水资源脆弱性分析是确立区域水资源问题和调控水安全的重要环节。雅鲁藏布江流域水资源丰富,但时空分布不均,洪旱灾害频发、经济欠发达,导致水资源脆弱性明显。基于1965~2014年的气象月尺度数据,分析流域降水分布特征、确定其干湿分区;采用标准化降水指数认识流域洪旱灾害时空分布状况,并从洪旱灾害及沙漠化、供用水及用水效益、调控能力3个方面构建流域水资源脆弱性指标评价体系,运用熵权法分析时空差异特征。结果表明:(1)流域多年平均降水量458 mm,空间上从西北向东南方向递增,上游日喀则市大部、中游拉萨市和山南地区属于中等干旱区,下游林芝市为湿润区;(2)流域内4区/市均易发生春旱和盛夏洪涝,干旱灾害发生率高于洪涝灾害发生率,拉萨市和林芝市易发生干旱重灾,山南地区易发生洪涝重灾;(3)流域及4区/市在2005~2014年间水资源脆弱性均呈下降趋势,山南地区、林芝市的降幅大于日喀则市、拉萨市;(4)流域水资源脆弱性的主导因子为干旱、洪涝、用水效益、管理能力、地区生产总值。流域水资源脆弱性特征为由洪旱灾害主导、调控能力弱、水资源利用效率低。  相似文献

This paper analyzes the economic impacts of summer drought on Swiss grassland production. We combine field trial data from drought experiments in three different grasslands in Switzerland with site-specific information on economic costs and benefits. The analysis focuses on the economic implications of drought effects on grassland yields as well as grassland composition. In agreement with earlier studies, we found rather heterogeneous yield effects of drought on Swiss grassland systems, with significantly reduced yields as a response to drought at the lowland and sub-alpine sites, but increased yields at the wetter pre-alpine site. Relative yield losses were highest at the sub-alpine site (with annual yield losses of up to 37 %). However, because income from grassland production at extensive sites relies to a large extent on ecological direct payments, even large yield losses had only limited implications in terms of relative profit reductions. In contrast, negative drought impacts at the most productive, intensively managed lowland site were dominant, with average annual drought-induced profit margin reductions of about 28 %. This is furthermore emphasized if analyzing the farm level perspective of drought impacts. Combining site-specific effects at the farm level, we found that in particular farms with high shares of lowland grassland sites suffer from summer droughts in terms of farm-level fodder production and profit margins. Moreover, our results showed that the higher competitiveness of weeds (broad-leaved dock) under drought conditions will require increasing attention on weed control measures in future grassland production systems. Taking into account that the risk of drought occurrence is expected to increase in the coming years, additional instruments to cope with drought risks in fodder production and finally farmers’ income have to be developed.  相似文献

Drylands are home to more than two billion people and are characterised by frequent, severe droughts. Such extreme events are expected to be exacerbated in the near future by climate change. A potentially simple and cost-effective mitigation measure against drought periods is sand dams. This little-known technology aims to promote subsoil rainwater storage to support dryland agro-ecosystems. To date, there is little long-term empirical analysis that tests the effectiveness of this approach during droughts. This study addresses this shortcoming by utilising multi-year satellite imagery to monitor the effect of droughts at sand dam locations. A time series of satellite images was analysed to compare vegetation at sand dam sites and control sites over selected periods of drought, using the normalised difference vegetation index. The results show that vegetation biomass was consistently and significantly higher at sand dam sites during periods of extended droughts. It is also shown that vegetation at sand dam sites recovers more quickly from drought. The observed findings corroborate modelling-based research which identified related impacts on ground water, land cover, and socio-economic indicators. Using past periods of drought as an analogue to future climate change conditions, this study indicates that sand dams have potential to increase adaptive capacity and resilience to climate change in drylands. It therefore can be concluded that sand dams enhance the resilience of marginal environments and increase the adaptive capacity of drylands. Sand dams can therefore be a promising adaptation response to the impacts of future climate change on drylands.  相似文献

