New institutional economists have argued that there are many categories of institutions, including market and non-market institutions, which may prove economically efficient, specifically for public goods and common pool goods. The Government of India introduced a non-market community-based institution, known as Joint Forest Management (JFM), for forest management and protection in 1990. JFM is a sharing mechanism for forest planning and management based on sharing of rights and duties, control and decision-making authority over forestlands, between forest departments and local user groups. By 2001, 42 000 Village Forest Committees established under JFM were managing over 11.5 million ha forestland. These institutions have proved very useful, and have contributed to forest management as well as four aspects of sustainable human development (SHD) – ecological output, income generation, village infrastructure development, and community empowerment. In the long-term, community-based institutions will prove to be a foundation of SHD and participatory democracy.  相似文献

The formulation of conservation policies with options for creating protected areas is significantly influenced by the social factors of the surrounding communities. Therefore, indigenous knowledge, attitudes and perceptions of the local communities need to be explored during the planning and implementation stages of conservation projects. A government-initiated experiment in co-management was conducted in the Rema-Kalenga Wildlife Sanctuary, Bangladesh. This paper analyzes the attitudes toward conservation by members of local communities living in and around the wildlife sanctuary. Training incentives on alternative income-generating (AIG) activities and allotment of agricultural lands were distributed among the Forest User Groups. It is of interest to policy makers and resource managers whether this technique leads to improved attitudes on the part of local people. Although there were different attitudes toward protected areas and conservation, overall, a favorable attitude of the respondents was observed. The opinions of respondents also varied based on factors such as village position, village dependency level on forest resources, ethnicity and gender. Increase in annual income resulting from the augmented skills by trainings on AIG activities and getting agricultural lands leased from the Forest Department contributed significantly to the variation in respondents’ conservation attitudes. It is suggested that eliminating inequity and inequality in incentive distribution, discovering and launching training on more need-based livelihood activities, and liberalizing the restriction of resource extraction from the protected area by fixing the harvesting limit would encourage the community to be more cordially and actively involved in the conservation efforts of the sanctuary.  相似文献

In the context of renewed interest in collaboration in natural resource management,the collaborative governance approach has lately been introduced to the forest Protected Areas(PAs)in Bangladesh.The adoption of this co-management approach is seen as an attempt to influence the governance process towards a transformation from the conventional custodian system to a more participatory management regime.Recognition of rights and responsibilities,effective participation,and equitable distribution of benefits amongst the key stakeholders working under a facilitative policy and legal framework are believed to address the broader goals of sustainable development Notwithstanding the resurgence of interest in governance of forest PAs through the co-management approach,academic research on the subject remains limited.This article attempts to review selected key information and milestones on the forest PAs governance with special reference to the major policies and legal documents.With a brief introductory section,this article focuses on the genesis and selected major features of the Forest PAs in the country.The discussion then dwells on the policy and legal framework and provides a critique on its relevance for promoting community participation.The existing institutional arrangements for community engagement in protected area governance are also analyzed in light of the national and international commitment and policy obligations on the part of the country.The salient observations and key findings of the study include the following:(1)despite its limitations,comanagement as concept and practice has gradually taken roots in Bangladesh;(2)the degree and level of active community participation remain low and limited,and there is also clear weakness in conscientizing and orientating the local community on the key legal and policy issues related to PA governance in the country;and(3)policy makers,practitioners,and other local stakeholders related to PA governance need to be oriented on international commitment and national de  相似文献

Marine resource management programs face conflicting mandates: to scale-up marine conservation efforts to cover larger areas and meet national and international conservation targets, while simultaneously to downscale and decentralize management authority to resource users and local communities. These conflicting goals create tensions in marine resource management. This paper explores these tensions by presenting and evaluating the outcomes of a fisheries co-management program on the island of Pemba, Tanzania, where institutions and scale were configured and reconfigured under externally funded programs to improve marine conservation through co-management. The initial institutional arrangements for co-management supported a functioning system to protect marine resources, ensure fishermen’s access, and distribute tourism revenues. However, a subsequent push to scale-up marine management reconfigured institutional arrangements and power in a more hierarchical and potentially weaker system. With the expansion of the co-management program, protected area coverage, financial resources, and the number of community organizations created for fisheries co-management expanded tremendously; however, community participation in marine management decreased, and the fishermen’s association previously involved in co-management dissolved. Several factors contributed to this outcome: inadequate time to solidify co-management institutions and arrangements, diverse resource users inexperienced with local management, a sudden and substantial new source of funding, and political pressures to restructure marine management. Rather than focusing primarily on expanding coverage and devolving authority, it is important to adapt co-management arrangements to the local contexts in which they operate.  相似文献

