This study explores the interlinkages among population, environment and poverty and presents empirical evidence in a developing
country like Pakistan. It gives alternative views on population environment linkages. It explains poverty trap, market based
harmony, and dual effect of poverty on the basis of a link between population growth and natural resource degradation. In
addition, the paper also highlights social and political instability through population-poverty-environment spiral. It also
presents empirical evidence on population-environment-poverty nexus in Pakistan. It also compares environmental sustainability
index and human development index for selected Asian countries. The paper also gives scores for different components of environmental
sustainability index for Pakistan and compares these with India. The paper concludes that the causal relationship between
poverty and environment works in both directions, often through changes in GDP and population. Population stress does not
have any significant direct effect on all aspects of environmental status in Pakistan.

The issue of the sustainable development of rural economies in England has recently received considerable attention. This
is because many of the poorest areas in the country are rural, often of high environmental quality, but suffering from high
unemployment and a lack of services and facilities. The rapid decline in agricultural incomes and in-migration of affluent
urban workers since 1990 has exacerbated economic inequality in such areas. A number of factors have the potential to drive
rural development and this paper applies, and considers, the feasibility of a method from the USA for combining economic and
environmental variables in a regional growth model to examine the hypothesis that environmental quality is an important determinant
of sustainable rural development in England. The model output suggests that, although environmental quality does play a role
in sustainable rural development in England there are other, more important, factors driving development. These include business
and communications infra-structure, the degree and opportunities for commuting and underlying employment prospects. The robustness
and limitations of the method for combining economic and environmental variables is discussed in relation to the spatial interrelatedness
of Local Authority Districts in England, and conclusions are drawn about areas for refinement and improvement of the method.

The East Asian economy has been growing fast in recent years, and environmental stresses are building up rapidly. Transboundary air pollution, water shortages, drinking water contamination, freshwater and marine pollution, deforestation, climatic disasters, and other environmental problems are becoming serious threats to the well-being of people in this densely populated region. The ESI (environmental sustainability index) reported by the World Economic Forum in 2005 is a good indicator of the environmental status of the region; most East Asian countries ranked at the bottom. East Asia is not moving toward a sustainable society, and the environment will not sustain the current rate of economic development for long. The traditional culture of East Asia used to be sustainable, so we can learn much from our traditions. Land use should be planned from an ecological point of view so as to best preserve the land’s productivity and stability. There should be definite goals as to where and how much to preserve the three important ecological bases: forests, coastal wetlands and agricultural farms. The forest is the base for the terrestrial ecosystem, including flood control, water resources, and climate; the coastal wetland is the base for the marine ecosystem; farmland is the base for producing food. Within these defined goals, limits should be set on how much land can be utilized for activities like urban development, manufacturing, and recreation. Limits on the pollution load resulting from such activities should be set so as not to irreversibly damage the environment. Economic development should be planned to allow the use of energy and resources only after satisfying these constraints.

The Central Niger Delta is made up of a network of rivers and creeks that constitute the inland surface waters. These surface
waters have historically influenced settlement patterns and are of diverse use to residents of the Central Niger Delta. Surface
water like many ecological system are complex, whose complexity has been associated with seasonal variability. Traditional
knowledge (TK), traditional ecological knowledge (TEK) and the traditional eco-livelihood knowledge (TELK) of residents of
four rural communities in the Central Niger Delta have been explored in developing a river use profile of rural communities
of the Central Niger Delta. A questionnaire survey has been carried out in four communities, two each from the Otuoke and
Kolo Creeks. The result shows that river use varies across seasons and affected by: physico-chemical water quality and characteristics
of surface water; the hydrological characteristics; the biological/ecological characteristics; cultural use and demand; need
for development projects; and access to this vital resource. Fishing constitute one of the major livelihood source in the
Central Niger Delta and the TELK of fishers in the sample communities have specifically been explored to understanding fishing
patterns across seasons. The five seasons identified from this study are: flood season; flood recession season; dry season;
early rainy season; and rainy season. Therefore, the thesis of this paper is that there is the need to balance the current
usage of surface water in the developing world such as the Central Niger Delta with the demand for development as well as
future use if development is to meet the criteria for equitable development. The river use profile could be a promising tool
in planning for equitable development.

