Commercial cultivation of kiwifruit in New Zealand is concentrated in a relatively small area of the North Island. Cultivation is economically significant and growing quickly. However, current understanding of vulnerability for this, and other primary sector activities in New Zealand, makes almost exclusive use of linear outcome-oriented frameworks. Drawing on in-depth, semi-structured interviews with kiwifruit growers and orchard managers, workshops and analysis of secondary data, a “bottom-up” contextual assessment of vulnerability was developed and empirically applied. The findings suggest that climate and markets are the main sources of exposure for growers, with sensitivity moderated by location. Growers employ mostly short-term, reactive adaptive strategies to manage climate exposure and sensitivity, but have less capacity to respond to market-related stressors. Warmer and drier conditions are likely to have adverse effects for kiwifruit production and compound existing vulnerabilities. An ageing population and other processes of rural change may also constrain future adaptation. In order to realise opportunities and minimise losses, longer-term strategic responses are required. The paper demonstrates the need to move beyond outcome-oriented and model-based vulnerability assessments in New Zealand, to consider the broad range of the factors that contribute to vulnerability in the nation’s agricultural sectors. It provides a basis for further consideration of multiple exogenous impacts in the industry and confirms the critical importance of qualitatively vulnerability assessments to determine spatially specific outcomes.  相似文献

Located in a relatively dry region and characterized by mainly sandy soils, the German Federal State of Brandenburg (surrounding the capital city of Berlin) is especially vulnerable to climate change impacts (e.g., summer droughts) and cascading effects on ecological systems (e.g., decreasing ground water tables, water stress, fire risk, productivity losses) with socioeconomic implications. Furthermore, a complex interplay of unemployment, rural exodus, and an aging population challenges this structurally weak region. We discuss adaptation measures that are either implemented or planned, as well as research into adaptation strategies to climate change for the sectors forestry, agriculture, and water management as well as in nature conservation in light of socioeconomic and ecological challenges and benefits. In doing so, we adopt a systemic view of Brandenburg where the sectors discussed are seen as subsystems embedded in a larger regional system. This at least partially holarchical approach enables the identification of conflicts between adaptation measures, but also of synergies among the sectors that pertain to successful adaptation to climate change. The insights gained ultimately highlight the need for cross-sectoral, adaptive management practices that jointly target a sustainable regional development.  相似文献

Due to climate change, transport systems are expected to become increasingly stressed by extreme weather and gradual climatic changes, resulting in direct costs within the affected sectors as well as indirect costs from sectoral interlinkages. To reduce these costs, sector-specific climate change adaptation measures are needed, raising the question of the net benefits of adaptation at a macroeconomic level. However, despite their importance such assessments of impacts and adaptation at the macrolevel are scarce and coarse in their implementation. This paper contributes to fill this research gap by analyzing specific adaptation measures for the road and rail sectors in Austria using a computable general equilibrium model. The findings are as follows: First, direct impact costs more than double due to macroeconomic linkages. Hence, the indirect costs are found to be larger than the direct costs. Second, when analyzing adaptation measures for the road and rail sectors, without capturing any indirect effects, benefit–cost ratios imply a clear benefit only for the rail sector. However, when indirect effects via sectoral interlinkages are also captured, adaptation measures in both sectors, road and rail, clearly pay off. Climate change-induced GDP and welfare losses are reduced by 55 and 34% and lead to positive employment effects. Third, even at rather low damage reduction potentials, adaptation leads to a net benefit at the macroeconomic level.

Wetland productivity in the Prairie Pothole Region (PPR) of North America is closely linked to climate. A warmer and drier climate, as predicted, will negatively affect the productivity of PPR wetlands and the services they provide. The effect of climate change on wetland productivity, however, will not only depend on natural processes (e.g., evapotranspiration), but also on human responses. Agricultural land use, the predominant use in the PPR, is unlikely to remain static as climate change affects crop yields and prices. Land use in uplands surrounding wetlands will further affect wetland water budgets and hence wetland productivity. The net impact of climate change on wetland productivity will therefore depend on both the direct effects of climate change on wetlands and the indirect effects on upland land use. We examine the effect of climate change and land-use response on semipermanent wetland productivity by combining an economic model of agricultural land-use change with an ecological model of wetland dynamics. Our results suggest that the climate change scenarios evaluated are likely to have profound effects on land use in the North and South Dakota PPR, with wheat displacing other crops and pasture. The combined pressure of land-use and climate change significantly reduces wetland productivity. In a climate scenario with a +4 °C increase in temperature, our model predicts that almost the entire region may lack the wetland productivity necessary to support wetland-dependent species.  相似文献

