Land resource sustainability for urban development characterizes the problem of decision-making with multiplicity and uncertainty. A decision support system prototype aids in the assessment of incremental land development plan proposals put forth within the long-term community priority of a sustainable growth. Facilitating this assessment is the analytic hierarchy process (AHP), a multicriteria evaluation and decision support system. The decision support system incorporates multiple sustainability criteria, weighted strategically responsive to local public policy priorities and community–specific situations and values, while gauging and directing desirable future courses of development. Furthermore, the decision support system uses a GIS, which facilitates an assessment of urban form with multiple indicators of sustainability as spatial criteria thematically. The resultant land-use sustainability scores indicate, on the ratio-scale of AHP, whether or not a desirable urban form is likely in the long run, and if so, to what degree. The two alternative modes of synthesis in AHP—ideal and distributive—provide assessments of a land development plan incrementally (short-term) and city-wide pattern comprehensively (long-term), respectively. Thus, the spatial decision support system facilitates proactive and collective public policy determination of land resource for future sustainable urban development.  相似文献

The traditional vision of the role science should play in policy making is of a two stage process of scientists first finding out the facts, and then policy makers making a decision about what to do about them. We argue that this two stage process is a fiction and that a distinction must be drawn between pure science and science in the service of public policy. When science is transferred into the policy realm, its claims to truth get undermined because we must abandon the open-ended nature of scientific inquiry. When we move from the sphere of science to the sphere of policy, we pick an arbitrary point in the open-ended scientific process, and ask our experts to give us the answer. The choice of the endpoint, however, must always be arbitrary and determined by non-scientific factors. Thus, the two stages in the model of first finding the facts, and then making a decision about what to do, cannot be clearly separated. The second stage clearly affects the first. This conclusion will have implications about existing scientific policy institutions. For example, we advocate that the environmental assessment process be radically overhauled, or perhaps even let go. It will be our position that ultimately a better model for the involvement of scientists in public policy debates is that of being participants in particular interest groups (“hired guns”), rather than as supposedly unbiased consultants to decision-makers.  相似文献

Formulation of effective sustainability indicators for national assessment demands a comprehensive understanding of the utilisation, diffusion and dissemination of information in policy processes. To illustrate the dynamic of sustainability assessment within the context of policy processes, this paper uses a case study of national sustainability indicators development in Malaysia. Subsequently, this paper ascribes the limited achievement of national sustainability assessment in Malaysia to four types of constraints: meta-policy issues; technical capacities; communication concerns; and the inherent knowledge gaps within the indicator developer community vis-a-vis their theoretical limitations. It is proposed that such constraints will be encountered in many countries. Drawing from the literature on public policy, this paper outlines a framework for investigating indicator behaviour within policy processes based on well-established concepts such as knowledge utilisation and policy learning. I conclude this paper by elaborating on the corresponding future challenges that must be addressed before effective integration of sustainability indicators within policy systems can occur.  相似文献

Defining and measuring sustainability of bioenergy systems are difficult because the systems are complex, the science is in early stages of development, and there is a need to generalize what are inherently context-specific enterprises. These challenges, and the fact that decisions are being made now, create a need for improved communications among scientists as well as between scientists and decision makers. In order for scientists to provide information that is useful to decision makers, they need to come to an agreement on how to measure and report potential risks and benefits of diverse energy alternatives in a way that allows decision makers to compare options. Scientists also need to develop approaches that contribute information about problems and opportunities relevant to policy and decision making. The need for clear communication is especially important at this time when there is a plethora of scientific papers and reports and it is difficult for the public or decision makers to assess the merits of each analysis. We propose three communication guidelines for scientists whose work can contribute to decision making: (1) relationships between the question and the analytical approach should be clearly defined and make common sense; (2) the information should be presented in a manner that non-scientists can understand; and (3) the implications of methods, assumptions, and limitations should be clear. The scientists’ job is to analyze information to build a better understanding of environmental, cultural, and socioeconomic aspects of the sustainability of energy alternatives. The scientific process requires transparency, debate, review, and collaboration across disciplines and time. This paper serves as an introduction to the papers in the special issue on “Sustainability of Bioenergy Systems: Cradle to Grave” because scientific communication is essential to developing more sustainable energy systems. Together these four papers provide a framework under which the effects of bioenergy can be assessed and compared to other energy alternatives to foster sustainability.  相似文献

