Food aid is a key component of a humanitarian response but its use in other programming contexts is subject to numerous criticisms. Even in humanitarian emergencies food aid is often late, unreliable and out of proportion to other elements of the response. Three major factors will shape the future of food aid. First, mechanisms of food aid governance are being reviewed and may undergo major changes—particularly the Food Aid Convention now that hopes have diminished for an Agreement on Agriculture at the World Trade Organisation. The second significant factor is donor agency trends. Overall levels of food aid have dropped fairly steadily in recent decades and there are several discernible trends in resource allocation, procurement and the use of food aid. The third factor is an emerging body of best practice that will define acceptable standards of food aid programming in the future. 相似文献
Zusammenfassung UNEP International Register of Potentially Toxic Chemicals (IRPTC) wurde von der ersten VN-Umweltkonferenz 1972 geschaffen.
Sein Einfu? und Zusammenwirken in den 80ziger Jahren mit anderen internationalen Programmen der WHO, FAO, OECD und EG in der
Chemikalienkontrolle wird beschrieben. Nach dem Erdgipfel von Rio 1992 werden im VN-Rahmen drei neue Gremien gebildet, die
das Fachprogramm des Kapitels 19 der Agenda 21 (umweltfreundliches Chemikalienmanagement) umsetzen sollen: die United nations
Commission of Sustainable Development, das Intergovernmental Forum on Chemical Safety und das Interorganization Programme
for the Sound Management of Chemicals. Der Erdgipfel brachte auch für IRPTC eine Neuorientierung. Seit 1996 hat UNEP Chemicals,
wie sich IRPTC nunmehr nennt, drei Aufgaben in sein Arbeitsprogramm aufgenommen, die beschrieben werden: das internationale
übereinkommen zum Prior Informed Consent, das internationale übereinkommen zur Kontrolle der Persistent Organic Pollutants,
und schlie?lich sein traditionelles Arbeitsgebiet des Informations-austausches über Stoffe wird weitergeführt.

Background, Aim and Scope. To better address the requirements of the changing multilateral order, the United Nations Industrial
Development Organization (UNIDO) Cleaner Production Programme, in 2004, developed the new Sustainable Industrial Resource
Management (SIRM) approach. This approach is in accordance with the principles decided at the United Nations Conference on
Environment and Development (UNCED) in Rio de Janeiro, Brazil in 1992. Unlike the traditional approaches to environmental
management, the SIRM concept captures the idea of achieving sustainable industrial development through the implementation
of circular material and energy flows in the entire production chain and reduction of the amount of material and energy used
with greater efficiency solutions. The SIRM approach seeks to develop new models to encourage a shift from selling products
to supplying services, modifying, in this manner, the supplier/user relationship and resulting in a win-win situation for
the economy and the environment. Chemical Leasing represents such a new service-oriented business model and is currently being
promoted by UNIDO′s Cleaner Production Programme.
Main Features. One of the potential approaches to address the problems related to ineffective use and over-consumption of
chemicals is the development and implementation of Chemical Leasing business models. These provide concrete solutions to the
effective management of chemicals and on the ways negative releases to the environment can be reduced. The Chemical Leasing
approach is a strategy that addresses the obligations of the changing international chemicals policy by focusing on a more
service-oriented strategy. Mexico is one of the countries that were selected for the implementation of UNIDO's demonstration
project to promote Chemical Leasing models in the country. The target sector of this project is the chemical industry, which
is expected to shift their traditional business concept towards a more service and value-added approach. This is being achieved
through the development of company specific business models that implement the above-indicated Chemical Leasing concept with
the support from the Mexican National Cleaner Production Centre (NCPC).
Results and Conclusions. The implementation of Chemical Leasing in Mexico has proven to be an efficient instrument in enhancing
sustainable chemical management and significantly reducing emissions in Mexico. Several companies from the chemical industrial
sector implement or agreed to implement chemical leasing business models. Based on the positive findings of the project,
several Mexican companies started to negotiate contents of possible Chemical Leasing contracts with suitable business partners.
The project further aimed at disseminating information on Chemical Leasing. It successfully attracted globally operating companies
in the chemicals sector to explore possibilities to implement Chemical Leasing business models in Mexico. At the international
level, the results of the UNIDO project were presented on 20TH September 2005 during a side event of the Strategic Approach
to International Chemicals Management (SAICM) Preparation Conference in Vienna.
Recommendations and Outlook. To facilitate the promotion and application of Chemical Leasing project at international level,
UNIDO is currently developing a number of tools to standardize Chemical Leasing projects. These include, among others, Chemical
leasing contract models; Chemical Leasing data base to find partners for chemical leasing; and guidelines to implement Chemical

Community water supply programmes are seen as instrumental in achieving the goal of ‘safe’ water for all. Women, a principal target group of these programmes, are to be benefited with greater convenience, enhanced socio‐cultural opportunities and better health for themselves and their families, provided through improved water facilities. Water supply programmes largely consist of three essential components, namely: technology, people and institutions. Although such programmes are intended to benefit women members of local communities, scant attention is paid to the impacts of the socio‐cultural context of the community on these programmes. This article explores the influence of social and cultural intricacies on the implementation of community water supply programmes, and assesses their effectiveness. The article offers important lessons for the design and implementation of this type of programme. It concludes that the local socio‐cultural context sets the stage for programme implementation, being a dynamic factor that determines actual access to water sources, more so than mere physical availability, which is often used as a criterion for programme performance. The article stresses the urgent need to integrate socio‐cultural factors as a fourth dimension in designing community water supply programmes, and suggests practical measures for enhancing the effectiveness of such programmes. 相似文献
Various and diverse industrial safety areas were identified and grouped as under: general areas of safety, Special areas of safety and industry specific areas of safety.
General areas of safety are common to all industries and special areas of safety are relevant only if the selected industry has such nature of work or hazard and whereas the industry specific areas of safety refers to process safety of the industry. Three separate modules were prepared along with contents.
For conduction of the programme, the selected industry must be studied and the designed safety education programme modules have to be adapted by leaving irrelevant areas in special and industry specific areas of the designed safety modules. The implementation of safety education programme was carried out at Bharath Heavy Electricals Ltd, Trichy and Southern Railway workshop, Trichy, by adapting the designed modules to suit these industries as mentioned above.
Effectiveness is measured by the increase in safety awareness of the selected industrial workers (sample), who had already undergone such programmes with short falls conducted within the industry itself. Research Tool was prepared based on the contents of the adapted safety education modules and pre-test and post-test were conducted, data collected and analysed.
The results were statistically significant as confirmed by t-test analyses. 相似文献
