Climate change will impact on ecological, social, and economic elements of fisheries; however, the three are seldom considered in an integrated fashion. We develop a fishery-level assessment of economic resilience to climate change for the Tasmanian rock lobster fishery, a linked social–ecological system. We outline the main climate change forcing influences that link climate change to the fishery via changes in lobster abundance, distribution, and phenology. Using a bottom-up approach, we identify twelve economic attributes strongly related to the fisheries’ economic resilience to climate change. Resilience attributes are grouped according to the level of the economic domain (business, sectoral, and governance). Attributes are then evaluated to determine the overall economic resilience of the rock lobster fishery in the context of the specific nature of predicted climate change effects. We identify areas of low resilience in the economic sub-system for this fishery. Evaluating the economic resilience of regional fisheries using this integrated, interdisciplinary framework provides a practical, parsimonious, and conceptually sound basis for undertaking comprehensive and contextually tailored assessments of climate change impacts and economic vulnerability. The framework can be extended to include a broader range of climate change impacts and the social domain of the human sub-system.  相似文献

There is no certainty that adaptation to climate change is sustainable, and new approaches to assess current climate change adaptation trajectories are sorely needed. In this paper, we review the farmer-focused approaches (typical of vulnerability approaches) and agro-ecosystem-focused approaches (typical of resilience approaches). We propose that a combination of the two may be a better way to conceptualize sustainable adaptation to future climate change within an agro-ecological system. To test our hypothesis, we use the case study of Iran, a land that has shown both tremendous resilience and vulnerability in its agro-ecological system. We explore the changes that have occurred in the Iranian farming system and their implications for farmers’ resilience to climate change through an integrated lens combining vulnerability approaches and resilience approaches. During the previous five decades, we describe how Iranian peasants have become small farmers, the land tenure system has changed from a traditional landlord-sharecropping system to family farms, and the quantity and quality of the agro-ecological resources have changed considerably. Our integrative approach provides important insights for both research and policy. We show that combining the two approaches can have far-reaching implications for farmers’ adaptation to future climate change knowledge, policy, and practice since one approach aims to decrease farmers vulnerability and the other approach aims to build resilient agro-ecosystems.  相似文献

Mapping social vulnerability is a prominent way to identify regions in which the lack of capacity to cope with the impacts of weather extremes is nested in the social setting, aiding climate change adaptation for vulnerable residents, neighborhoods, or localities. Calculating social vulnerability usually involves the construction of a composite index, for which several construction methods have been suggested. However, thorough investigation of results across methods or applied weighting of vulnerability factors is largely missing. This study investigates the outcome of the variable addition—both with and without weighting of single vulnerability factors—and the variable reduction approach/model on social vulnerability indices calculated for New York City. Weighting is based on scientific assessment reports on climate change impacts in New York City. Additionally, the study calculates the outcome on social vulnerability when using either area-based (person/km2) or population-based (%) input data. The study reveals remarkable differences between indices particularly when using different methods but also when using different metrics as input data. The variable addition model has deductive advantages, whereas the variable reduction model is useful when the strength of factors of social vulnerability is unknown. The use of area-based data seems preferable to population-based data when differences are taken as a measure of credibility and quality. Results are important for all forms of vulnerability mapping using index construction techniques.

The majority of vulnerability and adaptation scholarship, policies and programs focus exclusively on climate change or global environmental change. Yet, individuals, communities and sectors experience a broad array of multi-scalar and multi-temporal, social, political, economic and environmental changes to which they are vulnerable and must adapt. While extensive theoretical—and increasingly empirical—work suggests the need to explore multiple exposures, a clear conceptual framework which would facilitate analysis of vulnerability and adaptation to multiple interacting socioeconomic and biophysical changes is lacking. This review and synthesis paper aims to fill this gap through presenting a conceptual framework for integrating multiple exposures into vulnerability analysis and adaptation planning. To support applications of the framework and facilitate assessments and comparative analyses of community vulnerability, we develop a comprehensive typology of drivers and exposures experienced by coastal communities. Our results reveal essential elements of a pragmatic approach for local-scale vulnerability analysis and for planning appropriate adaptations within the context of multiple interacting exposures. We also identify methodologies for characterizing exposures and impacts, exploring interactions and identifying and prioritizing responses. This review focuses on coastal communities; however, we believe the framework, typology and approach will be useful for understanding vulnerability and planning adaptation to multiple exposures in various social-ecological contexts.  相似文献