Using survey-based data approach for modeling the demand for environmental goods/resources, this study estimates income and
price elasticities of demand for improved environmental quality of two National Parks in Northern Pakistan. The study uses
data from two studies. The estimates indicate that improved environmental quality effects can be described as a luxury and
an ordinary and price elastic service. Confidence intervals show however that the classification as a luxury is not statistically
significant. Income elasticities of willingness to pay are estimated for a broad range of environmental services. The study
finds that income and willingness to pay vary directly and significantly. The elasticity estimates, in general, are greater
than zero, but less than unity. The study concludes that environmental improvements are more beneficial to low-income groups
than for high-income groups.

One of the most important and yet difficult challenges that modern societies face is how to mobilize science and technology
(S&T) to minimize the impact of human activities on the Earth’s life support systems. As the establishment of inter-disciplinary
education programs is necessary to design a unified vision towards understanding the complexity of human nature, the Research
Institute for Sustainability Science (RISS) launched a new program on sustainability science in April 2008. The program expects
to address the issue of how to use knowledge more effectively to understand the dynamic interactions between nature and human
society. This paper first offers an overview of international and Japanese initiatives on sustainability education in which
we highlight the uniqueness of the attempt by the Integrated Research System for Sustainability Science (IR3S). The paper
then introduces the RISS program for sustainability science, addressing the principles and curriculum design of the program.
The paper discusses the main problems and constraints faced when developing the program, such as institutional barriers in
building a curriculum and obtaining cooperation from faculty. To challenge these barriers and limitations, the RISS uses the
program as a platform to disseminate the idea of sustainability science across the university. This attempt helps us to obtain
the continuing cooperation necessary to improve and maintain the program.

There is a general contention among scholars that first, wheat–paddy cropping pattern is largely responsible for declining
ground water table in Punjab and secondly, that the wheat–paddy cropping system is becoming unsustainable over time as the
yield levels of these two major crops are stagnating. However, the existing evidences do not throw adequate insight into the
stage of groundwater depletion during which the wheat–paddy cycle becomes unsustainable. The paper strengthens the existing
empirical base of sustainability status of this cropping cycle in Punjab. A comparison of irrigation systems in terms of both
trends in yield and stability for wheat and paddy has been attempted to arrive at a holistic appraisal of sustainability aspects
of crop specialization in Punjab. It is observed that the canal dependent irrigation system has performed better as compared
to the overexploited groundwater irrigation system in terms of most of the parameters used in the study.

This report summarizes the results of two studies of electricity supply for Europe (EU), the Middle East (ME) and North Africa
(NA) up to the year 2050. It shows that a transition to competitive, secure and sustainable supply of electricity and water
is possible using renewable energy sources, efficiency gains and fossil fuel backup for balancing power. A strong cooperation
between the EU and MENA for the market introduction of renewable energy and the interconnection of the electricity grids by
high-voltage direct-current transmission are keys to the success and survival of the whole region. However, the necessary
measures will take at least two decades to become effective. Therefore, adequate policy and economic frameworks for their
realization must be introduced immediately. The importance of sustainable energy for the security of freshwater supplies in
MENA is also described.

Sustainability principles are at the forefront of regional planning. In Hawaii, the movement toward “sustainability” gave way to revisiting the State Plan. This paper uses a case study of the Hawaii 2050 Sustainability Plan (Hawaii 2050) to illustrate how adopting popular notions of sustainability, without critical examination of how the respective policy frames diverge or interrelate, can lead to “tautological traps.” In the case of Hawaii 2050, the “triple-bottom-line” (embedded within sustainable development) became the dominant sustainability frame during the solicitation of public input and was thus used to guide the planning discourse. The application of triple-bottom-line concepts at the level of policy and planning led to a process that polarized economic and environmental interests. While the goals of sustainable development and the use of triple-bottom-line concepts are useful for planners, we argue that they should be applied within the parameters of ecological sustainability in a US regional context, lest resulting plans continue to allow the momentum of development to override ecological concerns. 相似文献