Certain parts of the State of Nagaland situated in the northeastern region of India have been experiencing rainfall deficit over the past few years leading to severe drought-like conditions, which is likely to be aggravated under a climate change scenario. The state has already incurred considerable losses in the agricultural sector. Regional vulnerability assessments need to be carried out in order to help policy makers and planners formulate and implement effective drought management strategies. The present study uses an ‘index-based approach’ to quantify the climate variability-induced vulnerability of farmers in five villages of Dimapur district, Nagaland. Indicators, which are reflective of the exposure, sensitivity and adaptive capacity of the farmers to drought, were quantified on the basis of primary data generated through household surveys and participatory rural appraisal supplemented by secondary data in order to calculate a composite vulnerability index. The composite vulnerability index of village New Showba was found to be the least, while Zutovi, the highest. The overall results reveal that biophysical characteristics contribute the most to overall vulnerability. Some potential adaptation strategies were also identified based on observations and discussions with the villagers.  相似文献

Future climate conditions are likely to affect inland waterway transport in Europe. According to some climate scenarios, in summer, in the river Rhine, periods with low water levels are likely to occur more often and become more serious. Then inland waterway transport carriers will experience more severe restrictions on the load factor of their inland ships, which implies a stronger reduction in transport capacity in the market. Transport prices will rise under such conditions. Some studies reviewed in this paper find that at extremely low water levels, the price per tonne for inland waterway transport in the river Rhine area will almost double. These increased transport prices result in welfare losses. For the dry summer in 2003, the losses for North West Europe are estimated to sum up to around €480 million. Increased transport prices trigger adaptation. Inland waterway carriers may use smaller vessels, and shippers have the opportunity to shift from inland waterway transport to alternative transport modes in periods with low water levels. This effect is probably rather modest, however, with a modal shift to road and rail smaller than 10 %. Also, changes in transport costs may lead to relocation of certain economic activities in the long run.  相似文献

Ocean-based industries provide employment for nearly 30 % of the population in the North Coast region of British Columbia. Marine resource dependence has raised concerns about the possible economic impacts of a tanker spill along the proposed Enbridge Northern Gateway shipping route, which would export 525,000 barrels (bbls) per day of oil, bitumen, and condensate from Kitimat, British Columbia, to international markets. This study uses current and projected future values of four ocean-based industries and the Enbridge Northern Gateway project to estimate total (i.e., direct, indirect, and induced) economic effects on total output, employment, and gross domestic product (GDP) and impacts on the regional economy over a 50-year period under three potential spill scenarios: no impact (no spill), medium impact (a 63,000-bbl spill), and high impact (a 257,000-bbl spill). The proposed Enbridge Northern Gateway project could produce total positive economic effects of $600 million in output, 5,700–8,400 person years (PYs) of employment, and $300 million in GDP in the North Coast region. A medium impact tanker spill could cause losses of $40–$190 million in output, 400–1,500 PYs of employment, and $20–$100 million in GDP, and a high-impact spill could cause losses of $90–$300 million in output, 1,650–4,500 PYs of employment, and $70–$200 million in GDP.  相似文献

This paper examines the impact of agriculture-related shocks on consumption patterns of rural farming households using 3 years of data from South Africa. We make two key observations. First, agriculture-related shocks reduce households’ consumption. Second, natural resources and informal social capital somewhat counteract this reduction and sustain dietary requirements. In general, our findings suggest the promotion of informal social capital and natural resources as they are cheaper and more accessible coping strategies, in comparison to, for example, insurance, which remains unaffordable in most rural parts of sub-Saharan Africa. However, a lingering concern centres on the sustainability of these less conventional adaptation strategies.  相似文献

While adaptation has received a fair amount of attention in the climate change debate, barriers to adaptation are the focus of a more specific, recent discussion. In this discussion, such barriers are generally treated as having a uniform, negative impact on all actors. However, we argue that the precise nature and impact of such barriers on different actors has so far been largely overlooked. Our study of two drought-prone communities in rural Ethiopia sets out to examine how female- and male-headed households adapt to climate change, particularly focusing on how a variety of barriers influence the choice of adaptation measures to varying extents. To this purpose, we built a conceptual framework based on the Sustainable Livelihood Approach. Data were collected using semi-structured interviews and focus group discussions with male- and female-headed households, community leaders and local extension workers. Our findings suggest that gender-based differences in the choice of adaptation measures at the household level are driven by cultural, social, financial and institutional barriers. Barriers to adaptation—particularly when interacting—have a differentiated impact upon different actors. This outcome hints at the need for donors and policymakers to develop intervention strategies that are sensitive to this fact.  相似文献