This paper presents results of the assessment on benefit sharing and payment mechanisms tested by six non-governmental organizations (NGOs)-piloted Reducing Emissions from Deforestation and Forest Degradation (REDD+) initiatives in Tanzania. Results from the assessment indicate that models applied by most of the REDD+ pilot projects have provided most of decisions for the distribution of benefits to the communities through village general assemblies. Based on requirements of the tested models, national benefit-sharing mechanism models are proposed. Major attributes to be considered in the development of national benefit-sharing models should include: (i) ensuring that the existing government structure is not excluded to ensure sustainability; (ii) village general assembly is involved in determining the distribution of the benefits accrued; and (iii) transparency in handling the carbon finance is ensured. Models that are proposed for the national REDD+ benefit sharing apply to two forest management systems, namely Joint Forest Management (JFM) and Community Based Forest Management (CBFM). The paper recommends testing of the two proposed models to determine whether they could be useful in sharing benefits resulting from REDD+ in Tanzania.  相似文献

The search for strategies to address ‘super wicked problems’ such as climate change is gaining urgency, and a collaborative governance approach, and adaptive co-management in particular, is increasingly recognized as one such strategy. However, the conditions for adaptive co-management to emerge and the resulting network structures and relational patterns remain unclear in the literature. To address these identified needs, this study examines social relationships from a network perspective while initiating a collaborative multiactor initiative aimed to develop into adaptive co-management for climate change adaptation, an action research project undertaken in the Niagara region of Canada. The project spanned 1 year, and a longitudinal analysis of participants’ networks and level of participation in the process was performed. Evidence of support for climate change adaptation from the process included the development of deliberative and adaptive responses to opportunities presented to the group and the development of a strong subgroup of participants where decision-making was centered. However, the complexity of the challenge of addressing climate change, funding constraints, competing initiatives, and the lack of common views among participants may have contributed to the group, highlighting the finding that beneficial network structural features and relational patterns are necessary but not sufficient condition for the development of an adaptive co-management process. The context of climate change adaptation may require a different social network structure and processes than other contexts for adaptive co-management to occur, and there may be limitations to adaptive co-management for dealing with super wicked problems.  相似文献

Northern Rangelands of Kenya have continued to grapple with management challenges largely due to a lack of understanding of the dynamics thereof. Eroding customary institutions and new institutional arrangements characterize the system suggesting that adaptation is taking place to cope with the change. It is imperative that these socio-ecosystems adjust to the disturbance without disintegrating into a different state that is controlled by a different set of processes to ensure sustainable rangeland management. To understand the nature of change, the study sought to evaluate institutional arrangements engaged in tackling growing socio-economic and ecological factors challenging development within the last decade. Three study sites namely Kinna, Makurian and Westgate, representing three types of institutional arrangements (elders only, group ranch committee and community conservancy board), were investigated. Key informants, focused group discussions and household survey methods were used to gather data. Data were managed and analysed using Ms Access, Ms Excel, social network analysis and SPSS. Findings indicate that more actors (internal and external) are engaging in management of social economic and ecological factors challenging development within the last decade. The co-management approach allows increased capacity to tackle these challenges and further presents more opportunities for a diversified livelihood, two key features of ecosystem resilience. Findings are useful as the Kenya government implements the National Land Policy that recognizes the need to restructure community land and its management.  相似文献