This paper combines narrative and policy performance analyses to explore why resource management is contentious even when resources are increasing in abundance. Employing a case study of red drum in North Carolina, the study aimed to find out how different narratives of fishery science interact with policy performances to create outcomes that exacerbate conflicts. Examining six years of fisheries governance, the study explores how policy performances shape managers’ interpretations of fisheries science and modes of interacting with each other. The study finds that despite being a so-called success story, red drum management remains controversial because while user groups are concerned about access and allocation questions, managers focus on debating the meaning and implications of scientific data. Though compromises between user groups are made, conflict continues because the process through which they are reached creates frustration rather than understanding. That resource access dilemmas remain so prominent confirms that continually increasing scientific information has done little to solve resource conflicts, a key point in the dawning era of ‘big data'. The findings underscore the need for more scrutiny of how policy-making is performed, to provide insight into where interventions might promote better collaboration and acceptance of compromises.  相似文献

The Political Import of Intrinsic Objections to Genetically Engineered Food   总被引:2,自引:2,他引:0  
Many people object to genetically engineerehd (GE) food because they believe that it is unnatural or that its creation amounts to playing God. These objections are often referred to as intrinsic objections, and they have been widely criticized in the agricultural bioethics literature as being unsound, incompatible with modern science, religious, inchoate, and based on emotion instead of reason. Many of their critics also argue that even if these objections did have some merit as ethicalobjections, their quasi-religious nature means that they are entirely irrelevant when interpreted aspolitical objections regarding what public policy ought to be. In this paper, we argue that this widespread view is false. Intrinsic objections have much more political import than has previously been recognized, and indeed the requirements of political liberalism and its associated idea of liberal neutrality, once properly understood, protect intrinsic objections from many of the most common objections. That is, policy-makers may not legitimately base public policy on grounds that are inconsistent with intrinsic objections, even when they believe those objections to be flawed in the ways mentioned above. This means that in the context of a political debate about GE food, the discussion should not center on the substantive merits of the intrinsic objections themselves but rather on the appropriate political norms for achieving democratically legitimate policy on issues that touch people’s deepest religious and moral beliefs.  相似文献

Sustainability assessments are an increasingly common tool for measuring progress towards sustainable development. Despite their popularity, sustainability assessments and the indicators that compose them are said to have had little impact on the policy arena. In this paper we discuss four attributes that we contend will improve the use of sustainability assessments to guide decision making: non-compartmentalization, site specificity, built-in guidance for target setting, and ability to measure active sustainability. We present a novel assessment tool for wastewater treatment infrastructure that illustrates these attributes. The assessment is composed of two-dimensional indicators we call “burden to capacity” ratios, that reveal and quantify the local value of resources embodied in wastewater and treatment byproducts, and the tradeoffs between designing systems for disposal versus reuse. We apply the sustainability assessment framework to an existing treatment plant in Chengdu, China and discuss the results.  相似文献

Continuous deterioration of the natural resource base has become a serious threat to both the ecological systems and economic production in Ethiopia. Many of these problems have been attributed directly or indirectly to the rapid dwindling of the country's forest cover which is associated with unsustainable forest use and management. Closing community woodlands from human and livestock intervention to promote natural regeneration of forests has been one of the environmental restoration strategies pursued in the degraded highland areas of northern Ethiopia. However, local pressure to use reforested community lands for economic benefit has become a major threat to forest sustainability.Using locally identified sets of criteria and indicators for sustainable community forest management, this paper applies a multi-criteria decision analysis tool to evaluate forest management problems in the northern province of Tigray, Ethiopia. Three MCA methods – ranking, pair-wise comparison, and scoring – were used in evaluating the sets of criteria and indicators and alternative forest management scenarios.Results from the study indicate a number of noteworthy points: 1) MCA techniques both for identifying local level sustainability criteria and indicators and evaluating management schemes in a participatory decision environment appear to be effective tools to address local resource management problems; 2) Evaluated against the selected sets of criteria and indicators, the current forest management regime in the study area is not on a sustainable path; 3) Acquainting local people with adequate environmental knowledge and raising local awareness about the long-term consequences of environmental degradation ranked first among the set of sustainability criteria; and 4) In order to harmonize both environmental and economic objectives, the present ‘ecological-biased’ forest management regime needs to be substituted by an appropriate holistic scheme that takes into account stakeholders' multiple preferences and priority rankings.  相似文献