Knowledge of climate change vulnerability and impacts is a prerequisite for formulating locally relevant climate change adaptation policies. A participatory approach has been used in this study to determine climate change vulnerability, impacts and adaptation aspects for the Kangsabati River basin, India. The study approach involved engaging with stakeholders representing state (sub-national), district and community levels, through an interactive brainstorming method, to understand stakeholder perceptions regarding (a) local characteristics which influence vulnerability, (b) climate change impacts and (c) relevant adaptation options. The study reveals that vulnerability varies across upstream, midstream and downstream sections of the river basin. Suggested adaptation options, in this predominantly agricultural basin, are found to be applicable across spatial scales. Stakeholder perceptions, regarding vulnerability and impacts, vary with the level of interaction, academic background and type of experience. Interaction confirms the notion that stakeholders have inherent knowledge regarding adaptation, reveals their preferences and ability to think unconventionally. We discuss limitations of the approach while demonstrating its ability to deliver locally relevant and acceptable adaptation options, which could facilitate implementation. We conclude that engaging stakeholders at multiple levels was highly effective in assessing locally relevant aspects of climate change vulnerability, impacts and applicable adaptation options in the Kangsabati River basin. Based on this assessment, a sub-basin scale is recommended for evaluating these aspects, especially for water resources and agricultural systems, through multi-level stakeholder input.  相似文献

Human communities inhabiting remote and geomorphically fragile high-altitude regions are particularly vulnerable to climate change-related glacial hazards and hydrometeorological extremes. This study presents a strategy for enhancing adaptation and resilience of communities living immediately downstream of two potentially hazardous glacial lakes in the Upper Chenab Basin of the Western Himalaya in India. It uses an interdisciplinary investigative framework, involving ground surveys, participatory mapping, comparison of local perceptions of environmental change and hazards with scientific data, identification of assets and livelihood resources at risk, assessment of existing community-level adaptive capacity and resilience and a brief review of governance issues. In addition to recommending specific actions for securing lives and livelihoods in the study area, the study demonstrates the crucial role of regional ground-level, community-centric assessments in evolving an integrated approach to disaster risk reduction and climate change adaptation for high-altitude environments, particularly in the developing world.  相似文献

There are numerous challenges that evaluators face when determining the success of urban climate resilience initiatives (e.g., how to attribute impacts to initiatives). Fortunately, a growing body of literature—much of it dealing with climate change adaptation—has emerged which can help address these challenges. This narrative review of academic and grey literature reviews various monitoring and evaluation methods that can assess the inputs, processes, outputs, outcomes, and impacts that result from climate resilience planning and action. Since there is no commonly accepted monitoring and evaluation approach, the literature stresses the importance of acknowledging the context in which resilience is being evaluated, in order to ensure that appropriate methods are chosen. This context includes the ways that the resilience framework and definition chosen for a project constrain and determine the monitoring and evaluation approaches which can be adopted. As a result of this, a blend of quantitative and qualitative approaches is often recommended, with sufficient evidence suggesting that qualitative approaches (e.g., outcome harvesting) are essential. Nuanced approaches to monitoring and evaluation give evaluators additional means of reporting progress, and of demonstrating success, which is especially important as cities begin to implement resilience initiatives in the coming years.  相似文献