By analyzing 26 cases in the EJ Atlas for Sri Lanka, their causes, the impacts, the social actors involved, the forms of mobilization, and the main outcomes of the conflicts, this article examines in what ways activities aiming at economic growth produce socio-environmental conflicts. Such activities increase the social metabolism causing changes that translate into environmental, social, and health impacts which due to inequality of power are unequally distributed. As a result, those who are negatively impacted sometimes mobilize claiming environmental justice. The mining of construction materials to support the boom in the building sector and the expansion of intensive plantations into ‘extraction frontiers’ in new territories, cause deforestation, biodiversity loss, and hurt the local communities. Tourism and industries and new infrastructures are causing displacement, pollution, land degradation, and water shortage, affecting communities of farmers and fishermen that mobilize against the adverse impacts. Those with power to appropriate the natural resources are mostly the state together with international finance institutions and international actors who are able to implement the construction of infrastructures, plantations, and mass tourism. Mobilizations are mostly geared to the protection of livelihoods threatened by loss of access to land, pollution, deforestation, diseases, water scarcity, and new uncertain risks. The protection of the environment demanded by the mobilized groups in Sri Lanka does not aim just to protect nature itself but belongs to a wider movement of an “environmentalism of the poor”.  相似文献

洞庭湖近年干旱与三峡蓄水影响分析   总被引:5,自引:0,他引:5  
季节性水文干旱是洞庭湖近年突出的水情问题,并因三峡影响而倍受关注。基于洞庭湖水文干旱的关注焦点(湿地生态影响)及其与湖泊水情的对应关系,建立了湖泊滩地出露与持续时间为依据的干旱度量指标;并利用水文分析方法,揭示了洞庭湖水文干旱发生的时空特点和水情机制;最后,基于BP神经网络模型获取的三峡水库蓄水对洞庭湖的水位影响量化了三峡水库秋季蓄水对湖区干旱的贡献分量。结果认为:(1)2000年后,洞庭湖的干旱频次明显增多、旱情加重,干旱程度以西洞庭最剧,东洞庭次之,南洞庭最轻;(2)洞庭湖不同湖区干旱成因存在一定差异,其中全湖的春旱基本由洞庭湖流域来水偏少引起,而东洞庭湖秋旱主要由长江来水减少引起,西、南洞庭湖秋旱则由长江和洞庭湖流域来水共同减少形成;(3)三峡水库蓄水对东洞庭湖秋旱起到一定的加重作用,但并非洞庭湖近年干旱的主要因素  相似文献

根据最新的水资源调查评价结果,分析了中国水资源的现状和特点:总量丰富,但人均占有量低;年内年际分配不匀,旱涝灾害频繁,水资源供需矛盾突出;地区分布不均,水土资源不相匹配;水资源利用率低,污染严重。在此基础上,分析了我国水资源安全目前存在的主要问题:水资源时空分布不均严重阻碍社会经济发展;水资源供需矛盾严重,水资源利用效率低下;水质危机导致水资源危机,生态环境恶化严重;水资源管理缺乏科学体制。认为21世纪中国的水资源矛盾将进一步加剧,我国必须进行大规模的改革和强有力的措施,包括节约用水,建立节水型工业,提高用水效率,加强水污染防治,引入市场机制,加强科技创新,树立可持续发展的思想,实行水资源的统一科学管理,维护我国的水资源安全,以缓解我国水资源的供需矛盾,实现经济和社会的可持续发展。  相似文献

近十年鄱阳湖区极端干旱事件频发现象成因初析   总被引:5,自引:0,他引:5  
近10 a来鄱阳湖区极端干旱事件频发,引起国内外媒体舆论的广泛关注。针对这一情况,运用流域降水、地表蒸散和出湖径流等数据,从流域水量收支平衡的角度,较为系统地分析了导致鄱阳湖区极端干旱事件频发的原因。结果表明,近10 a来鄱阳湖水文干旱起始日期提前,枯水期拉长。虽然干旱持续时间的长短呈现2~3 a的波动,但在总体上呈现逐渐加长的趋势。从流域水分收支的角度来看,近10 a来以水分亏缺为主,流域降水亏缺是基本的致旱因素,流域蒸散量增加则起到一定的增强作用,而出湖径流所起的作用比较复杂,在多数情况下其致旱的影响程度弱于流域降水作用。长江顶托作用强弱变化可以调节流域的水分收支平衡,强化或者减轻湖泊的干旱程度。2003、2004、2007、2008和2009年发生的极端干旱事件主要由流域水分收入项的大幅度减少所造成的,而长江水情变化在多数情况下加剧了流域水分收支的不平衡。这些研究结果明晰了鄱阳湖流域气象干旱与湖泊水文干旱之间的关系以及长江水情变化所扮演的重要角色,为应对未来的干旱变化和制定合理的抗旱防旱对策与措施提供了科学的依据  相似文献

