional conflicts over the allocation and transfer of water supplies have occurred with increasing frequency in the contemporary United States. This paper presents the results of a case study of citizen opposition to a proposal to transfer water supplies within Oklahoma. Residents of the area adjacent to Lake Tenkiller in eastern Oklahoma were surveyed concerning their reactions to a proposal of the City of Tulsa to transfer large volumes of water from the reservoir to the city. Results of the survey indicated that a community based concern for preserving local water levels transcended individual self-interests in maintaining Tenkiller's water levels. The results support the recently developed concept of “turf politics,” which suggests that regional and community based considerations tend to dominate interregional locational conflict resolution.  相似文献

ABSTRACT. A mathematical model to predict water quality in a surface-groundwater system is under development. This project is being sponsored by the Environmental Protection Agency. The ultimate goal of this study is to obtain cause and effect relationships between pollutant sources and the ensuing concentrations at different locations in a basin. Several programs are used to model the various hydrologic processes occurring in nature, namely: rainfall, runoff, flow in surface bodies of water, infiltration, and groundwater flow. At every time step in the simulation, the water quantity computations for the above hydrologic models are performed first. Subsequently, the results of these computations, typically in the form of flow velocities, are used as input to the water quality calculations. The water quality routines involve the modeling of the associated physical, chemical, and biological processes. In this study, emphasis is being placed on pollution in agricultural areas. Accordingly the Lake Apopka basin in Central Florida is being used as the application site.  相似文献

Ecosystem restoration in south Florida is a state and national priority centered on the Everglades wetlands. However, urban development pressures affect the restoration potential and remaining habitat functions of the natural undeveloped areas. Land use (LU) planning often focuses at the local level, but a better understanding of the cumulative effects of small projects at the landscape level is needed to support ecosystem restoration and preservation. The South Florida Ecosystem Portfolio Model (SFL EPM) is a regional LU planning tool developed to help stakeholders visualize LU scenario evaluation and improve communication about regional effects of LU decisions. One component of the SFL EPM is ecological value (EV), which is evaluated through modeled ecological criteria related to ecosystem services using metrics for (1) biodiversity potential, (2) threatened and endangered species, (3) rare and unique habitats, (4) landscape pattern and fragmentation, (5) water quality buffer potential, and (6) ecological restoration potential. In this article, we demonstrate the calculation of EV using two case studies: (1) assessing altered EV in the Biscayne Gateway area by comparing 2004 LU to potential LU in 2025 and 2050, and (2) the cumulative impact of adding limestone mines south of Miami. Our analyses spatially convey changing regional EV resulting from conversion of local natural and agricultural areas to urban, industrial, or extractive use. Different simulated local LU scenarios may result in different alterations in calculated regional EV. These case studies demonstrate methods that may facilitate evaluation of potential future LU patterns and incorporate EV into decision making.  相似文献

ABSTRACT: Faced with the necessity of meeting growing municipal water requirements in areas where available supplies are completely allocated, numerous cities throughout the West are turning to their eminent domain powers to affect a reallocation of water from less preferred uses to municipal uses, thus bringing about a sharp conflict with agricultural interests. As a basis for discussing these eminent domain powers, this paper begins with a brief review of the development of property rights. The existence of both private and public (social) rights in the “bundle of rights” is noted. In recent years the Public Trust Doctrine has been used to limit private rights in property, and to protect and strengthen social rights. A case study which focuses on a conflict between individual and social interests in water rights is discussed. This case involves the City of Thorton, Colorado which initiated municipal condemnation proceedings to acquire the water rights and structures of two nearby irrigation companies. The case represents an attempt to incorporate the spirit of the Public Trust Doctrine into legislation which sets forth procedures for resolution of similar water rights conflicts that will inevitably become more numerous throughout the West in the future.  相似文献

ABSTRACT: The current dredge and fill practices in locating canals along the periphery of wetlands in south Florida are transforming natural basins that originally had primarily slower subsurface drainage to ones that discharge larger quantities of water faster, via a surface drainage system. The objective of this paper is to develop an analytical technique and a numerical model in quantifying the difference of surface and subsurface runoff before and after the construction of drainage canals, and for delineating the effects of drains on channel level and regional water tables in adjacent areas in south Florida. The surface runoff model is formulated on the climatic water balance technique, and the ground water model is treated as a one dimensional transient phenomenon that forms a nonlinear flow problem. Analytical solutions are derived through problem linearization. These two models are coupled to estimate the impact of drainage canals on the adjacent water table drawdown.  相似文献

ABSTRACT: Water is, and most likely will continue to be, one of the main concerns and potential causes of instability in the Middle East (ME). The contribution of the existing renewable water resources is limited and can not fulfill the long-term projected gap between water supply and demand for most of the countries in the ME. An integrated regional approach for fulfilling this gap was preferred. A regional institutional framework was proposed for the implementation of this integrated regional approach and consists of a regional water board operating through three units for technical, implementation, and management aspects of project and activities. An analysis of the regional water supply and demand development, the design and policy making of the proposed institution, technology and water markets, cooperation, actors and beneficiaries, finances, and expected obstacles and constraints to the establishment and sustainable operation of the proposed institution are included.  相似文献

ABSTRACT: There is a growing literature on the resolution of natural resources conflicts. Much of it is practical, focusing on guidelines for hands-on negotiation. This literature can be a guide in water conflicts. This is especially true for negotiations over new environmental values such as instream flow. The concepts of competitive, cooperative, and integrative styles of conflict resolution are applied to three cases of water resource bargaining. Lessons for the effective use of these ideas include: break a large number of parties into small working groups, approach value differences in small steps, be cautious in the presence of an attentive public, keep decisions at the local level, and understand the opponent's interests.  相似文献