本文基于2004—2012年中国综合社会调查数据,根据家庭人均年收入2 300元的国家贫困标准线和"1天1.5美元"的亚洲贫困标准线,使用FGT指数和脱贫时间两种贫困指数评估了我国城乡贫困整体变动趋势,并从城乡和地区、个体和家庭特征层面分解贫困人口构成;也考察了贫困变动的增长效应和收入分配效应;最后定量地分析收入增长的影响因素。结果表明,根据两种贫困标准线,两种贫困指数测度结果一致反映我国贫困人口规模显著减少;按国家贫困标准线,我国城乡贫困发生率下降了8.8%,但到2012年的依然高达8.6%,农村贫困人口平均脱贫时间为5.4年,而相对贫困发生率有所上升。不同地区的贫困变动差异较大,西部地区和中部地区贫困发生率依然高于全国平均水平3.41个百分点和0.22个百分点,贫困强度和贫困深度现象都还较为严重;东部地区的减贫效应十分明显,但贫困人口内部收入差距拉大问题较为突出。经济增长的脱贫效应较为显著,但增长的亲贫性有待提高;城乡、地区和贫困人口内部居民收入差距逐渐拉大,并成为反贫困的严重障碍。外出非农工作经历、性别差异和教育程度是影响收入增长的关键因素。基于此,本文建议反贫政策应瞄准西部地区的教育程度和健康水平较低、家庭规模较大的农村居民,尤其是女性户主家庭,也应加强养老保险、社会帮扶和人力资本投资,形成改善收入分配为重点的社会保障性扶贫政策体系;中部地区可以借助邻近东部地区的地理优势,通过承接产业转移持续实施"开发式扶贫"政策体系;同时,也可将扶贫标准线提高为每人"1天1.5美元"的亚洲贫困线。  相似文献

Coastal regions have long been settled by humans due to their abundant resources for livelihoods, including agriculture, transportation, and rich biodiversity. However, natural and anthropogenic factors, such as climate change and sea-level rise, and land subsidence, population pressure, developmental activities, pose threats to coastal sustainability. Natural hazards, such as fluvial or coastal floods, impact poorer and more vulnerable communities greater than more affluent communities. Quantitative assessments of how natural hazards affect vulnerable communities in deltaic regions are still limited, hampering the design of effective management strategies to increase household and community resilience. Drawing from Driving Forces–Pressure–State–Impact–Response (DPSIR), we quantify the associations between household poverty and the likelihood of material and human loss following a natural hazard using new survey data from 783 households within Indian Sundarban Delta community. The results suggest that the poorest households are significantly more likely to endure material and human losses following a natural hazard and repeated losses of livelihood make them more vulnerable to future risk. The results further suggest that salinization, tidal surge, erosion, and household location are also significant predictors of economic and human losses. Given the current and projected impact of climate change and importance of delta regions as the world’s food baskets, poverty reduction and increase societal resilience should be a primary pathway to strengthen the resilience of the poorest populations inhabiting deltas.  相似文献

Sea-level rise is a major threat facing the Coral Triangle countries in the twenty-first century. Assessments of vulnerability and adaptation that consider the interactions among natural and social systems are critical to identifying habitats and communities vulnerable to sea-level rise and for supporting the development of adaptation strategies. This paper presents such an assessment using the DIVA model and identifies vulnerable coastal regions and habitats in Coral Triangle countries at national and sub-national levels (administrative provinces). The following four main sea-level rise impacts are assessed in ecological, social and economic terms over the twenty-first century: (1) coastal wetland change, (2) increased coastal flooding, (3) increased coastal erosion, and (4) saltwater intrusion into estuaries and deltas. The results suggest that sea-level rise will significantly affect coastal regions and habitats in the Coral Triangle countries, but the impacts will differ across the region in terms of people flooded annually, coastal wetland change and loss, and damage and adaptation costs. Indonesia is projected to be most affected by coastal flooding, with nearly 5.9 million people expected to experience flooding annually in 2100 assuming no adaptation. However, if adaptation is considered, this number is significantly reduced. By the end of the century, coastal wetland loss is most significant for Indonesia in terms of total area lost, but the Solomon Islands are projected to experience the greatest relative loss of coastal wetlands. Damage costs associated with sea-level rise are highest in the Philippines (US $6.5 billion/year) and lowest in the Solomon Islands (US $70,000/year). Adaptation is estimated to reduce damage costs significantly, in particular for the Philippines, Indonesia, and Malaysia (between 68 and 99%). These results suggest that the impacts of sea-level rise are likely to be widespread in the region and adaptation measures must be broadly applied.  相似文献

