Researchers and policymakers emphasize that people’s involvement in forest management can secure their support of conservation initiatives. However, the evidence on the effectiveness of top-down participation is weak. This study uses cross-sectional household data from 16 villages in the buffer zone of Pench Tiger Reserve (Madhya Pradesh) in India to contribute to the evidence base of such assumption. Using a propensity score matching to control for observable bias, we evaluate the effects of two state-driven incentive-based participatory projects, i.e. the Joint Forest Management and Ecodevelopment, on selected social outcomes. Specifically, we measured local people conservation knowledge, biodiversity attitudes as well as trust in and satisfaction with the tiger reserve management authorities. We found that the effects of participatory management on conservation knowledge were positive, but negligible. We found no significant effects on local people’s biodiversity attitudes, trust and satisfaction with the tiger reserve management authorities. Top-down and externally induced participation may explain our results. Our findings clearly indicate that the effectiveness of participatory conservation interventions is conditional on the level and nature of local participation. Top-down participatory projects may not be sufficient to generate local support of conservation and in some cases, they may even exacerbate local conflicts.  相似文献

The topic is introduced by a short but critical discussion of criteria and needs of Participatory Integrated Assessment (PIA) and participatory local planning. This paper depicts differences of participation in Integrated Assessment and in local level planning but provides also conditions and ideas how PIA can be used for local planning including implementation. A small review of PIA and participation in planning illustrates the relevance of PIA in a knowledge economy trying to adopt principles of good governance. A better incorporation of participatory research into local level planning seems to be crucial. The applicability of PIA in practices leading to participatory monitoring and evaluations are discussed. The outcomes of the paper show that possibilities exist for integrating PIA and participatory monitoring and evaluation into the implementation of the European Water Framework Directive (WFD). PIA adds local information to water management planning and supports individual learning processes. The setting up of such a monitoring and evaluation system may contribute towards a transparent implementation of the WFD, it enhances commitment of citizens towards local government planning and eventually it increases self-determination of citizens, a major objective of good governance.

This study aimed to assess Japan’s recent “local production for local consumption” (LPLC) movement, with a special focus on vegetables in the Osaka city region of central Japan. After collecting statistics and spatial data, we conducted a multi-scale analysis of vegetable production and consumption along with the associated energy consumption, using geographical information system software at three spatial scales along the vegetable flow paths: national, regional, and local. Vegetables consumed in the Osaka city region came from prefectures throughout Japan, and we mapped the foodshed within this region at 1-km spatial resolution, as well as the distribution of farmland, farmers’ and other markets. We also conducted a scenario analysis for reduced energy consumption through organic farming and the utilization of abandoned farmland near a city to replace food imports from distant areas. We found that the large majority of vegetables consumed in the Osaka city region currently come from remote prefectures, and that this is associated with a high level of energy consumption. Inside the Osaka city region, peri-urban vegetable farming contributes to regional vegetable provision, resulting in an approximately 70 % production/consumption ratio within an 80-km radius of the urban center; if all of the area of abandoned farmland were restored to production, this ratio would increase to approximately 75 %. Organic farming activities that bring together farmers and urbanites are emerging in many parts of the study area, contributing to increased LPLC. Scenario analysis suggested that a decrease of more than 1 × 106 GJ of energy inputs could be achieved through wider adoption of local organic farming for local consumption and complete utilization of abandoned farmland in the Osaka city region.  相似文献

Climate change will affect all sectors of society and the environment at all scales, ranging from the continental to the national and local. Decision-makers and other interested citizens need to be able to access reliable science-based information to help them respond to the risks of climate change impacts and assess opportunities for adaptation. Participatory integrated assessment (IA) tools combine knowledge from diverse scientific disciplines, take account of the value and importance of stakeholder ‘lay insight’ and facilitate a two-way iterative process of exploration of ‘what if’s’ to enable decision-makers to test ideas and improve their understanding of the complex issues surrounding adaptation to climate change. This paper describes the conceptual design of a participatory IA tool, the CLIMSAVE IA Platform, based on a professionally facilitated stakeholder engagement process. The CLIMSAVE (climate change integrated methodology for cross-sectoral adaptation and vulnerability in Europe) Platform is a user-friendly, interactive web-based tool that allows stakeholders to assess climate change impacts and vulnerabilities for a range of sectors, including agriculture, forests, biodiversity, coasts, water resources and urban development. The linking of models for the different sectors enables stakeholders to see how their interactions could affect European landscape change. The relationship between choice, uncertainty and constraints is a key cross-cutting theme in the conduct of past participatory IA. Integrating scenario development processes with an interactive modelling platform is shown to allow the exploration of future uncertainty as a structural feature of such complex problems, encouraging stakeholders to explore adaptation choices within real-world constraints of future resource availability and environmental and institutional capacities, rather than seeking the ‘right’ answers.  相似文献

