国内大城市以PM10和SO2为主要污染物的煤烟型污染十分严重,因而天然气作为煤的清洁替代品已越来越受到人们的重视。过去天然气作为宝贵的战略资源多被用作化工原料,而对是否应将其作为城市民用燃料存有争论。本研究以北京和重庆为案例城市,对大城市中实施大规模的“煤改气”工程进行了详尽的费用-效益分析(CBA)。其中,采用Rowe与Ostro的剂量-反应函数详细估算了天然气替代煤后产生的外部效益。结果表明,在人口和经济活动高度集中的大城市,使用天然气作民用燃料能有效降低非点源大气污染物排放和低空污染物浓度,产生明显的环境效益,因而具有显著的效益-费用比较优势。最后,本文对激励天然气在大城市的推广提出了环境经济政策建议。 相似文献

Many regions of the world are predicted to experience water scarcity due to more frequent and more severe droughts and increased water demands. Water use efficiency by plants can be negatively affected by soil water repellency (SWR). It is timely to review existing techniques to remedy SWR. Ideally remediation addresses the origins of a problem. However, the fundamental mechanisms of how and why SWR develops are still poorly understood. In this review it was hypothesized that SWR occurs where the balance of input-decomposition of organic matter is impaired, due to either increased input or decreased decomposition rates of hydrophobic substances. Direct and indirect strategies to remedy SWR were distinguished. While direct remediation aims at abolishing the causes of SWR, indirect strategies seek to manage sites with SWR by treating its symptoms. The 12 reviewed strategies include applying surfactants, clay, slow-release fertilizers, lime, and fungicides, bioremediation of SWR through stimulating earthworms, choosing adapted vegetation, irrigation, cultivation, soil aeration and compaction. Some of the techniques have been applied successfully only in laboratory experiments. Our review highlights that it is not straightforward to cure SWR based on easily measurable and site-specific soil and vegetation properties, and that long-term, large-scale field experiments are required to improve the understanding of the evolution of SWR as cornerstone to develop cost-effective and efficient remediation strategies. ABSTRACT: The thermal stratification characteristics of a flow-augmentation reservoir, Round Valley Reservoir, New Jersey, and attendant driving conditions were documented and analyzed for portions of three years. Substantial differences in the thermal stratification regime of the reservoir occurred in response to the documented changes in meteorological, operating, and light penetration conditions. The features of stratification that were affected included: the depth of the upper mixed layer, the average temperature of the epilimnion, the temperature gradient in the metalimnion, and the average temperature in the hypolimnion. 相似文献

In many locations, regulatory agencies do not permit tree planting above landfills that are sealed with a capping clay, because
roots might penetrate the clay barrier and expose landfill contents to leaching. We find, however, no empirical or theoretical
basis for this restriction, and instead hypothesize that plant roots of any kind are incapable of penetrating the dense clays
used to seal landfills. As a test, we excavated 30 trees and shrubs, of 12 species, growing over a clay-lined municipal sanitary
landfill on Staten Island, New York. The landfill had been closed for seven years, and featured a very shallow (10 to 30-cm)
soil layer over a 45-cm layer of compacted grey marl (Woodbury series) clay. The test plants had invaded naturally from nearby
forests. All plants examined—including trees as tall as 6 m—had extremely shallow root plates, with deformed tap roots that
grew entirely above and parallel to the clay layer. Only occasional stubby feeder roots were found in the top 1 cm of clay,
and in clay cracks at depths to 6 cm, indicating that the primary impediment to root growth was physical, although both clay
and the overlying soil were highly acidic. These results, if confirmed by experimental research should lead to increased options

This article presents lessons from experience pertinent to implementing small-scale natural resource and related investment projects in developing countries. It outlines ideas for intervention and innovation to foster such investments. Particular emphasis is placed on private-sector participation in these investments. Following a brief presentation of the economic development and other arguments that support intervention and innovation in support of such small-scale natural resource investments, the article discusses many of the lessons learned from experience. These lessons reinforce those touched upon in the investment-specific discussions in the previous articles. The experience and associated lessons that are examined include experiences in both developing and developed countries and encompass not just lessons from natural resource investments, but also small-scale investments in other sectors. Financing and other innovations which facilitate meeting the challenges are drawn from relevant experience where barriers to investment have been surmounted. Options for programme and project interventions to increase market penetration of small-scale investments and achieve the associated development linkages and synergies are suggested. These suggestions are aimed especially at governments and bilateral and multilateral development finance and development assistance entities. A method is proposed to quantify disturbance impact on isolated habitats. For every landscape patch, the breakpoint distance,
defined as the penetration distance for which equality of interior and edge habitat is observed, can be calculated. Disturbance
with equal impact at all patch sides is assumed. Effects of patch compactness, size, convolution, and perforation are discussed.
The potential use of the measure for nature reserve design is discussed. The breakpoint distance follows the reserve design
guidelines for individual patches, based on island biogeography and is consistent with the form and function principle. A
large breakpoint distance is preferred for natural habitats. Small size, small compactness, intense convolution, and the occurrence
of many gaps depress the breakpoint distance. 相似文献