The sustainability of deltas worldwide is under threat due to the consequences of global environmental change (including climate change) and human interventions in deltaic landscapes. Understanding these systems is becoming increasingly important to assess threats to and opportunities for long-term sustainable development. Here, we propose a simplified, yet inclusive social–ecological system (SES)-centered risk and vulnerability framework and a list of indicators proven to be useful in past delta assessments. In total, 236 indicators were identified through a structured review of peer-reviewed literature performed for three globally relevant deltas—the Mekong, the Ganges–Brahmaputra–Meghna and the Amazon. These are meant to serve as a preliminary “library” of potential indicators to be used for future vulnerability assessments. Based on the reviewed studies, we identified disparities in the availability of indicators to populate some of the vulnerability domains of the proposed framework, as comprehensive social–ecological assessments were seldom implemented in the past. Even in assessments explicitly aiming to capture both the social and the ecological system, there were many more indicators for social susceptibility and coping/adaptive capacities as compared to those relevant for characterizing ecosystem susceptibility or robustness. Moreover, there is a lack of multi-hazard approaches accounting for the specific vulnerability profile of sub-delta areas. We advocate for more comprehensive, truly social–ecological assessments which respond to multi-hazard settings and recognize within-delta differences in vulnerability and risk. Such assessments could make use of the proposed framework and list of indicators as a starting point and amend it with new indicators that would allow capturing the complexity as well as the multi-hazard exposure in a typical delta SES.  相似文献

The freshwater resources of small islands are particularly vulnerable to the impacts of climate change and human stressors due to their limited extent and adaptive capacity. A water security approach is useful for effective management of the water resources; however, understanding risk to water security is critical in order to effectively plan and adapt to future changes. Currently available assessment tools generally do not incorporate risk and are not suitable for application on small islands, where the hydrogeological setting has unique vulnerabilities. The aim of this work is to provide a framework to characterize risk to water security for small islands. The risk assessment was developed using Andros Island, the Bahamas, as a case study area. Numerical modelling characterizes the response of the water system to potential future stressors related to climate change and human development, the results of which are integrated into the assessment framework. Based on risk assessment principles, indicators are determined for susceptibility, hazard threat, vulnerability and loss, in order to define the risk to water security. The resulting indicators are presented in geospatial maps that rank areas of risk to water security. These maps were provided to local water managers and policy-makers in the Bahamas as a tool to identify high-risk areas for near-term action and to inform long-term planning. The maps have also been used as a platform to engage local residents and raise awareness about the impact climate change and land-use activities may have on water security.  相似文献

Climate change alters different localities on the planet in different ways. The impact on each region depends mainly on the degree of vulnerability that natural ecosystems and human-made infrastructure have to changes in climate and extreme meteorological events, as well as on the coping and adaptation capacity toward new environmental conditions. This study assesses the current resilience of Mexico and Mexican states to such changes, as well as how this resilience will look in the future. In recent studies (Moss et al. in Vulnerability to climate change: a quantitative approach. Pacific Northwest National Laboratory, Washington DC, 2001; Brenkert and Malone in Clim Change 72:57–102, 2005; Malone and Brenkert in Clim Change 91:451–476, 2008), the Vulnerability–Resilience Indicators Model (VRIM) is used to integrate a set of proxy variables that determine the resilience of a region to climate change. Resilience, or the ability of a region to respond to climate variations and natural events that result from climate change, is given by its adaptation and coping capacity and its sensitivity. On the one hand, the sensitivity of a region to climate change is assessed, emphasizing its infrastructure, food security, water resources, and the health of the population and regional ecosystems. On the other hand, coping and adaptation capacity is based on the availability of human resources, economic capacity, and environmental capacity. This paper presents two sets of results. First, we show the application of the VRIM to determine state-level resilience for Mexico, building the baseline that reflects the current status. The second part of the paper makes projections of resilience under socioeconomic and climate change and examines the varying sources and consequences of those changes. We used three tools to examine Mexico’s resilience in the face of climate change, i.e., the baseline calculations regarding resilience indices made by the VRIM, the projected short-term rates of socioeconomic change from the Boyd–Ibarrarán computable general equilibrium model, and rates of the IPCC-SRES scenario projections from the integrated assessment MiniCAM model. This allows us to have available change rates for VRIM variables through the end of the twenty-first century.  相似文献