This paper presents a theoretical framework that can be used to discuss the question of how context, time and different participatory process designs influence the results of participatory monitoring projects in terms of concrete outputs (such as sustainability indicators) and the more intangible social outcomes (such as learning and stakeholder relations). We will discuss and compare four different cases of participatory monitoring of provincial sustainable development in the Netherlands. The results show sustainability issues selected by the stakeholders reflect the socio-economic and ecological structural characteristics of their region. In a different context, stakeholders not only assign different weights to the same set of issues, but more importantly they select a completely different set of regional aims altogether. Since these regional structural characteristics only change slowly over time, the influence of time on stakeholder preferences is shown to be only of minor importance. However, the dissipation of learning effects is shown to be a fundamental challenge for the cyclical nature of participatory monitoring, especially when its goal is shared agenda building. Another important conclusion is that, in the design of participatory processes, more attention should be devoted to providing stakeholders with the opportunity to comment on an ‘intermediate’ product.  相似文献

Quality of life concerns in rural development planning and management processes at the local level need to be identified and evaluated through participatory bottom–up approaches. This paper provides an overview of the main issues related to the quality of life concept in the context of rural sustainable development and discusses the need for operational governance models in order to identify, evaluate, and incorporate in action planning quality of life concerns at the local level. Decision-making for the purpose of adaptation to climate change typically involves multiple stakeholders, regions and sectors as well as multiple objectives related to the use of resources and perceived benefits. Standard cost–benefit analysis can be argued to take into account easily monetised effects only. Multi-criteria decision analysis (MCDA) embedded in participatory processes can therefore play an important role in defining the decision context and exploring stakeholders’ preferences. In this paper, a case study on flood protection of the Kokemäki river running through the city of Pori in West Finland was conducted. The study was realised as a MCDA workshop involving the key stakeholders of the region. The analysis produced a robust ranking of the considered flood protection alternatives. According to the stakeholders, the approach was useful as an exploratory way of gaining a deeper and shared understanding of the flood protection. It was shown that MCDA is well suited for decision-making in adaptation to climate change–enhanced extreme events.  相似文献

Legitimacy of urban climate change adaptation: a case in Helsinki   总被引:1,自引:0,他引:1  
While there is general agreement on the necessity for local adaptation, there is a wide range of different understandings of what type of adaptation is seen as legitimate. It is often contested who should actively steer and take part in local adaptation, for which reasons and based on what kind of mandate, and with which methods. Planning theory can serve as a helpful reference point for examining the sources of legitimacy for adaptation in an urban context. From a planning perspective, adaptation is concerned with climate change as one out of many issues planning has to respond to. The layered co-existence of planning paradigms in practice suggests diverse, sometimes contradictory sources of legitimacy for urban planning and—as we claim here—also for climate change adaptation. This study examines the legitimacy of adaptation from a planning theoretical perspective in Helsinki, drawing on semi-structured interviews and social network analysis to show how adaptation is commonly understood from a rationalist perspective as an apolitical activity with local authorities’ experts designing and implementing adaptation. Nevertheless, some of the central actors understand adaptation as a communicative activity and a common deliberation of solutions. The co-occurrence of disparate paradigms results in ambiguous legitimacy that can impede the successful implementation of local climate change adaptation.  相似文献

