2016年12月,国务院发布《中国落实2030年可持续发展议程创新示范区建设方案》,引起了国内外的广泛关注,成为当前中国推进可持续发展的标志性事件.本文介绍了该方案的制定过程及其重要意义,对方案的主要内容进行了解析,并提出了近期应围绕创新示范区建设开展的几项重点工作.文章认为,建立落实2030年可持续发展议程创新示范区是中国顺应全球可持续发展趋势的必然选择,是解决国内可持续发展主要问题的迫切需要,是回应国际社会期待的客观要求.文章提出,在建设落实2030年可持续发展议程创新示范区时关键要把握好四个原则:①勇于突破GDP导向的传统发展思维,真正以可持续发展的理念推动地方发展;②从制约地方可持续发展的瓶颈问题入手,通过制度、科技等各方面的改革和创新,形成成熟有效的系统性解决方案;③调动社会各界的积极性,形成政府引导、市场配置资源、各利益攸关方共同参与的机制;④主动分享系统性解决方案和实践经验,为全球可持续发展做出中国贡献.文章最后提出,面向未来,建设中国落实2030年可持续发展议程创新示范区要做好四个衔接:①加强与国家可持续发展实验区工作的衔接,形成互为支撑的布局体系;②加强与"绿色技术银行"工作的衔接,促进先进适用技术落地生根;③加强与国家科技计划的衔接,促进创新能力的提升;④加强与各领域改革工作的衔接,形成综合创新示范的局面.  相似文献

Ecological tax reform involves the utilisation of the tax system to facilitate sustainable development. The generally accepted approach to ecological tax reform is to reduce tax rates on income and labour and to impose Pigouvian taxes on resource use and pollution emissions. While this approach is a vast improvement on current tax systems, it is an inadequate means of achieving sustainable development because it relies exclusively on the manipulation of market prices – an allocation instrument – when ecological sustainability is a throughput problem that requires a separate policy instrument to be adequately resolved. With the aid of a linear throughput representation of the economic process, it is argued that conventional ecological tax reform measures promote just two of the five behavioural modes put forward to achieve sustainable development. In order to promote all five behavioural modes, it is argued that ecological tax reform is best conducted with the incorporation of tradeable resource use permits and assurance bonds.  相似文献

A small part of the scientific community is seeking hard to enhance the contribution of science, knowledge and capacity building to environmentally sustainable and socially fair human development around the world. Many researchers over the globe share the same commitment – anchored in concerns for the human condition. They believe that science and research can and have influenced sustainability. Therefore their main goals are to seek and build up knowledge, know-how and capacity that might help to feed, nurture, house, educate and employ the world's growing human population while conserving its basic life support systems and biodiversity. They undertake projects, that are essentially integrative, and they try to connect the natural, social and engineering sciences, environment and development of communities, multiple stakeholders, geographic and temporal scales. More generally, scientists engaged in sustainable development are bridging the worlds of knowledge and action. This pro-active, heavily ethics- and wisdom-based "science for sustainability" can be seen as the conclusion of all dialogues and discussions amongst scientists at the World Summit on Sustainable Development (WSSD) 2002 in Johannesburg. The "Plan of Implementation" after WSSD will be based on political will, practical steps and partnerships with time-bound actions. Several "means of implementation" are going to be proofed and initiated: finance, trade, transfer of environmentally sound technology, and, last but not least, science and capacity building.Some characteristics of working scientific sustainability initiatives are that they are regional, place-based and solution-oriented. They are focusing at intermediate scales where multiple stresses intersect, where complexity is manageable, where integration is possible, where innovation happens, and where significant transitions toward sustainability can start bottom-up. And they have a fundamental character, addressing the unity of the nature – society system, asking how that interactive system is evolving and how it can be consciously, if imperfectly, steered through the reflective mobilization and application of appropriate knowledge and know-how. The aims of such sustainability-building initiatives conducted by researchers are: first to make significant progress toward expanding and deepening the research agenda of science and knowledge-building for sustainability; secondly to strengthen the infrastructure and capacity for conducting and applying science, research and technology for sustainability – everywhere in the world where it is needed; and thirdly, to connect science, policy and decision-making more effectively in pursuit of a faster transition towards real sustainable development. The overall characteristic is, that sustainability initiatives are mainly open-ended networks and dialogues for the better future. A world society that tries to turn towards sustainable development has to work hard to refine their clumsy technologies, in "earthing" their responsibility to all creatures and resources, in establishing democratic systems in peace and by heeding human rights, in building up global solidarity through all mankind and in commit themselves to a better life for the next generations.  相似文献