In 2017, the United States experienced a series of natural hazards (hurricanes, wildfires, and blizzards) that resulted in significant loss of life and property. Emphasizing the role of climate change in these events might offer an important tool for engagement, particularly with skeptical audiences. However, in a survey experiment (N?=?1504) involving three different natural hazards – hurricanes, wildfires, and blizzards – we find that emphasizing the role of climate change in these hazards produced unintended effects for climate change skeptics. In particular, skeptics experienced resistance to the news article, which associated with reduced perceived hazard severity. These backfiring effects likely serve as a defensive mechanism used by skeptics to maintain their prior views of climate change, illustrating the challenges faced in communicating climate change to skeptical audiences. These findings offer additional insight for those attempting to communicate climate-related risk information to skeptical audiences.  相似文献

Economic costs imposed by climatic extremes have been increasing over the years and are expected to follow a similar trend in the coming years as well. Such costs are incurred due to two factors: (1) natural climate variability and anthropogenic climate change and (2) exposure and vulnerability of socio-economic factors. The impact of these factors as identified separately through a ‘normalisation technique’ is analysed in the existing normalisation studies conducted mostly in developed country contexts; these have produced mixed results. However, one needs to enquire about the influence of the above two factors in a developing country context where the anticipated impacts of climate extremes are significant. This study, therefore, makes an attempt to adjust impact data, in terms of the reported population affected and economic damages of three extreme events, namely cyclones, floods and droughts, together for societal changes between 1972 and 2009 in Odisha in eastern India. Further, the second component is analysed in two ways: (1) assuming that exposed socio-economic factors are equally vulnerable similar to the other normalisation studies, i.e. no adaptation and (2) incorporating adaptation in the existing normalisation methods—which has attracted less attention so far in the literature. The results suggest that: (a) both the natural climate variability and the socio-economic factors influence the increasing damages in the recent decades, and (b) when adaptation is introduced in the normalisation model, economic losses have reduced significantly compared to the estimates using the existing normalisation models.  相似文献

Human activities are projected to lead to substantial increases in temperature that will impact northern Europe during winter and southern Europe during summer. Moreover, it is expected that these changes will cause increasing water shortages along the Mediterranean and in the south-west Balkans and in the south of European Russia. The consequences on the European agricultural ecosystems are likely to vary widely depending on the cropping system being investigated (i.e. cereals vs. forage crops vs. perennial horticulture), the region and the likely climate changes. In northern Europe, increases in yield and expansion of climatically suitable areas are expected to dominate, whereas disadvantages from increases in water shortage and extreme weather events (heat, drought, storms) will dominate in southern Europe. These effects may reinforce the current trends of intensification of agriculture in northern and western Europe and extensification and abandonment in the Mediterranean and south-eastern parts of Europe. Among the adaptation options (i.e. autonomous or planned adaptation strategies) that may be explored to minimize the negative impacts of climate changes and to take advantage of positive impacts, changes in crop species, cultivar, sowing date, fertilization, irrigation, drainage, land allocation and farming system seem to be the most appropriate. In adopting these options, however, it is necessary to consider the multifunctional role of agriculture and to strike a variable balance between economic, environmental and economic functions in different European regions.  相似文献

The Yellow River source region is located in the hinterland of the Qinghai-Tibetan Plateau, and has a sensitive response to global change due to its unique cryosphere processes. Any slight changes in natural elements and human activity can have a magnified effect on grassland ecosystem, animal husbandry, and pastoral livelihoods since its economy is exclusively dominated by grassland animal husbandry. Because snow disaster has been one of the major natural disasters in the source region, it is crucial to explore the economic impact of snow disaster on animal husbandry and identify effective adaptation measures. A nonlinear model of meat production was established in relation to snow disaster, grassland productivity, and disaster prevention by introducing a snow level index, and selecting three key indicators of grassland productivity and disaster prevention, including grass growing season precipitation concentration, sown grassland area, and warm barn area. This is an inverse of negative correlation, less meat when there is more snow. Per unit increase in snow level in the source region led to a decrease of 0.213 units in meat production. However, production losses caused by the snow disaster could be effectively suppressed by the increase in scale and intensity of sown grassland and warm barn construction. Per unit increase in sown grassland and warm barn area led to an increase of 0.240 and 0.610 units in meat production, respectively. The effects of sown grassland and warm barn area in reducing snow damage at different snow levels were analyzed. Snow disaster adaptation in the source region should include acceleration of the construction of meteorological disaster prevention and mitigation system, to ensure balanced forage supply between winter and spring, to prioritize the development of warm barn, and reduce the proportion of self-financed construction warm barn to encourage active participation of pastoralists, and to develop insurance mechanism for livestock.  相似文献