With a changing climate and increased urbanisation, the occurrence and the impact of flooding is expected to increase significantly. Floods can bring pathogens into homes and cause lingering damp and microbial growth in buildings, with the level of growth and persistence dependent on the volume and chemical and biological content of the flood water, the properties of the contaminating microbes, and the surrounding environmental conditions, including the restoration time and methods, the heat and moisture transport properties of the envelope design, and the ability of the construction material to sustain the microbial growth. The public health risk will depend on the interaction of these complex processes and the vulnerability and susceptibility of occupants in the affected areas. After the 2007 floods in the UK, the Pitt review noted that there is lack of relevant scientific evidence and consistency with regard to the management and treatment of flooded homes, which not only put the local population at risk but also caused unnecessary delays in the restoration effort. Understanding the drying behaviour of flooded buildings in the UK building stock under different scenarios, and the ability of microbial contaminants to grow, persist, and produce toxins within these buildings can help inform recovery efforts. To contribute to future flood management, this paper proposes the use of building simulations and biological models to predict the risk of microbial contamination in typical UK buildings. We review the state of the art with regard to biological contamination following flooding, relevant building simulation, simulation-linked microbial modelling, and current practical considerations in flood remediation. Using the city of London as an example, a methodology is proposed that uses GIS as a platform to integrate drying models and microbial risk models with the local building stock and flood models. The integrated tool will help local governments, health authorities, insurance companies and residents to better understand, prepare for and manage a large-scale flood in urban environments.  相似文献

A mass budget of polybrominated diphenyl ethers (PBDEs) in San Francisco Bay is developed as a first step towards understanding the local sources and transport processes controlling PBDE fate in a highly urbanized estuary. Extensive monitoring of PBDEs in estuarine water and sediment, freshwater tributaries, air, and wastewater effluents and sludges were integrated with a mass budget model to provide a synthetic view of these emerging contaminants. The Bay inventories of BDE 47 and BDE 209 in 2006 were estimated to be 33+/-3 kg and 153+/-45 kg, respectively. Empirically derived estimates of annual inputs of BDE 47 and BDE 209 from all quantifiable external sources ranged from 11 to 28 kg/y and 22 to 24 kg/y, respectively. BDE 47 loads were dominated by wastewater while runoff from local tributaries represented the largest contributor to BDE 209 loads. Model results suggest the Bay PBDE inventory is highly sensitive to changes in external loads, with degradation and outflow being the major processes governing PBDE fate. The mass budget presented provides a framework for integrating future monitoring and modeling efforts.  相似文献

The paper discusses the role of visions within sustainability assessment and governance for sustainable development in Europe. Currently, our societies (still) develop along an unsustainable path, which results in a number of persistent problems (climate change, loss of biodiversity, poverty, etc.). Integrated sustainability assessment (ISA) is one approach designed to initiate transitions towards sustainability. Visions of a sustainable future form an important part of ISA. These visions support the process of discussing how the transition from today’s societies/systems to a sustainable future can be achieved. According to the principles of ISA, visions should be developed in a participatory way, thus including the ideas and perceptions of stakeholders, decision-makers, experts and/or citizens. The paper starts with an introduction of the concepts of visions and scenarios and describes exemplary methods for their participatory development. Then, the main concepts for integrated sustainability assessment in comparison with other impact assessments are discussed. The main body of the paper presents experiences in three projects (ARTEMIS, ALARM, ECOCHANGE) in which visions and scenarios of sustainable futures were developed with stakeholders. The paper concludes with lessons learned and suggestions for future applications for participatory scenario development.  相似文献

Abstract

Ecological city (eco-city) and its planning approach are emerging concepts in urban study, urban planning, ecological economics, environmental policy and corporate environmental management. However, opinions remain divided over the connotation and denotation of the term “ecological city”, what key issues ecocity planning can solve, and its specific contents. In this study, we present 10 basic propositions that define the eco-city and clarify its key parameters, thereby providing the basis for discussing the assumptions and principles underlying different approaches to sustainable urban development. We then summarize the concept and principles of an eco-city, and define the main requirements for ecocity planning. We conclude that an eco-city is a city in which the urban population, scale of land use and intensity of human activities are limited to the regional resource and environmental carrying capacity, which does not cause increasing or irreversible damage to the regional ecosystem’s structure, functions and processes.  相似文献