The World Summit on Sustainable Development (WSSD), held in Johannesburg during 26 August and 4 September 2002, was a truly remarkable event, not least because it identified and committed the world community to what has to be done to realise Agenda 21 objectives. Discussion begins with the "means of implementation" of the Johannesburg Plan of Implementation (JPI). Education for, and raising awareness of, sustainable development are the key commitments in the "means of implementation". The issues central to these commitments are discussed. The crucial role of moral philosophy in education for sustainable development is then discussed. Defining the "problem" as lack of progress (in fact negative progress between Rio and Johannesburg) towards global sustainable development, a cause–effect relationship of the "problem" is developed based on a systematic and logical analysis. It shows that the "cause" is West's profoundly materialistic, environment-degrading and exploitative attitude and activities to satisfy grossly unsustainable, hedonistic and insatiably avaricious Western life-styles – life-styles that are held up by the West as "ideal" fruits of economic "development" to be aspired by all. The "effects" are pollution of air, water and soil; mounting loss of biodiversity, ecosystems and species; relentlessly widening north–south divide, etc. It is argued that while science and technology can address some of the "effects", they cannot address the "cause". Only moral philosophy can by fundamentally re-orienting moral values genuinely to respect nature and the environment. Based on sound and tested principles of Educational Psychology, a proposal is then made for including moral philosophy in the formal curricula (content and pedagogy) of primary, secondary and higher education for instilling in children and young people genuinely environment-respecting moral values. To this end a generic syllabus for the secondary level is proposed. Finally, it is argued that if the scientific community really believes that science or technology alone can radically change the pervasive environment-degrading moral values to those that genuinely respect the environment, thus paving the way to real global sustainability, then it must demonstrate how this could be done and explain why, despite their abundant science and technology, the developed nations are the biggest polluters and consumers with grossly unsustainable life-styles. Certainly, examples would be much more convincing than rhetoric or tired old clichés about how science and technology alone could deliver global sustainable development.  相似文献

This study’s aim is mainly to provide insights into the factors that affect sustainable tourism entrepreneurs’ behavioural intentions, employing data from Greece. Given that intention is a powerful predictor of actual behaviour, to stimulate sustainable entrepreneurial activity in the tourism sector and achieve sustainable development, it is important to study the factors that affect entrepreneur’s behavioural intentions towards sustainability. Findings through this empirical analysis support that entrepreneur’s demographics parameters and firm characteristics have distinctive effects in explaining respondents’ behaviour towards sustainable entrepreneurship and acknowledgement of sustainability options of a community. In particular, results suggest that younger entrepreneurs are probably more informed about the potential of the sustainability for the regions and are more likely to favour sustainable tourism practices. Entrepreneur’s income is also a statistical significant parameter towards sustainable entrepreneurship intentions within the tourism sector. Finally, entrepreneurs reported as important for the promotion of tourism sustainability the creation of knowledge networks and websites to focus on sustainable business and the promotion of environmental labels and certified management systems in tourism businesses.  相似文献

This paper focuses on identified challenges for sustainable development across various sectors and the actions needed by different institutions and individuals for the achievement of a sustainable path. For finding solutions that impede sustainable development, emphasis is given to collaborative, inter- and trans-disciplinary problem-solving approaches. The ‘ecological modernization’ view is based on the belief that science and technology will result in continuous improvement in human welfare, while the emerging postmodern ‘ecological paradigm’ also emphasizes harmony with nature and other actors. Global societies are in the midst of a number of challenges: (1) implementation of existing and new hard- and soft-law instruments, (2) the degradation of natural resources, (3) an inadequate global mechanism for handling environmental and social responsibilities by the international community, (4) an unbalanced distribution of wealth, locally and internationally, (5) unethical and unsustainable business practices, (6) consequent unethical and unsustainable consumer practices, (7) selective application of ethical principles by rich countries and (8) the absence of norms of good conduct by powerful and wealthy peoples pertaining to sustainable development. Governments, civil societies, academicians, indigenous peoples, communities, businesses and international organizations need to become engaged in the formulation and enforcement of environmentally and ecologically sound development policies along with relevant research, education, training, awareness and a change in social values as provided in the Earth Charter to support actions for sustainable development.  相似文献

Working toward sustainable community is a complex task for communities especially given the ambiguous nature of implementing the concept of sustainable development. However, by working to understand the nature of community capital, administrators can begin to move beyond bottom line thinking toward a more comprehensive and collective view of community. This paper presents a theoretical framework that helps municipal decision makers begin collecting information they need to help them build sustainable and resilient communities.