Abstract

The popularity of sustainability indicators is almost inescapable. From the early pioneers such as the ‘Sustainable Seattle’ project (Atkisson, ‘Developing Indicators of a Sustainable Community: lessons from Sustainable Seattle’, in: D. Satterthwaite (Ed), The Earthscan Reader in Sustainable Cities, London, Earthscan, 1996) to the comprehensive European Union benchmarking launched in 2003 (European Commission, European Common Indicators: towards a local sustainability profile, Milan, Ambiente Italia, 2003), it seems that consensus has been reached about the positive impacts that establishing sustainability indicators can bring. This paper uses the case of developing sustainability indicators on the Island of Guernsey over the last three years to show that Agenda 21's call to activate grassroots action is being realised, but in ways that are neither top-down and modernist in approach nor bottom-up and postmodernist as Agenda 21 advocates. Although best practice literature often suggests that community involvement must be engaged prior to designing sustainability indicators, this paper explores the reasons why this is not always possible. Guernsey's case is used to show how it only became possible to generate interest in the indicator process once they were actually up and running. However, it also shows that once interest was secured by a few relevant stakeholders it became possible to further evolve the indicators in a process that has slowly been attracting more and more of the Island's community.  相似文献

Indicators of the environmental sustainability of biofuel production, distribution, and use should be selected, measured, and interpreted with respect to the context in which they are used. The context of a sustainability assessment includes the purpose, the particular biofuel production and distribution system, policy conditions, stakeholder values, location, temporal influences, spatial scale, baselines, and reference scenarios. We recommend that biofuel sustainability questions be formulated with respect to the context, that appropriate indicators of environmental sustainability be developed or selected from more generic suites, and that decision makers consider context in ascribing meaning to indicators. In addition, considerations such as technical objectives, varying values and perspectives of stakeholder groups, indicator cost, and availability and reliability of data need to be understood and considered. Sustainability indicators for biofuels are most useful if adequate historical data are available, information can be collected at appropriate spatial and temporal scales, organizations are committed to use indicator information in the decision-making process, and indicators can effectively guide behavior toward more sustainable practices.  相似文献

The authors argue that sustainable development is a political concept arising from interactions between socio-economic and physical systems. As such, political values are implicit in many qualitative aspects of sustainability and its communication through indicators. In Great Britain, local government has played the lead role in Local Agenda 21, involving interest groups and community organisations in varying degrees, through public participation. However, the need for local solutions to sustainability problems also exists in Northern Ireland, where governmental bodies are unwilling or unable to accept responsibility for Local Agenda 21. In the Northern Ireland context, the evolving role of Non-Governmental Organisations (NGOs) and the community sector in the indicators issue has been markedly different to that in the rest of the UK. There are potential problems concerning political values and mandates when the NGO/community sector assumes the lead in such tasks. The authors argue that, while criticisms of explicit and/or implied political values can be well grounded, addressing these must go beyond questions of objectivity in collection and presentation of indicators and projects must be understood by developing feedback and review mechanisms. The authors review the Northern Ireland sustainability indicators project and evaluate the feedback procedures in place. Lessons learnt from this exercise are explored with reference to (i) the current organisation of Local Agenda 21 within local government in Northern Ireland and (ii) national and international parallels.  相似文献

Through multiple means, an original set of 90 Oregon Benchmarks has been narrowed into a smaller set of sustainability indicators in order to gain an integrated view of statewide sustainability as well as the capacity to look at social, environmental, and economic sustainability in isolation. The three-domain sustainability indices presented here are designed both to understand the current sustainability situation and to create a useful and informative tool for state-level policy makers interested in incorporating sustainability principles into their decision making.  相似文献

This study examines sustainability indicators using the sustainability report of the Finnish Ministry of Agriculture and Forestry as the case study. The report is a compilation of indicators designed to assess the sustainability of natural resource management. The interviews with the users revealed, however, that the indicators have not been particularly effective in informing the actors or in affecting their behaviour. Clearly, the informative value of the indicators has been overrated and the complexity of the information transfer has been underestimated. At least partly, the difficulties were due to the obscurity of the indicator-concept itself and consequently to their improper use. First, the statistics with the objective state-of-affairs information should be distinguished from the indicators that are always related to policy discussion. In addition, the technical and communicative use of the indicators should be distinguished from each other as they have different relationship between the information, policy values and the associated activities.  相似文献