According to various reports, climate change is responsible for the change in rainfall amount and pattern accompanied by the various degrees of extreme events in Sahelian West Africa in recent years. Other reports also suggest that there has been a “recovery” of the rainy season (Nicholson 2005). In this study, temporal characteristics of meteorological droughts in the Volta basin, a semi-arid region in West Africa, are investigated in order to provide a guide for sustainable water resource management. For this purpose, drought intensity, areal extent and recurrence frequency is analysed using the standardised precipitation index (SPI) for a time series between 1961 and 2005 from 52 meteorology stations across the Volta basin. Using this analysis the severity of the historical droughts of 1961, 1970, 1983, 1992 and 2001 that occurred in the region are assessed and their intensity, areal extent and return periods are obtained. The drought intensity is lower than −2.0 over nearly 75% of the region, meaning that a major part of the region was under extreme drought conditions during this year. The drought of 1983/1984 has a probability of occurrence of up to 0.1 from records spanning 44 years. The areal extent of extreme drought conditions is about 90% during this drought period.  相似文献

This study links climate change impacts to the development of adaptation strategies for agriculture on the Mediterranean region. Climate change is expected to intensify the existing risks, particularly in regions with current water scarcity, and create new opportunities for improving land and water management. These risks and opportunities are characterised and interpreted across Mediterranean areas by analysing water scarcity pressures and potential impacts on crop productivity over the next decades. The need to respond to these risks and opportunities is addressed by evaluating an adaptive capacity index that represents the ability of Mediterranean agriculture to respond to climate change. We propose an adaptive capacity index with three major components that characterise the economic capacity, human and civic resources, and agricultural innovation. These results aim to assist stakeholders as they take up the adaptation challenge and develop measures to reduce the vulnerability of the sector to climate change.  相似文献

Hydro-economic models can measure the economic effects of different reservoir operating rules, environmental restrictions, maintenance of ecosystems, technical constraints, institutional constraints, land use change, and climate change. To determine the optimal economic water allocation, for its main uses in the sub-middle of the São Francisco River Basin, a hydro-economic optimization model was developed and applied. Demand curves were used rather than fixed requirements for water resources. The results show that operation rules of reservoirs and institutional constraints, such as priorities for human consumption, have high impacts on costs and benefits of the principal economic uses in the study area. Especially, costs of environmental demands, like minimum ecological river flow, have high impacts on the water resource management. Scarcity costs of irrigation users associated with maintaining ecosystems and environmental constraints are particularly significant. The results from this study provide a better understanding of the water trade-offs for future policymaking and efficient water management. Policymaking for the water resources should consider the food-water-energy-environment nexus at a regional scale to minimize environmental and economic cost under water scarcity and land use change.  相似文献

The present paper analyses the consequences of groundwater exploitation by using field-level data collected from two distinct well irrigated areas of Karnataka. The study results show that the consequences arising out of groundwater overexploitation are severe in high well interference area compared to low well interference area. The burden of well failure is more or less equally shared by all categories of farmers but small farmers are the worst victims of resource scarcity. As a result, overexploitation of groundwater has different impacts on different categories of farmers in terms of access to groundwater, cost and returns to groundwater irrigation and its negative externality cost. The study suggests maintaining inter-well distance to prevent resource mining and calls for supply and demand side interventions. The institutional reform is necessary to restore surface water bodies to facilitate aquifer recharge.  相似文献