The involvement of local communities, as well as the private sector and the government in forest management is now an important principle of tropical forestry policy and practice and a major component of most international forestry aid programmes. This paper present an analysis on the Joint Forest Management Project initiated by two timber companies (Ghana Primewood Products Ltd and Dalhoff Larsen & Horneman) in collaboration with local people in Gwira-Banso of Ghana. Conditions required for enhancing responsibility for and commitment to local forest management, and for an effective local participatory process were also analysed. The study began with the premise that incentives and good communication will enhance participation in joint forest management.The assumption was valid and the results from the survey showed that five broad issues prioritised by respondents to be essential for co-partnership in forest management are communication, financial support, tree planting, multiple land use and benefit sharing. The Project enjoys a great deal of support from the local community, but a number of factors make the continued support of local people a challenging task, including questions of immediate livelihood sources and tenure arrangements. Although this participatory forest management has been implemented over a relatively short period, there is evidence that government and private sectors can successfully involve local people in sustainable management of the forests.  相似文献

This essay comments and expands upon an emerging area of research, energy communication, that shares with environmental communication the fraught commitment to simultaneously study communication as an ordinary yet potentially transformative practice, and a strategic endeavour to catalyse change. We begin by defining and situating energy communication within ongoing work on the discursive dimensions of energy extraction, production, distribution, and consumption. We then offer three generative directions for future research related to energy transitions as communicative processes: analysing campaigns’ strategic efforts, critically theorizing energy’s transnational power dynamics, and theorizing the energy democracy movement.  相似文献

Environmental change requires adaptive responses that are innovative, forward-looking and anticipatory, in order to meet goals for sustainability in socio-ecological systems. This implies transformative shifts in understanding as conceptualised by the idea of ‘double’- or ‘triple-loop learning’. Achieving this can be difficult as communities often rely on shorter-term coping mechanisms that purport to maintain the status quo. The use of participatory scenario planning to stimulate forward-looking social learning for adaptation was investigated through three contrasting community case studies on natural resource management in Latin America (in Mexico, Argentina and Colombia). Exploratory scenario narratives that synthesised local knowledge and future perceptions were used iteratively to define response options considered robust across multiple futures. Despite its intensive format, participants in each case agreed that scenario planning enabled a more systematic appraisal of the future. Scenarios facilitated innovation by providing scope to propose new types of responses and associated actions. Differences in local context meant that learning about future change developed in diverse ways, showing a need for a reflexive process. Reframing of key issues characteristic of double-loop learning did occur, albeit through different forms of interaction in each location. However, a shift towards transformative actions characteristic of triple-loop learning was less evident. Achieving this would appear to require ongoing use of scenarios to challenge social norms in light of changing drivers. Use of learning loops as a diagnostic to evaluate adaptive responses provided a useful reference framework although in practice both innovation and consolidative approaches can develop concurrently for responses to different issues.  相似文献

为掌握城市规模时空格局演化规律,促进区域协调发展,以平均灯光强度表征城市规模,采取探索性时空数据分析(exploratory time-space data analysis,ESTDA)的研究框架对我国1992~2015年的县域城市规模时空格局进行分析。结果发现:(1)中国县域城市规模的核心-边缘结构与局部空间关联格局较为稳定但趋向动荡,城市规模变化呈现出"稳步增长"、"逐级递增"的特点,城市局部关联较弱,缺乏共同向上跃迁的动力;(2)京汕断裂带、110°E与100°E三条LL断裂带将城市规模空间格局割裂,阻碍了区域协调发展,但城市规模空间格局有可能突破胡焕庸线;(3) 2003年后城市规模的局部空间动态性、增长波动性与局部依赖性增强。东部的局部空间动态性趋于稳定,中西部局部空间动态性开始增强,城市规模增长波动性与局部依赖性重心向南方与东北方向转移;(4)自然因素、交通状况、城市行政级别、政策导向、经济发展水平、人口规模与空间临近效应是影响县域城市规模时空格局的主要因素。研究表明利用灯光数据进行城市规模研究具有科学性与可行性,未来应该着力构筑东中西部互联互动的网络通道,实现区域协调发展。  相似文献