This study analyzes the characteristics of publications on sustainability topics and education for sustainability in the Web of Science (WOS) database during the period ranging from 2005 to 2014. We identified the topics that are being studied within those subjects and other relevant topics. We also analyzed a special edition of the Journal of Cleaner Production on “Higher Education for Sustainable Development: Emerging areas,” published in January, 2014. Our approach was both qualitative and quantitative and aimed at qualifying and quantifying certain variables related to the scientific literature on the broad subject of sustainability. The number of published pieces in the WOS focusing on sustainability issues during the period from 2005 to 2014 was 5,924. In our analysis of the special edition of the Journal of Cleaner Production, we found and analyzed 17 abstracts and full papers. The main results of our survey highlight the education, educational research, environmental sciences, ecology, and engineering areas as including the greatest number of publications. Articles, as opposed to conference proceedings or reviews, accounted for 63% of the published documents, and the year 2013 showed the largest number of publications. Huisingh, Suciu, Katane, and Barth are the most published authors on these topics. Furthermore, management, environmental studies, ecology, and environmental sciences are the “hot topics” with the best search results, meaning articles of impact and high quality. Finally, it should be emphasized that publications on the subject of sustainability appear most often in the sciences.  相似文献

In two experimental studies, we investigated the effects of public perceptions of climate scientists’ communicative motives on trust in scientists and willingness to engage with climate science messages. Study 1 demonstrated that members of the public who were led to believe that scientists aim to inform about the consequences of climate change (rather than to persuade to take a particular course of action) reported higher trust in scientists and stronger willingness to engage in environmental behaviour. Study 2 revealed that this effect was moderated by the style of the scientific message that participants were exposed to. Participants who expected scientists to engage in persuasion were more receptive to persuasive rather than informative messages, while the opposite was true for participants who believed that scientists’ purpose was purely to inform. In both studies the effects of perceived motives on willingness to act in line with the climate change messages were mediated through trust in scientists. The data demonstrate that managing public expectations about the purposes of science communication and delivering messages that are consistent with these expectations are a key to successful communication of climate science.  相似文献

The invasion of water hyacinth (Eichhornia crassipes) has resulted in enormous ecological and economic consequences worldwide. Although the spread of this weed in Africa, Australia, and North America has been well documented, its invasion in China is yet to be fully documented. Here we report that since its introduction about seven decades ago, water hyacinth has infested many water bodies across almost half of China’s territory, causing a decline of native biodiversity, alteration of ecosystem services, deterioration of aquatic environments, and spread of diseases affecting human health. Water hyacinth infestations have also led to enormous economic losses in China by impeding water flows, paralyzing navigation, and damaging irrigation and hydroelectricity facilities. To effectively control the rampage of water hyacinth in China, we propose a sustainability science-based management framework that explicitly incorporates principles from landscape ecology and Integrated Pest Management. This framework emphasizes multiple-scale long-term monitoring and research, integration among different control techniques, combination of control with utilization, and landscape-level adaptive management. Sustainability science represents a new, transdisciplinary paradigm that integrates scientific research, technological innovation, and socioeconomic development of particular regions. Our proposed management framework is aimed to broaden the currently dominant biological control-centered view in China and to illustrate how sustainability science can be used to guide the research and management of water hyacinth.  相似文献

In this paper, we focus on the issues related to development densities that emerged from our study of sprawl and development issues in three regions of British Columbia, Canada. We chose to focus on this aspect of the Smart Growth agenda because, while many of its other elements enjoy wide support across social interests, the goal of achieving a higher density urban fabric is highly controversial. We proceeded by collecting data on development densities and 13 indicators of community sustainability in 26 municipalities. The results suggest that the density of communities is associated with efficiencies in infrastructure and with reduced automobile dependence, with the ecological and economic implications which flow from that. However, it does not necessarily correlate with greater affordability of housing or more access to green space. In fact, if anything, we discovered a negative relationship between housing affordability and green space per capita and higher land-use densities. In a second stage of the research, we conducted a qualitative analysis of a subset of six municipalities and identified key policy issues for moving ahead with the Smart Growth agenda. The paper concludes with a discussion of the policy issues that emerged from these case studies.  相似文献

In recent years, due to public concern over perceived and actual environmental impacts, the global mining industry has been moving towards a more sustainable framework. For gold mining, there are a number of fundamental issues with regard to assessing sustainability. Commonly perceived as a finite and non-renewable resource, long-term gold production trends include declining ore grades and increasing solid wastes (tailings, waste rock) and open cut mining. Conversely, core sustainability issues include water, energy and chemical consumption and pollutant emissions—also known as ‘resource intensity’. It is important to recognise the links between gold production trends and resource intensity, as this is critical for understanding future sustainability challenges. This paper links data sets on historic gold mining production trends with emerging sustainability reporting to estimate resource intensity, demonstrating the sensitivity of ore grade for gold production and sustainability. Final judgement of the sustainability of gold mining must take account of the sensitivity of the ore grade in the resource intensity of gold production. This has implications for environmental policy and sustainability reporting in the gold mining sector.  相似文献