After introducing the dynamic equilibrium principle on supply and demand in economy, we find that we should solve the problem of the water scarcity in the western region through reducing total demand to achieve the dynamic equilibrium of supply and demand. ‘Environmental cognitive stress’ a hybrid model combining environmental stress and cognitive determinants of pro-environmental behavior is explored among Australians living in contrasting ‘micro’ climates in the same river catchment system. Peoples’ climate risk perceptions are mediated by their connections to local environment, observations of environmental change and personal weather experiences. A longitudinal study randomly sampled 1,162 Hunter Valley coastal and rural residents in New South Wales. Telephone interviewers (2008) recruited lakeside homeowners ‘at risk’ of sea level rise, nearby ‘control’ residents and a comparable farming area group. Follow-up interviews (2011) located 81.5 % of the original sample. Fifty-six items based on the model asked about climate change observations, concerns, impacts and actions. Statistically significant rural–suburban and time differences were found. The rural sample was attuned to conditions affecting agricultural productivity: They worried about drought and heat, saw trees dying and changes to seasons and natural rhythms. They anticipate the impact of water scarcity, conserve water and value protecting plants and animals. Compared to higher elevation residents, lake dwellers observed marine life loss, worry about sea level rise and predict the decline of property values. Across time, all groups’ perceptions of warming indicators declined. Concerns and impacts were high and generally stayed high, as did actions related to energy use. No differences emerged in beliefs about climate warming. Climate change observations, along with concerns and actions, have important implications for the environmental cognitive stress model. Overall, dynamic changes in residents’ understandings are related to a changing policy environment, the vicissitudes of climate debates and weather experiences, including extreme swings from inundation to drought.  相似文献

水资源稀缺是我国经济社会发展所面临的严重制约因素。水资源稀缺评价是水资源管理中最基础性的工作。借助Karshenas模型对资源利用同经济发展之间的关系进行了诠释;在界定水资源管理阶段的基础上。引入社会适应性能力概念。着重论述了其内在结构及其度量指标。从而将水资源稀缺问题拓展到了社会经济领域。强调社会资源在水资源稀缺评价中的作用。同时。建立社会化水资源稀缺指数。并以甘肃省河西内陆河流域五市为例进行了实证研究.结果表明:嘉峪关市由于相对较高的社会适应性能力。其社会化水资源稀缺程度指数的相对排序得到改善;而武威市则因相对较低的社会适应性能力。社会化水资源稀缺指数的排序有所降低;金昌市和张掖市尽管社会化水资源稀缺指数的相对排序没有变化。但由于考虑了社会适应性能力。水资源稀缺程度得到有效的缓解。社会化水资源稀缺指数更能如实反映水资源状况。社会适应性能力是一种重要的资源。对缓解水资源紧缺程度具有重要的作用。  相似文献

Although very often used, the concept of sustainable development has not yet been perceived pragmatically. Due to its process nature, in this paper, we argue that sustainable development is a process in which the essential feedback loops, or Viability Loops as we name them, in the system in question are kept healthy and functional. This process deals with evolutionary changes with the end point not known in advance. According to this perception, measurement of sustainable development does not make sense. Rather, we should look for the process indicators to monitor systems for sustainable development. The purpose of the paper is to develop a methodology to deal with monitoring systems for sustainable development and its practice in an urban water system. Using a system dynamics approach, the paper adopts a systemic monitoring framework based on the idea of Viability Loops to define process indicators to monitor systems for sustainable development. To illustrate the application of the framework, its practice in the urban water system of Tehran, the capital of Iran, is provided as an example. The example of the urban water supply system of Tehran is given as a case study, albeit with some unavailable data. Here, four typical viability loops are discussed. The results of this application show that the flows of informative signals are lacking. Adopting the process indicators, we can see the gaps between the public perceptions of water abundance, the costs of water provision and energy utilizations, and what is going on in the reality are getting wider. That indicates that the viability loops are not functional enough to produce effective changes to offset the reinforcing mechanisms. The sustainable development of the system is impaired due to the persistence of those reinforcing mechanisms.  相似文献