Society needs to adapt in order to provide the wealth that an increasing part of the world population is getting used to.
We are on a track to ecological and resource collapse if actions are not taken soon. Technology will have to play a key role
in the process of changing industrial society. But innovation has to be embedded in social and organizational innovation.
We need sociotechnical change. Environmentally conscious design has been practiced in engineering design for more than a decade.
Its merits are sometimes blamed as futile, as the world has not witnessed a significant contribution to the solution of the
larger (global) problems. This paper first sketches a scheme of the various levels of technological change, ranging from:
(1) incremental optimizations of single artifacts, to (2) major change of artifacts, (3) systems change, and (4) technological
transitions (involving changes in production and consumption). It outlines the stakeholders involved in these types of innovations
and the parties that could orchestrate the innovation process. In this paper, It is argued that the most encompassing level
of technological innovation, the level of transition, is crucial for achieving long-term sustainable development, as it has
the largest potential for improvement. However, transition is not very well manageable. The paper contains a review of the
literature regarding the occurrence of technological transitions. After a transition has occurred, the new system is often
not efficient. Its gains in terms of diminished resource consumption or pollution have to be enlarged by less encompassing
innovation strategies, such as systems innovations and product optimization. Transitions for sustainable development are often
impossible, as the new systems have to compete with fully developed and optimized systems that have far advanced at the learning
curve, i.e., are optimized by various systems and incremental innovations. Less encompassing levels of innovation, even those
that aim at more sustainability, can counteract transitions that have more potential for sustainable development by improving
the competing (unsustainable) technology. The paper will give several examples of this dilemma and some guidelines for developing
government policies as well as corporate strategies. On the policy level, it is argued that it is especially important to
develop (scope for) market niches for new sustainable systems and products as they create scope for experiments that could
lead to transitions.

Terrascope is a freshman learning community at the Massachusetts Institute of Technology (MIT) in which teams of students
work to find solutions to large ‘unsolvable’ problems and to communicate about those problems with a wide variety of audiences
in multiple formats. The program strongly promotes students’ autonomy in focusing and structuring their work, and student
projects culminate in public presentations, both to general audiences and to panels of technical specialists. Students who
have completed the program tend to show strong engagement with environmental and sustainability issues, as well as the skills
and experience to work intensively on such issues within multidisciplinary teams. Here, we present the program as a case study,
with some discussion of the factors that are key to its operation.

Culture as trigger for sustainability transition in the water domain: the case of the Spanish water policy and the Ebro river basin 总被引:2,自引:2,他引:0
There is a mounting body of literature dealing generally with the dynamics of transitions of human systems towards sustainability
and specifically with the different stages and processes of transitions. However, the question of why transition processes
occur in the first place remains largely unexplained. This paper explores the concept of transition triggers, such as culture
or material resource scarcity, and provides a theoretical framework to explain the emergence of a transition and its relation
to recent developments in Spanish water policy. We adapt the general framework provided by current transition theory and gather
empirical evidence and insights from processes occurring within the Spanish policy context and the Ebro river basin in particular.
Our results show that the sole existence of biophysical limits to water use or development cannot explain the start of a possible
sustainability transition in this domain in Spain. Changes in the existing water policies in the direction of sustainability
were not ignited by people directly affected by water scarcities but by a coalition of sensitive agents, mostly from academia,
NGOs and local constituencies, who managed to articulate new identities, integrate multiple sources of policy relevant knowledge,
and develop new values under the umbrella of the new water culture movement.

过去10年间,可持续发展理论和实践都取得重大进展。在这些进展当中,本文辨识出3个核心的概念:地球系统观、生态文明思想、低碳经济概念,对这3个看起来没有直接关联的概念分析了其中十分密切的理论联系。地球系统观的发展深刻地改变了人类对自身和所处地球环境的认识,被称为"第二次哥白尼革命",从而强化了可持续发展理论的科学基础;生态文明思想从根本上颠覆了工业文明的思想基础,深化了可持续发展理论的哲学和伦理学内涵;低碳经济概念是全球应对气候变化过程中提出的新的理念,以提高能效、减少排放和发展可再生能源为特征的经济发展模式是可持续发展理论在实践的具体化,并具有可操作性。3个概念都突出了地球系统作为一个整体来研究、开发、利用和保护;同时也都强调了对地球表层这个自然与社会剧烈交互作用的生态圈和人类圈的理解必须运用全新的视角和多学科的研究方法。深入理解这3个概念的内涵及相互关系是把握可持续发展理论10年进展的关键。 相似文献

The objective of this paper is to trace the evolution of the resource concept in modern Japan by highlighting key individuals
who played major roles in communicating this idea to a wider audience during its formation and development between the 1910s
and 1950s. Special attention will be paid to the effect of different historical contexts on interpretations of the term “resource”.
The paper reveals how the integration of knowledge indispensable for achieving sustainability occurs. The orientation of resource
policy was drastically different before and after World War II. In the pre-war period, the military government used the resource
concept to create a comprehensive inventory of the nation’s military forces, and “resource” was thus a convenient term to
neutralize the aggressive connotations of top-down military mobilization. After the turn to democratic principles in 1945,
“resource” suddenly acquired a symbolic meaning as a means to serve the people. Despite these contrasts, however, pre and
post-war resource concepts share a commonality in that the government acted as the centralizing force, providing a platform
to integrate disparate knowledge under the resource concept. At a time when society itself is more prone to fragmentation,
the resource concept, which played a significant role in unification in the past, should be re-examined. The history of the
concept in Japan, particularly during the pre and post-war period up until the 1950s, contains a wealth of insights as to
how this can be achieved.