Assessing biodiversity vulnerability to future climate change is essential for developing robust adaptation strategies. A number of vulnerability assessment methodologies have been developed, from bioclimatic envelop models to more complex approaches that also consider biological traits and population status. However, the lack of comparative studies leaves the user to choose among the different methodologies without much guidance. This study applied three vulnerability assessment approaches to the Portuguese herpetofauna: (I) impact assessment approach based on bioclimatic models; (II) integrated vulnerability assessment approach, adding the evaluation of adaptive capacity to approach I; and (III) integrated vulnerability assessment and validation based on expert consultation. Results showed disagreement between the different approaches for 19 % of the species studied. Most differences were found between approach III and the two other approaches. All approaches showed advantages and limitations, the choice of a methodology being ultimately dependent on the study goals. Approach I has proven efficient to capture general vulnerability patterns. Approach II, although presenting results similar to approach I, allows for the identification of key factors affecting the species adaptive capacity and may be useful in tailoring adaptation measures. Approach III further allows us to identify knowledge gaps and to evaluate vulnerability when data availability or quality is reduced. Further, because this approach is based on an expert workshop, it has proven a perfect means to build on the vulnerability assessment results to identify indicator species and prioritize specific adaptation options.  相似文献

Recent concerns about potential climate-change effects on coastal systems require the application of vulnerability assessment tools in order to define suitable adaptation strategies and improve coastal zone management effectiveness. In fact, while various research efforts were devoted to evaluate coastal vulnerability to climate change on a national to global level, fewer applications were carried out so far to develop more comprehensive and site-specific vulnerability assessments suitable to plan possible adaptation measures at the regional scale. In this respect, specific indicators are needed to address climate-change-related issues for coastal zones and to identify vulnerable areas at the regional level. Two sets of coastal vulnerability indicators were selected, one for regional and one for global studies, respectively, concerning the same features of coastal systems, including topography and slope, geomorphological characteristics, presence and distribution of wetlands and vegetation cover, density of coastal population and number of coastal inhabitants. The proposed set of indicators for the regional scale was chosen taking into account the availability of environmental and territorial data for the whole coastal area of the Veneto region and was based on site-specific datasets characterized by a spatial resolution appropriate for a regional analysis. Moreover, a GIS-based segmentation procedure was applied to divide the coastline into linear segments, homogeneous in terms of vulnerability to climate change and sea-level rise at the regional scale. This approach allowed to divide the Veneto shoreline into 140 segments with an average length of about 1 km, while the global scale approach identified four coastal segments with an average length of about 66 km. The performed comparison indicated how the more detailed approach adopted at the regional scale is essential to understand and manage the complexities of the specific study area. In fact, the 25-m DEM employed at the regional scale provided a more accurate differentiation of the coastal area's elevation and thus of coastal susceptibility to the inundation risks, compared to the 1-km DEM used at the global level. Moreover, at the regional level the use of a 1:20,000 geomorphological map allowed to differentiate the unique landform class detected at the global level (e.g., fluvial plain) in a variety of more detailed coastal typologies (e.g., open coast eroding sandy shores backed by bedrock) characterized by a different sensitivity to climate change and sea-level rise. Accordingly, the information provided by regional indicators can support decision-makers in improving the management of coastal resources by considering the potential impacts of climate change and in the definition of appropriate actions to reduce inundation risks, to avoid the potential loss of valuable wetlands and vegetation and to plan the nourishment of sandy beaches subject to erosion processes.  相似文献

Climate variability is amongst an array of threats facing agricultural livelihoods, with its effects unevenly distributed. With resource conflict being increasingly recognised as one significant outcome of climate variability and change, understanding the underlying drivers that shape differential vulnerabilities in areas that are double-exposed to climate and conflict has great significance. Climate change vulnerability frameworks are rarely applied in water conflict research. This article presents a composite climate–water conflict vulnerability index based on a double exposure framework developed from advances in vulnerability and livelihood assessments. We apply the index to assess how the determinants of vulnerability can be useful in understanding climate variability and water conflict interactions and to establish how knowledge of the climate–conflict linked context can shape interventions to reduce vulnerability. We surveyed 240 resource users (farmers, fishermen and pastoralists) in seven villages on the south-eastern shores of Lake Chad in the Republic of Chad to collect data on a range of exposure, sensitivity and adaptive capacity variables. Results suggest that pastoralists are more vulnerable in terms of climate-structured aggressive behaviour within a lake-based livelihoods context where all resource user groups show similar levels of exposure to climate variability. Our approach can be used to understand the human and environmental security components of vulnerability to climate change and to explore ways in which conflict-structured climate adaptation and climate-sensitive conflict management strategies can be integrated to reduce the vulnerability of populations in high-risk, conflict-prone environments.  相似文献