The effectiveness of climate adaptation policies in one sector can be compromised or aided by policies developed in another sector. When the focus of adaptation is a single geographical region, this potential for interaction between sectoral policies is heightened due to spatial, political and functional proximities. This paper analyses interactions within three suites of climate adaptation options developed for Australia’s ‘South-East Queensland’ region relating to: (1) wetland migration, coastal infrastructure and planned retreat; (2) urban water security and energy demand; and (3) terrestrial biodiversity and agricultural viability. Using the concept of ‘institutional interplay’ to structure a process of dialogue amongst researchers, we identify a number of critical implementation requirements for successful regional-scale adaptation. There is a need for greater focus on neighbourhood or sub-regional scales of policy design and intervention, particularly for the coordination of adapted infrastructure and services to households. Policy-makers must also be more explicit in considering broader drivers of land-use change and economic adjustment likely to impact on proposed adaptations. In considering these issues, our paper also demonstrates a process for conducting cross-sectoral syntheses that can be employed in other regional-scale adaptation studies.  相似文献

The effects of climate change on agriculture are often characterised by changes in the average productivity of crops; however, these indicators provide limited information regarding the risks associated with fluctuations in productivity resulting from future changes in climate variability that may also affect agriculture. In this context, this study evaluates the combined effects of the risks associated with anomalies reflected by changes in the mean crop yield and the variability of productivity in European agro-climatic regions under future climate change scenarios. The objective of this study is to evaluate adaptation needs and to identify regional effects that should be addressed with greater urgency in the light of the risks and opportunities that are identified. The results show differential effects on regional agriculture and highlight the importance of considering both regional average impacts and the variability in crop productivity in setting priorities for the adaptation and maintenance of rural incomes and agricultural insurance programmes.  相似文献

The savanna region of Africa is a potential breadbasket of the continent but is severely affected by climate change. Understanding farmers’ perceptions of climate change and the types of adjustments they have made in their farming practices in response to these changes will offer some insights into necessary interventions to ensure a successful adaptation in the region. This paper explores how smallholder farmers in the Nigerian savanna perceive and adapt to climate change. It is based on a field survey carried out among 200 smallholder farm households selected from two agro-ecological zones. The results show that most of the farmers have noticed changes in climate and have consequently adjusted their farming practices to adapt. There are no large differences in the adaptation practices across the region, but farmers in Sudan savanna agro-ecological zone are more likely to adapt to changes in temperature than those in northern Guinea savanna. The main adaptation methods include varying planting dates, use of drought tolerant and early maturing varieties and tree planting. Some of the farmers are facing limitations in adapting because of lack of information on climate change and the suitable adaptation measures and lack of credit. The study then concludes that to ensure successful adaptation to climate change in the region, concerted efforts are needed to design and promote planned adaptation measures that fit into the local context and also to educate farmers on climate change and appropriate adaptation measures.  相似文献

There is mounting evidence that climate change is already having an impact on the wine industry, with effects being region specific. In order to understand the capacity of regional wine sectors to adapt to changing climate, it is useful to document the conditions that are important to producers and to identify adaptation and management strategies that are employed in the industry. This paper analyzes climatic conditions and adaptation strategies in the wine region of Prince Edward County Ontario, Canada. Wine producers identified the climate variables most important to their operations and described strategies they use to manage climate-related conditions. The identified variables were analyzed for trends over the study period 1987–2011, and interview data were analyzed in order to categorize adaptive strategies. Results indicate that the wine sector is very sensitive to climate, and the region is already experiencing the effects of climate change, especially with regard to increasing growing season mean minimum daily temperatures, increasing total summer rainfall, and later onset of fall frosts. Adaptive strategies employed by producers are largely learned though collaborative efforts and trial and error. The adaptations are mostly tactical and reactive in the short term, but with continued climate change, these strategies may develop into strategic, anticipatory measures. Climate change has the potential to present both challenges and opportunities to Prince Edward County wine producers, and adaptations will continue to require strong networking and collaborative efforts.  相似文献