A system of plant, soil, water and nutrient management for irrigated rice developed in Madagascar has been yielding 5, 10, even 15tha–1 on farmers' fields where previous yields averaged around 2tha–1. This is achieved using whatever variety of rice the farmer is already using and without having to utilize chemical fertilizer or other purchased inputs. This system, known as SRI, shows that alternative management practices, creating optimal growing conditions for plants, can bring out previously untapped genetic potential. It also shows that the practices farmers have used for centuries may not always be the best in agronomic terms.  相似文献

Urban development has important implications for farmland preservation and natural resource management in local peri-urban communities. Social science research on recent changes in rural landscape of mega-cities tends to be limited to case studies in Latin-American nations. This study analyses the socioecomic dynamics of farming land use and the interactions between multiple cultural variables and the environment. Fieldwork was carried out during the 2002–2003 period in rural livelihoods of the five high mountain towns of south Mexico City. Data obtained from participatory survey and ethnographic techniques were integrated to assess changes in rural landscape and resource management and how urbanization, deforestation and market oriented agricultural production result in different livelihoods within a similar urban fringe context. The dynamic of mixture of urban and rural landscapes is based on farm productivity and social capital factors. The study concludes that policy support for regional agricultural production systems through enhancing ecosystems services, environmental protection and economic development is needed for sustainable development of local communities. This paper utilizes an inclusive community based sustainability framework with a focus on a resort destination in providing a potential model for more inclusive long-range destination planning and implementation. Four diverse, but interrelated areas of sustainable tourism were specified in this framework for a more comprehensive process including ecological, cultural, economic and socio-community sustainability. In addition a strategic community driven structure, which provides direction, information and practices, serves the purpose of integrating and implementing the framework. The unique tourism destination, Noosa in Australia is used as an example of embracing sustainable tourism as a community and as part of a larger focus on the four key components of sustainability. By viewing sustainable community attributes as assets, all of which are important to manage, enhance and/or conserve, it is expected that the resort community will continue to attract visitors to feel connected and committed to experiencing its lifestyle, sense-of-community and natural features while also contributing to community sustainable stewardship and a strong tourism economy. The paper argues health risk management in Developing Countries cannot be sustainable unless it is conceived, planned, implemented and maintained by community-led multi-stakeholder groups using an integrated capacity building process with five components: (1) education and awareness raising; (2) strengthening information resources and decision making; (3) strengthening regulations and compliance; (4) improving basic sanitation infrastructure; and (5) stimulating the market for support products and services for health and environment sectors. Occupational and environmental health professionals with cross-disciplinary understanding are uniquely qualified to build much-needed bridges between stakeholders, risk science and policy. They should adopt a cost-effective mentality, adapting models/methods used in developed countries to developing country contexts, negotiating political obstacles and understanding cultural differences in risk sources, exposures and perceptions. Stakeholders – health professionals, community representatives, officials, NGOs/advocacy groups, industries, and providers of products/services – collaborate to detect needs, mobilize resources, design, develop, implement, consolidate and maintain interventions to priority problems. Field experience in Mexico supports the argument. This sustainability process is adaptable to other keystone development sectors like soil and water resources stewardship, biodiversity conservation, agriculture and energy.  相似文献

New institutional economists have argued that there are many categories of institutions, including market and non-market institutions, which may prove economically efficient, specifically for public goods and common pool goods. The Government of India introduced a non-market community-based institution, known as Joint Forest Management (JFM), for forest management and protection in 1990. JFM is a sharing mechanism for forest planning and management based on sharing of rights and duties, control and decision-making authority over forestlands, between forest departments and local user groups. By 2001, 42 000 Village Forest Committees established under JFM were managing over 11.5 million ha forestland. These institutions have proved very useful, and have contributed to forest management as well as four aspects of sustainable human development (SHD) – ecological output, income generation, village infrastructure development, and community empowerment. In the long-term, community-based institutions will prove to be a foundation of SHD and participatory democracy.  相似文献

The concept of sustainable development has experienced great development and change at different levels of theoretical connotation and practical implementation since 1960s and 1970s when it was first proposed. People’s understanding of the relationship between economy, society, and environment has been continuously deepened over the years. When it came to the end of 2015, it is necessary to examine the results of the United Nations Millennium Development Goals on sustainable development, and at the same time, the post-2015 framework and guidance on sustainable development at the global level were to be made, including the ideas, action plans, key areas that would guide the global sustainable development. The 2030 Agenda for Sustainable Development has developed a 5P theoretical framework of being people-centered, global environmental security, sustained economic prosperity, social justice and harmony and partnership promotion, including a political declaration, 17 overarching goals and 169 specific targets, specific ways of implementation, as well as the follow-up. It is the road map to achieve global sustainable development and meet the requirements of the millennium development goals. This paper summarizes the understanding of the concept of sustainable development from its origin, its significant development, to the proposition and development of the 2030 Agenda for Sustainable Development, and its strategic impact on China.  相似文献