While methodological choices are critical for solution-oriented adaptation research, the current debate on these is underdeveloped and characterized by simple dichotomies such as bottom-up and top-down as well as vaguely defined concepts such as vulnerability. Adaptation challenges and approaches for addressing them are more diverse than these labels suggest. This paper addresses this deficit by developing a diagnostic framework that helps to identify approaches suitable for addressing a given adaptation challenge. The framework was developed out of the necessity to discuss diverse approaches from natural science, social science and practice in a set of adaptation case studies conducted within the European funded MEDIATION project. Based on these case studies complemented by the literature, we iteratively abstracted typical adaptation challenges researched, typical approaches taken, and empirical, theoretical and normative criteria applied for choosing a particular approach. Our results refine the methodological debate by distinguishing between the three general adaptation challenges of identifying adaptation needs, identifying adaptation measures and appraising adaptation options. Adaptation challenges are further classified according to private and public interest involved, individual or various types of collective action involved, data/model availability, decision-making time horizon, etc. For each type of challenge and approach, we give examples and discuss salient issues. Our results point to the opportunity to apply institutional and behavioural research to support the identification of measures and possibly avoiding barriers in practice. The diagnostic framework also serves as the basis for the forthcoming guidance for assessing vulnerability, impacts and adaptation to be published by the UNEP programme of research on climate change vulnerability, impacts and adaptation.  相似文献

Mozambique, like many African countries, is already highly susceptible to climate variability and extreme weather events. Climate change threatens to heighten this vulnerability. In order to evaluate potential impacts and adaptation options for Mozambique, we develop an integrated modeling framework that translates atmospheric changes from general circulation model projections into biophysical outcomes via detailed hydrologic, crop, hydropower and infrastructure models. These sector models simulate a historical baseline and four extreme climate change scenarios. Sector results are then passed down to a dynamic computable general equilibrium model, which is used to estimate economy-wide impacts on national welfare, as well as the total cost of damages caused by climate change. Potential damages without changes in policy are significant; our discounted estimates range from US$ 2.3 to US $7.4 billion during 2003?C2050. Our analysis identifies improved road design and agricultural sector investments as key ??no-regret?? adaptation measures, alongside intensified efforts to develop a more flexible and resilient society. Our findings also support the need for cooperative river basin management and the regional coordination of adaptation strategies.  相似文献

Scenarios have become a powerful tool in integrated assessment and policy analysis for climate change. Socio-economic and climate scenarios are often combined to assess climate change impacts and vulnerabilities across different sectors and to inform risk management strategies. Such combinations of scenarios can also play an important role in enabling the interaction between experts and other stakeholders, framing issues and providing a means for making explicit and dealing with uncertainties. Drawing on experience with the application of scenarios to climate change assessments in recent Dutch research, the paper argues that scenario approaches need to be matched to the frames of stakeholders who are situated in specific decision contexts. Differentiated approaches (top-down, bottom-up and interactive) are needed to address the different frames and decision-making contexts of stakeholders. A framework is proposed to map scenarios and decision contexts onto two dimensions: the spatial scale of the context and the starting point of approach used in scenario development (top-down, bottom-up or incident-driven). Future climate and socio-economic scenario development will be shaped by the need to become better aligned with multiple interacting uncertainties salient to stakeholders.  相似文献