Since the 1970s, precipitation in the Sahel has decreased and become very irregular, leading to widespread drought, whilst the human need for water has rapidly increased. A new “dispositions”-based approach was adapted in order to analyse human interactions with environmental hazards and applied to the case of Hombori village in north-eastern Mali. This article explores how the population and political stakeholders perceive, live with and respond to the increasing scarcity of water. It also explores how their current vulnerability and ability to cope with variations in available water resources indicate future adaptability to climate shocks. On the one hand, this research shows how the population copes with variations in water resource availability: the population’s socio-spatial organisation explains the inhabitants’ exposure to this problem and some of the factors affecting vulnerability, the elderly and women being the hardest hit. The water issue is generally managed on a “day-to-day” basis and considered a big problem only in the dry season, thus lowering any incentive for self-protection. The main two variables that could explain this kind of risk management are the conflicting local governance and current social rules. On the other hand, the discussion of results, based on a conceptual model of social responses, explains why these current “social dispositions” to cope with and even address the water scarcity issue do not guarantee future adaptability to climate change.  相似文献

Climate change and urbanization are among the most significant trends of the twenty-first century, affecting global natural resources such as water, economic development and human well-being. The growth of the world population will be absorbed by the cities. The necessity of cities adapting to these trends calls for radical changes in urban water management. In this paper, baseline assessments, i.e., City Blueprints, have been carried out for 45 municipalities and regions in 27 countries, mainly in Europe. The assessments showed that cities vary considerably with regard to their water management. This is also captured in the Blue City Index® (BCI), the arithmetic mean of 24 indicators comprising the City Blueprint®. Theoretically, the BCI has a minimum score of 0 and a maximum score of 10. The actual BCIs in the 45 cities and regions varied from 3.5 (Kilamba Kiaxi in Angola) to 8.5 (Helsingborg in Sweden). The BCI was positively and significantly correlated with the gross domestic product per person, the ambitions of the local authorities regarding water management, the voluntary participation index and governance indicators according to the World Bank (2013). The study also demonstrated a very significant correlation between the BCI and the University of Notre Dame Global Adaptation Index. The impacts of water scarcity and floods in cities are discussed. It is concluded that cities in transitional and developing countries are particularly at risk.  相似文献

水资源系统与许多因素有关,如各种水资源量、人口、社会经济发展指标等,它们共同组成了一个典型的复杂非线性系统。以最大流原理为基础,导出了描述水资源系统的信息动力学演化方程,建立了水资源评价的信息动力学模型,运用信息动力学模型建立了评价标准。该模型无需人为给定参数,客观性强,操作简便。最后运用理论模型对辽西沿海诸河流域水资源丰富度进行评价分析,得到各流域的丰富度状况,并与其它模型评定结果做出了比较,结果表明该方法具有较好的合理性和可操作性。由于该模型从一定程度上体现了水资源丰富度系统的演化动力学机理和水资源系统时空演变特性。因此,不仅在评价上有较大的优越性,在水资源丰富度发展变化状态的预测上也具有潜力。  相似文献

将干旱作为定性事件,以长江中下游地区为研究对象,基于生态系统过程模型的动态模拟,根据IPCC有关脆弱性的概念,以生态系统功能特征量偏离多年平均状况的程度及其变化趋势分别定义生态系统对降水变化的敏感性和适应性,在生态系统的尺度上评估其对干旱的脆弱性。结果表明,长江中下游区域生态系统对降水脆弱性的空间分布有较为明显的区域差异。轻度脆弱及以下的生态系统占区域总面积的65%,主要分布在区域的中南部。重度脆弱和高度脆弱区域约占20%,主要分布在长江中下游的西北部。区域内生态系统对降水变率的平均脆弱度为轻度脆弱。干旱会显著增加研究区生态系统的脆弱性,具体表现为干旱导致原本不脆弱的生态系统脆弱度增加,而对脆弱度较高的生态系统的脆弱性影响不大。不同类型生态系统对干旱的响应稍有差异,干旱导致森林生态系统和农业生态系统的脆弱性均有所增加,但农业生态系统对干旱的脆弱性更高于森林生态系统。在研究区内,干旱对生态系统的影响会持续一段时间,但在干旱过后一年,不论是农业生态系统还是森林生态系统的脆弱性均有进一步上升,但相对多年平均水平没有显著差异  相似文献