The study was conducted to assess the potential of Norwegian agricultural ecosystems to sequester carbon (C) based on the data from some long-term agronomic and land use experiments. The total emission of CO2 in Norway in 1998 was 41.4 million metric ton (MMT), of which agriculture contributed only 0.157 MMT, or <0.4% of the total emissions. With regards to methane (CH4) and nitrous oxide (N2O) gases, however, agricultural activities contributed 32.5% and 51.3% of their respective emissions in Norway. The soil organic carbon (SOC) losses associated with accelerated soil erosion in Norway are estimated at 0.475 MMTC yr–1. Land use changes and soil/crop management practices with potential for SOC sequestration include conservation tillage methods, judicious use of fertilizers and manures, use of crop residues, diverse crop rotations, and erosion control measures. The potential for SOC sequestration is 0.146 MMTC yr–1 for adopting conservation tillage, 0.011–0.035 MMTC yr–1 for crop residue management, 0.026 MMTC yr–1 for judicious use of mineral fertilizer, 0.016–0.135 MMTC yr–1 for manure application, and 0.036 MMTC yr–1 for adopting crop rotations. The overall potential of these practices for SOC sequestration ranges from 0.591 to 1.022 MMTC yr–1 with an average value of 0.806 MMTC yr–1. Of the total potential, 59% is due to adoption of erosion control measures, 5.8% to restoration of peat lands, 21% to conversion to conservation tillage and residue management, and 14% to adoption of improved cropping systems. The use and management of natural capital is critical in all nations, but especially so in poor nations. The role of institutions – chiefly, property rights and pricing systems for natural resources – is pivotal in achieving growth and improved distribution of income and wealth, in understanding environmental degradation, and in seeking improved policy. Particularly useful criteria and indicators of sustainable development relate to `green' output and productivity measures in which the depreciation of natural capital is being considered. Special management problems exist for `critical' components of natural capital to which variants of the precautionary principle must be applied to ensure that our heirs receive an undiminished patrimony.  相似文献

The World Summit on Sustainable Development (WSSD), held in Johannesburg during 26 August and 4 September 2002, was the biggest event of its kind organised by the United Nations to date. A major objective of the WSSD was to set out strategies for greater and more effective implementation of Agenda 21, negotiated in Rio ten years ago, than hitherto. An overview of the WSSD is presented in this chapter, including a scrutiny of its major outcomes.Discussion begins with a detailed account of major UN environmental conferences and related events, such as Doha and Monterrey conferences, that led to the WSSD, followed by a brief discussion of the deliberations that took place at the preparatory meetings (PrepComs) of the WSSD. A detailed account and scrutiny of the following, that are the main outcomes of the WSSD, is then given.The "Johannesburg Declaration on Sustainable Development", which is a political declaration mirroring the will of the international community to move towards sustainable development.The "Johannesburg Plan of Implementation", which is the core document of the WSSD containing an impressive list of recommendations for accelerating the implementation of Agenda 21."Type II partnerships", which are projects that allow civil society to contribute to the implementation of sustainable development.The increasingly important post-Rio issue of globalisation, which has serious implications for a number of issues directly or indirectly impinging on global sustainability, was an important element in the contextual background to the WSSD. Reference is made to some of these implications.Type II partnerships are an innovation of the WSSD. Although a good deal of confusion persists over their precise nature and modus operandi, they were nevertheless presented at the WSSD as powerful and more democratic instruments for the realisation of Agenda 21 objectives.The analysis shows that the Summit contributed at defining sustainable development more precisely. The Plan of Implementation is most instrumental in showing how to make resource use and the generation of pollution less unsustainable. In this way implementing the recommendations of the Johannesburg Summit offers an important defeat, worldwide.  相似文献

The paper gives an overview on the transformation process of 10 Central and Eastern European (CEE) countries leading to a change of political structure and the emergence of market mechanisms. These countries intend to get admission into the European Union (EU) in the near future. Therefore, the legal system of the EU is the standard for them and, in particular, they follow the respective environmental protection measures.The implementation of sustainable development is a new challenge for the CEE countries. Beside environmental protection, economic and social dimensions are also to be considered, and these three pillars are in mutual interaction. In the CEE countries, the preparations to implement elements of sustainable development began in the last few years. Thus, the documents of the Johannesburg Summit on Sustainable Development stimulate this recent process. The successful implementation requires the close cooperation of the governments, the various stakeholders and the civil society.  相似文献