Australian resource-extraction industries—mining, fisheries and forestry—operate year-round in the natural environment with all three exposed to climate extremes and to long-term climatic change. However, the industries differ in terms of size, ownership and mobility. Although mining companies are ‘mobile,’ a commitment to a mine site makes them immobile at a location dictated by the presence of a mineral; forestry of natural and managed trees takes place in a specifically selected location that can be changed given a reasonably long time-frame and high financial investment; fishing is the last of the major hunting industries, and despite operating from fixed ports, fishers chase fish across the ocean. All three industries as employers and product providers seek a sustainable future under a changing climate but are subject to environmental variability that impacts on their activities. As each industry has historically dealt with and survived major climate impacts, they typically consider themselves to be resilient, although we illustrate in several case studies that recent climate variability significantly impacts productivity and current resilience is limited. Projected climate change and variability are likely to exacerbate impacts on these industries through new or intensified hazards. Although each industry performs risk management controls to minimize climate-related impacts, a new approach incorporating future climate projections in addition to historical experiences would better prepare each to reduce vulnerability to changing climate. We find that wholesale transformation may not be appropriate or necessary at this time for these industries, and in most cases anticipatory, incremental adaptation should be encouraged, while larger-scale changes are considered in the longer term. Additionally, to overcome some of the barriers and promote the drivers of adaptation, we suggest that a model of adaptive governance coupled with greater use of climate champions may be the most effective method for improving adaptation uptake in these industries.  相似文献

Global mitigative and adaptive efforts have not been able to effectively address the adverse impacts caused by climate change. Therefore, a direct solution is needed to address the significant resulting loss and damage (L&D). During the United Nations Framework Convention on Climate Change held in Doha in 2012, the issue of responding to L&D arising from climate change gained sudden traction and became one of the key issues that affected the outcome of the convention. In this paper, a study on the definition and connotations of L&D arising from climate change was conducted, together with an analysis of its relationship with related concepts, namely impacts, vulnerability, and risks. This led to the proposal of an L&D conceptual model that is more comprehensive, with the recognition of the need to address the issue through effective supplementation of existing mitigative and adaptive efforts. A systematic elaboration of an L&D response mechanism was made based on politics, law, and the market, leading to a preliminary presentation of a possible format for an L&D mechanism. Potential academic research directions for L&D were also proposed that could serve as references for the establishment of international and national L&D response mechanisms and related research.  相似文献

The climate change and natural hazard communities have developed the notion of vulnerability and associated methods for its assessment in parallel, with only limited interaction. What are the underlying reasons for this diversity; is there advantage in greater synergy? If yes, what are the pathways through which greater integration could be fostered? This paper discusses these issues using vulnerability studies in coastal areas to describe gaps between climate change and natural hazard approaches, and investigates scope for mutual learning and collaboration in the development of methodologies for vulnerability assessment. An overview of methods highlights the separation between climate change and natural hazard approaches. The main differences identified, beyond formal divergences in terminology, are linked to: process (stress vs shock), scale (temporal, functional and spatial), assessment approach (statistical vs prospective) and levels of uncertainty. We argue that the underlying source of divergence is the initial difference of purpose, one being identification of climate change adaptation pathways, the other being disaster risk reduction. In this context, the notion of vulnerability and its expression through assessment studies is the focal point connecting both domains. Indeed, the ongoing and active development of vulnerability concepts and methods have already produced some tools to help overcome common issues, such as acting in a context of high uncertainties, taking into account the dynamics and spatial scale of a social-ecological system, or gathering viewpoints from different sciences to combine human and impact-based approaches. Based on this assessment, this paper proposes concrete perspectives and possibilities to benefit from existing commonalities in the construction and application of assessment tools.  相似文献

Abstract

Re-distributed manufacturing (RDM), broadly described as manufacturing done at a smaller-scale and locally, could be beneficial to business and urban society through creating jobs, reducing the environmental impacts of production, and improving resilience to future disturbances. Consideration of RDM within a city-region requires the consideration of a wide range of issues – societal, technical, economic and environmental. This paper presents the results of a study into the potential for RDM to contribute to a sustainable, resilient city in the face of a range of expected future disturbances on the city and on manufacturing sectors. The study took an integrated assessment approach which incorporated the development of a conceptual framework; a ‘strawman’ causal loop diagram which was reviewed by participants in a workshop; and a stock and flow system dynamics model that represents our understanding about the structure and behaviour of urban manufacturing. Several key themes emerged: similarities between RDM and traditional manufacturing, availability of physical space for RDM to be done, achieving urban resilience through RDM by enabling responsiveness to disturbances, changes in environmental impacts from production, additions or losses in jobs, the competitiveness of local manufacturing, and skills and innovation for RDM technologies.