Local vulnerability as an advantage: mangrove forest management in Pará state,north Brazil,under conditions of illegality 总被引:1,自引:1,他引:0
When ecosystems are threatened or scientific knowledge of the effects of human action is uncertain, legislative prohibition is often adopted. This paper examines how the criminalization of mangrove tree use affects ecosystem management outcomes. We explore the biological, economic and social sustainability effects of the legal ban on mangrove use on the coast of Bragança, Pará, north Brazil. There are two main categories of mangrove users in this area: firstly, local subsistence users who also derive some financial incomes from mangrove sale. Their mangrove use is intertwined with household livelihood strategies and they display self-initiated planning and action towards sustainable management; secondly, more mobile, purely commercial users who are responsible for most commercial mangrove exploitation and who employ regionally sequential, predatory resource exploitation strategies. These users are typically based at some distance from the exploited areas and share neither local livelihood strategies nor sustainability agendas. The current outright ban on any utilization of mangrove flora seems to undermine biological sustainability, is economically inefficient and generates normative insecurity, conflict and social polarization. The ineffectiveness of the outright legal prohibition of mangrove tree use in terms of sustainable coastal management leads us to investigate alternative management options. We suggest that the legalization of local mangrove utilization and the strengthening of local users rights and responsibilities to control outsiders in a co-management framework, as proposed in the Brazilian extractive reserves (RESEX) approach, is most likely to advance ecologically, economically and socially sustainable mangrove management. It is demonstrated that a legal recognition of local entitlements to mangrove trees would reduce social vulnerability and therefore move forest management outcomes into more desirable directions.

The underlying reason for the mismanagement of tropical nearshore fisheries is the implementation of policies and programs
based on Western models and approaches, coupled with an inability and/or unwillingness to consider non-Western alternatives
of empirically proven value. Such attitudes are embedded in donor and development agency behavior, and are demonstrated by
the temperate bias in conventional approaches to fisheries education and management, with a corresponding lack of understanding
of tropical milieux, and in the persistence of various prejudices. Adaptive Management, The Ecosystem Approach, Local Knowledge,
and Protected Areas are discussed from the perspectives of Western models and pre-existing Pacific Island systems as alternative
models. Given the parlous condition of the global environment and resources, the best non-Western pre-existing models and
Western approaches must be blended to provide sustainable solutions.

In this study we perform an ecological analysis of the resources use in the diet of the ribeirinho populations of the Barcelos municipality, Rio Negro, Amazonas, Brazil. Data on food composition, seasonality, and origin
took place during three field trips between 1999 and 2000. Data were gathered based on structured interviews and observations
from a total of 320 meals of 114 randomly selected families and 164 fishing trips. The staple food of the studied populations
is based on fish and manioc, although the food niche amplitude can vary according to the factors such as the access to imported
food items, resources seasonality, and socio-economic conditions. The migration to urban centers along with the changes in
subsistence activities (reduction of small-scale agriculture and specialization in commercial fishing) may result in changes
in the food habits of ribeirinho populations from Rio Negro.

This article explores the special features of the rural–urban transformation in East Asia in the last 30 years within the
broader context of the development strategies of Asian governments. Despite an ongoing commitment to the rhetoric of concern
with rural development, food security and the alleviation of rural poverty, these policies have emphasised the important role
of urbanisation as the prime process influencing economic growth. This is supported by the economic argument that the economies
of scale, the creation of mass urban markets and the higher productivity that occur in urban places make them crucial to development.
This paper argues that this approach creates a false dichotomy between rural and urban areas, whereas development should aim
to increase the linkages between rural and urban areas aimed at producing societal transformations rather than separate rural
and urban transitions. The paper then explores the empirical evidence of rural–urban transitions in East Asia with a more
detailed case study of China, which is considered to be a crucial example because of the size of its population, the special
conditions of market socialism and its institutional capacity to manage the rural–urban transformation. The final section
focusses on the importance of developing spatial sensitivity to the management of the rural–urban transformation in the 21st
century. Old divisions between rural and urban sectors must be replaced by planning that integrates urban and rural activities
so that they adopt sustainable management strategies which utilise concepts of eco-systems in which rural and urban activities
are linked, so as to create sustainable urban regions, cities and societies.