We evaluated the implementation of a fishing agreement, which was created by negotiation among all users of the resources as a co-management strategy because its definition was a result of meetings between all users of the resources. The fishing agreement was implemented in Unini River, a tributary of the right bank of Negro River. Our approach was based on the perception of the people who live in that area, called ribeirinhos. The management strategy was based on spatial distribution of the different types of fishing. We used two logistic regression models to identify the variables which are important to determine the previous concordance and satisfaction with the agreement. First, we analyzed the initial effort to implement the agreement. The variable that influenced the decision of support for the agreement and satisfaction with the results of agreement in both models was the distance from the interviewee’s residence to the sport fishing area. The results showed that the perception of improvement in well-being of the communities and structured social organization are crucial for the success of the co-management strategy.  相似文献

Assessing the sustainability of large public investment projects within the general framework of three-pillar thinking is a complex affair. Such ventures involve multiple actors – e.g. planners from various disciplines such as engineers, economists and social scientists, in addition to politicians, users and other people affected – each carrying with them particular agendas and priorities, and corresponding understandings of the concept of sustainability. In this paper, we propose to frame the concept of sustainability assessment within the context of investment projects, in order to enable communication between the multiple actors, to assess different impacts of an investment project against one another in a meaningful way and, ultimately, to enhance the commensurability of investment project alternatives. Our main idea is that there exist different levels according to which the assessment of sustainability ought to refer – operational, tactical and strategic – and that properly addressing these levels can permit the different actors to comprehend one another, and thereby allow for more clarity and positive action.  相似文献

A regional experiment in co-management is underway in the Lower Amazon that is developing the basic policy and institutional elements for an ecosystem-based approach to floodplain management. This initiative grew out of the grassroots movement of floodplain communities who, concerned with excessive commercial fishing pressure on local fisheries, took control of local lakes and implemented collective agreements regulating fishing activity. This paper describes the main elements of the evolving regional management system. This process has focused on four main dimensions of floodplain settlement and resource use: development of sustainable management systems for floodplain resources, policies and institutions for fisheries co-management, collective agreements for grazing cattle on floodplain grasslands, and a land tenure policy consistent with the objectives of the evolving co-management system. Over the last year INCRA, the National Institute for Colonization and Agrarian Reform, has begun implementation of a comprehensive new land tenure policy that could resolve structural deficiencies in the existing co-management system and provide the basis for the ecosystem-based management of the Lower Amazon floodplain. This essay attempts to distinguish between traditional notions of public participation and participatory communication, particularly as currently practiced in non-US settings. In addition, specific tools for facilitating participatory communication are identified and discussed. The essay is based on the author's extensive experience as a conflict mediator and public participation consultant and scholar. For the past 15 years, the author has served as a consultant on matters of environmental conflict resolution, public participation, and community-based collaboration for federal and state agencies and NGOs, including the USDA Forest Service, the USDI Bureau of Land Management, the US Army Corps of Engineers, the Washington Department of Fish and Wildlife, the Oregon Department of Environmental Quality, and the Nature Conservancy.  相似文献

Though tiger conservationists almost ubiquitously acknowledge the necessity of landscape approaches and the involvement of local people for effective tiger conservation, reconciling these two needs presents certain challenges for practitioners. Seeking to address both local exigencies and conservation goals, state-sponsored ecodevelopment initiatives have become commonly associated with Project Tiger reserves in India. However, in this essay I argue that by focusing on the proximate sources of tension between tiger conservation and local people (i.e., human–tiger conflict, habitat degradation, and prey depletion), these programs have reinforced the ultimate causes of such tension: the structural inequalities that exists between local people and state organizations. By linking the historical literature with my own fieldwork in the Melghat Tiger Reserve of the Central Indian Highlands, I show how the current structure of ecodevelopment largely mirrors that of colonial forestry by attempting to enforce natural resource property rights in a way that privileges the state and delegitimizes local relational mechanisms of access to natural resources. In doing so, ecodevelopment reflects the political structure that facilitated the rise of conflicts between tigers and people and reinforces the “gridlock of tiger conservation” (Rastogi et al. 2012). With this political ecology perspective, I advocate solidarity between conservation practitioners, local people, and state organizations in addressing these structural problems to further conservation efforts. Emphasizing co-management’s ability to accommodate multi-scalar forms of authority, I end by offering three lessons for conservation from Melghat’s experience with colonial forestry and ecodevelopment.  相似文献