Whale watching is a billion dollar industry worldwide. One of the most popular species for whale watching is the humpback whale (Megaptera novaeangliae). The migratory corridors, feeding, resting and calving sites which are used for whale watching may be influenced by changing ocean currents and water temperatures. Here, we used an innovative approach addressing the emerging issue of climate change on the whale watch industry. This involved participatory modelling using key stakeholders for the whale watching industry to develop a systems conceptualisation model for evaluating the potential effects of climate change based on a case study from the east coast of Australia. This participatory approach allowed us to identify the causal linkages (including feedback pathways) between different “Elements” of the system within which the whale watching industry operates. It also allowed us to integrate multiple drivers covering socio-economic and environmental aspects including climate change (e.g. temperature), policy (e.g. number of boats), ecology (e.g. number of whales) and socio-economics (e.g. number of tourists) to evaluate the changes in the overall system. We then developed a Bayesian belief network model from the systems conceptualisation on which stakeholders identified a priority issue (Profitability). Stakeholders provided the structure and the quantification of this model, and a sensitivity analysis was carried out to help identify important intervention points for the industry. Overall, our research illustrates how such a modelling process can assist local tourism operators and authorities in making rational management decisions within a holistic or systems-based framework and its approach is applicable to other regions.  相似文献

The continuously growing global demands on a finite land resource will require better strategic policies and management of trade-offs to avoid conflicts between different land-use sectors. Visions of the future can support strategic planning by stimulating dialogue, building a consensus on shared priorities and providing long-term targets. We present a novel approach to elicit stakeholder visions of future desired land use, which was applied with a broad range of experts to develop cross-sectoral visions in Europe. The approach is based on (i) combination of software tools and facilitation techniques to stimulate engagement and creativity; (ii) methodical selection of stakeholders; (iii) use of land attributes to deconstruct the multifaceted sectoral visions into land-use changes that can be clustered into few cross-sectoral visions, and (iv) a rigorous iterative process. Three cross-sectoral visions of sustainable land use in Europe in 2040 emerged from applying the approach in participatory workshops involving experts in nature conservation, recreation, agriculture, forestry, settlements, energy, and water. The three visions—Best Land in Europe, Regional Connected and Local Multifunctional—shared a wish to achieve a land use that is sustainable through multifunctionality, resource use efficiency, controlled urban growth, rural renewal and widespread nature. However, they differ on the scale at which land services are provided—EU-wide, regional or local—reflecting the land-sparing versus land-sharing debate. We discuss the usefulness of the approach, as well as the challenges posed and solutions offered by the visions to support strategic land-use planning.

The rapid urbanisation of the twentieth century, along with the spread of high-consumption urban lifestyles, has led to cities becoming the dominant drivers of global anthropogenic greenhouse gas emissions. Reducing these impacts is crucial, but production-based frameworks of carbon measurement and mitigation—which encompass only a limited part of cities’ carbon footprints—are much more developed and widely applied than consumption-based approaches that consider the embedded carbon effectively imported into a city. Frequently, therefore, cities are left blind to the importance of their wider consumption-related climate impacts, while at the same time left lacking effective tools to reduce them. To explore the relevance of these issues, we implement methodologies for assessing production- and consumption-based emissions at the city-level and estimate the associated emissions trajectories for Bristol, a major UK city, from 2000 to 2035. We develop mitigation scenarios targeted at reducing the former, considering potential energy, carbon and financial savings in each case. We then compare these mitigation potentials with local government ambitions and Bristol’s consumption-based emissions trajectory. Our results suggest that the city’s consumption-based emissions are three times the production-based emissions, largely due to the impacts of imported food and drink. We find that low-carbon investments of circa £3 billion could reduce production-based emissions by 25% in 2035. However, we also find that this represents <10% of Bristol’s forecast consumption-based emissions for 2035 and is approximately equal to the mitigation achievable by eliminating the city’s current levels of food waste. Such observations suggest that incorporating consumption-based emission statistics into cities’ accounting and decision-making processes could uncover largely unrecognised opportunities for mitigation that are likely to be essential for achieving deep decarbonisation.