Forest cover is viewed as a resource for the nation as it provides ecosystem services. However, it becomes a burden and retards development for the people of the area, particularly the hills, where such forests flourish. Enactment of stringent laws over the past few decades has strictly prohibited tree felling in these areas, and it has become a deterrent in their growth process. While on one hand, the plains are abuzz with economic activity, on the other hand, the sparse population of the hills is compelled to bear the responsibility of maintaining ecological balance. In this context, the issue of development along with forest sustainability becomes important. Using the case study of the hills of Uttarakhand, India, the paper attempts to highlight the problems and the possible strategies that may be adopted to facilitate inclusive socioeconomic development of forest dwellers while ensuring conservation and enhancement of forest cover.  相似文献

In projects of community development and natural resource management, local residents collaborate with government and NGOs on decisions about forest management and participate in programs designed to improve livelihoods while sustaining natural resources. This paper uses case studies and survey data in Gansu province of northwest China to explore social, ecological, and economic outcomes of community-based co-management (CBCM). Findings show that CBCM appears to have significantly increased livelihoods for local community residents overall. Forest condition and attitudes about forest conservation were also improved. However, economic benefits were not enjoyed uniformly within the communities because, although CBCM projects are nominally available to all, certain subgroups within communities are less likely to participate. Greater education, being married, and access to information are all strongly correlated with participation and thus the economic benefits of CBCM projects. Women, although they frequently participate in household decisions, are infrequent participants in CBCM projects, perhaps because project design does not meet their needs. Future improvements to CBCM project design should include increased access to information, education, and equitable treatment of diverse stakeholders in the decision-making process. Such improvements would likely lead to improvements in livelihoods as well as more sustainable forest management and conservation.  相似文献

How effective are multi-stakeholder scenarios-building processes to bring diverse actors together and create a policy-making tool to support sustainable development and promote food security in the developing world under climate change? The effectiveness of a participatory scenario development process highlights the importance of “boundary work” that links actors and organizations involved in generating knowledge on the one hand, and practitioners and policymakers who take actions based on that knowledge on the other. This study reports on the application of criteria for effective boundary work to a multi-stakeholder scenarios process in East Africa that brought together a range of regional agriculture and food systems actors. This analysis has enabled us to evaluate the extent to which these scenarios were seen by the different actors as credible, legitimate and salient, and thus more likely to be useful. The analysis has shown gaps and opportunities for improvement on these criteria, such as the quantification of scenarios, attention to translating and communicating the results through various channels and new approaches to enable a more inclusive and diverse group of participants. We conclude that applying boundary work criteria to multi-stakeholder scenarios processes can do much to increase the likelihood of developing sustainable development and food security policies that are more appropriate.  相似文献

In Ghana, forests provide many products on which the local population subsists. However, these resources are depleting due to a variety of factors including agricultural expansion and over-exploitation of forest resources. This paper presents an analysis of the level of local dependence on forest resources and its implications for forest management in Ghana. The paper also outlines the causes of continuing deforestation in the studied region from the perspective of the local residents and discusses what role they could play in addressing the problem. The aim is to share more light on the current causes of deforestation and make suggestions for improved community-based forest management practices that could help to reduce deforestation. Primary data was collected through personal interviews and focus group discussions with 431 household heads randomly selected from three Forest Districts in Ghana. The survey showed that income from agriculture constituted 60% of the average total rural household income. Forest income provided 38% of total household income, and off-farm income 2%. The four most highly ranked causes of deforestation are poverty-driven agriculture, lack of alternative rural wage employment other than farming, household population levels, and conflict in traditional land practices. This shows a shift in the view of local people who in the past were quick to blame logging companies and government policies for deforestation. The majority of the respondents depended on wild animals like snail, bush meat, wild honey and wild and cultivated vegetables. Given the reasons for deforestation, much thought needs to go into agroforestry practices (e.g. snail farming, bee keeping, fish farming, and vegetable production) in efforts to reduce deforestation, which are currently less promoted. In various countries, actors try to reconcile climate science and policy through joint knowledge production (JNP). While many conceptual analyses of JNP exist, empirical studies that actually try to assess JNP processes are rare. This paper aims to fill this gap through an empirical analysis of the ‘Hotspot Zuidplaspolder’ project in which scientists, policymakers and other actors collaboratively looked for ways to ‘climate proof’ existing plans for urban development in one of the deepest polders of the Netherlands. The analysis is done by identifying and explaining the credibility and salience of the knowledge produced as well as the perceived legitimacy of the JNP process. Seven success factors derived from existing literature were used in the analysis. Stakeholders appeared to evaluate this project as positive, but the analysis shows that criteria and thresholds regarding success differ between the actors involved. We found three underlying design principles that should be followed to enhance the success of future JNP projects. First, it is necessary to organize several instances for reflection on the project processes. Second, new reward structures are needed to stimulate actors to take new initiatives and come up with creative ideas. Third, projects and programs should provide room to make mistakes and learn from them. This first set of empirical design principles for JNP is useful but should be further refined and nuanced in order to better deal with the social complexity of climate change and other wicked problems.  相似文献

Community-based co-management (CBCM) mechanisms for forest management have matured through the development of new economic analysis and common property theory. However, while many local CBCM mechanisms have been initiated in Chinese Natural Reserves, there are few objective, data-based evaluations of whether these mechanisms improve forest conservation and local livelihoods. This research uses Baishuijiang National Natural Reserve (BNNR) as a study case to evaluate China’s current CBCM mechanisms. The evaluation is based mainly on three criteria: efficiency, equality and sustainability of project operation. Survey data indicate that local CBCM mechanisms provide a wide-participation platform for local villagers, associated administration managers, research institutions and NGOs to join in forest resource protection work while improving local livelihood. CBCM projects have also facilitated a reduction in forest resource dependency, the improvement of household income and encouragement of local people to participate in forest resource protection. Our analysis suggests that most CBCM organizations have made progress in efficiency, equity and sustainability. However, further study should focus on how to deal with the lingering problems of inequity in responsibility and rights among CBCM committee members, poor distribution of benefits, insufficient program-design and management expertise, faulty information dissemination, and insufficient capital investment.  相似文献

The involvement of local communities, as well as the private sector and the government in forest management is now an important principle of tropical forestry policy and practice and a major component of most international forestry aid programmes. This paper present an analysis on the Joint Forest Management Project initiated by two timber companies (Ghana Primewood Products Ltd and Dalhoff Larsen & Horneman) in collaboration with local people in Gwira-Banso of Ghana. Conditions required for enhancing responsibility for and commitment to local forest management, and for an effective local participatory process were also analysed. The study began with the premise that incentives and good communication will enhance participation in joint forest management.The assumption was valid and the results from the survey showed that five broad issues prioritised by respondents to be essential for co-partnership in forest management are communication, financial support, tree planting, multiple land use and benefit sharing. The Project enjoys a great deal of support from the local community, but a number of factors make the continued support of local people a challenging task, including questions of immediate livelihood sources and tenure arrangements. Although this participatory forest management has been implemented over a relatively short period, there is evidence that government and private sectors can successfully involve local people in sustainable management of the forests.  相似文献

When an environmental conflict occurs, the information people have access to play a crucial role in how the conflict develops. Through a case study of an ongoing conflict related to a highly contested wind farm in Québec (Canada), this paper focuses on how the news of the project was announced by the developer and on how it was then diffused by different involved actors. It aims to answer the following questions: who is informed, when are these people informed, and how does it impact the unfolding conflict? Field observation and in-depth interviews with 93 individuals involved in the public hearing process were conducted. An important part of the analysis was made using social network analysis to reconstruct diffusion of the news of the project among the sample over a 5-year period. The main findings showed that the developer made strategic choices regarding information diffusion (confidentiality, exclusion of some actors—especially the citizens, rumors, etc.) that spurred on opposition in the latest stage of development of the project. The population's awareness was slow to grow, mainly because the news of the project was slow to spread in the community.  相似文献
